Governor of National Capital Territory of Delhi is pleased to make the following recruitment rules, regarding method of recruitment to the post of Principal, College of Art under the Department of Training and Technical Education, Government of National Capital Territory of Delhi, namely:- 1. Short title and commencement:- (1) These rules may be called the Principal, College of Art Recruitment Rules, 2019. (2) They shall come into force on the date of their publication in the Delhi Gazette. 2. Number of posts, classification and Scale of pay: - The number of said post, its classification and the scale of pay attached thereto shall be as specified in columns (2) to (4) of the said annexed to these rules. 3. Method of recruitment, age limit and other qualification:- The method of recruitment to the said post, age limit, qualifications and other matters relating to the said post shall be as specified in columns No. (5) to (13) of the said Schedule. 4. Disqualifications: No person,- (a) Who has entered or contracted marriage with a person having a spouse living or (b) Who having a spouse living, has entered into or contracted marriage with any person; shall be eligible for appointment to the said post: Provided that Government may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for doing, exempt any person from the operation of these rules. 5. Power to relax:- Whether the Government of National Capital Territory of Delhi is of the opinion that it is necessary or expedient to do so, it may, by order and for reason to be recorded in writing, and in consultation with Union Service Public Commission, relax any of the provisions of these rules with respect to any class or category of person. 6. Saving: - Nothing in these rules shall affect reservations and other concessions required to be provided for the Scheduled Castes and Scheduled Tribes and other specified category of persons in accordance with orders issued by the Central Govt. from time to time in this regard. In case of Research Experience, Books / Research Paper Publications / IPR / Patents Record shall be required as deemed fit by the Selection Committee. If the experience in Industry is considered, the same shall be at Managerial Level equivalent to Professor Level with Active Participation record in Devising / Designing, Developing, Planning Executing, Analyzing, Quality Control,6 DELHI GAZETTE : EXTRAORDINARY PART IV] Innovating, Training, Technical Books, Teaching / Research Paper, Publications / IPR / Patents, etc. As deemed fit by the Expert Members of the Selection Committee. Desirable: Post Ph.D. Publications and Guiding Ph.D. Students. Note 1: Equivalence for Ph.D. is based on Publication of five International Journal Papers, each Journal having a Cumulative impact index of not less than 2.0, with incumbent as the main author and all five publications being in the author’s area of specialization. Note 2: Ph.D. shall be from a recognized University. Note 3: Experience at Diploma-Level Institute is also considered equivalent to experience in Degree Level Institutions at appropriate level and as applicable. However, qualifications as above shall be mandatory. Note 4: If a Class / Division is not awarded, minimum of 60% of marks in aggregate shall be considered equivalent to First Class / Division.
