## Report on New Mangalore Port Trust Employees Recruitment, Seniority and Promotion Amendment Regulations, 2021 **1. Executive Summary:** This report analyzes the "New Mangalore Port Trust Employees Recruitment, Seniority and Promotion Amendment Regulations, 2021" (hereinafter referred to as "the Amendment Regulations"), as published in the Gazette of India on July 28, 2021. The Amendment Regulations modifies the "New Mangalore Port Trust Employees Recruitment, Seniority and Promotion Regulations, 2009" (hereinafter referred to as "the Principal Regulations") and primarily concerns the recruitment, seniority, and promotion of employees within the New Mangalore Port Trust (NMPT). Key changes include revisions to eligibility criteria, pay scales, and feeder post requirements for various Class I positions across different departments. The report identifies the target audience as NMPT employees and those in similar roles in other major ports, central/state government, autonomous bodies, and government companies who may be eligible for deputation or absorption. **2. Introduction:** The purpose of this report is to provide an informative overview and analysis of the New Mangalore Port Trust Employees Recruitment, Seniority and Promotion Amendment Regulations, 2021, based solely on the text published in the Gazette of India. This analysis aims to clarify the specific changes introduced by this amendment and their potential impact on relevant stakeholders. **3. Policy Overview:** * **Original Policy Amended:** New Mangalore Port Trust Employees Recruitment, Seniority and Promotion Regulations, 2009. * **Core Objective(s):** Based on the text, the primary objective is to revise and update the regulations governing the recruitment, seniority, and promotion of employees within the New Mangalore Port Trust. The amendment aims to refine the processes for filling positions through promotion, absorption, deputation, and direct recruitment. **4. Background and Rationale:** This is an amendment to existing regulations. The rationale for this specific amendment appears to be the need to update and refine the eligibility criteria and processes for recruitment, seniority, and promotion within the New Mangalore Port Trust. Specific changes in pay scales and feeder posts suggest an effort to modernize and improve the competitiveness of positions within the port trust, as well as clarify requirements for filling the positions. **5. Key Provisions / Changes:** The Amendment Regulations introduce changes primarily to the Schedule of the Principal Regulations, specifically modifying the recruitment rules for Class I posts within the following departments: General Administration, Finance (excluding Planning Research Division), Mechanical and Electrical Engineering, Civil Engineering, Traffic, Medical, and Marine (Deck Side). The key changes involve adjustments to Column 5 (entries), Column 12 (entries), and Column 13 (entries) related to specific positions within each department. These changes can be summarized as follows: * **Pay Scale Upgrades:** Introduction of a note indicating that the pay scale for certain positions (Secretary, Financial Advisor & Chief Accounts Officer, Chief Mechanical Engineer, Chief Engineer, Traffic Manager, Chief Medical Officer, and Deputy Conservator) will be upgraded to Rs. 120000-280000 after completing three years of regular service, subject to Central Government approval. The base pay for these positions is Rs. 100000-260000. * **Revised Eligibility Criteria for Absorption and Deputation:** Amendments detail revised eligibility criteria for filling positions through absorption (internal candidates) and deputation (external candidates from other government bodies, PSUs, or autonomous organizations). These include: * Specific pay scale and service length requirements for internal candidates within NMPT departments. * Specific pay scale, service length, and position requirements for candidates from other government entities. The requirement of 'Very Good' or higher benchmark in overall grading in the Annual Confidential Reports is stipulated for deputation. * It specifies employees from the Major Port Trust are ineligible for deputation to the Head of the Department level positions. * **Feeder Post Modifications:** Alterations to the designated "Feeder Post" for specific positions. These changes identify the positions and pay scales from which promotions or transfers can occur. The effect of these changes is to: * Provide a pathway for salary advancement within NMPT for high-ranking positions. * Clarify and potentially broaden the pool of eligible candidates for positions through absorption and deputation, by adjusting pay scale and experience requirements. * Define the feeder posts to make the path for promotion clearer. **6. Target Audience and Stakeholders:** The primary target audience consists of: * Current employees of the New Mangalore Port Trust, particularly those in Class I positions within the General Administration, Finance, Mechanical & Electrical Engineering, Civil Engineering, Traffic, Medical, and Marine departments. * Employees of other Major Port Trusts, the Central Government, State Governments, Union Territory administrations, Public Sector Undertakings, and Autonomous Bodies who may be eligible for deputation to NMPT positions. **7. Implementation Aspects (Inferred):** * **Responsible Agency/Bodies:** The New Mangalore Port Trust Board of Trustees is responsible for implementing the Amendment Regulations. The Central Government plays a role in approving pay scale upgrades after three years of service. * **Timelines/Procedures:** The Amendment Regulations came into force on the date of publication in the Official Gazette (July 28, 2021). The procedures for recruitment, promotion, and deputation are outlined in the amended Schedule of the Principal Regulations. * **Specific to Changes:** The implementation of the revised eligibility criteria requires the NMPT administration to update its recruitment processes and consider candidates from a potentially broader pool of qualified individuals. The implementation of pay scale upgrades requires review after three years of service and approval from the Central Government. **8. Expected Outcomes / Impact of Changes:** The likely intended outcomes of these changes include: * **Improved Employee Morale and Retention:** The potential for pay scale upgrades may incentivize employees to remain with NMPT and perform at a high level. * **Broader Candidate Pool:** The revised eligibility criteria for deputation and absorption may allow NMPT to attract a more diverse and qualified pool of candidates. * **More Efficient Recruitment Processes:** The refined requirements for filling positions may streamline the recruitment process and ensure that qualified candidates are identified more quickly. * **Clarity in the Path of Promotion**: The explicit statement of feeder posts ensures the transparency of promotion procedures. **9. Conclusion:** The New Mangalore Port Trust Employees Recruitment, Seniority and Promotion Amendment Regulations, 2021, represent a significant update to the rules governing employee recruitment, seniority, and promotion within the New Mangalore Port Trust. The key changes focus on pay scale upgrades, revised eligibility criteria for absorption and deputation, and feeder post modifications. These changes are likely intended to enhance employee motivation, expand the candidate pool, and improve the efficiency of recruitment processes. The updates and clarifications of the rules are expected to contribute to the overall effectiveness of the NMPT workforce.
