**3. Policy Overview:**
* Core Objective(s): The primary objective of this policy is to regulate the method of recruitment for the position of Assistant Microphotographist within the Department of Delhi Archives, Government of National Capital Territory of Delhi. This includes defining the eligibility criteria, selection process, and other related matters.
**4. Background and Rationale:**
This is a *new* policy. The recruitment rules address the need for a structured and regulated approach to hiring for the Assistant Microphotographist post. The policy likely aims to standardize the recruitment process, ensure qualified candidates are selected, and maintain transparency in the hiring practices within the Delhi Archives Department. The policy explicitly supersedes older rules, indicating an effort to modernize the recruitment framework.
**5. Key Provisions / Changes:**
As a *new* policy, the following are the main components and rules established by the provided text:
* **Post Details:** The policy specifies that there is one (01) Assistant Microphotographist position, classified as Group C, a Non-Gazetted, Non-Ministerial post. The pay scale is Level 5 in the pay matrix (Rs. 29200-92300).
* **Age Limit:** The age limit for direct recruits is between 18 and 27 years, with relaxations applicable for departmental candidates up to forty years, as per central government guidelines. The decisive date for determining the age limit will be as notified by the Delhi Subordinate Services Selection Board (DSSSB)/Competent Authority.
* **Educational Qualifications:** Essential qualifications include a B.Sc. with Physics as a subject from a recognized university and a certificate course in Reprography from the National Archives of India or a Diploma in Photography from a recognized institution.
* **Method of Recruitment:** The recruitment process primarily involves either:
* **Deputation/Absorption:** Officers from Central Government/State Governments/Union Territory Administrations/Public Sector Undertakings/Statutory or Autonomous Bodies/Recognized Universities/Recognized Research Institutes can be appointed on deputation. Specific criteria are outlined, including holding analogous posts on a regular basis or having five years of service in Level 4 of the Pay Matrix, along with possessing the required educational qualifications. The deputation period generally should not exceed three years. The maximum age limit for deputation is 56 years.
* **Direct Recruitment:** If deputation is not possible, direct recruitment will be conducted.
* **Disqualifications:** Individuals who have married someone with a living spouse, or who have married another person while having a living spouse, are ineligible for the post unless the government grants an exemption under specific circumstances (related to personal laws and other grounds).
* **Relaxation Clause:** The government reserves the right to relax any provision of these rules with respect to any class or category of persons, provided reasons are recorded in writing and after consulting with the Competent Authority.
* **Saving Clause:** The policy preserves the existing reservations, age limit relaxations, and other concessions for Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex-Servicemen, and other special categories as per Government of India orders.
* **Probation:** A two-year probation period is applicable for direct recruits.
* **Departmental Promotion Committee:** A Group C Departmental Promotion Committee (DPC) exists for considering confirmation. Its composition includes the Principal Secretary/Secretary (Power, Government of NCT of Delhi) as Chairman, the Secretary (Art, Culture & Language/Archives, Government of NCT of Delhi) as a member, and the Deputy Secretary (Finance, Government of NCT of Delhi) as a member.
**6. Target Audience and Stakeholders:**
The primary target audience includes:
* Individuals seeking employment as Assistant Microphotographist in the Delhi Archives Department.
* Current employees of the Central Government, State Governments, Union Territory Administrations, Public Sector Undertakings, and other specified organizations who may be eligible for deputation.
* The Delhi Archives Department and its administrative staff responsible for recruitment.
* The Delhi Subordinate Services Selection Board (DSSSB)/Competent Authority involved in conducting direct recruitment.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency/Bodies:** The Department of Delhi Archives, the Lieutenant Governor of the National Capital Territory of Delhi, the Delhi Subordinate Services Selection Board (DSSSB), and the Departmental Promotion Committee (DPC).
* **Timelines/Procedures:** The policy will come into force on the date of its publication in the Delhi Gazette. The DSSSB/Competent Authority will determine the decisive date for calculating the age limit. Specific procedures for deputation and direct recruitment will likely be outlined separately by the Department of Delhi Archives or the DSSSB.
**8. Expected Outcomes / Impact of Changes:**
The likely intended outcomes of this policy include:
* A standardized and transparent recruitment process for the Assistant Microphotographist position.
* Attracting qualified candidates with the necessary educational background and skills in reprography and photography.
* Filling the position efficiently through deputation or direct recruitment.
