हो, जिसमें श्रेणी में चार वषा की जियजमत इलेक्‍टरॉजिकी और सूचिा प्रौद्योजगकी मंत्रालय और जिरंतर सेवा सजम्मजलत होिा चाजहए। 2. अपर सजचव (कार्माक) अर्वा - सिस्ट् य; ट्रटप्प ण 1: िहां ऐस े कजिष् ठ व् यजियों संयुक्‍टत सजचव (कार्माक), जिन्होंिे अपिी अहका या पात्रता सेवा पूरी इलेक्‍टरॉजिकी और सूचिा प्रौद्योजगकी कर ली है, पर प्रोन्नजत के जलए जवचार मंत्रालय दकया िा रहा है, वहां उिके ज्य ेष् ठ 3. इलेक्‍ट रॉजिकी और सूचिा - सिस्ट् य; व् यजियों के संबंध में भी जवचार दकया प्रौद्योजगकी मंत्रालय से जभन्न िाएगा परन् तु यह तब िब दक उसके द्वारा मंत्रालय या जवभाग या संगठि से की गई ऐसी अहाक या पात्रता सेवा, भारत सरकार का संयुक्‍टत सजचव अपेजित अहका या पात्रता सेवा के आधे से या समतुल् य अजधक या िो वषा से, इिमें से िो भी कम हो, कम ि हो और अपिे ऐसे कजिष्ठ व् यजियों सजहत, जिन्होंिे ऐसी अहका या पात्रता सेवा पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपिी पट्ररवीिा की अवजध सफलतापूवाक पूरी कर ली हो। ट्रटप्प ण 2: भती के वषा के पहले दिि को रेिीडेंसी अवजध के रूप में उस श्रेणी में की गई अिुमोदित सेवा की प्रोन् िजत के जलए गणिा की िाएगी। ज्य ेष् ठता के जलए अिुमोदित सेवा, भती की प्रोन् िजत पद्यजत ऐसे अजधकारी के संबंध में होगी िो जिचली श्रेणी में सेवा की अवजध के आधार पर उस श्रेणी में भती दकया गया है, उस श्रेणी में की गई जियजमत सेवा की अवजध या अवजधयां जििमें अिुपजस्ट्र्जत की वह अवजध या अवजधयां भी सजम्मजलत हैं जििके िौराि उसिे जियजमत आधार पर उस श्रेणी में पि धारण दकया होता यदि वह छुट्टी पर िहीं होता या भती वषा जिसके जलए भती की गई र्ी, के प्रर्म दिि से ऐसे पि को धारण करिे के जलए अन् यर्ा उपल्‍ ध ि होता। परन्तु, िहां जियुि दकए िािे पर कायाभार ग्रहण करिे में ि्‍बे दििों से अजधक का जवलंब हो, वह जवलंब अजधकारी की और से व् यजतक्म के कारण िहीं होिा चाजहए ।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] िजै िक अहता ाएं: आवश्य क: दकसी मान्यता प्राप्त जवश्वजवद्यालय से जसजवल या वैद्युत इंिीजियररंग में जडग्री या समतुल् य के सार् ट्ररहायसी या गैर- ट्ररहायसी भविों के संजिमाणा और अिुरिण में अिुभव, जिसमें जडिाइनिंग, आकलि, संजविा पयावेिण आदि भी हैं, का िस वषा अिुभव। वाछं िीय: वातािुकूलि प्रणाली, जलफ्टों या आंतट्ररक सज्ि ा या आकिकाटेक्‍टच र या वैद्युत संस्ट् र्ापिों जिसम ें उपस्ट् टेिि भी ह,ैं अिुरिण या रखरखाव का अिुभव । [फा. स.ं 2(2)/2020-का.III] रािीव कुमार, संयुि सजचव MINISTRY OF ELECTRONICS AND INFORMATION TECHNOLOGY NOTIFICATION New Delhi, the 2nd November, 2020 G.S.R. 686(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Ministry of Communications and Information Technology, Department of Information Technology (Group ‘A’ post) Recruitment Rules, 2009 in so far as they relate to the post of Joint Director (Building) except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Director (Building) in the Ministry of Electronics and Information Technology, namely:- 1. Short title and commencement.—(1) These rules may be called the Ministry of Electronics and Information Technology, Director (Building) Recruitment Rules, 2020. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in pay matrix.—The number of post, its classification and level in pay matrix attached thereto shall be as specified in columns (2) to (4) of Schedule annexed to these rules. 3. Method of recruitment, age limit, qualifications, etc.—The method of recruitment to the said posts, age- limit, qualifications and other matters connected therewith shall be as specified in columns (5) to (13) of the aforesaid Schedule. 4. Disqualification.—No person, - (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to any of the said posts: Provided that the Central Government may, if satisfied that such marriage is permissible under personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 6. Educational Qualifications: Essential: Degree in Civil or Electrical Engineering from a recognised University along with ten years experience in construction and maintenance of residential or non- residential buildings including designing, estimating, contracts supervision etc. Desirable: Experience in maintenance or upkeep or air conditioning system, lifts or interior designing or architecture or electrical installations including working of sub stations.
