New Delhi, the 25th April, 2017
F. No. ICWA/Admn/551/24/2012.—In exercise of the Powers conferred by sub-section (1) of section
26 of the Indian Council of World Affairs Act, 2001 (29 of 2001), the Council hereby makes the following
regulations, regulating the method of recruitment to various posts in the Indian Council of World Affairs,
namely :—¹Hkkx IIIµ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 9
1. Short title and commencement.—(1) These regulations may be called the Indian Council of World
Affairs, Recruitment Regulations, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of Posts, Classification and Level in the Pay Matrix.—The number of the said posts, their
classifications and the Level in the Pay Matrix shall be as specified in columns (2) to (4) of the schedule.
3. Method of recruitment, age limit, qualifications, etc.—(1) The method of recruitment, age limit,
qualification and other matters to the said posts, shall be as specified in columns (5) to (13) of the said
Schedule.
4. Disqualification.—No person,—
(a) Who has entered into or contracted a marriage with a person having a spouse living; or
(b) Who, having a spouse living, has entered into or contracted a marriage, with any person,
shall be eligible for appointment to said posts in the Council :
Provided that the Council may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that there are other grounds for so doing,
exempt any person from the operation of this regulation.
5. Power to relax.—Where the Director General is of the opinion that it is necessary or expedient to do so,
he may, with the approval of the Financial Advisor, by order for reasons to be recorded in writing, relax any
of its provisions of these regulations with respect to any post.
6. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions
required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-
Servicemen and other specified categories of persons, in accordance with the orders issued by the Central
Government from time to time in this regard.
