U-12015/57/2022-NE- part (2) दिनांक 23-08-2023, से प्राप्त अनुमोिन के अनसु ार क्षेत्रीय आयुर्विज्ञान संस्ट्थान, इंफाल सोसाइटी की काय ि पररषि के अध्यक्ष एतिद्वारा क्षत्रे ीय आयुर्विज्ञान संस्ट्थान, इंफाल के जनजमत, मय ु य परर्याि अजधकारी की जनयुजि संबंजधत अधोजलजखत जनयमों-प्रजवजधयों को जनर्मित करत े ि।ैं 1. संजक्षप्त िीषिक और आरंभ – (i) इन जनयमों को मुय य परर्याि अजधकारी (समूि ‘ए’ पि) क्षेत्रीय आयुर्विज्ञान संस्ट्थान, इंफाल जनयुजि जनयम 2023 किा िाएगा। (ii) ये जनयम आजधकाररक गिट में प्रकािन के उपरांत लागू माने िाएंगे। 2. पिों की संय या, वगीकरण, प े मरै रक्स में वेतन स्ट्तर प्रजवजध अथवा जनयुजि इत्यादि - उपयिुि पिों के संिभ ि म ें वगीकरण, पे- मैररक्स म ें वेतन स्ट्तर, जनयुजि की प्रजवजध तथा इसस े संबंजधत अन्य सलं ग्न अनुसूज्त (2) से (4) कॉलम म ें वर्णित के अनुसार िोंगे। 3. जनयुजि प्रजवजध, आय ु सीमा, योग्यता आदि- उपयुिि पि स े संबंजधत जनयुजि प्रजवजध, आयु सीमा, योग्यता तथा अन्य मामले कॉलम (5) से (13) में जनर्िष्टि के अनुसार िोंगे। 2424 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 4. अनिति ा : कोई भी व्यजि – (क) जिसने एक िीजवत पजत/ पत्नी के रित ेहुए भी िसू रा जववाि दकया िो अथवा (ख) जिसने एक िीजवत पजत/पत्नी के रित े हुए भी िसू रा जववाि दकया िो वि उपयुिि पि पर जनयुजि के जलए योग्य िोगा। बिते की केंद्रीय सरकार, इस बात से आश्वस्ट्त िो दक उपयिुि जववाि उस व्यजि तथा िसू री पाटी पर लागू िोन े वाले वैयजिक जनयम के अनुसार अनुमन्य िो तथा ऐसा करन े के पीछे अन्य िसू रे भी आधार िो जिसके आधार पर उस व्यजि को उपयुिि जनयम से मिु दकया िा सके। 5. छूट की िजि : केंद्रीय सरकार, इस राय म ें िो दक ऐसा करना आवश्यक अथवा त्वररत ि ै व े जलजखत ूपप में कारणों को ििि करते हुए उपयिुि जनयम में जनजित दकन्िीं प्राजवधानों को दकसी वगि अथवा कोरट या पि के संिभि में जिजथल कर सकते ि।ैं 6. संरक्षात्मक उपबंध : इन जनयमों के अंतगित ऐसा कुछ भी निी िोगा जिससे अनुसूज्त िाजत, अनुसूज्त िनिाजत तथा भूतपूवि सेवारत तथा जवजिष्ट कोरट के व्यजियों को केंद्र सरकार द्वारा समय समय पर िारी दकए गए आिेिों के अनुसार आरक्षण, आयुसीमा में छूट तथा अन्य छूट प्रिान दकए गए िोंगे। अध्यक्ष के आिेि तथा उनके नाम पर प्रो गरुु अररबम सुनील कुमार िमाि, जनिेिक [जवज्ञापन-III/4/असा./006/2024-25] अनसु ्ू ी 1 पि का नाम मुय य परर्याि अजधकारी 2 पिों की संय या 01* (2023) *कायिभार के आधार पर पररवतिन दकया िा सकता ि।ै 3 वगीकरण समूि ‘ए’ 4 वेतनमान वेतन मैररक्स का वेतन लेवल- 12 5 ्यन पि अथवा गैर ्यन पि लागू निीं 6 सीधी भती के जलए आयु सीमा लागू निीं 7 सीधी जनयुजि के जलए आवश्यक िैजक्षक योग्यता तथा अन्य लागू निीं योग्यताएं 8 क्या सीधी भती के जलए जनधािररत आयु और िैजक्षक योग्यता लागू निीं प्रोन्नजत के मामले में लागू िोगी 9 पररवीक्षा की अवजध, यदि कोई िो लागू निीं 10 जनयुजि की जवजध, सीधी भती द्वारा या प्रोन्नजत/ प्रजतजनयजु ि प्रोन्नजत द्वारा प्रजतजनयुजि न िोने पर (सामान्य तौर पर में स्ट्थानांतरण द्वारा तथा जवजभन्न प्रजवजधयों द्वारा भरी िाने प्रजतजनयुजि (आईएसटीसी) वाली ररजियों की प्रजतितता। 11 प्रोन्नजत/ स्ट्थानांतरण/ प्रजतजनयुजि ग्रेड के मामले में दकससे प्रोन्नजत: संस्ट्थान के परर्याि अधीक्षक ग्रेड में पे- मैररक्स स्ट्तर- प्रोन्नजत स्ट्थानातं रण माना िाए 11 में पााँ् वषों की जनजमत सेवा प्रजतजनयजु ि: केंद्र सरकार/ राज्य सरकार/ संघ िाजसत क्षेत्र/ स्ट्वायत्त संगठन/ सांजवजधक जनकाय सावििजनक क्षेत्र के उद्यम/[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 जवश्वजवद्यालय/ मान्यता प्राप्त िोध संस्ट्थान क. 1. जनजमत ूपप से मातृ केडर/ जवभाग में समतुल्य पि धाररत करने वाले 2. मातृ केडर जवभाग में पााँ् वषों की पे- मैररक्स स्ट्तर 11 में जनजमत सेवा ख. जनम्नजलजखत िैक्षजणक योग्यता अर्िित की िों - 1. भारतीय परर्याि पररषि से मान्यता प्राप्त संस्ट्थान/ जवश्वजवद्यालय से बी.एस-सी परर्याि 2. भारतीय परर्याि पररषि/ राज्य परर्याि पररषि के साथ पंिीकृत िोना ्ाजिए। 3. पेिे में कम से कम पंद्रि वषि का अनुभव िोना ्ाजिए, जिसमें से पााँ् वषि परर्याि अधीक्षक के ूपप में या परर्याि प्रिासन में एम.एस-सी करने वालों को प्राथजमकता िी िाएगी। नोट: सामान्य तौर पर प्रजतजनयुजि (आईएसटीसी) की अवजध पााँ् वषि िोगी। आवेिन पत्र प्राप्त िोने की अंजतम जतजथ तक प्रजतजनयुजि पर जनयुि की आयु छप्पन वषि िोगी। 12 यदि जवभागीयप्रोन्नजत सजमजत गरठत ि ैतो उसका संगठन | प्रजतजनयजु ि: 1. स्ट्वास्ट््य सेवा, भारत सरकार के सामान्य जनिेिक -अध्यक्ष 2. स्ट्वास्ट््य और पररवार कल्याण मंत्रालय, भारत सरकार में संस्ट्थान संबंधी मामलों की िखे भाल करने वाले संयुि सज्व - सिस्ट्य 3. कायि पररषि का एक सिस्ट्य ररम्स सोसाइटी, इंफाल (्क्रानुक्रम से) - सिस्ट्य 4. संस्ट्थान से बािर का जवषय से संबंजधत कोई एक जविेषज्ञ - सिस्ट्य 5. जनििे क, ररम्स, इंफाल - सिस्ट्य सज्व प्रोन्नजत: 1. जनििे क, ररम्स, इंफाल - अध्यक्ष 2. मजणपुर सरकार के जनििे क (स्ट्वास्ट््य), अथवा उनके नाजमती िोदक संयुि जनििे क स्ट्तर से नी्े न िों - सिस्ट्य 3. कायि पररषि का एक सिस्ट्य - सिस्ट्य 4. ज्दकत्सा अधीक्षक, ररम्स ज्दकत्सालय, इंफाल - सिस्ट्य 13 जनयुजि जनर्मित में दकन पररजस्ट्थजतयों पर संघ लोक सेवा लागू निीं आयोग से परामिि।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] REGIONAL INSTITUTE OF MEDICAL SCIENCES, IMPHAL NOTIFICATION New Delhi, the 10th January, 2024. No. B/RR/2023-RIMS.—In exercise of the powers conferred under Rule 3(ii) of the Bye-Laws of the Regional Institute of Medical Sciences, Imphal, Manipur and in pursuance of the approval of the Ministry of Health & Family Welfare conveyed vide letter No. U-12015/57/2022-NE-Part (2) dated 23-08-2023, the Chairman, Executive Council, Society of Regional Institute of Medical Sciences, Imphal hereby makes the following rules regulating the method of recruitment to the post of Chief Nursing Officer in Regional Institute of Medical Sciences, Imphal. 1. Short title and commencement.- (i) These rules may be called the Regional Institute of Medical Sciences, Imphal, Chief Nursing Officer (Group 'A' post) Recruitment Rules, 2023. (ii) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification, level in pay matrix- The number of the said post, its classification and level in pay matrix, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age Limit, qualifications, etc.- The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification.- No Person,- (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax. - where the central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving. - Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen or any other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Possessing the following educational qualification: 1. B.Sc. Nursing from an Indian Nursing Council recognized Institute/University. 2. Should be registered with the Indian Nursing Council / State Nursing Council. 3. Not less than 15 years experience in the profession out of which 5 years should be as Nursing Superintendent or in similar capacity in Nursing Administration. Preference shall be given to those possessing M.Sc. In Nursing. Note: The Period of deputation (1STC) shall ordinarily not exceed 5 years. The maximum age limit for, appointment on deputation (ISTC) shall not be exceeding 56 years as on the closing date of receipt of application. 12 If a Departmental Promotion For Deputation: Committee/ Selection Committee 1.
