This includes defining the qualifications, age limits, and procedures for filling the position.
**4. Background and Rationale:**
Since this is a new policy, it can be inferred that the Delhi Legislative Assembly Secretariat previously lacked clearly defined and standardized recruitment rules for the Translator Urdu position. This policy likely addresses the need for a transparent, consistent, and merit-based approach to recruitment for this specific role. The policy aims to ensure that qualified individuals are selected through a defined process.
**5. Key Provisions:**
The "Delhi Legislative Assembly Secretariat, Delhi Translator Urdu Recruitment Rules, 2020" establishes the following key provisions:

* **Recruitment Method, Age Limit, and Qualifications:**
* The age limit for direct recruits should not exceed 30 years, with relaxations for government servants as per Central Government instructions. The Delhi Subordinate Services Selection Board/Competent Authority will determine the crucial date for age limit determination.
* Essential qualifications include a Master's degree in Urdu from a recognized university with English or Hindi as an elective subject in B.A, or a B.A. Hons. in Urdu with English or Hindi as an elective subject, and one year of translation experience from English/Hindi to Urdu and vice versa. Desirable qualifications include knowledge of Urdu Lexicographical work, knowledge of English/Hindi to Urdu translation, and knowledge of Hindi.
* **Disqualifications:** The policy disqualifies individuals with a spouse living who enter into or contract another marriage unless such marriage is permissible under personal law and there are grounds for exemption.
* **Power to Relax:** The Government can relax any provision of these rules with respect to any class or category of persons after recording reasons in writing and consulting with UPSC.
* **Saving Clause:** The rules do not affect reservations, age relaxations, or other concessions for Scheduled Castes, Scheduled Tribes, and other special categories as per government orders.
* **Probation Period:** The probation period for direct recruits is two years.
* **Method of Recruitment:** The method of recruitment is deputation, including short-term contract, failing which by direct recruitment (100%).
* **Deputation/Absorption:** Outlines the eligibility criteria for officers under Central/State Governments for deputation/absorption, including holding analogous posts or having six years of service in specified pay matrix levels, and possessing the qualifications and experience prescribed for direct recruits. Age limit should not exceed 56 years.
* **Departmental Promotion Committee:** The constitution of the Departmental Promotion Committee (DPC) is specified, comprising the Secretary, DLAS (Chairman), Dy. Secy. Art, Cultural Language (Member), and Dy. Secretary (Admn., LAS (Member).
* **Consultation with UPSC:** Specifies that consultation with UPSC is not necessary.

The Delhi Legislative Assembly Secretariat is responsible for overall implementation. The Departmental Promotion Committee oversees the selection process.
* **Timelines/Procedures:** The policy does not explicitly specify timelines for recruitment. However, the policy refers to advertisement by the Delhi Subordinate Services Selection Board/Competent Authority to announce the age limit.
* **Other Inferences:** The policy suggests a centralized recruitment process managed by the DSSSB or similar body, promoting a standardized and objective approach.
