No. TE-32/2/2023-NDSA-MOWR.—In exercise of the powers conferred by sub-section (1), read with clause (f) of sub-section (2) of section 54 of the Dam Safety Act, 2021 (41 of 2021), the National Dam Safety Authority, on the recommendations of the National Committee on Dam Safety, hereby makes the following regulations, namely: - 1. Short title and commencement. – (1) These regulations may be called the Quality Control Measures for Dam Construction Regulations, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Definitions: - (1) In these regulations, unless the context otherwise requires, - (a) “Act” means the Dam Safety Act, 2021 (41 of 2021); (b) “Authority” means the National Dam Safety Authority established under section 8 of the Act; (c) “section” means section of the Act. (2) Words and expressions used herein and not defined in these regulations but defined in the Act shall have the meanings respectively assigned to them in the Act. 3. The quality control measures for dam construction. – Every agency accredited by the Authority or the State Government under sub-section (1) of section 26 shall, – (i) for the construction of Earth and Rockfill dams, comply with the requirements of the latest version of the Bureau of Indian Standard Code: 14690 relating to ‘Quality Control during Construction of Earth and Rockfill dams—Recommendations for the construction of Earth and Rockfill dams’; (ii) for the construction of Plain and Reinforced concrete dams, comply with the requirements of the latest version of the Bureau of Indian Standard Code: 457 relating to ‘Code of Practice for General Construction of Plain and Reinforced Concrete for Dam and Other Massive Structures for the construction of Concrete dams’; and[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 (iii) for the construction of dams that do not fall within the ambit of clauses (i) and (ii), comply with the latest version of the relevant Bureau of Indian Standard documents and if such documents are not available, the latest versions of other standards, namely the International Organisation for Standardization, the International Commission on Large Dams bulletins and other international standards, after obtaining approval from the competent authority for the project.
