या (ख) जजसने अपन े पजत या अपनी पत्नी के जीजित रहते हुए, दकसी व्यजि से जििाह दकया ह ै या जििाह की संजिदा की ह,ै उि पदों पर जनयुजि का पात्र नहीं होगा : परन्त ु यदद केन्रीय सरकार का यह समाधान हो जाता ह ै दक सा जििाह से व्यजि और जििाह के अन्य पिकार को लाग ू स्ट्िीय जिजध के अधीन अनुज्ञेय ह ै और सा करन े के जलए अन्य आधार ह ैं तो िह दकसी व्यजि को इस जनयम के प्रितान स े छूट दे सकेगी । 5. जिजथल करन े की िजि.- जहां केन्रीय सरकार की यह राय ह ै दक सा करना आिश्यक या समीचीन ह,ै िहां िह उसके जलए जो कारण ह ैं उन्ह ें लेखबद्ध करके तथा संघ लोक सेिा आयोग से परामिा करके इन जनयमों के दकसी उपबंध को दकसी िगा या प्रिगा के व्यजियों की बाबत, आदिे द्वारा जिजथल कर सकेगी । 6. व्यािजृ त्त. - इन जनयमों की कोई बात, से आरिण, आय-ु सीमा म ें छूट और अन्य ट्ररयायतों पर प्रभाि नहीं डालगे ी, जजनका केन्रीय सरकार द्वारा इस संबंध म ें समय-समय पर जारी दकए गए आदेिों के अनुसार अनुसूजचत जाजतयों, अनुसूजचत जनजाजतयों, अन् य जपछडे िगों, भूतपूि ा सैजनकों और अन्य जििेष प्रिग ा के व्यजियों के जलए उपबंध करना अपेजित ह ै। अनसु चू ी पद का पद की संख्या िगीकरण िेतन चयन अथिा सीधे भती दकए जाने सीधे भती दकए जाने िाले नाम मैट्ररक्स में अचयन पद िाले व्यजियों के जलए व्यजियों के जलए अपेजित स्ट् तर आयु-सीमा िैजिक और अन्य अहता ाएं (1) (2) (3) (4) (5) (6) (7) 1. अपर 02 साधारण िेतन चयन पद । लागू नहीं लागू नहीं होता । केन्रीय मैट्ररक् स में जिधायी * (2020) होता । परामिी सेिा, स्ट्तर-13 *कायाभार के (प्रादजे िक समूह ‘क’, (123100- आधार पर भाषा) । 215900 पट्ररितान दकया राजपजत्रत, रु. ) । जा सकता है । अनन-ु सजचिीय ।[भाग II—खण् ड 3(i)] भारत का राजपत्र : असाधारण 3 सीधे भती दकए पट्ररिीिा की अिजध, यदद भती की पद्धजत - भती प्रोन्नजत या प्रजतजनयुजि / आमेलन द्वारा भती की दिा जाने िाले सीधी होगी या प्रोन्नजत कोई हो । में िे श्रेजणया ं जजनस े प्रोन्नजत या प्रजतजनयजु ि /आमेलन व्यजियों के जलए द्वारा या प्रजतजनयजु ि / दकया जाएगा । जिजहत आयु और आमेलन द्वारा तथा िैजिक अहता ाएं जिजभन्न पद्धजतयों द्वारा प्रोन्नत व्यजियों भरी जाने िाली की दिा म ें लाग ू ट्ररजक् तयों की होंगी या नहीं । प्रजतितता । (8) (9) (10) (11) लागू नहीं लागू नहीं 100 प्रजतित प्रोन्नजत प्रोन्न जत: राजभाषा खंड, जिधायी जिभाग के से उप- होता । होता । द्वारा जजसके न हो जिधायी परामिी (प्रादजे िक भाषा) जजन् होंने उस श्रेणी सकने पर प्रजतजनयुजि में पांच िषा जनयजमत सेिा की ह ै और जो सुसंगत द्वारा । जिषय िेत्र या िेत्र म ें दो सप्त ाह की अिजध का प्रजििण सफलतापूिाक पूरा दकया हो । ट्रटप्पण : जहां स े कजनष्ठ व्यजियों के संबंध में, जजन्होंने अपनी अहका या पात्रता सेिा पूरी कर ली है, प्रोन्नजत के जलए जिचार दकया जा रहा हो िहां उनसे ज्येष्ठ व्यजियों के संबंध में भी जिचार दकया जाएगा परंतु यह तब जब दक उनके द्वारा की गई सी अहका या पात्रता सेिा, अपेजित अहका या पात्रता सेिा के आध े स े अजधक से या दो िषा से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने से कजनष्ठ व्यजियों सजहत जजन्होंने सी अहका या पात्रता सेिा पहले ही पूरी कर ली है अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी पट्ररिीिा की अिजध सफलतापूिाक पूरी कर ली हो । प्रजतजनयजु ि : केन्रीय या राज्य सरकार या संघ राज्य िेत्रों के अधीन से अजधकारी : (क) (i) जो मूल काडर या जिभाग में जनयजमत आधार पर सदिृ पद धारण दकए हुए हैं ; या (ii) जजन्होंन ेमूल काडर या जिभाग में िेतन मैट्ररक् स म ें स्ट् तर 12 (78800-209200/- रू0) या समतुल् य म ें जनयजमत आधार पर उस पद पर जनयुजक् त के पश् चात ् उस श्रेणी में पांच िषा सेिा की हो ; और (ख) जजनके पास जनम् नजलजखत िैजिक अहता ाएं और अनुभि हो :- (अ) (i) दकसी मान्यताप्राप्त जिश्वजिद्यालय या संस्ट् था से जिजध में मास्ट् टर जडग्री ; या केन् रीय सरकार या राज्य सरकार या संघ राज्य िेत्र में कानूनों के प्रारूपण का दस िषा का अनुभि हो ; और (iii) दकसी मान् यताप्राप्त बोडा या जिश् िजिद्यालय या संबद्ध भाषा (संजिधान की आठिीं अनुसूची म ें उजल् लजखत ंहदी से जभन्न कोई एक भाषा) के माध्य म के दकसी संस्ट् था से माध्य जमक जिद्यालय परीिा या कोई उच् चतर परीिा उत् तीणा या दकसी मान् यताप्राप्त बोडा या जिश् िजिद्यालय या दकसी संस्ट् था या केन् रीय सरकार द्वारा अनुमोददत जिदिे ी जिश् िजिद्यालय से माध्य जमक जिद्यालय परीिा या कोई उच् चतर परीिा में संबद्ध प्रस्ट् ताजित भाषा एक जिषय के रूप में रहा हो । अथिा (आ) (i) दकसी मान्यताप्राप्त जिश्वजिद्यालय या संस्ट् था से जिजध में बैचलर जडग्री ; और (ii) जजनके पास जनम् नजलजखत हो – राज्य न् याजयक सेिा का बारह िषा की अिजध के जलए सदस्ट् य रहा हो ; या केन् रीय या राज्य या संघ राज्य िेत्र के से सरकारी कमाचारी या कायापालक अथिा पज‍ लक सेक् टर उपक्म या कानूनी जनकाय या स्ट् िायत जनकाय के से अजधकारी जजन् ह ें जिजधक काया का बारह िषा का अनुभि हो ; या सा अर्हहत जिजध व् यिसायी जो बारह िषा तक उस रूप में व् यिसाय दकया हो ; या दकसी मान् यताप्राप्त संस्ट् था में बारह िषा तक जिजध का अध्य ापक रहा हो ; या केन् रीय सरकार या राज्य सरकार या संघ राज्य िेत्र में[भाग II—खण् ड 3(i)] भारत का राजपत्र : असाधारण 5 कानूनों, कानूनी जनयमों और आदिे ों का संबद्ध भाषा (संजिधान की आठिीं अनुसूची में उजल् लजखत जहन् दी से जभन् न कोई एक भाषा) में अनुिाद का बारह िषा का अनुभि हो ; या केन् रीय सरकार या राज्य सरकार या संघ राज्य िेत्र में कानूनों के प्रारूपण का बारह िषा का अनुभि हो ; और (iii) दकसी मान् यताप्राप्त बोडा या जिश् िजिद्यालय या संबद्ध भाषा (संजिधान की आठिीं अनुसूची म ें उजल् लजखत ंहदी से जभन्न कोई एक भाषा) के माध्य म के दकसी संस्ट् था से माध्य जमक जिद्यालय परीिा या कोई उच् चतर परीिा उत् तीणा या दकसी मान् यताप्राप्त बोडा या जिश् िजिद्यालय या दकसी संस्ट् था या केन् रीय सरकार द्वारा अनुमोददत जिदिे ी जिश् िजिद्यालय से माध्य जमक जिद्यालय परीिा या कोई उच् चतर परीिा में संबद्ध प्रस्ट् ताजित भाषा एक जिषय के रूप में रहा हो । ट्रटप्प ण 1 : आिश् यक अहता ां में प्रयुक् त अर्हहत जिजध व् यिसायी पद से सा व् यजक् त अजभप्रेत ह ै जो अजधिक् ता या अजभिक् ता है और उसने जिजध में मास्ट् टर जडग्री की दिा में पांच िषा या जिजध में बैचलर जडग्री की दिा में सात िषा तक उसी रूप में व् यिसाय दकया हो । ट्रटप्प ण 2 : जिजधक काया में अनुभि की अिजध से सरकार या पज‍ लक सेक् टर उपक्म या कानूनी जनकाय या स्ट् िायत जनकाय के अधीन मूल जिजधक पद धारण करने की अिजध अजभप्रेत है, जजसके जलए जिजध म ें बैचलर जडग्री भती के जलए पूिाापेजित या आिश् यक अहता ा ह ै। िाछंनीय: (i) केन् रीय या राज्य सरकार में संबद्ध भाषा (संजिधान की आठिीं अनुसूची में उजल् लजखत ंहदी से जभन् न कोई एक भाषा) में जिधायी प्रारूपण का पांच िषा का अनुभि । (ii) दकसी मान् यताप्राप्त जिश् िजिद्यालय या संस्ट् था से बैचलर जडग्री जजसमें जडग्री स्ट् तर पर संबद्ध भाषा (संजिधान की आठिीं अनुसूची में उजल् लजखत ंहदी से जभन् न कोई एक भाषा) एक जिषय या माध्य म रहा हो । ट्रटप्प ण 1 : पोषक प्रिगा के से जिभागीय अजधकारी, जो प्रोन्नजत की सीधी पंजि में ह,ै प्रजतजनयजु ि पर जनयुजि के जलए जिचार दकए जान े के पात्र नहीं होंगे । इसी प्रकार, प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जिचार दकए जाने के पात्र नहीं होंगे ।6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] ट्रटप्प ण 2 : प्रजतजनयजु ि की अिजध, जजसके अंतगात केन्रीय सरकार के उसी या दकसी अन्य संगठन या जिभाग म ें इस जनयुजि स े ठीक पहले धाट्ररत दकसी अन्य काडर बाह्य पद पर प्रजतजनयुजि की अिजध ह ै साधारणतया पााँच िष ासे अजधक नहीं होगी । ट्रटप्प ण 3 : प्रजतजनयजु ि द्वारा जनयुजि के जलए अजधकतम आयु-सीमा आिेदन प्राप्त करने की अंजतम तारीख को छप्प न िषा स ेअजधक नहीं होगी । यदद जिभागीय प्रोन्नजत सजमजत है, तो उसकी संरचना । भती करने में दकन पट्ररजस्ट्थजतयों में संघ लोक सेिा आयोग से परामिा दकया जाएगा । (12) (13) समूह ‘क’ जिभागीय प्रोन् नजत सजमजत (प्रोन् नजत के संबंध में जिचार दकसी अजधकारी की प्रजतजनयुजक् त पर जनयुक्त करते समय संघ लोक सेिा आयोग से परामिा करना आिश् यक ह ै। करने के जलए) जजसमें जनम् नजलजखत होंगे- 1. अध्य ि या सदस्ट् य, संघ लोक सिे ा आयोग – अध्यि ;
