सा.का.जन. 157(अ).—राष्टर पजत, संजिधान के अनच्ु छेद 309 के परन्त ुक द्वारा प्रदत्त िजियों का
प्रयोग करते हुए डाक जिभाग पोस्ट्ट मैन और मेलगाड च (समूह ‘ग’ पद) भती जनयम, 2018 में संिोधन करन े
के जलए एतद्द्वारा जनम् नजलजखत जनयम बनाते ह,ैं अथाचत्:-
1. सजिप्त नाम और प्रारंभ
(1) इन जनयमों का संजिप्त नाम डाक जिभाग, पोस्ट्ट मैन और मेलगाड च (समूह ‘ग’ पद) भती
(संिो धन) जनयम, 2020 ह ै ।
(2) ये राजपत्र में उनके प्रकािन की तारीख को प्रिृत्त होंग े ।
2. डाक जिभाग पोस्ट्ट मैन और मेलगाड च (समूह ‘ग’ पद) भती जनयम, 2018 में, अनुसूची में-
(क) पोस्ट्ट मैन के पद से संबंजधत क्रम स.ं 1 म,ें स्ट्त ंभ (7) के अधीन जिद्यमान प्रजिजियों को जनम्न जलजखत
प्रजिजियों के स्ट्थ ान पर जनम् नजलजखत रखा जाएगा अथातच ् :-

‘’(क) दकसी मान् यताप्राप्त बोड च से 12िीं किा उत् तीण;च
(ख) ग्रामीण डाक सेिक के रूप म ें कायचरत व् यजियों के जलए दकसी मान् यताप्राप्त बोड च से 10िीं
किा उत् तीणच।
अभ् यर्थिथयों के पास जनम्न जलजखत अहतच ा भी होनी चाजहए, अथाचत्:-
(i) संबंजधत डाक सकचल अथिा प्रभाग की स्ट् थानीय भा ा का ञानान तथा अभ् यथी ने 10िीं किा
तक स्ट् थानीय भा ा का अ ययन दकया हो ।
(ii) कम् प्य ूटर पर काय च करनेका ञानान हो ।
टटप्प ण 1. डाक सकचल अथिा प्रभाग की स्ट्थ ानीय भा ा, डाक जिभाग द्वारा प्रकाजित की जाएगी।
टटप्प ण 2. पोस्ट्ट मैन के पद पर जनयुक् त व् यजि को अपनी जनयुजि की तारीख स े दो ि च की अिजध में चालन
अनुञानजि प्राप्त करनी होगी तादक िह दपु जहया अथिा जतपजहया अथिा हल् के मोटर िाहन चला
सके। तथाजप, ददव्य ांगजनों को चालन अनुञानजि की अपिे ा से छूट होगी ।
टटप्प ण 3. जजस अभ्य थी के पास जनयुजि के समय जिजधमान् य चालन अनुञानजि नहीं ह,ै उसे जिजधमान् य
चालन अनुञानजि प्रस्ट्त ुत दकए जाने तक अथिा जनयुजि की तारीख स े पांच ि च की अिजध तक,
जो भी पहले हो, आिजधक िते निृजि नहीं जमलेगी तथा ऐसी अनुञानजि प्रस्ट्त ुत कर दने े पर अथिा
पांच ि च की समयािजध समाप्त हो जाने पर उस अभ् यथी का िेतन भूतलिी प्रभाि से िेतन के
उस स्ट्त र पर पुन: जनधाचटरत दकया जाएगा जजस स्ट्त र पर िेतन आिजधक िेतनिृजि नहीं रोके
जाने की जस्ट्थजत में पहुचं गया होता तथा इस बीच की अिजध के दौरान के िेतन की बकाया
राजि का भुगतान नहीं दकया जाएगा ।
(ख) मेल गाड च के पद स े संबंजधत क्रम सं. 2 में, स्ट्त ंभ (7) के अधीन,जिद्यमान प्रजिजियों के स्ट्थ ान पर
जनम् नजलजखत रखा जाएगा, अथाचत् :-
‘’(क) दकसी मान् यताप्राप्त बोड च से 12िीं किा उत् तीण;च
(ख) ग्रामीण डाक सेिक के रूप म ें कायचरत व् यजियों के जलए दकसी मान् यताप्राप्त बोड च से 10िीं

NOTIFICATION
New Delhi, the 5th March, 2020
G.S.R. 157(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution,
the President hereby makes the following rules to amend the Department of Posts Postman and Mail Guard
(Group ‗C‘ post) Recruitment Rules, 2018, namely:-
1. Short title and commencement.–
(1) These rules may be called the Department of Posts Postman and Mail Guard (Group ‗C‘ post)
Recruitment (Amendment) Rules, 2020.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Department of Posts Postman and Mail Guard (Group ‗C‘ post) Recruitment Rules, 2018, in the
SCHEDULE,–
(A) in serial number 1 relating to the post of Postman, under column (7), for the existing entries, the following
entries shall be substituted, namely:-
―(a) 12th standard pass from a recognised Board;
(b) 10th standard pass from a recognised Board for the persons who are working as Gramin Dak Sevak.
The candidate shall also possess the following, namely:-
(i) knowledge of local language of the concerned Postal Circle or Division and the candidate
should have studied local language upto 10th standard.
(ii) knowledge of working on computer.
Note 1: The local language of a Postal Circle or Division shall be published by the Department of
Posts.
Note 2: The person appointed to the post of Postman shall acquire a driving licence to drive two
wheeler or three wheeler or light motor vehicle within a period of two years from the date of his
appointment. However, persons with disability shall be exempted from the requirement of driving
licence.
Note 3: A candidate not having valid driving license at the time of appointment shall not earn
periodical increment in pay till production of such license or for a period of five years from the
date of appointment whichever is earlier and after production of such license or expiry of such five
years period, pay shall be restored prospectively to the level pay would have reached had the
periodical increment in pay was not withheld and no arrears of pay shall be paid for the intervening
period.";
(B) in serial number 2 relating to the post of Mail Guard, under column (7), for the existing entries, the
following entries shall be substituted, namely:-
―(a) 12th standard pass from a recognised Board;
(b) 10th standard pass from a recognised Board for the persons who are working as Gramin Dak Sevak.
The candidate shall also possess the following, namely:-
(i) knowledge of local language of the concerned Postal Circle or Division and the candidate
should have studied local language up to 10th standard;
(ii) knowledge of working on computer.
Note: The local language of a Postal Circle or Division shall be published by the Department of
Posts.‖.
