NOTIFICATION
New Delhi, the 18th July, 2016
G.S.R. 770 (E).— In exercise of the powers conferred by the proviso to Article 309 of the Constitution,
the President hereby makes the following rules further to amend the Ministry of Communications and Information
Technology, Department of Information Technology (Group ‘A’ posts) Recruitment Rules, 2009, namely:-
1. Short title and commencement. - (1) These rules may be called the Ministry of Communications and
Information Technology, Department of Electronics and Information Technology (Group ‘A’ posts) Recruitment
(Amendment) Rules, 2016.
(2)(cid:32) They shall come into force on the date of their publication in the Official Gazette.
2. In the Schedule to the Ministry of Communications and Information Technology, Department of
Information Technology (Group ‘A’ posts) Recruitment Rules, 2009, against serial number 10 relating to the post
of Security Officer,-
(1)(cid:32) under Column 10, for the existing entries, the entries “Not applicable” shall be substituted;
(2)(cid:32) under Column 11, for the existing entries, the entries “Deputation or Absorption or Re-
employment (including short-term contract)” shall be substituted;
(3)(cid:32) under Column 12, for the existing entries, the following entries shall be substituted, namely:-
“Deputation (including short-term contract):4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
Officers of the Central Government or State Governments or Public Sector Undertakings:
(i)(cid:32) Holding analogous post on regular basis in the parent cadre or department; or
(ii)(cid:32) With five years regular service in PB-2, Rs. 9300-34800 plus Grade Pay of Rs.5400 or
equivalent in the parent cadre or department; and three years experience of supervising
security.
Preference will be given to the applicant having training or experience in the fire
fighting skill; or
(iii)(cid:32) With six years regular service in PB-2, Rs. 9300-34800 plus Grade Pay of Rs. 4800 or
equivalent in the parent cadre or department; and three years experience of supervising
security.
Preference will be given to the applicant having training or experience in the fire
fighting skill; or
(iv)(cid:32) With seven years regular service in PB-2, Rs. 9300-34800 plus Grade Pay of Rs. 4600
or equivalent in the parent cadre or department; and three years experience of
supervising security.
Preference will be given to the applicant having training or experience in the fire
fighting skill.
Note 1.- Period of deputation including period of deputation in another ex-cadre post held immediately preceding
this appointment in the same or other Organisation or Department of the Central Government shall
ordinarily not exceed three years.
Note 2.- For the purpose of appointment on “Deputation or Absorption or Re-employment” basis, the service
rendered on a regular basis by an officer prior to 1st January, 2006 or the date from which the revised
pay structure based on the Sixth Central Pay Commission recommendations has been extended, shall be
deemed to be service rendered in the corresponding grade pay or pay scale extended based on the
recommendations of the Commission except where there has been merger or more than one pre-revised
scale of pay into one grade with a common grade pay of pay scale, and where this benefit will extend
only for the posts for which that grade pay or pay scales is the normal replacement grade without any
upgradation.
Note 3.- The maximum age limit for appointment on deputation (including short-term contract) shall not be
exceeding 56 years as on the closing date of receipt of applications.
For Ex-Servicemen:
The Armed forces Personnel due to retire or who are to be transferred to reserve within a period of one year and
having requisite experience and qualifications prescribed shall also be considered. Such persons shall be given
deputation terms up to the date on which they are due for release from the Armed Forces, thereafter they may be
considered on re-employment.”;
