In exercise of the powers conferred by sections 10 and 18 of the Pharmacy Act, 1948 (8 of 1948), the Pharmacy Council of India, with the approval of the Central Government, hereby makes the following regulations,
## Report on Diploma in Pharmacy Exit Examination Regulations, 2022
**1. Executive Summary:**
This report analyzes the "Diploma in Pharmacy Exit Examination Regulations, 2022" as published in the Gazette of India. This new policy establishes a mandatory exit examination (DPEE) for Diploma in Pharmacy holders seeking registration as pharmacists. The core purpose is to ensure competency and practical training of pharmacy graduates before they can register with the State Pharmacy Council. Key findings include the establishment of a prescribed authority to conduct the examination, a defined syllabus, and eligibility criteria for both candidates and registration. The regulations aim to standardize and improve the quality of registered pharmacists.
**2. Introduction:**
This report provides an informative overview of the "Diploma in Pharmacy Exit Examination Regulations, 2022," based solely on the provided policy text. It outlines the policy's objectives, key provisions, target audience, and likely implications for pharmacy graduates and the pharmacy profession.
**3. Policy Overview:**
* This is a **New Policy**.
* **Core Objective(s):** As stated in the text, the objective of the Diploma in Pharmacy Exit Examination (DPEE) is to:
* Ensure that candidates applying for registration as pharmacists have undergone pharmacy education and comprehensive practical training.
* Confirm the acquisition of core competencies in dispensing medicines and other areas of pharmacy practice.
* Reinforce discipline, integrity, judgment, skills, knowledge, and a desire for continuous learning in aspiring pharmacists.
* Enable graduates to function as registered pharmacists capable of fulfilling professional duties and responsibilities.
**4. Background and Rationale:**
As this is a new policy, the text suggests the regulations address a need to standardize and improve the quality of pharmacists entering the profession. The policy aims to ensure a baseline level of competency among Diploma in Pharmacy graduates, potentially addressing concerns about the practical skills and knowledge of newly qualified pharmacists before they are registered. This is inferred from the policy objective focused on ensuring 'core competencies' and 'comprehensive practical training'.
**5. Key Provisions / Changes:**
As a new policy, the main components and requirements are:
* **Establishment of Exit Examination:** The policy mandates a Diploma in Pharmacy Exit Examination (DPEE) for eligibility to register as a pharmacist.
* **Prescribed Authority:** The Pharmacy Council of India (PCI) will establish or designate a "Prescribed Authority" to conduct the DPEE.
* **Eligibility for Examination:** Candidates must have passed the Diploma in Pharmacy course from an institution approved by the Pharmacy Council of India under section 12 of the Pharmacy Act, 1948.
* **Examination Structure:** The DPEE comprises three papers with multiple-choice questions in the following subjects:
* Pharmaceutics
* Pharmacology
* Pharmacognosy
* Pharmaceutical Chemistry
* Biochemistry
* Hospital and Clinical Pharmacy
* Pharmaceutical Jurisprudence and Drug Store Management
* **Examination Language:** The examination shall be in English.
* **Examination Duration:** Each paper will be three hours in duration.
* **Passing Criteria:** A minimum of 50% marks is required in each paper to pass the examination. All three papers must be passed in the same attempt.
* **Frequency of Examination:** The examination will be conducted twice every year.
* **Certificate of Eligibility:** Successful candidates will receive a certificate of eligibility for enrollment and practice, which must be presented to the State Pharmacy Council for registration.
* **Registration Prerequisite:** Completion of the approved Diploma in Pharmacy course and qualification in the Diploma in Pharmacy Exit Examination is required for registration as a pharmacist under section 33 of the Pharmacy Act 1948.
* **Exemption:** The regulations do not apply to individuals already registered as pharmacists.
**6. Target Audience and Stakeholders:**
The primary target audience and stakeholders are:
* **Diploma in Pharmacy Graduates:** Those seeking registration as pharmacists are now required to pass the DPEE.
* **Pharmacy Institutions:** Institutions offering Diploma in Pharmacy courses, as their graduates' success will be tied to the examination.
* **Pharmacy Council of India (PCI):** Responsible for establishing the Prescribed Authority, setting standards, and overseeing the examination process.
* **State Pharmacy Councils:** Responsible for the final registration of pharmacists and receiving the certificate of eligibility from successful candidates.
**7. Implementation Aspects (Inferred):**
* **Responsible agency/bodies:**
* Pharmacy Council of India (PCI) - Overall responsibility for policy implementation and oversight.
* Prescribed Authority - Conducts the exit examination.
* State Pharmacy Councils - Handles the final registration of pharmacists.
* **Timelines or procedures:**
* The regulations come into force from the date of their publication in the Official Gazette (February 24, 2022).
* The PCI will announce the scheme and syllabus of the DPEE from time to time.
* The examination will be conducted twice per year.
* Candidates must apply in a prescribed form with required documents and fees.
**8. Expected Outcomes / Impact of Changes:**
The likely intended outcomes of the new policy are:
* **Improved Competency of Pharmacists:** The DPEE is expected to ensure a minimum level of knowledge and skills among registered pharmacists, leading to better patient care.
* **Standardization of Pharmacy Education:** The policy may incentivize pharmacy institutions to improve their curriculum and practical training programs to prepare students for the DPEE.
* **Enhanced Public Trust:** By ensuring the competency of registered pharmacists, the policy may enhance public trust in the pharmacy profession.
**9. Conclusion:**
The "Diploma in Pharmacy Exit Examination Regulations, 2022" represents a significant step towards standardizing and improving the quality of registered pharmacists in India. By mandating a comprehensive exit examination, the policy aims to ensure that newly registered pharmacists possess the necessary knowledge, skills, and competencies to effectively perform their duties and contribute to public health. This regulation will have a direct impact on pharmacy graduates, pharmacy institutions, and the State Pharmacy Councils.
