समूह ‘क’ पद भती जनयम, 2020 ह ैं।
(2) ये राजपत्र म ेंप्रकािन की तारीख को प्रिृत्त होंगे ।

स े छूट द ेसकेगी ।
5. जिजथल करन े की िजि :- जहां केन्रीय सरकार की यह राय ह ै दक ऐसा करना आिश्यक या समीचीन ह,ै िहा ं िह उसके
जलए जो कारण ह ैं उन्ह ें लेखबद्ध करके, और सघं लोक सेिा आयोग स े परामि य करके इन जनयमों के दकसी उपबंध को दकसी
िगय या प्रिग य के व्यजियों की बाबत, आदेि द्वारा जिजथल कर सकेगी ।
6. व्यािजृ त्त :- इन जनयमों की कोई बात, ऐसे आरिण, आय-ु सीमा म ें छूट और अन्य ट्ररयायतों पर प्रभाि नहीं डालेगी,
जजनका केन्रीय सरकार द्वारा इस संबंध म ें समय-समय पर जनकाल े गए आदेिों के अनुसार अनुसूजचत जाजतयों, अनुसूजचत
जनजाजतयों, भूतपूि य सैजनकों और अन्य जििेष प्रिगय के व्यजियों के जलए उपबंध करना अपेजित ह ै।

ट्रटप्पण :- जहां ऐसे कजनष्ठ व्यजियों के संबंध में
जजन्होंने अपनी अहकय या पात्रता सेिा पूरी कर
ली ह,ै प्रोन्नजत के जलए जिचार दकया जा रहा हो
जहां उनस े ज्येष्ठ व्यजियों के संबंध में भी जिचार
दकया जाएगा परंतु यह तब जब दक उसके द्वारा[भाग II—खण् ड 3(i)] भारत का राजपत्र : असाधारण 3
की गई ऐसी अहकय या पात्रता सेिा, अपेजित
अहकय या पात्रता सेिा के आधे से अजधक स ेया दो
िषय से, इनमें से जो भी कम हो, कम न हो और
उन्होंने अपन ेऐसे कजनष्ठ व्यजियों सजहत जजन्होंने
ऐसी अहकय या पात्रता सेिा पहले ही पूरी कर ली
ह ै अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी
पट्ररिीिा की अिजध सफलतापूियक पूरी कर ली
हो ।
प्रजतजनयजु ि :-
केन्रीय सरकार या राज्य सरकार या संघ राज्य
िेत्र के अधीन ऐस ेअजधकारी :-
(क) (i) जजन्होंने मूल काडर या जिभाग में
जनयजमत आधार पर सदिृ पद धारण दकए हुए
ह;ैं
(ii) जजन्होंन े मूल काडर या जिभाग में िेतन
मैट्ररक्स में स्ट्तर-7 या समतुल्य के िेतन में
जनयजमत आधार पर उस पद पर जनयुजि के
पश्चात ्उस श्रेणी में तीन िषय सेिा की हो ; और
(ख) सीध ेभती दकए जान ेिाले व्यजियों के जलए
जिजहत िैजिक अहतय ाएं और अनुभि है ।
(i) जजनके पास दकसी मान्यताप्राप्त
जिश्वजिद्यालय से अंग्रेजी के साथ हहदी में
मास्ट्टर जडग्री जजसमें जडग्री स्ट्तर पर अजनिाय य
या िैकजल्पक जिषय के रुप में या परीिा के
माध्यम के रुप में रहा हो ;
अथिा
जजनके पास दकसी मान्यताप्राप्त जिश्वजिद्यालय से
हहदी के साथ अंग्रेजी में मास्ट्टर जडग्री जजसम ें
जडग्री स्ट्तर पर अजनिाय य या िैकजल्पक जिषय के
रुप में या परीिा के माध्यम के रुप में रहा हो ;
अथिा
जजनके पास दकसी मान्यताप्राप्त जिश्वजिद्यालय से
जहन्दी माध्यम से हहदी या अंग्रेजी से जभन्न दकसी
भी जिषय में मास्ट्टर जडग्री हो और जजसमें जडग्री
स्ट्तर पर जहन्दी अजनिाय यया िैकजल्पक जिषय रहा
हो ; या
जजनके पास दकसी मान्यताप्राप्त जिश्वजिद्यालय से
बैचेलर जडग्री हो जजसमें हहदी और अंग्रेजी
अजनिाय यया िैकजल्पक जिषय के रुप में रहे हों या
दोनों में से एक परीिा के माध्यम के रुप में रहा
हो और दसू रा अजनिाय य या िैकजल्पक जिषय के
रुप में रहा हो ;और
(ii) केंरीय सरकार या राज्य सरकारों या स्ट्िायत्त
जनकायों या कानूनी संगठनों या साियजजनक
उपक्रमों या जिश्वजिद्यालयों या मान्यताप्राप्त
अनुसंधान या जििण संस्ट्थानों के अधीन हहदी म ें
िब्दािली (िब्दािली कायय) का उपयोग/प्रयोग

अंग्रेजी या अंग्रेजी से हहदी में अनुिाद कायय,
तकनीकी या िैज्ञाजनक साजहत्य को िरीयता ; या
केंरीय सरकार या राज्य सरकारों या स्ट्िायत्त
जनकायों या कानूनी संगठनों या साियजजनक
उपक्रमों या जिश्वजिद्यालयों या मान्यताप्राप्त
अनुसंधान या जििण संस्ट्थानों के अधीन हहदी
और अंग्रेजी में जििण का अनुभि अथिा हहदी
या अंग्रेजी म ेंअनुसंधान में 3 िष यका अनुभि प्राप्त
हो ।
ट्रटप्पण 1 : प्रजतजनयुजि की अिजध, जजसके
अंतगयत केन्रीय सरकार के उसी या दकसी अन्य
संगठन या जिभाग में इस जनयुजि से ठीक पहले
धाट्ररत दकसी अन्य काडर बाह्य पद पर
प्रजतजनयुजि की अिजध ह ैसाधारणतया 3 िषय से
अजधक नहीं होगी । प्रजतजनयुजि पर जनयुजि के
जलए अजधकतम आय-ु सीमा आिेदन प्राप्त करने
की अंजतम तारीख को 56 िषय से अजधक नहीं
होगी ।
ट्रटप्पण 2 : पोषक प्रिग य के ऐसे जिभागीय
अजधकारी, जो प्रोन्नजत की सीधी पंजि में ह,ै
प्रजतजनयुजि पर जनयुजि के जलए जिचार दकए
जाने के पात्र नहीं होंग े इसी प्रकार प्रजतजनयुि
व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जिचार दकए
जाने के पात्र नहीं होंग े।
यदद जिभागीय प्रोन्नजत सजमजत है, तो उसकी भती करने में दकन पट्ररजस्ट्थजतयों में संघ लोक सेिा आयोग से परामिय दकया
संरचना जाएगा ।

प्रोन्नजत प्रत्येक अिसर पर पद जनयुजि के जलए संघ लोक सेिा आयोग से परामिय करना
आिश् यक ह ै।

NOTIFICATION
New Delhi, the 16th August, 2021
G.S.R. 574(E).—In exercise of the powers conferred by the proviso to article 309 of the
Constitution, the President hereby makes the following rules regulating the method of recruitment to the
post of Assistant Director (Official Language) in the Income-tax Appellate Tribunal, namely: -
1. Short title and commencement. – (1) These rules may be called the Income-tax Appellate
Tribunal, Assistant Director (Official Language), Group ‘A’, Recruitment Rules, 2020.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in the pay matrix. — The number of post, their
classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the
Schedule annexed to these rules.
3. Method of recruitment, age limit, other qualifications, etc. —The method of recruitment, age
limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the
said Schedule.
4. Disqualification. — No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who having a spouse living, had entered into or contracted a marriage with any person, shall be
eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the
personal law applicable to such person and the other party to the marriage and that there are other grounds
for so doing, exempt any person from the operation of this rule.
5. Power to relax. — Where the Central Government is of the opinion that it is necessary or
expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the
Union Public Service Commission, relax any of the provisions of these rules with respect to any class or
category of persons.
6. Saving. — Nothing in these rules shall affect reservation, relaxation of age-limit and other
concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and
other special categories of persons in accordance with the orders issued by the Central Government from
time-to-time in this regard.

grade along with their juniors who have already completed

Deputation:
Officers of the Central Government or State Governments
or Union Territories, -
(a) (i) holding analogous posts on regular basis in the
parent cadre or Department; or
(ii) with 3 year service in the grade rendered after
appointment thereto on a regular basis in posts
in level-7 in pay matrix or equivalent in the
parent cadre or Department; and
(b) possessing the following educational qualifications
and experience:
(i) master degree of a recognized University in
Hindi with English as a compulsory or elective
subject or as the medium of examination at the
degree level; or
master degree of a recognized University in
English with Hindi as a compulsory or elective
subject or as the medium of examination at the
degree level; or
master degree of a recognized University in
any subject other than Hindi or English, with

master degree of a recognized university in any

English medium and Hindi as a compulsory or

(ii) having three years experience of using/
applying terminology (terminological work) in
Hindi and translation work from English to
Hindi or vice-versa, preferably of technical or
scientific literature under Central Government
or State Governments or Autonomous Body or
Statutory Organizations or PSUs or
Universities or recognized research or
educational institutions; or three years
experience of teaching in Hindi and English or
research in Hindi or English under Central
Government or State Governments or
Autonomous Body or Statutory Organizations
or PSUs or Universities or recognized research
or educational institutions.
Note 1. – The period of deputation including the period of
deputation in another ex-cadre post held immediately
preceding this appointment in the same or some other
Organization or Department of the Central Government
shall ordinarily not exceed three years. The Maximum age-
limit for deputation shall be not exceeding fifty-six years as
on the closing date of receipt of applications.
Note 2. – The official in the feeder category who are in the
direct line of promotion shall not be eligible for
consideration for appointment on deputation. Similarly, the
deputationists shall not be eligible for consideration for
appointment by promotion.
