Delhi, the 2nd February, 2018
No. 1/11/2017/HG/898.—In exercise of the powers conferred by the provisio to article 309 of the
Constitution of India, read with the Government of India, Ministry of Home Affairs S.O. number 3252 dated
24th September, 1968 published in the Gazette of India, Sub-Section (1) of section 3, Extraordinary dated 24th
September, 1968, the Lieutenant Governor, National Capital Territory of Delhi hereby pleased to makes the
following rules regulating the method of recruitment to the post of Commandant (HQ) in Directorate General
of Home Guards, Government of National Capital Territory of Delhi, namely: —
1. Short title and commencement:—
(i) These rules may be called “Commandant (HQ)” Recruitment Rules, 2018.
(ii) They shall come into force on the date of their publication in the Delhi Gazette.
2. Number of Posts, classification of Level in the Pay Matrix:—The number of post, its classification of
Level in the Pay Matrix shall be specified in column (2) to (4) of the Schedule attached with the rules.
3. Method of recruitment, age limit and other qualification, etc.:—The method of recruitment to the
said post, age limit, qualification and other matter relating thereto shall be specified in column (5) to (13) of
the said Schedule.
4. Disqualifications:— No person;
(a) who has entered into or contracted a marriage with a person having a spouse living , or
(b) who having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Government may, if satisfied, that such marriage is permissible under the personnel
law applicable to such person and the other party to the marriage and that there are other grounds for so doing
exempt any person from the operation of this rule.
5. Power to relax:—Where the Government is of the opinion that it is necessary expedient so to do, it may,
by order, and for reasons to be recorded in writing, relax any of the provisions of this rule with respect of

6. Saving:—Nothing in these rules shall effect reservations, relaxation of age limit and other concession
required to be provided for the Scheduled Castes, Scheduled Tribes, Other Backward Classes, ex-
servicemen or any other special category of persons in accordance with the orders issued by the
Government from time to time in this regard.
