स.ं बीओए/3-बी/पीएपी/2024.—भारतीय जिककत्सा पद्धजत राष्ट्रीय आयोग अजधजनयम, 2020 (2020 का 14) की धारा 55 के उपखंड (एि), (आई), (िे) और (िडे .बी.) द्वारा प्रित्त िजियों का प्रयोग करते हुए एवं भारतीय जिककत्सा पद्धजत राष्ट्रीय आयोग (भारतीय जिककत्सा पद्धजत राष्ट्रीय परीक्षा) जवजनयम, 2023 के जवजनयम 9 के अनुसार, आयोग एतद्द्वारा जनम्नजलजखत जवजनयम बनाता ह:ै अर्ाात:- अध्याय -I प्रारंजभक 1. संजक्षप्त िीर्ाक और प्रारंभ:- (1) इस जवजनयम को भारतीय जिककत्सा पद्धजत राष्ट्रीय आयोग (प्री-आयुवेि प्रोग्राम फॉर बैिलर ऑफ आयुवेकिक मजे डजसन एंड सिारी जवजनयम) 2024 कहा िाएगा। (2) ये सरकारी रािपत्र में प्रकािन की जतजर् से लाग ूहोंगे। 2. पररभार्ाए:ँ - (1) इन जवजनयमों में, िब तक कक संिभा से अन्यर्ा अपेजक्षत न हो, - (क) "अजधजनयम" का अर् ाह ैभारतीय जिककत्सा पद्धजत राष्ट्रीय आयोग अजधजनयम, 2020 (2020 का 14); 6995 वर्ा का बैिलर ऑफ आयुवेकिक मेजडजसन एडं सिारी और एक वर्ा का अजनवाया रोटेटरी इंटनाजिप िाजमल है, जिसमें राष्ट्रीय पात्रता-सह-प्रवेि परीक्षा के माध्यम से िसवीं कक्षा के बाि स्नातक पाठ्यक्रम में प्रवेि का प्रावधान है; (ग) “आयुवेि गरुु कुलम” का अर् ा ह ै 'एक स्ट्वायत्त आवासीय आयुवेि संस्ट्र्ान या कॉलेि', जिसमें एक जिक्षण अस्ट्पताल भी िाजमल ह।ै यह सस्ट्ं र्ान िो वर्ीय प्री-आयुवेि कायाक्रम के सार् सात वर्ा और छह माह की अवजध का बैिलर ऑफ आयुवेकिक मेजडजसन एडं सिारी (बीएएमएस) जडग्री प्रोग्राम प्रिान करता है; (घ) “अनलु ग्नक” का अर् ाह ैइन जवजनयमों में संलग्न एक अनलु ग्नक; (ङ) "पररजिष्ट" का अर्ा ह ैइन जवजनयमों में संलग्न पररजिष्ट; (ि) “संस्ट्र्ान" का अर् ाह ै – आयुवेि गुरुकुलम; और (छ) "एनईईटी-पीएपी" का अर् ाह ैप्री-आयुवेि प्रोग्राम के जलए राष्ट्रीय पात्रता सह प्रवेि परीक्षा; (2) इन जवजनयमों में प्रयुि िब्ि और अजभव्यजियां, परंतु यहां पररभाजर्त नहीं ह,ैं उनके वही अर्ा होंगे िो उन्ह ेंअजधजनयम में क्रमिः सौंपे गए ह।ैं 3. सामान्य जविार:- (1) आयुवेि गुरुकुलम में सात वर्ा और छह माह के बैिलर ऑफ आयुवेकिक मेजडजसन एंड सिारी प्रोग्राम संिाजलत ककया िाएगा। (2) संस्ट्र्ान को 'आयुवेि गरुु कुलम' के रूप में संिर्भात ककया िाएगा, जिसमें प्रबंधन के जववेक के अनुसार एक उपसगा या प्रत्यय िोडा िाएगा। (3) सभी आयुवेि गुरुकुलम संस्ट्र्ान केंद्रीय संस्ट्कृत जवश्वजवद्यालय, िनकपुरी, नई किल्ली से संबद्ध होंगे। (4) ऐसे आयुवेि गुरुकुलम की संख्या राज्यों या केंद्र िाजसत प्रिेिों की िनसंख्या के अनुपात म ें होगी। प्रत्येक पांि करोड िनसंख्या के जलए राज्य या केंद्र िाजसत प्रिेि प्रिासन म ें एक अजतररि आयुवेि गुरुकुलम होगा। (5) मौिूिा आयुवेि संस्ट्र्ानों को आयुवेि गुरुकुलम म ें या आयुविे गरुु कुलम को अन्य संस्ट्र्ानों में पररवर्तात करने की अनुमजत नहीं िी िाएगी। (6) आयुवेि गरुु कुलम म ें प्रिान ककए िान े वाल े कायाक्रमों म ें िो वर्ा के प्री-आयुवेि प्रोग्राम के सार्-सार् सात वर्ा और छह माह का अडं रग्रेिएु ट प्रोग्राम (बैिलर ऑफ आयवु ेकिक मेजडजसन एंड सिारी) िाजमल होगा। आयुवेि गरुु कुलम पररसर में केवल वही पाठ्यक्रम संिाजलत ककए िाएंगे, जिन्ह ें आयोग द्वारा अनुमजत िी गई ह।ै (7) (क) आयुवेि गरुु कुलम ऑनलाइन जसस्ट्टम स्ट्र्ाजपत करेगा िैसे लर्निंग मनै ेिमेंट जसस्ट्टम, हॉजस्ट्पटल इनफामेिन एंड मैनेिमेंट जसस्ट्टम्स (आयुष्मान भारत हल्े र् अकाउंट, हल्े र् प्रोफेिनल रजिस्ट्री, और यूजनक हल्े र् आइडेंरटकफकेिन नंबर के सार् संगत), आधार इनेबल्ड बायोमेररक अटेंडेंस जसस्ट्टम अर्वा आईररस ररकजग्निन अर्वा फेस ररकजग्निन अटेंडेंस जसस्ट्टम और भारतीय जिककत्सा पद्धजत राष्ट्रीय आयोग द्वारा समय-समय पर जनर्िाष्ट ककसी भी अन्य जसस्ट्टम सजहत ऑनलाइन प्लेटफॉमा या जसस्ट्टम स्ट्र्ाजपत करन े होग ें िैसा कक जिक्षण कमािाररयों, गरै -जिक्षण कमािाररयों, अस्ट्पताल के कमिा ाररयों और स्नातक छात्रों की उपजस्ट्र्जत को जिजननत करन े के जलए आयोग द्वारा जनिेजित ककया गया है; (ख) आयोग द्वारा समय-समय पर किए गए जनििे ानुसार क्लोि सर्काट टेलीजविन (सीसीटीवी) और ककसी भी अन्य जसस्ट्टम को आयोग द्वारा नाजमत केंद्रीय सवार के सार् संस्ट्र्ाजपत और संरेजखत या इंटरफेस ककया िाएगा, िो आयोग और इसके स्ट्वायत्त बोडों को आवश्यकतानुसार वास्ट्तजवक समय या प्रासंजगक डेटा प्रिान करेगा।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 (ग) आयोग द्वारा जनर्िाष्ट ककसी भी एिेंसी के माध्यम स े पूरे वर्ा बायोमेररक उपजस्ट्र्जत डेटा संबंजधत जनयामक जनकाय, आयोग या आयोग के स्ट्वायत्त बोडों को वास्ट्तजवक समय के आधार पर उपलब्ध कराया िाएगा। (8) रोजगयों का प्रमाणीकरण आयुष्मान भारत हल्े र् अकाउंट नंबर के माध्यम से ककया िाएगा। (9) आयुवेि गरुु कुलम के भीतर सभी जनमााण पारंपररक गरुु कुलम वास्ट्तुकला को प्रजतबबंजबत करेंगे और ग्रीन कैंपस जसद्धांत का पालन करेंगे। अध्याय -II प्री-आयवु िे कायक्रा म के जलए न्यनू तम आवश्यक मानक 4. भूजम की आवश्यकता - (1) पिास छात्रों की प्रवेि क्षमता वाले आयुवेि गरुु कुलम के जलए न्यनू तम भूजम की आवश्यकता ताजलका - 1 के अनुसार होगी। ताजलका-1 न्यनू तम आवश्यक भजू म न्यूनतम आवश्यक भूजम क्रम संख्य ा क्षेत्र श्रेणी (एकड म)ें 1 रटयर I या मगे ा और मेरो * $ रटयर II िहर, उत्तर-पूवी राज्य, पहाडी क्षेत्र और अजधसूजित 2 10 िनिातीय क्षेत्र 3 क्रम संख्या 1 और 2 म ेंजनर्िाष्ट क्षेत्रों को छोडकर कोई अन्य क्षत्रे 15 * मेगा और मेरो: ग्रेटर मुंबई, किल्ली, कोलकाता, िेन्नई, बगैं लोर, हिै राबाि, अहमिाबाि, पुण,े सूरत भारत म ेंलाग ू िनगणना के अनुसार। नोट:-$ भूजम की आवश्यकताओं के जलए जनम्नजलजखत ितों का पालन ककया िाएगा:- (क) मेगा और मेरो िहरों म ें आवश्यक भूजम की गणना इन जवजनयमों और नगर जनगम के उपजनयमों म ें जनर्िाष्ट आवश्यक जनर्मात क्षेत्र के आधार पर की िाएगी। (ख) जनर्मात क्षेत्र का अनुमोिन संबजं धत जवकास प्राजधकरण द्वारा उस िहर में लाग ू नवीनतम भवन उप- जनयमों (जवकास जनयंत्रण) के अनुसार ककया िाएगा। (ग) आवेिक संस्ट्र्ान उस िहर के प्रमाजणत भवन उपजनयमों की एक प्रजत प्रस्ट्तुत करेगा। (घ) आवेिक स्ट्र्ानीय वैधाजनक जनकाय से अनुमोकित योिना की एक प्रजत भी प्रिान करेगा, सार् ही पणू ाता पररयोिना और उसी जनकाय स ेएक पणू ाता प्रमाण पत्र भी प्रिान करेगा। (ङ) अस्ट्र्ायी अजधभोग प्रमाण (प्रोजविनल ओक्कुपेन्सी सर्टाकफकेट) पत्र पर केवल लगातार तीन िक्षै जणक वर्ों के जलए जविार ककया िाएगा। (ि) इसके बाि, अनुमजत के नवीनीकरण के जलए केवल उपयिुा पूणाता प्रमाण पत्र और पणू ाता योिना पर जविार ककया िाएगा। (2) भूजम िो स े अजधक भूखंडों में नहीं होगी और िो भूखंडों के बीि रेजडयल िरू ी पांि ककलोमीटर स े अजधक नहीं होगी। (3) सडक या नहर या नाल े द्वारा अलग ककए गए परंतु पलु से िडु े िो भूखंडों को भूजम के एक टुकडे के रूप म ें माना िाएगा। (4) 02 पररसरों के प्रकरण म,ें जिक्षण अस्ट्पताल और इंटन ाछात्रावास एक ही पररसर म ेंहोगा। (5) भूजम आवेिक के स्ट्वाजमत्व में या आवेिक के नाम पर कम स े कम तीस वर्ों की अवजध के जलए लीि पर होगी । लीि समझौते की समाजप्त पर नवीकरण की आवश्यकता होगी।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 5. आयुवेि गुरुकुलम म ेंजनम्नजलजखत िाजमल होंग:े (क) प्रिासन मंडल (प्रिासजनक ब्लॉक); (ख) अध्ययन अध्यापन मडं ल (िैक्षजणक ब्लॉक); (ग) जिककत्सा और स्ट्वास्ट््य मडं ल (जिक्षण जिककत्सालय ब्लॉक) ; (घ) जनवास मंडल (आवासीय पररसर) ; (ङ) गौिाला (गाय खजलहान) : वैकजल्पक । 6. प्रिासन मंडल (प्रिासजनक ब्लॉक) - (1) प्रिासन मडं ल की जवजभन्न इकाइयों के जलए जनर्मात क्षेत्र की न्यूनतम आवश्यकता ताजलका 2 म ेंप्रिान की गई ह।ै (2) आयुवेि गुरुकुलम द्वारा प्रस्ट्तुत सभी कायाक्रम एक सामान्य प्रिासन मंडल साझा करेंगे। ताजलका -2 प्रिासजनक ब्लॉक के जलए न्यनू तम आवश्यक जनर्मता क्षत्रे न्यूनतम आवश्यक क्र० स० इकाई क्षेत्र (वग ामीटर) 1 संस्ट्र्ान के प्रमुख (जनिेिक / संकायाध्यक्ष / प्रािाया) का कायाला य, जिसमें एक प्रतीक्षा कक्ष 50 और संलग्न िौिालय िाजमल ह।ैं 2 संस्ट्र्ान के प्रमुख के पसानल अजसस्ट्टेंट 10 3 कॉलेि पररर्ि बैठक कक्ष 150 4 पैंरी 05 5 जवजिटर प्रतीक्षा कक्ष - सस्ट्ं र्ान के प्रमुख के कायाालय में जवजिटर हते ु 20 6 उप जनिेिक अर्वा उप संकायाध्यक्ष अर्वा उप प्रािाया 40 (20+20) (2 पि: प्री-आयुवेि और बी.ए.एम.एस. के जलए अध्यापन मंडल (िैक्षजणक ब्लॉक)- (1) सात वर्ा और छह माह स्नातक पाठ्यक्रम में जिक्षण के पहले िो वर्ों (प्री-आयुवेि) के जलए एक हिार वगा मीटर के न्यूनतम क्षत्रे के सार् एक स्ट्वतंत्र िैक्षजणक ब्लॉक होगा, जिसमें िाजमल ह:ैं (2) (क) पाठ्यक्रम के पहल े िो वर्ों के जलए पांि स्ट्वतंत्र जिक्षण जवभाग उपलब्ध होंग:े भार्ा और ििान जवभाग, जिसमें एक भार्ा प्रयोगिाला (पच्चीस + सौ वगा मीटर) िाजमल ह;ै भौजतकी जवभाग, जिसमें भौजतकी प्रयोगिाला (पच्चीस + सौ वगा मीटर) िाजमल ह;ै रसायन जवज्ञान जवभाग, एक रसायन जवज्ञान प्रयोगिाला (पच्चीस + सौ वग ा मीटर) सजहत; गजणत जवभाग (पच्चीस वगा मीटर); और िीव जवज्ञान जवभाग, जिसमें एक िीव जवज्ञान प्रयोगिाला (पच्चीस + सौ वगा मीटर) िाजमल ह।ै भौजतकी, रसायन जवज्ञान और िीव जवज्ञान के जलए न्यूनतम आवश्यक उपकरण और सहायक उपकरण केंद्रीय माध्यजमक जिक्षा बोडा (सीबीएसई) द्वारा जनर्िाष्ट ककए िाएंगे। (ख) भार्ा और ििान जवभाग म ेंसंस्ट्कृत, अंग्रेिी, ििान और आयुवेि का पररिय िाजमल होगा।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 5 (3) (क) सात वर्ा और छह माह के स्नातक कायाक्रम के प्रर्म और जद्वतीय वर्ा के जलए िो कक्षाएं होंगी, जिनमें से प्रत्येक में साठ छात्रों की बैठने की क्षमता होगी। (ख) 30-30 की संख्या म ेंछात्रों के बठै ने की क्षमता वाल ेिो ििाा कक्ष। (4) भारतीय जिककत्सा पद्धजत राष्ट्रीय आयोग (स्नातकीय आयुवेि कॉलेिों और संलग्न जिक्षण अस्ट्पतालों के जलए न्यूनतम आवश्यक मानक, आकलन एव ं रेटटंग) जवजनयम, 2024 में जनर्िष्टा मानकों के अतररि, संस्ट्र्ान में एक पुस्ट्तकालय (केंद्रीय और जडजिटल) होगा। इसके अजतररि, पहले िो वर्ों के जवर्यों के जलए प्रासंजगक िीर्ाकों को िाजमल करने के जलए 60 वग ामीटर अजतररि स्ट्र्ान और 2,000 पुस्ट्तकें उपलब्ध होंगी। (5) आयुवेि स्नातक कायाक्रम (बैिलर ऑफ आयुवेकिक मेजडजसन एडं सिारी) के जलए मलू भतू सुजवधाएँ, मानव संसाधन, कायाक्षमता और अन्य पूवाापेक्षाओं सजहत न्यूनतम आवश्यक मानकों की रूपरेखा भारतीय जिककत्सा पद्धजत राष्ट्रीय आयोग (स्नातकीय आयुवेि कॉलेिों और संलग्न जिक्षण अस्ट्पतालों के जलए न्यनू तम आवश्यक मानक, आकलन एव ं रेटटंग) जवजनयम, 2024 म ें जवस्ट्तृत होंगी, जिसम ें छात्र प्रवेि क्षमता के अनुसार 60 छात्रों के जलए प्रावधान ककया िाएगा। 8. जिककत्सा और स्ट्वास्ट््य मडं ल (जिक्षण अस्ट्पताल ब्लॉक) : मलू भूत सुजवधाए,ँ मानव संसाधन, कायाक्षमता, और इसी प्रकार के मानिंडों स े सबं ंजधत सभी न्यूनतम आवश्यक मानकों का पालन करेगा, िो भारतीय जिककत्सा पद्धजत राष्ट्रीय आयोग (स्नातकीय आयुवेि कॉलेिों और संलग्न जिक्षण अस्ट्पतालों के जलए न्यनू तम आवश्यक मानक, आकलन एवं रेटटंग) जवजनयम, 2024 में साठ छात्रों की प्रवेि क्षमता के जलए जवस्ट्ततृ ह।ै 9. जनवास मंडल: (1) जनवास मंडल म ेंिाजमल होंगे, (क) बाल छात्रावास (सात वर्ा और छह माह के बैिलर ऑफ आयवु ेिा इन मेजडजसन एडं सिारी पाठ्यक्रम के पहले िो वर्ों के जलए स्ट्वतंत्र रूप से) (ख) कन्या छात्रावास (सात वर्ा और छह माह के बैिलर ऑफ आयवु ेिा इन मेजडजसन एडं सिारी पाठ्यक्रम के पहले िो वर्ों के जलए स्ट्वतंत्र रूप से) (ग) सलाहकारों (मेंटसा), वाडान के जलए आवास पररसर (घ) कमािारी आवास पररसर (वैकजल्पक) (ङ) छात्रावास में आवास की साझेिारी प्रजत कक्ष अजधकतम िो व्यजियों तक सीजमत होगी। (2) छात्रावास में िौिालय, भोिनालय, रीबडगं रूम, मनोरंिन सुजवधाएं और उजित सुरक्षा िैसी आवश्यक सुजवधाएं होंगी। अध्याय -III सात वर् ाऔर छह माह के स्नातक कायक्रा म के जलए जिक्षा के न्यनू तम मानक 10. प्री-आयुवेि कायाक्रम का उद्देश्य : (1) प्रासंजगक भारतीय िास्त्रों और संस्ट्कृत भार्ा में जनजहत आयुवेि को सीखने और समझने के जलए छात्र को तैयार करना। (2) छात्र को अपने िास्त्रीय स्रोतों से प्रामाजणक रूप से आयुवेि का अध्ययन करने और अतं तः एक समग्र जिककत्सक बनने के जलए तैयार करना। (3) जिक्षा के आयुवेि गरुु कुलम मॉडल के माध्यम से भारतीय संस्ट्कृजत और परंपरा के मल्ू यों को आत्मसात करने के जलए छात्र को उन्मुख करना। (4) जिक्षण-अजधगम प्रकक्रया के एक महत्वपूणा घटक के रूप में गुरु और जिष्य के बीि अनौपिाररक बातिीत की सुजवधा प्रिान करना। 11. प्रवेि क्षमता- प्रत्येक आयुवेि गरुु कुलम की प्रवेि क्षमता प्रत्येक िैक्षजणक सत्र के जलए पिास सीटें होगी।6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 12. प्रवेि के जलए पात्रता मानिंड- (1) बैिलर ऑफ आयुवेकिक मेजडजसन एंड सिारी के जलए सात वर्ा और छह माह के स्नातक कायाक्रम में प्रवेि के जलए पात्रता इस प्रकार होगी: (क) उम्मीिवार न े ककसी भी मान्यता प्राप्त बोड ा सजहत संस्ट्कृत बोड ा ऑफ स्ट्टेट या ककसी समकक्ष मान्यता प्राप्त बोडा स,े तर्ा 10+2 पैटना या 5+3+3+4 पैटन ामें 10वीं कक्षा उत्तीणा की होनी िाजहए। (ख) ककसी भी उम्मीिवार को पूवोि कायाक्रम में तब तक प्रवेि नहीं किया िाएगा िब तक कक वह कायाक्रम के पहले वर् ा में, उसके प्रवेि के वर्ा के 31 किसंबर को या उससे पहले पंद्रह वर्ा की आयु परू ी नहीं कर लेता। (2) प्रत्येक िैक्षजणक वर् ा म ें सात वर्ा और छह माह के स्नातक कायक्रा म म ें प्रवेि के जलए सभी आयवु ेि गरुु कुलम की एक समान प्रवेि परीक्षा, नामत: राष्ट्रीय पात्रता-सह-प्रवेि परीक्षा-प्री-आयुवेि होगी । परीक्षा समय-समय पर आयोग द्वारा जनर्िाष्ट माध्यम से संस्ट्कृत या ककसी अन्य भार्ा में आयोग द्वारा नाजमत प्राजधकरण द्वारा आयोजित की िाएगी। सात वर्ा और छह माह के स्नातक कायाक्रम में प्रवेि के जलए अहता ा प्राप्त करने के जलए, सामान्य उम्मीिवारों को िैक्षजणक वर्ा में राष्ट्रीय पात्रता सह प्रवेि परीक्षा प्री-आयुवेि म ें कम से कम पिास प्रजतित अंक प्राप्त करन े होगें। अनुसूजित िाजत, अनुसूजित िनिाजत, अन्य जपछडा वग ा और किव्यागं उम्मीिवारों की जस्ट्र्जत म ें किव्यांगिन अजधकार अजधजनयम, 2016 (2016 का अजधजनयम संख्यांक 49) के अंतगात पात्रता के जलए न्यनू तम 40% अंक प्राप्त करन े होगें। बिते कक ऐसे मामलों म ें िहां संबंजधत श्रणे ी (अनुसूजित िाजत, अनुसूजित िनिाजत और अन्य जपछडा वग)ा म ें पयााप्त संख्या में उम्मीिवार प्रविे के जलए ककसी भी िैक्षजणक वर्ा के जलए आयोजित पात्रता-सह-प्रवेि परीक्षा-प्री- आयुवेि म ें न्यूनतम अंक प्राप्त करने म ें जवफल रहत े ह,ैं तो आयोग संबंजधत श्रेणी के उम्मीिवारों के जलए प्री-आयुवेि कायाक्रम में प्रवेि के जलए आवश्यक न्यूनतम अंकों को कम कर सकता ह,ै और इस प्रकार कम ककए गए अंक संबंजधत श्रेणी के उम्मीिवारों के जलए केवल उस िैक्षजणक वर्ा में ही लागू होंगे। (3) पात्र उम्मीिवारों की एक अजखल भारतीय सामान्य मेररट सूिी राष्ट्रीय पात्रता-सह-प्रवेि परीक्षा-प्री-आयुवेि म ें प्राप्त अंकों के आधार पर तैयार की िाएगी और संबंजधत श्रेणी के भीतर उम्मीिवारों को उि मेररट सूजियों से ही प्री-आयुवेि पाठ्यक्रम म ेंप्रवेि के जलए मान्य ककया िाएगा। (4) अनुसूजित िाजत, अनुसूजित िनिाजत, अन्य जपछडा वगा और किव्यांगिन के जलए आरक्षण सबं ंजधत लागू कानूनों के अनुसार प्रिान ककया िाएगा। (5) प्री-आयुवेि कायाक्रम म ें प्रवेि के जलए ऑनलाइन काउंसबलंग भारतीय जिककत्सा पद्धजत राष्ट्रीय आयोग (स्नातकीय आयुवेि जिक्षा के न्यनू तम मानक) जवजनयम, 2022 में उजल्लजखत कििाजनिेिों के अनुसार की िाएगी। (i) जविेिी नागररकों को छोडकर सभी सीटें, िाह े वे ककसी भी श्रणे ी (केंद्रीय आरजक्षत सीटें, राज्य आरजक्षत सीटें, प्रबधं न आरजक्षत सीटें, या ककसी अन्य लागू आरक्षण) से हों, का जविार ककए जबना सभी सीटें पूरी तरह से ऑनलाइन काउंसबलंग के माध्यम स े आवंरटत की िाएंगी। उपयिुा जनर्िाष्ट उम्मीिवारों के अजतररि ककसी भी माध्यम से प्रत्यक्ष प्रवेि अनुमत नहीं ककया िाएगा। (ii) संस्ट्र्ानों को समय-समय पर सत्यापन के जलए आयोग द्वारा जनर्िाष्ट प्रारूप म ेंऔर समय सीमा के भीतर प्रवेि प्राप्त छात्रों की सूिी प्रस्ट्ततु करनी होगी। (iii) केंद्रीय संस्ट्कृत जवश्वजवद्यालय उन उम्मीिवारों (जविेिी नागररकों को छोडकर) के प्रवेि को स्ट्वीकृजत िेगा, जिन्ह ेंऑनलाइन काउंसबलंग के माध्यम से सीटें आवंरटत की गई ह।ैं (iv) कोई भी प्राजधकारी या संस्ट्र्ान प्रवेि के संबंध में इन जवजनयमों में जनधााररत मानिडं ों या प्रकक्रया का उल्लघं न करत े हुए ककसी भी उम्मीिवार को सात वर् ा और छह माह के स्नातक कायाक्रम म ें प्रवेि नहीं िेगा और उि मानिडं या प्रकक्रया के उल्लघं न में ककए गए ककसी भी प्रवेि को भारतीय जिककत्सा पद्धजत राष्ट्रीय आयोग द्वारा तत्काल रद्द कर किया िाएगा।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 7 (v) कोई भी प्राजधकरण या संस्ट्र्ान िो इन जवजनयमों में जनधााररत मानिडं ों या प्रकक्रया का उल्लघं न करत े हुए ककसी छात्र को प्रवेि िेता है, अजधजनयम के प्रासंजगक प्रावधानों के अतं गता अनिु ासनात्मक कारावाई के अधीन होगा। (vi) जविेिी उम्मीिवारों के जलए ककसी भी अन्य समकक्ष योग्यता की अनुमजत िी िा सकती है, और इस जवजनयमन के उप-जवजनयमन (2) के प्रावधान ऐसे उम्मीिवारों पर लाग ूनहीं होंगे। 13. कायाक्रम की अवजध:- इस कायाक्रम की अवजध सात वर् ा और छह माह होगी, जिसम ें िो वर् ा का प्री-आयुवेि कायाक्रम भी िाजमल ह।ै 14. प्री-आयुवेि प्रोग्राम सर्टाकफकेट: (1) प्री-आयुवेि कायाक्रम की अवजध पूरा होने पर, और ताजलका-3 म ें उजल्लजखत सभी जवर्यों को सफलतापूवाक उत्तीणा करने के बाि, उम्मीिवार को प्री-आयुवेि प्रमाणपत्र से सम्माजनत ककया िाएगा।गुरू (2) प्री-आयुवेि सर्टाकफकेट 10 + 2 सर्टाकफकेट के समकक्ष होगा, और प्री-आयुवेि योग्यता रखने वाल े उम्मीिवार उन कायाक्रमों के जलए पात्र होंग ेिहां पात्रता 10 + 2 या इसके समकक्ष ह।ै 15. जिक्षा का माध्यम:- कायाक्रम के जलए जिक्षा का माध्यम भारत के संजवधान की 8वीं अनुसूिी में संस्ट्कृत या बहिं ी या अंग्रेिी या कोई मान्यता प्राप्त क्षेत्रीय भार्ा होगी: बिते कक, यकि कोई संस्ट्र्ान जवजभन्न राज्यों या अतं रााष्ट्रीय छात्रों को प्रवेि ि े रहा है, तो जिक्षा का माध्यम संस्ट्कृत या अंग्रेिी में होगा। 16. गुरू (मेंटर) : (1) पच्चीस छात्रों के प्रत्येक समूह के जलए एक गुरू (मेंटर) होगा। आयुवेि गुरुकुलम में अध्ययन के सभी वर्ों के िौरान एक ही गरूु होगा। ऐसे मामलों में िहा ं गुरू (मेंटर) और छात्र म ें अनुकूलता की कमी होती ह,ै वहां छात्र को गरूु (मेंटर) को बिलन े का उजित अवसर प्रिान ककया िाएगा। (2) गुरू (मेंटर) ककसी भी जवर्य का जिक्षक होगा, जिसे अजधमानतः संस्ट्कृत का ज्ञान हो और िो अपन े जिक्षण म ेंजनष्ठा और समपणा का उिाहरण प्रस्ट्तुत करे। (3) वह छात्रों के समग्र जवकास के जलए उत्तरिायी होगा। (4) वह आयुवेि गुरुकुलम के आवासीय पररसर म ेंजनवास करेगा। (5) गुरू (मेंटर) छात्रावास का वाडान नहीं होगा। (6) वह ककिोर मनोजवज्ञान, प्रकृजत (िारीररक और मानजसक), और मानव व्यवहार का ज्ञान रखेगा। 17. अध्ययन का पैटना- (1) इस कायाक्रम में मख्ु य जवर्य और इलेजक्टव िाजमल होंगे। व्याख्यान से गरै -व्याख्यान घंटों का अनुपात लगभग 1: 2 होगा। आयुवेि गुरुकुलम छात्रों के जलए जवजभन्न कौिल जवकल्प प्रिान कर सकता ह।ै (2) औपिाररक जिक्षा में राष्ट्रीय जिक्षा नीजत (एनईपी) 2020 के तहत जवकजसत नेिनल कररकुलम फ्रेमवका (एनसीएफ) के अनुसार योग्यता-आधाररत पाठ्यक्रम के सार् सरं ेजखत पाठ्यक्रम िाजमल होगा। (3) अनौपिाररक जिक्षा म ें संस्ट्कृत ग्रंर्ों के पारायण (पाठ), कौिल आधाररत गजतजवजधयों िैस े िौंसठ कला, कंप्यूटर प्रोग्राबमंग, जिककत्सा उपकरण, ति ्जवद्यसंभार्ा, गजणतीय सोि, िीवन कौिल और इसी प्रकार के जवर्यों िैसे जवर्य िाजमल होंगे। स्ट्पष्टीकरण- इस जवजनयमन के प्रयोिनों के जलए, अजभव्यजि 'व्याख्यान' का अर्ा ह ै उपिेिात्मक जिक्षण, अर्ाात कक्षा जिक्षण, और अजभव्यजि 'गैर-व्याख्यान' म ें व्यावहाररक / प्रििानात्मक जिक्षण िाजमल ह।ै प्रििाानात्मक जिक्षण म ें जवर्य की आवश्यकताओं के अनुसार छोटे समूह जिक्षण, ट्यूटोररयल, सेजमनार, संगोष्ठी, असाइनमेंट, रोल प्ल,े प्रयोगिाला प्रजिक्षण, क्षेत्र का िौरा, कौिल प्रयोगिाला8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] प्रजिक्षण, समस्ट्या-आधाररत जिक्षा, साक्ष्य-आधाररत जिक्षा आकि िाजमल ह।ैं गैर-व्याख्यान में, पाठ सजहत व्यावहाररक भाग सत्तर प्रजतित होगा, और प्रििानात्मक जिक्षण तीस प्रजतित होगा। (4) सभी बैिों के जलए जनयजमत समय साररणी में प्रजत सप्ताह पुस्ट्तकालय और िारीररक जिक्षा िोनों के जलए न्यूनतम एक घंटा िाजमल होगा, इसके सार् ही प्रजत माह मनोरंिन (प्रजतभा की अजभव्यजि और पाठ्येतर गजतजवजधयों की अजभव्यजि सजहत) के जलए आवंरटत एक घंटा िाजमल होगा। (5) ताजलका-3 में जनर्िाष्ट जवर्यों को सात वर् ा और छह माह के आयुवेि स्नातक कायाक्रम के पहल े और िसू रे वर्ा के िौरान पढाया िाएगा। ताजलका-3 में जनर्िाष्ट जवर्यों के अजतररि, पहले िो वर्ों म ें छात्रों को पांि ऑनलाइन इलेजक्टव पाठ्यक्रम भी परू ा करना होगा। इन अजनवाया इलेजक्टव के आकलन के रूप म ें होगा: (क) छात्रों को कक्षा म ें अपन े प्रििना का मूल्यांकन करने, कायाक्रम सामग्री की उनकी समझ जनधााररत करने और उनके सीखन े के पररणामों का आकलन करन े के जलए समय-समय पर जनम्नजलजखत प्रकार के मूल्यांकन से गुिरना होगा। (i) आवजधक मूल्यांकन एक जवर्य, मॉड्यलू , या पाठ्यक्रम के जवजिष्ट भाग के जिक्षण के अंत में ककया िाएगा। ताजलका -5 में उजल्लजखत मल्ू यांकन जवजधयों को अपनाया िा सकता है, लने े पर एक क्रेजडट प्रिान ककया िाएगा और छात्र प्रत्येक माड्यूल के जलए अजधकतम पािं क्रेजडट अर्िात कर सकता ह।ै (iii) प्रत्येक क्रेजडट के जलए िो अंकों का वेटेि और प्रत्येक इलेजक्टव के जलए अजधकतम िस अंक किए िाएगं े। (iv) ये इलेजक्टव अंक संबंजधत जवर्यों के मौजखक परीक्षा के अंकों म ेंिोड े िाएंगे। (v) प्रत्येक मॉड्यूल के अंत में ऑनलाइन मल्ू यांकन ककया िाएगा। ग्रेबडंग के जलए पांि मॉड्यूलर आकलन के औसत पर जविार ककया िाएगा, िो जनम्नानुसार ह:ै कांस्ट्य के जलए 25 प्रजतित तक, रित के जलए 26- 50 प्रजतित, स्ट्वणा के जलए 51-75 प्रजतित और प्लैरटनम के जलए 76 प्रजतित और उससे अजधक। (घ) ्योरी और प्रैजक्टकल परीक्षाओं में अलग-अलग न्यनू तम 50 प्रजतित अंक प्राप्त करने पर छात्रों को उत्तीणा घोजर्त ककया िाएगा। (i) 65 प्रजतित या उससे अजधक अंक प्राप्त करन े वाले उम्मीिवार को जवर्य में प्रर्म श्रेणी से सम्माजनत ककया िाएगा, और 75 प्रजतित या उससे अजधक अंक प्राप्त करने वाल े उम्मीिवार को जवर्य म ें जडबस्ट्टंक्िन स ेसम्माजनत ककया िाएगा। (ii) वगा और जवजिष्टता का परु स्ट्कार पूरक परीक्षाओं पर लाग ूनहीं होगा।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 11 (iii) प्रत्येक छात्र को परीक्षा म ें उपजस्ट्र्त होने के जलए ्योरी (व्याख्यान घंटे) और प्रैजक्टकल (गरै -व्याख्यान घंटे) के जलए प्रत्येक जवर्य में अलग-अलग न्यूनतम 75 प्रजतित उपजस्ट्र्जत बनाए रखने की आवश्यकता होगी। (iv) यकि कोई छात्र संज्ञानात्मक कारणों से जनयजमत परीक्षा म ें उपजस्ट्र्त नहीं हो पाता है, तो वह पूरक परीक्षा म ें एक जनयजमत छात्र के रूप म ें िाजमल हो सकता ह,ै और जनयजमत परीक्षा म ें अनपु जस्ट्र्जत को एक प्रयास नहीं माना िाएगा। 19. िैक्षजणक कैलडैं र - ताजलका-7 में किए गए अनंजतम िैक्षजणक कैलेंडर टेम्पलेट के आधार पर जवश्वजवद्यालय प्रत्येक बैि के जलए अकािजमक कैलडें र तैयार करेगा। यह कैलडें र छात्रों को जवतररत ककया िाएगा और संबंजधत वेबसाइटों पर प्रकाजित (अपलोड) ककया िाएगा, इसके अनुसार सभी गजतजवजधयों का संिालन ककया िाएगा। ताजलका-7 सात वर् ाऔर छह माह के पहल ेिो वर्ों के जलए िक्षै जणक कैलडें र का टेंटेरटव टेम्प्लटे िक्षै जणक गजतजवजध किनाकं या अवजध प्री-आयुवेि के प्रर्म वर् ा का प्रारंभ अक्टूबर का पहला काय ाकिवस पहला टम ाटेस्ट्ट मािा (छठा जिक्षण के जनधााररत घंटों को बनाए रखते हुए आवश्यकतानुसार छुट्टी को समायोजित कर सकते ह।ैं हालांकक, िैक्षजणक कैलेंडर की संरिना म ें बिलाव नहीं ककया िाएगा। नोट 2: रजववार को छुट्टी रहगे ी। राज्य के जनयमों के अनुसार अन्य सभी छुरट्टया,ं आयुवेि गुरुकुलम पर लाग ू होंगी। लंबी छुरट्टया,ं िैस े गमी की छुरट्टयां और किवाली की छुरट्टया,ं सस्ट्ं र्ान द्वारा या जवश्वजवद्यालय के जनयमों के अनुसार जनधााररत की िा सकती ह।ैं परीक्षाओं की तैयारी के जलए कोई अवकाि नहीं होगा। 20. अध्ययन के िौरान छात्र का स्ट्र्ानांतरण- छात्रों को एक आयुवेि गरुु कुलम से िसू रे में स्ट्र्ानांतररत करने की अनुमजत िी िा सकती ह,ै िो खाली सीटों की उपलब्धता और जवश्वजवद्यालय को पूवा अजधसूिना के सार् िोनों आयुवेि गुरुकुलमों की आपसी सहमजत के अनुसार होगा। आयवु ेि गुरुकुलम और जनयजमत आयुवेि संस्ट्र्ानों के बीि या इसके जवपरीत प्रवास की अनुमजत नहीं ह।ै 21. ट्युिन िुल्क- (1) आयुवेि गरुु कुलम के छात्रों के जलए ट्यूिन िुल्क आयोग के परामिा से जवश्वजवद्यालय की िुल्क जनधाारण सजमजत द्वारा जनधााररत िल्ु क से अजधक नहीं होगी। (2) परीक्षाओं में असफलता या ककसी अन्य कारणों स े असफल होन े के मामल े म ें अध्ययन की जवस्ट्ताररत अवजध के जलए कोई जिक्षण िुल्क नहीं जलया िाएगा। 22. (ििना ) या संस्ट्कृत म ें मास्ट्टर जडग्री के 8 आयुवेि का पररिय सार् आिाय ा नोट- िो जिक्षकों में स,े कम स ेकम एक जिक्षक उच्च संकाय िैसे प्रोफेसर, एसोजसएट प्रोफेसर या रीडर, पि पर होगा। (2) योग प्रजिक्षक (पणू ाकाजलक) के जलए न्यनू तम योग्यता योग में स्नातक की जडग्री होगी, और प्रजिक्षक के पि के जलए ककसी जिक्षक कोड की आवश्यकता नहीं होगी। (3) जिक्षण स्ट्टाफ के जलए योग्यता और अनुभव जनम्नानुसार होगा: - (क) प्रोफेसर के पि के जलए - (i) जनयजमत जिक्षक के रूप में संबंजधत जवर्य म ें िस वर् ा का जिक्षण अनुभव या एसोजसएट प्रोफेसर (रीडर) के पास संबंजधत जवर्य में पांि वर्ा का जनयजमत जिक्षण अनुभव होगा। (ख) एसोजसएट प्रोफेसर के पि के जलए - संबंजधत जवर्य म ें जनयजमत जिक्षक के रूप म ें पांि वर्ा का जिक्षण अनुभव। (ग) सहायक प्रोफेसर के पि के जलए - (i) ककसी जिक्षण अनुभव की आवश्यकता नहीं होगी। (घ) संस्ट्र्ान के प्रमुख के पि के जलए योग्यता और अनुभव – (i) सस्ट्ं र्ान के प्रमुख (बप्रंजसपल या डीन या जनिेिक, िैसी भी जस्ट्र्जत हो) के पि के जलए योग्यता आयुवेि पद्धजत म ें स्नातकोत्तर जडग्री (मास्ट्टर इन डॉक्टरेट और मास्ट्टर इन सिारी) होगी; (ii) संस्ट्र्ान के प्रमुख (बप्रंजसपल या डीन या जनिेिक, िैसी भी जस्ट्र्जत हो) के पि के जलए अनुभव वही होगा िो प्रोफेसर के पि के जलए जनर्िाष्ट ककया गया ह ै और उप प्रधानािाया या जवभाग के प्रमुख या उप जिककत्सा अधीक्षक या जिककत्सा अधीक्षक के रूप में न्यूनतम तीन वर्ा का प्रिासजनक अनुभव होगा; (iii) आयुवेि में स्नातकोत्तर जडग्री (मास्ट्टर इन डॉक्टरेट और मास्ट्टर इन सिारी) वो जिन्होंन े आयोग द्वारा संिाजलत या आयोग द्वारा समय-समय पर जनर्िाष्ट "िैजक्षक प्रिासन" म ें प्रजिक्षण प्राप्त ककया ह।ै (ङ) राष्ट्रीय जिक्षक पात्रता परीक्षा में अहता ा प्राप्त की होगी। 23. वेतन - (1) सरकारी या सरकारी सहायता प्राप्त संस्ट्र्ान या सरकारी डीम्ड जवश्वजवद्यालय के जिक्षक के जलए – जिक्षक को केंद्र सरकार, जवश्वजवद्यालय अनुिान आयोग, राज्य सरकार या केंद्र िाजसत प्रिेि प्रिासन द्वारा जनधााररत मानिंडों के अनुसार, गरै -अभ्यास भत्ता सजहत वेतन और अन्य भत्त े प्राप्त होंग,े िैसी भी जस्ट्र्जत हो, भारत में जिककत्सा पद्धजतयों के बीि वेतन सरं िना म ेंकोई जवसंगजत नहीं होगी।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 13 (2) स्ट्व-जवत्तपोजर्त कॉलेिों के जिक्षकों के जलए, जिनमें केंद्रीय जनिी डीम्ड जवश्वजवद्यालय या राज्य जनिी डीम्ड जवश्वजवद्यालय िाजमल ह।ैं - (क) न्यूनतम मलू वेतन ताजलका-9 के अनुसार होगा। ताजलका- 9 न्यनू तम माजसक वते न क्र०स० पि वते नमान 1. संस्ट्कृत, भौजतकी, रसायन जवज्ञान, वेतन स्ट्तर -8, प ेमैररक्स 47,600-1,51,100 रुपय े गजणत और िीव जवज्ञान के जिक्षक (7 वें सी०पी०सी० के अनुसार) 2. सहायक प्राध्यापक वेतन स्ट्तर -10, प ेमैररक्स 56,100-1,77,500 रुपय े (अजसस्ट्टेंट प्रोफेसर) (7 वें सी०पी०सी० के अनुसार) 3. सहयोगी प्राध्यापक पे लेवल -12, प ेमैररक्स 78,800-2,09,200 रुपय े (एसोजसएट प्रोफेसर) (7 वें सी०पी०सी० के अनुसार) 4. प्राध्यापक वेतन स्ट्तर -13, वेतन मैररक्स 1,23,100-2,15,900 रुपय े (प्रोफेसर) (7 वें सी०पी०सी० के अनुसार) 5. संस्ट्र्ान के प्रमुख वेतन स्ट्तर -13 ए, पे मैररक्स 1,31,100-2,16,600 रुपय े (7 वें सी०पी०सी० के अनुसार) (ख) यह न्यूनतम जनधााररत वेतन होगा और उच्च वेतन संरिना के जलए प्रजतबधं ात्मक नहीं होगा। (ग) माजसक वेतन का भुगतान वार्र्ाक वेतन म ें वृजद्ध के सार्, सबं ंजधत कैडर या पि के अनुभव के वर्ा के आधार पर ककया िाएगा। (घ) िो संस्ट्र्ान पहल े से ही उच्च वेतन संरिना का भुगतान कर रहा है, वह इसे िारी रखगे ा। (ङ) केन्द्रीय वेतन आयोग द्वारा वते नमानों में संिोधन ककए िाने पर यर्ा लागू वेतन संरिना अपनाई िाएगी। (3) जिक्षक को वेतन बैंक हस्ट्तांतरण के माध्यम स े वेतन खात े में िमा ककया िाएगा और आवश्यक सुजवधाए ं िैसे कक भजवष्य जनजध या कमिा ारी राज्य बीमा आकि महाजवद्यालय द्वारा प्रिान की िाएगं ी और जिक्षक को महाजवद्यालय द्वारा वतामान मानिडं ों के अनुसार आयकर कटौती प्रमाण पत्र िैसे फॉमा-16 िारी ककया िाएगा। (4) महाजवद्यालय जनयुजि और पिोन्नजत आिेि िारी करेगा जिसमें वेतन, त्याग-पत्र के जलए सूिना अवजध, जिक्षक द्वारा बनाए िाने वाल ेन्यूनतम उपजस्ट्र्जत िैस ेजववरण स्ट्पष्ट रूप से उजल्लजखत होंगे। 24. जिक्षक की सेवाजनवृजत्त की आयु:-जिक्षकों की सेवा-जनवृजत्त की आयु केंद्र सरकार, केंद्र िाजसत प्रिेि प्रिासन या राज्य सरकार के आिेि के अनसु ार होगी और जिक्षक पात्रता मानिंडों को पणू ा करन े वाल े सेवाजनवृत्त जिक्षकों को पैंसठ वर्ा की आयु तक पणू ाकाजलक जिक्षकों के रूप म ेंपुन: जनयोजित ककया िा सकेगा। 25. जवजिष्ट जिक्षक कोड:- (1) भारतीय जिककत्सा पद्धजत राष्ट्रीय आयोग द्वारा सभी पात्र जिक्षकों के जलए एक जवजिष्ट जिक्षक कोड कॉलेि में उनकी जनयुजि के बाि एक ऑनलाइन जिक्षक प्रबंधन पद्धजत के माध्यम से कायाभार ग्रहण करने की जतजर् से सात काया किवसों के भीतर आवंरटत ककया िाएगा। ऐसे सभी जिक्षकों के जलए जवभाग की पिोन्नजत, स्ट्र्ानांतरण या कायमा ुजि की सुजवधा और जनरीक्षण ऑनलाइन टीबिंग मनै ेिमेंट जसस्ट्टम (ओटीएमएस) के माध्यम से की िाएगी। (2) पिोन्नजत, जवभाग स्ट्र्ानांतरण, कायामुि करन े आकि के संबंध में संस्ट्र्ान और जिक्षक समय-समय पर ऑनलाइन टीबिंग मैनेिमेंट जसस्ट्टम (ओटीएमएस) म ेंप्रोफाइल अपडेट करेंगे।14 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (3) आयोग के पास नैजतक और अनिु ासनात्मक आधार पर जिक्षक कोड को वापस लने े की अजधकार होगी। (4) जिककत्सा आकलन और रेटटंग बोडा के पास जिक्षक कोड को वापस लेन े या स्ट्वीकृजत न िेन े का अजधकार होगा। यकि जिक्षक, जिक्षण वृजत्त को छोड िते ा ह ै या ककसी भी कारण स े ककसी भी संस्ट्र्ान में कायाभार ग्रहण नहीं करता ह ै और वह समय-समय पर जिककत्सा आकलन एव ं रेटटंग बोड ा द्वारा जनर्िष्टा प्रकक्रया को पूरा करने के बाि उसी जिक्षक कोड के सार् जिक्षण वृजत्त में पनु : कायाभार ग्रहण कर सकता ह।ै 26. जिक्षक की उपजस्ट्र्जत:- जिक्षक, भारतीय जिककत्सा पद्धजत राष्ट्रीय आयोग द्वारा समय-समय पर जनधााररत कििाजनिेिों का पालन करेंगे। इसके अजतररि, जिक्षक को प्रत्येक कैलेंडर वर्ा के काया किवसों के िौरान 75 प्रजतित की न्यूनतम उपजस्ट्र्जत बनाए रखना होगा। 27. संकाय सिस्ट्य का जवकास और प्रजिक्षण:- प्रत्येक तीन वर्ा म ें एक बार, जिक्षकों को भारतीय जिककत्सा पद्धजत राष्ट्रीय आयोग या नाजमत प्राजधकरण द्वारा आयोजित मेजडकल एिुकेिन टेक्नोलॉिी (एम.ई.टी.) या क्वाजलटी इनपुट प्रोग्राम (क्यूआईपी) से गिु रना होगा। 28. परीक्षक की जनयुजि: जनयजमत या सेवाजनवृत्त जिक्षक के अजतररि, केवल वही व्यजि जसद्धांत मल्ू यांकन, व्यावहाररक परीक्षाओं, और मौजखक परीक्षा के जलए परीक्षक के रूप म ें सेवा करन े के जलए पात्र होंगे, जिनके पास संबंजधत जवर्य में कम से कम पांि वर्ों का जिक्षण अनुभव हो। एक परीक्षक के जलए अजधकतम आय ु सीमा पैंसठ वर्ा होगी। 29. भारतीय जिककत्सा पद्धजत राष्ट्रीय आयोग (स्नातकीय आयुवेि जिक्षा के न्यनू तम मानक) जवजनयम, 2022 और भारतीय जिककत्सा पद्धजत राष्ट्रीय आयोग (स्नातकीय आयुविे कॉलेिों एव ं संबद्ध जिक्षण अस्ट्पतालों के जलए न्यूनतम आवश्यक मानक, आकलन एवं रेटटंग) जवजनयम, 2024 का पालन ककया िाएगा, जसवाय इसके कक आयुवेि स्नातक पाठ्यक्रम के जपछल े साढ े पांि वर्ों के जलए एक जिक्षण अस्ट्पताल स्ट्र्ाजपत करन े की कोई आवश्यकता नहीं ह।ै अध्याय -IV अजधजनयम की धारा 29 के अतं गता नए आयवु िे गरुु कुलम की स्ट्र्ापना:- 30. पूवाापेक्षाएँ : (1) जनधााररत प्रारूप म ेंसंबंजधत राज्य सरकारों से अजनवायाता प्रमाण पत्र (अनुलग्नक-I के अनुसार) (2) संबद्धता जवश्वजवद्यालय से संबद्धता की सहमजत अनुलग्नक-II के अनुसार। (3) सक्षम प्राजधकारी द्वारा जवजधवत प्रमाजणत भूजम िस्ट्तावेि। (4) भवन पूणाता प्रमाण पत्र, अजग्न सुरक्षा आकि सजहत भवन िस्ट्तावेि, सक्षम अजधकाररयों द्वारा जवजधवत प्रमाजणत। (5) आयुवेि अस्ट्पताल िुरू करन े या मौिूिा अस्ट्पताल के संिालन जलए, िैसी भी जस्ट्र्जत हो, सभी प्रमाण पत्र आवश्यक ह।ैं (6) प्रत्येक अस्ट्पताल के पास राष्ट्रीय अस्ट्पताल मानकीकरण बोड ा स े कम स े कम प्रवेि स्ट्तर की मान्यता आवश्यक होगी। (7) नैिाजनक प्रजिक्षण सुजवधाएं: (क) आयुवेि गुरुकुलम में या तो पूण ा रूप से कायाात्मक आयुवेि अस्ट्पताल होगा िो कम से कम िो वर्ों के जलए स्ट्र्ाजपत ककया गया हो, या जनम्नजलजखत कििाजनिेिों के अनुसार आयुवेि अस्ट्पताल स्ट्र्ाजपत ककया िाएगा: (ख) आवेिक सात वर् ा और छह माह के स्नातक आयुवेि पाठ्यक्रमों के पहले बैि के आरंभ के सार्- सार् एक आयुवेि अस्ट्पताल िरूु कर सकता है, यह सुजनजित करत े हुए कक अस्ट्पताल भारतीय जिककत्सा पद्धजत राष्ट्रीय आयोग (न्यूनतम आवश्यक मानक, मूल्यांकन, और स्नातकीय आयवु ेि कॉलेिों और संलग्न जिक्षण अस्ट्पतालों के जलए रेटटंग) जवजनयम, 2024 म ें उजल्लजखत सभी मानिंडों का पालन करता ह।ै[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 15 (ग) अस्ट्पताल में एक बाह्य रोगी जवभाग िाजमल होगा जिसमें स्ट्वास्ट््यरक्षन, कायजिककत्सा, िल्य तंत्र, िलाक्य तंत्र - नेत्र, िलाक्य तंत्र – के.एन.एम. (कण ा नासा मुख), प्रसुजत और स्त्री रोग, कौमारभृत्य, पंिकमा और जवर् जिककत्सा के क्षेत्र िाजमल होंगे। इसके अजतररि, इसे बीस जबस्ट्तरों की न्यूनतम रोगी जवभाग क्षमता बनानी होगी, िो आवश्यक सुजवधाओं िैस े कक ऑपरेिन जर्एटर, एक लेबर रूम, एक समर्पात पंिकम ा र्ेरेपी सेक्िन और एक कक्रयाकल्प र्ेरेपी सेक्िन स ेसुसजित होगा। (घ) अस्ट्पताल िो वर् ा के भीतर अंतरंग रोगी जवभाग की क्षमता को धीरे-धीरे बढाएगा, जिसमें 50 प्रजतित जबस्ट्तर अजधभोग और बाह्य रोगी जवभाग में एक सौ बीस रोजगयों की न्यनू तम िैजनक उपजस्ट्र्जत होगी। स्ट्पष्टीकरण - बुजनयािी ढांि े म ें क्रजमक वृजद्ध अजधकतम िार िरणों म ें परू ी की िाएगी। प्रत्येक िरण का समर्ान उपयिु िस्ट्तावेिों द्वारा ककया िाएगा, जिसमें जनमााण काया, उपकरणों/सहायक उपकरणों की खरीि, मानव संसाधन की जनयुजि, वेतन, और अन्य संबंजधत व्यय िाजमल होंगे। 31. नए आयुवेि गुरुकुलम की स्ट्र्ापना की अनुमजत िेन े की प्रकक्रया - (1) नए आयुवेि गुरुकुलम की स्ट्र्ापना के जलए आवेिन िमा करन े की अंजतम जतजर् की घोर्णा की िाएगी और आयोग की वेबसाइट पर प्रकाजित की िाएगी। (2) कोई भी आवेिक (रस्ट्ट, सोसाइटी, जवश्वजवद्यालय या केंद्र सरकार को छोडकर कोई अन्य जनकाय) िो आयुवेि गुरुकुलम स्ट्र्ाजपत करना िाहता ह,ै इन जनयमों म ें उजल्लजखत पूवाापेक्षा और पात्रता मानिंडों को पूरा करते हुए ह,ै सभी प्रासंजगक और आवश्यक िस्ट्तावेिों के सार् ऑनलाइन या ऑफलाइन अध्यक्ष, भारतीय जिककत्सा पद्धजत जिककत्सा आकलन एवं रेटटंग बोड ा को आवेिन िमा कर सकता ह ै िैसा कक भारतीय जिककत्सा पद्धजत जिककत्सा आकलन एवं रेटटंग बोड ाद्वारा जनर्िाष्ट ककया गया ह।ै (3) िुल्क, ताजलका-10 में जनर्िष्टा अनुसार लाग ूककया िाएगा। ताजलका-10 आयवु िे गरुु कुलम की स्ट्र्ापना के जलए िल्ु क का जववरण क्रम िुल्क का प्रकार िुल्क की राजि संख् या (रुपए लाखों म)ें 1 आवेिन िुल्क 2.0 2 प्रकक्रया िुल्क 10.0 नोट-1: लागू कर अलग स ेलगाए िाएगें। नोट-2: लागू करों के सार् िुल्क राजि का भगु तान एनईएफटी या आरटीिीएस के माध्यम से आयोग के आजधकाररक बैंक खाते में ककया िाएगा (4) वार्र्ाक जवजिटेिन और जडजिटलीकरण िल्ु क ताजलका-11 म ेंजनर्िाष्ट अनुसार लागू होगा। ताजलका-11 वार्र्का जवजिटेिन और जडजिटलीकरण िल्ु क क्रम िुल्क की राजि िुल्क का प्रकार संख् या (रुपय ेलाख म)ें ) 1 जवजिटेिन (िौरा) या जनरीक्षण या आकलन िुल्क 5.0 2 जडजिटलीकरण िल्ु क 1.0 नोट-1: लाग ूकर अलग से लगाए िाएग।ें नोट -2: िल्ु क राजि का भगु तान लागू करों के सार् एनईएफटी या आरटीिीएस के िररए आयोग के आजधकाररक बकैं खाते में ककया िाएगा।16 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (5) यकि आवेिन अपेजक्षत मानिंडों को पूरा करता ह,ै तो भारतीय जिककत्सा पद्धजत आकलन एवं रेटटंग बोड ा समय-समय पर उि बोड ा द्वारा जनर्िष्टा तरीके (ऑनलाइन, ऑफ़लाइन या हाइजिड मोड) म ें साइट जवजिट (जवजिटेिन), जनरीक्षण या आकलन करेगा। (6) आवेिन की प्रकक्रया, आिय पत्र िारी करना, अनुमजत पत्र और अनुमजत का नवीनीकरण भारतीय जिककत्सा पद्धजत राष्ट्रीय आयोग (स्नातकीय आयुवेि कॉलेिों और सलं ग्न जिक्षण अस्ट्पतालों के जलए न्यूनतम आवश्यक मानक, आकलन और रेटटंग) जवजनयम, 2024 में उजल्लजखत कििाजनििे ों के अनुरूप ककया िाएगा। (7) इस कायाक्रम के जलए अनुमजत पत्र िारी होने पर, नवीकरण प्रकक्रया स्नातकीय कायाक्रम (बिै लर ऑफ आयुवेकिक मेजडजसन एडं सिारी) की पणू ा स्ट्र्ापना तक िारी रहगे ी। (8) भारतीय जिककत्सा पद्धजत आकलन एवं रेटटंग बोडा द्वारा िारी की गयी कोई भी अस्ट्वीकृजत प्री-आयुवेि और स्नातकीय आयुवेि कायाक्रम िोनों कायाक्रमों के जलए लाग ूहोगी। अनलु ग्नक -I नए आयवु िे गरुु कुलम स्ट्र्ाजपत करन े की अनमु जत के जलए आविे न क्र.स.ं जवस्ट्तृत ब्योरा जववरण भाग-I - No. BOA/3-B/PAP/2024.—In exercise of the powers conferred by sub-cluases (h), (i), (j) and (zb) of section 55 of the National Commission for Indian System of Medicine Act, 2020, (14 of 2020) read with regulation 9 of the National Commission for Indian System of Medicine (National Examination for Indian System of Medicine) Regulations 2023, the Commission hereby makes the following regulations, namely:- CHAPTER-I PRELIMANARY 1. Short title and commencement.- (1) These regulations may be called the National Commission for Indian System of Medicine (Pre-Ayurveda-Programme for Bachelor of Ayurvedic Medicine and Surgery) Regulations, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Definitions.- (1) In these regulations, unless the context otherwise requires, - (a) “Act” means the National Commission for Indian System of Medicine Act, 2020 (14 of 2020);24 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (b) “Seven and half years Ayurveda- Programme” means a residential graduation programme of two years of Pre-Ayurveda, four and half years of Bachelor of Ayurvedic Medicine and Surgery and one year of compulsory rotatory internship and having provision for admission to under graduate course after tenth class through National Eligibility-cum-Entrance Test for Pre-Ayurveda. (c) “Ayurveda Gurukulam” means a standalone residential Ayurveda institution or college along with the teaching hospital for total seven and half years Degree Program of Bachelor of Ayurvedic Medicine and Surgery along with two years Pre Ayurveda-Program; (d) “Annexure” means an annexure annexed to these regulations; (e) “Appendix” means an appendix appended to these regulations; (f) “Institution” means the Ayurveda Gurukulam; and (g) “NEET-PAP” means National Eligibility cum Entrance Test for Pre Ayurveda Programme. (2) The words and expressions used herein and not defined but defined in the Act shall have the same meanings as respectively assigned to them in the Act. 3. General considerations. - (1) Seven and half years Bachelor of Ayurvedic Medicine and Surgery program, to be conducted in the Ayurveda Gurukulam. (2) The institution shall be called Ayurveda Gurukulam with a prefix or suffix as the management desires. (3) All Ayurveda Gurukulams shall be affiliated to the Central Sanskrit University, Janakpuri, New Delhi. (4) The number of such Ayurveda Gurukulams shall be in proportion to the population of the States or Union territory. Administration for up to five-crore population, there shall be an another Ayurveda Gurukulam in the States or Union territory Administration. (5) The existing Ayurveda institutions and Ayurveda Gurukulam shall not be allowed to convert vice- versa. (6) Programmes offered in the Ayurveda Gurukulam shall be seven and half years Ayurveda undergraduate programme (Bachelor of Ayurvedic Medicine and Surgery) along with two years Pre Ayurveda Program and only those courses that have been allowed by the Commission for Ayurveda Gurukulam shall be allowed in the Ayurveda Gurukulam premises. (7) (a) The Ayurveda Gurukulum shall install online systems such as Learning Management Systems; Hospital Information Management System (compatible with Ayushman Bharat Health Account, Health Professional Registry and Unique Health Identification number); Aadhaar Enabled Biometric Attendance System or iris recognition or face recognition attendance system and the like as directed by the Commission for marking attendance of Teaching staff, non-teaching staff, hospital staff and Undergraduate students; (b) Closed Circuit Television and any other systems as directed by the Commission from time to time, shall be installed and shall be aligned or interface to the Central server as designated by the Commission and shall provide real time data or relevant data to the Commission and its autonomous Boards as required; (c) the biometric attendance data shall be made available to the concerned regulatory body or the Commission or the Autonomous Boards of the Commission on real time basis throughout the year through any agency as assigned by the Commission (8) The authentication of the patients shall be made through the Ayushman Bharat Health Account number. (9) All the constructions in the Ayurveda Gurukulam shall depict traditional Gurukulam and shall follow green campus concepts.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 25 CHAPTER-II MINIMUM ESSENTIAL STANDARDS FOR PRE-AYURVEDA PROGRAMME 4. Requirement of Land. - (1) The minimum requirement of land for an Ayurveda Gurukulam with fifty intake capacity shall be as provided in Table-1 Table-1 Minimum Required Land Serial Minimum Required Land Area category Number (in acres) 1 Tier I or Mega and Metro* $ 2 Tier II cities, North-eastern States, Hilly areas and notified tribal areas 10 3 Any other area except the areas specified in Serial Number 1 and 2 15 *Mega and Metro: Greater Mumbai, Delhi, Kolkata, Chennai, Bangalore, Hyderabad, Ahmedabad, Pune, Surat as per census of India in force. Note: -$ the following conditions need to be adhered for the land requirements; a) The land required in Mega and Metro cities shall be calculated on the basis of required constructed area as specified in these regulations and municipal corporation bye-laws. b) The built-up area has to be approved by the concerned development authority as per the latest building bye- laws (development controls) in that city. c) A copy of certified building bye-laws of that city shall be made available by the applicant institution. d) Copy of the approved plan from local statutory body and the completion plan along with completion certificate from the same body shall also be provided. e) The provisional occupancy certificate shall be considered only for three consecutive academic years; f) there after only afore- mentioned completion certificate and completion plan shall be considered for renewal of permission. (2) The land shall not be in more than two plots and the radial distance between the two plots shall not exceed five kilometers. (3) The two plots separated by the road or canal or rivulet but connected with a bridge shall be treated as one piece of land. (4) In case of two campuses, teaching hospital and intern’s hostel shall be in the same campus. (5) The land shall be owned by the applicant or on lease in the name of the applicant, for a period not less than thirty years and the renewal shall be required on the expiry of the lease agreement. 5. The Ayurveda Gurukulam shall consist of: (a) Prashasana Mandala (Administrative Block); (b) Adhyayana Adhyapana Mandala (Academic Block); (c) Chikitsa and Swasthya Mandala (Teaching Hospital Block); (d) Nivasa Mandala (Residential Complex); (e) Goushala (cow barn): optional. 6. Prashasana Mandala (Administrative Block). - (1) The minimum requirement of constructed area for various units of Prashasana Mandala shall be as provided in Table-2. (2) The Prashasan Mandala shall be common for all the programs of Ayurveda Gurukulam. Adhyayana Adhyapana Mandala (Academic Block).- (1) There shall be an independent academic block having minimum of one thousand square meters area for first two years (Pre-Ayurveda) teaching of seven and half years undergraduate course which includes: (2) (a) five independent teaching departments for first two years course that is Department of languages and Darshanas including language laboratory (25+100 square meters), Department of Physics including physics laboratory (Twenty five + Hundred square meters), Department of Chemistry including Chemistry laboratory (Twenty five + Hundred square meters), Department of Mathematics (Twenty five square meters) and Department of Biology including biology laboratory (Twenty five + Hundred meters) shall be available. The Minimum Essential instruments and equipment for Physics, Chemistry and Biology shall be as specified by CBSE. (b) Department of languages and Darshanas shall includes Sanskrit, English and Darshanas, introduction to Ayurveda. (3) (a) There shall be two classrooms for first and second year of seven and half years of undergraduate program with seating capacity of sixty students each; (b) Two discussion rooms with seating capacity of thirty students each. (4) There shall be a library (Central and Digital) which is in addition to the specified in the National Commission for Indian System of Medicine (Minimum Essential Standards, Assessment and Rating for Undergraduate Ayurveda Colleges and Attached Teaching Hospitals) Regulations, 2024, there shall be additional space of sixty square meters and two thousand books of relevant titles of first two years subjects. (5) Minimum essential standards in terms of Infrastructure, human resources, functionality and the like required for Ayurveda undergraduate program (Bachelor of Ayurvedic Medicine and surgery) shall be as detailed for sixty student intake capacity in the National Commission for Indian System of Medicine (Minimum essential standards, assessment and rating for undergraduate Ayurveda colleges and attached teaching hospitals) Regulations, 2024. 8. Chikitsa and Swasthya Mandala (Teaching Hospital Block)- The Minimum Essential Standards in terms of Infrastructure, human resources, functionality and the like shall be as detailed for sixty student intake capacity in the National Commission for Indian System of Medicine (Minimum Essential Standards, Assessment and Rating for Undergraduate Ayurveda Colleges and Attached Teaching Hospitals) Regulations, 2024. 9. Nivasa Mandala. - (1) Nivasa Mandala shall include,- (a) boys hostel (Independent for first two years of seven and half years Bachelor of Ayurveda in Medicine and Surgery course); (b) girls Hostel (independent for first two years of seven and half years Bachelor of Ayurveda in Medicine and Surgery course);[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 27 (c) residential quarters for mentors, wardens; (d) staff quarters (optional); and (e) sharing accommodation in the hostel shall not be more than two persons per room. (2) The hostels shall be well equipped with the necessary amenities such as toilets, mess, reading room, recreational facility and the like and with proper security. CHAPTER-III MINIMUM STANDARDS OF EDUCATION FOR SEVEN AND HALF YEARS UNDERGRADUATE PROGRAMME 10. Purpose of Pre-Ayurveda program is, - (1) to prepare the student to learn and understand Ayurveda, rooted in the relevant Bharateeya Shastras and Sanskrit language; (2) to prepare the student to study Ayurveda authentically from its classical sources and eventually to become a holistic practitioner; (3) to orient the student to imbibe the values of Indian culture and tradition through the Ayurveda Gurukulam model of education and; (4) to facilitate informal interaction between the Guru and Shishya as an important component of the teaching-learning process. 11. Admission capacity. - The admission capacity for each Ayurveda Gurukulam shall be fifty seats for every academic session. 12. Eligibility criteria for admission. - (1) The eligibility for admission into seven and half years Programme for Bachelor of Ayurvedic Medicine Surgery shall be as under: (a) the candidate shall have passed 10th standard in 10+2 pattern; or in 5+3+3+4 pattern from any recognized Board including Sanskrit board of state or any equivalent recognized board; (b) no candidate shall be admitted to this Program unless he has attained the age of fifteen years on or before the 31st December of the year of his admission in the first year of the program. (2) There shall be a uniform entrance examination in Sanskrit or any other language as specified by the Commission from time to time for all Ayurveda Gurukulam for seven and half years Ayurveda undergraduate Program namely, the National Eligibility-cum-entrance Test Pre-Ayurveda Programme in each academic year and shall be conducted by an authority designated by the Commission, in order to consider eligible for admission to Pre-Ayurveda Programme, it shall be necessary for a general candidate to obtain minimum marks at fifty percent and at forty percent for the candidates belonging to the Scheduled Caste, the Scheduled Tribes, the other Backward classes and candidate with disabilities under the Rights of Person with disabilities Act, 2016 (49 of 2016) in the National Eligibility cum entrance Test Pre-Ayurveda for Pre-Ayurveda Programme held for the said academic year: Provided that where sufficient number of candidates in the respective category (Scheduled Castes, Scheduled Tribes and Other Backward Classes) fail to secure minimum marks in the National Eligibility-cum-entrance Test- Pre-Ayurveda Programme held for any academic year for admission to Pre-Ayurveda Program, the Commission, may lower the minimum marks required for admission to Pre-Ayurveda Program for candidates belonging to respective category and marks so lowered shall be applicable for that academic year only. (3) An all India common merit list of the eligible candidates shall be prepared on the basis of the marks obtained in the National Eligibility-cum-entrance Test Pre-Ayurveda Programme and the candidates, within the respective category shall be considered for admission to Pre-Ayurveda Program from the said merit list only.28 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (4) The reservation for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes Category and Person with Disabilities shall be as per the applicable law in force. (5) Online counselling for admission in to Pre-Ayurveda Programme shall be as specified in the National Commission for Indian System of Medicine (Minimum standards of Undergraduate Ayurveda Education) Regulations, 2022, - (i) all seats irrespective of category Central quota, State Quota or management or any other quota as applicable except foreign nationals shall be admitted through online counselling only and direct admission by any means other than above specified shall not be allowed;. (ii) the institutions shall have to submit the list of students admitted in the format and time specified by the Commission from time to time for verification; (iii) Central Sanskrit University shall approve the admission of those candidates (except foreign nationals) who have been allotted through Online Counselling; (iv) no authority or institution shall admit any candidate to the seven and half years undergraduate Ayurveda Programme in contravention of the criteria or procedure laid down in these regulations in respect of admission and any admission made in contravention of the said criteria or procedure shall be cancelled by the Commission forthwith; (v) the authority or institution which grants admission to any student in contravention of the criteria or procedure laid down in these regulations shall be liable for disciplinary action under the relevant provisions of the Act; (vi) any other equivalent qualification for foreign national candidates may be allowed and the provisions under sub-regulation (2) of this regulation shall not be applicable to such candidates. 13. Duration of the Program: - The Program shall be of seven and half years duration including two years of pre Ayurveda program. 14. Pre-Ayurveda Program Certificate.- (1) The candidate shall be awarded Pre-Ayurveda Certificate on completion of duration of Pre- Ayurveda Programme and after passing of all the subjects laid down in Table-3 for Pre-Ayurveda Programme. (2) Pre-Ayurveda Certificate shall be equivalent to 10+2 Certificate and Pre-Ayurveda qualified candidates shall be eligible for those programs where the eligibility is 10+2 or its equivalent. 15. Medium of instruction. - The medium of instruction for the Program shall be Sanskrit or Hindi or English or any recognized Indian regional languages in the 8th schedule to the constitution of India: Provided that, if any Ayurveda Gurukulam is admitting students from different states or international students, the medium of instruction shall be in Sanskrit or English. 16. Mentor. -(1) There shall be a mentor for each group of 25 students and the same mentor shall continue for all the years of study in Ayurveda Gurukulam, if the mentor and student are not compatible with each other, then a fair chance shall be given to the student to change the mentor. (2) The mentor shall be a teacher of any subject, preferably with knowledge in Sanskrit with integrity and dedication to teaching. (3) He or she shall be responsible for the overall development of students. (4) He or she shall stay in the residential campus of the Ayurveda Gurukulam. (5) The mentor shall not be a warden of the student's hostel. (6) He or she shall be aware of adolescent psychology, Prakriti (sharirika and manasika) and human behavior. 17. Pattern of study. - (1) This Program shall consist of main subjects and electives and the ratio of lecture to non-lecture hours shall be around 1:2 and the Ayurveda Gurukulam may offer different skill options for the students. (2) The formal education shall include course curriculum as per competency-based syllabus developed in accordance with the National Curriculum Framework based on the National Education Policy 2020.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 29 (3) Informal education shall include topics such as Parayanam (Recitation) of Sanskrit texts, skill-based activities like sixty-four Kalas, Computer Programming, Medical Instrumentation, Tadvidyasambhasha, Mathematical Thinking, Life Skills and the like. Explanation.- For the purposes of these regulation the expression “Lectures” means Didactic teaching that is classroom teaching and the expression “Non-lectures” includes Practical or Demonstrative teaching and the Demonstrative teaching includes Small group teaching or Tutorials or Seminars or Symposiums or Assignments or Role play or Laboratory training or Field visits or Skill lab training or Problem based learning or Evidence based learning, etc. as per the requirement of the subject and in Non-lectures, the Practical part shall be seventy percent including recitation and demonstrative teaching shall be thirty per cent. (4) There shall be minimum of one hour each for library and physical education per week and one hour of recreation including expression of talent and extra-curricular activities per month in the regular time table of all batches. (5) Subjects as specified in Table-3 shall be taught during first and second year of seven and half years of Ayurveda undergraduate program, in addition to the subjects specified in Table-3, students of first two years shall also qualify five online elective courses during the first two years of course and apart from five mandatory electives, students have freedom to qualify as many numbers of additional electives, however, marks weightage shall be given only for five electives. (6) A separate online certificate shall be issued for each elective. (b) At the end of Second Year, University Examination shall be conducted for entire syllabus of the two years Program. (v) online assessment shall be carried out at the end of each module. Average of five modular assessments shall be considered for grading, that is up to 25 per cent. Bronze; 26-50 per cent. Silver;51-75 per cent. Gold; 76 percent and above platinum. (d) The students shall be declared pass on obtaining minimum 50 per cent. of marks in theory and practical separately. (i) A candidate obtaining 65 per cent. and above marks shall be awarded first class in the subject and seventy five percent and above marks shall be awarded distinction in the subject. (ii) The award of class and distinction shall not be applicable for supplementary examinations. (iii) Each student shall be required to maintain minimum seventy five percent attendance in each subject in theory (lecture hours) practical (non-lecture hours) separately for appearing in examination (iv) If a student fails to appear in the regular examination for cognitive reasons, he may appear in the supplementary examination as a regular student, and his non-appearance in the regular examination shall not be treated as an attempt. 19. The long vacations, such as summer vacations and diwali vacations, may be decided as per the University rules. There shall not be any preparatory leave for the examinations. 20. Migration of student during the study. - Students may be allowed to take migration from one Ayurveda Gurukulam to another against vacant seats with the mutual consent of both Ayurveda Gurukulams with prior intimation to the University and no migration shall be allowed from the Ayurveda Gurukulam to regular Ayurveda institutes and vice-versa. 21. Tuition Fee. - (1) Tuition fee for the Ayurveda Gurukulam students shall not exceed the fee fixed by the fee fixation committee of the University in consultation with the Commission. (2) No tuition fee shall be charged for extended duration of study in case of failing in examinations or by any other reasons. 22. (1) The qualification and number of required teaching staff for Pre-Ayurveda Program shall be as per Table-8. (3) The qualifications and experience for teaching staff shall be as follows:- (a) For the post of Professor: Ten years of teaching experience as regular teacher in the concerned subject or five years teaching experience as Associate Professor (Reader) on regular basis in the concerned subject. (b) For the post of Associate Professor: Five years of teaching experience as regular teacher in the concerned subject. (c) For the post of Assistant Professor: No teaching experience shall be required. (d) Qualification and Experience for the Post of Head of the Institution: (i) the qualification for the post of Head of the Institution (Principal or Dean or Director as the case may be) shall be the post- graduate degree (Master in Doctorate or Master in Surgery) in Ayurveda system; (ii) experience for the post of Head of the Institution (Principal or Dean or Director as the case may be) shall be the same as specified for the post of Professor with minimum three years of administrative experience as Vice Principal or Head of the Department or Deputy Medical Superintendent or Medical Superintendent; and (iii) the post-graduate degree in Master in Doctorate or Master in Surgery in Ayurveda who has undergone training on Educational Administration conducted by the commission or specified by the commission from time to time. (e) shall have been qualified for the National Teachers Eligibility Test where ever applicable. 23. Salary. - (1) For the teacher of Government or Government aided Institution or Government Deemed University, the salary and allowances including non-practicing allowance as applicable shall be paid to the teacher at par with the norms laid down by the Central Government or University Grants Commission or the State Government or Union territory administration as the case may be, and there shall not be any discrepancy of salary structure between medical systems in India. (2) For the teacher of self-financing college including Central Private deemed University or State Private deemed university: - (a) the minimum basic pay shall be as per the Table-9. (3) The Salary shall be credited to the salary account through bank transfer and necessary facilities to the teacher such as, Provident Fund or Employees' State Insurance, etc. shall be provided by the college and Income Tax deduction certificate such as Form-16 shall be issued by the college to the teacher as per the extent of norms. (4) The college shall issue appointment order and promotion order in which the details such as salary, notice period for resignation and the like shall be clearly mentioned. 24. Age of superannuation of teacher. - The age of superannuation of teachers shall be as per the order of the Central Government or State Government or Union territory Administration and the retired teachers, fulfilling the eligibility norms of teachers may be re-employed up to the age of sixty-five years as full-time teacher. 25. Unique teacher’s code. -(1) A unique teacher’s code for all eligible teachers, shall be allotted by the Commission after their appointment in the college through an Online Teachers Management System on application within seven working days from the date of joining and the Promotion or Relieving or Transfer of Department of all such teachers shall be facilitated and monitored through the Online Teachers Management System (OTMS). (2) Institute and Teacher shall update profile in the Online Teachers Management System (OTMS) from time to time with respect to promotion, department transfer, relieving and the like. (3) The Commission shall have the power to withdraw or withheld the teacher’s code on ethical and disciplinary grounds. (4) The Medical Assessment and Rating Board shall have the power to withdraw or withheld the teacher’s code if the teacher discontinues the teaching profession or not joined any institution for any reason. He may rejoin the teaching profession with the same teacher’s code after completing the procedure as specified by Medical Assessment and Rating Board from time to time. 26. Attendance of teacher. - The teacher shall abide by the guidelines and mandates as laid down by the Commission from time to time and shall have at least 75 per cent. of attendance during the working days of every calendar year. 27. Development and Training of Faculty Member. - Once in every three years teachers shall undergo training in Medical Education Technology (MET) or Quality Improvement Program (QIP) conducted by the Commission or designated authority. 28. Appointment of examiner- No person other than regular or retired teacher with minimum five years of teaching experience in the concerned subject shall be eligible examiner for theory valuation and practical and viva voce examination and the maximum age limit of Examiner shall be sixty-five years. 29. Minimum Standards of Undergraduate Ayurveda Education Regulations-2022 and Minimum Essential Standards, Assessment and Rating for Undergraduate Colleges and Attached Teaching Hospitals, Regulations, 2024 shall be applicable as it is, except establishment of teaching hospital for the remaining five and half years Ayurveda undergraduate course.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 35 CHAPTER-IV ESTABLISHMENT OF NEW AYURVEDA GURUKULAM UNDER SECTION 29 OF THE ACT 30. Pre-requisites: (1) Essentiality certificate from the respective State Governments in the prescribed format as per Annexure-I. (2) Consent of affiliation from affiliating university as per Annexure-II. (3) Land documents duly certified by the competent authority. (4) Building documents including building completion certificate, fire safety as the like, duly certified by the competent authorities. (5) All certifications required to start an Ayurveda hospital or of the existing hospital as the case may be. (6) At least entry level National Accreditation Board for Hospitals accreditation shall be essential for every hospital. (7) Clinical training facilities: (a) Ayurveda Gurukulam shall have either established functioning Ayurveda hospital of at least two years old or shall establish the Ayurveda hospital in the following manner; (b) the applicant may start Ayurveda hospital along with the starting of the first batch of seven and half years of Ayurveda undergraduate course at such a time and in such a way that the hospital shall fulfill all norms as specified in National Commission for Indian System of Medicine (Minimum Essential Standards, Assessment and Rating for Undergraduate Ayurveda Colleges and Attached Teaching Hospitals) Regulations, 2024. (c) Start with Out Patient Department of Swasthya Rakshana, Kayachikitsa, Shalya Tantra, Shalakya Tantra – Netra, Shalakya Tantra – KNM (Karna Nasa Mukha), Prasuti and StreeRoga, Kaumarabhrutya, Panchakarma and Visha Chikitsa along with the minimum of twenty in-patient beds attached with the operation theater, Labor room, Panchakarma therapy section, kriyakalpa therapy section and physiotherapy; (d) The hospital shall enhance the In-patient Department capacity gradually within two years to sixty in- patient beds, having 50 per cent. of bed occupancy and daily attendance of minimum one hundred twenty patients in out-patient department; Explanation- The gradual increase in the infrastructure shall be in not more than four stages which shall be supported by appropriate documents such as construction, purchase of instruments or equipment, appointment of human resource, salary and other expenditure. 31. Procedure for Granting Permission to establish new Ayurveda Gurukulam.- (1) The last date for submission of the applications for establishing new Ayurveda Gurukulam shall be announced and displayed on the website of the Commission. (2) Any applicant (trust or society or University or any other body but does not include central Government) to establish Ayurveda Gurukulam fulfilling the pre-requisite and eligibility criteria laid down in these regulations may submit the application online or offline, as per the instructions of Medical Assessment and Rating Board, with all relevant and required documents to the President, Medical Assessment and Rating Board for Indian System of Medicine as specified by Medical Assessment and Rating Board for Indian System of Medicine. (3) Fees shall be applicable as specified in Table-10. (8) Any denial issued by Medical Assessment and Rating Board for Indian System of Medicine shall be applicable for both the program that is Pre-Ayurveda and undergraduate Ayurveda program.
