## Policy Analysis Report: Aadhaar Enrolment and Update Tenth Amendment Regulations, 2022 **1. Executive Summary:** This report analyzes the Aadhaar Enrolment and Update Tenth Amendment Regulations, 2022, No. 6 of 2022, as published in the Gazette of India. This amendment to the Aadhaar Enrolment and Update Regulations, 2016, introduces a new requirement for Aadhaar number holders to update their supporting documents (Proof of Identity and Proof of Address) every 10 years from the date of enrollment to ensure continued accuracy of information in the Central Identities Data Repository (CIDR). The key finding is the mandatory, periodic document update to maintain data accuracy. **2. Introduction:** The purpose of this report is to provide an informative analysis of the Aadhaar Enrolment and Update Tenth Amendment Regulations, 2022, based solely on the provided text. It aims to outline the amendment's objective, key provisions, affected stakeholders, and potential impact. **3. Policy Overview:** * This is an amendment to the Aadhaar Enrolment and Update Regulations, 2016, No. 2 of 2016. * **Core Objective:** To ensure the continued accuracy of information held in the Central Identities Data Repository (CIDR). **4. Background and Rationale:** This amendment likely addresses the issue of outdated information within the CIDR. By mandating periodic updates of supporting documents (POI and POA), the amendment aims to improve the reliability and accuracy of the data, reflecting potential changes in address or identity over time. It suggests a concern that relying solely on the initial enrollment information may lead to inaccuracies and inconsistencies. **5. Key Provisions / Changes:** The primary change introduced by this amendment is the insertion of a new Regulation 16A, titled "Update of Documents." This regulation stipulates the following: * **Specific Part Changed:** The amendment inserts a completely new regulation, 16A, after the original Regulation 16. Regulation 16 itself is amended to change the reference to the update procedure. * **New Rule/Provision:** Aadhaar number holders are required to update their supporting documents (Proof of Identity [POI] and Proof of Address [POA]) at least once every 10 years from the date of enrollment for Aadhaar. These documents must be those specified under Aadhaar Enrolment and Update Regulation 10. * **Effect of Change:** This change introduces a *mandatory* periodic verification process. Previously, document updates were potentially triggered by other events or left to the discretion of the Aadhaar holder. Now, a proactive update is required every decade. The amendment also shifts the specification of update procedure to be defined by the Authority from time to time which potentially allows for more flexible or adaptive procedures. **6. Target Audience and Stakeholders:** The primary target audience is all Aadhaar number holders. This includes a significant portion of the Indian population. Directly affected stakeholders include: * **Aadhaar Holders:** Who must comply with the new document update requirement. * **Unique Identification Authority of India (UIDAI):** The agency responsible for implementing and overseeing the amendment. * **Aadhaar Enrolment Centers:** The physical locations where document updates can be submitted. **7. Implementation Aspects (Inferred):** * **Responsible Agency:** The Unique Identification Authority of India (UIDAI) is responsible for specifying the manner in which the document updates are to be performed. * **Timelines:** Aadhaar holders must update their documents within every 10-year period following their initial enrollment date. * **Procedures:** The specific procedures for document submission and update will be defined by the UIDAI. The text implies that these procedures may be subject to change over time. **8. Expected Outcomes / Impact of Changes:** The intended outcome of this amendment is to improve the accuracy and reliability of data stored in the CIDR. This enhanced data quality is expected to: * Reduce fraud and misuse of Aadhaar. * Improve the efficiency and effectiveness of government services and subsidy delivery. * Enhance the overall integrity of the Aadhaar ecosystem. * It could also increase the burden on Aadhaar holders to keep their documents updated and the administrative burden on UIDAI. **9. Conclusion:** The Aadhaar Enrolment and Update Tenth Amendment Regulations, 2022, introduces a significant change by mandating periodic document updates for all Aadhaar holders. This proactive approach aims to address data accuracy concerns within the CIDR. While potentially increasing the responsibility on Aadhaar holders, the amendment seeks to improve the overall reliability and integrity of the Aadhaar system, benefiting both the government and individuals through more accurate and efficient service delivery. The success of this amendment will depend on the UIDAI's ability to effectively communicate the new requirements and implement user-friendly update procedures.
