U-12015/57/2022-NE-part (7) दिनांक 03-10-2023, से प्राप्त अनुमोिन के अनुसार क्षेत्रीय आयुर्विज्ञान संस्ट्थान, इंफाल सोसाइटी की कायि पररषि के अध्यक्ष एतिद्वारा क्षेत्रीय आयुर्विज्ञान संस्ट्थान, इंफाल के जनजमत, जनम्न श्रेणी जलजपक की जनयुजि संबंजधत अधोजलजखत जनयमों-प्रजवजधयों को जनर्मित करते ि।ैं 1. सजं क्षप्त िीषकि और आरंभ – (i) इन जनयमों को जनम्न श्रेणी जलजपक (समूि ‘सी’ पि) क्षेत्रीय आयुर्विज्ञान संस्ट्थान, इंफाल जनयुजि जनयम 2023 किा िाएगा। (ii) ये जनयम आजधकाररक रािपत्र में प्रकािन के उपरांत लागू माने िाएंगे। 2104 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 2. पिों की सख्ं या, वगीकरण, प ेमरै रक्स म ेंवते न स्ट्तर प्रजवजध अथवा जनयजु ि इत्यादि - उपयुिि पिों के संिभि म ेंवगीकरण, पे- मैररक्स म ें वेतन स्ट्तर, जनयुजि की प्रजवजध तथा इससे संबंजधत अन्य संलग्न अनुसूजचत (2) से (4) कॉलम म ें वर्णति के अनुसार िोंगे। 3. जनयजु ि प्रजवजध, आय ु सीमा, योग्यता आदि- उपयिुि पि से संबंजधत जनयुजि प्रजवजध, आय ु सीमा, योग्यता तथा अन्य मामले कॉलम (5) से (13) में जनर्ििष्ट के अनुसार िोंगे। 4. अनिति ा :कोई भी व्यजि – (क) जिसने एक िीजवत पजत/ पत्नी के रित ेहुए भी िसू रा जववाि दकया िो अथवा (ख) जिसने एक िीजवत पजत/पत्नी के रिते हुए भी िसू रा जववाि दकया िो वि उपयुिि पि पर जनयुजि के जलए योग्य िोगा। बिते की केंद्रीय सरकार, इस बात स ेआश्वस्ट्त िो दक उपयुिि जववाि उस व्यजि तथा िसू री पाटी पर लाग ूिोन ेवाल े वैयजिक जनयम के अनुसार अनमु न्य िो तथा ऐसा करने के पीछे अन्य िसू रे भी आधार िो जिसके आधार पर उस व्यजि को उपयुिि जनयम से मिु दकया िा सके। 5. छूट की िजि : ििााँ केंद्रीय सरकार, इस राय म ें िो दक ऐसा करना आवश्यक अथवा त्वररत ि ैवे जलजखत रूप में कारणों को ििि करते हुए उपयुिि जनयम में जनजित दकन्िीं प्राजवधानों को दकसी वगि अथवा कोरट या पि के संिभि में जिजथल कर सकते ि।ैं 6. सरं क्षात्मक उपबधं : इन जनयमों के अंतगति ऐसा कुछ भी निी िोगा जिससे अनुसूजचत िाजत, अनुसूजचत िनिाजत तथा भूतपूवि सेवारत तथा जवजिष्ट कोरट के व्यजियों को केंद्र सरकार द्वारा समय समय पर िारी दकए गए आििे ों के अनुसार आरक्षण, आयुसीमा म ेंछूट तथा अन्य छूट प्रिान दकए गए िोंगे। अनसु चू ी 1 पि का नाम जनम्न श्रेणी जलजपक 2 पिों की संख्या 56* (2023) * कायिभार के आधार पर पररवतिन दकया िा सकता ि।ै 3 वगीकरण समूि 'सी’ 4 वेतनमान पे-मैररक्स स्ट्तर-2 5 चयन पि अथवा गरै चयन पि प्रोन्नजत के मामले म ें गरै -चयन 6 सीधी भती के जलए आय ुसीमा 18 वष ि एवं 27 वष ि के बीच (सरकारी सेवको के जलए केंद्र सरकार द्वारा िारी जनिेिों और आिेिों के अनुसार 5 वषि के जलए जिजथलनीय) 7 सीधी जनयुजि के जलए आवश्यक िैजक्षक अजनवाय:ि योग्यता तथा अन्य योग्यताए ं i. मान्यता प्राप्त बोडि या जवश्वजवद्यालय से 12वीं कक्षा अत्तीण ि या समकक्ष योग्यता। ii. संगणक पर अग्रं ेिी में प्रजत जमनट 35 िब्ि। (नोट: 35 डब्ल्यपू ीएम का मतलब ि ै औसतन 5 कुंिी िबावों के साथ 10,500 कुंिी िबाव प्रजत घंटे)।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 8 क्या सीधी भती के जलए जनधािररत आयु और िैसा दक कॉलम 10 म ेंबताया गया ि ै िैजक्षक योग्यता प्रोन्नजत के मामल ेम ेंलाग ूिोगी 9 पररवीक्षा की अवजध, यदि कोई िो 2(िो) वष ि सीधी जनयुजि के जलए 10 जनयुजि की जवजध, सीधी भती द्वारा या प्रोन्नजत/ i. सीधी जनयुजि द्वारा 85% प्रजतजनयुजि में स्ट्थानांतरण द्वारा तथा जवजभन्न ii. पे-मैररक्स स्ट्तर-1 म ें समूि ‘सी’ कमिचारी, िो 12वीं कक्षा प्रजवजधयों द्वारा भरी िाने वाली ररजियों की उत्तीणि या समकक्ष योग्यता रखते िों, से 10% ररजिया ं प्रजतितता। जवभागीय योग्यता परीक्षा के आधार पर भरी िाएंगी। परीक्षा के जलए पात्रता की अजधकतम आय ु सीमा 45 वष ि ि ै(एससी/ एसटी के जलए 50 वष)ि । योग्यता परीक्षा का जववरण: सामान्य बुजिमता 15 अंक संख्यात्मक योग्यता 15 अंक अंग्रेिी भाषा (मलू ज्ञान) 35 अंक सामान्य िागरूकता 15 अंक संगणक अनुप्रयोग 20 अंक कुल 100 अकं 100 अंकों में से, जवचार के जलए न्यूनतम कटऑफ अंक 35% ि,ै और उम्मीिवार को 35 िब्ि प्रजत जमनट (डब्ल्यपू ीएम) की टाइपपंग जस्ट्कल टेस्ट्ट उत्तीण ि करनी िोगी, िो केवल योग्यता आधाररत ि।ै iii. 5% ररजियां वररष्ठता और दफटनेस के आधार पर पे- मैररक्स स्ट्तर 1 में 3 वषों की जनयजमत सेवा वाले समूि ‘सी’ क मिचाररयों से भरी िाएंगी। 11 प्रोन्नजत/ स्ट्थानांतरण/ प्रजतजनयुजि ग्रडे के िैसा दक कॉलम 10 म ेंबताया गया ि ै मामले में दकससे प्रोन्नजत स्ट्थानांतरण माना िाए 12 यदि जवभागीय प्रोन्नजत सजमजत/ चयन सजमजत सीधी जनयजु ि: गरित ि ैतो उसका सगं िन | 1. जनिेिक, ररम्स, इंफाल- अध्यक्ष 2. कायि पररषि का एक सिस्ट्य, ररम्स सोसाइटी, इंफाल अथवा लाभाथी राज्य का एक नाजमजत िो उप सजचव/ संयुि जनिेिक के पि से नीचे न िो। (चक्रानुक्रम से) - सिस्ट्य 3. जचदकत्सा अधीक्षक, ररम्स जचदकत्सालय, इंफाल - सिस्ट्य 4. उप जनिेिक (प्रिासन), इंफाल - सिस्ट्य सजचव प्रोन्नजत: 1. जनिेिक, ररम्स, इंफाल - अध्यक्ष 2. मजणपुर सरकार के जनिेिक (स्ट्वास्ट््य) अथवा उनके नाजमती िोदक संयुि जनिेिक से नीचे न िों - सिस्ट्य 3. जचदकत्सा अधीक्षक, ररम्स जचदकत्सालय, इंफाल - सिस्ट्य4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 4. जवषय से संबंजधत जविेषज्ञ - सिस्ट्य 5. उप जनिेिक (प्रिासन), ररम्स, इंफाल - सिस्ट्य सजचव 13 जनयुजि जनर्मित म ें दकन पररजस्ट्थजतयों पर संघ लाग ूनिीं लोक सेवा आयोग से परामिि। अध्यक्ष के आिेि तथा उनके नाम पर, प्रो. गुरुअररबम सुनील कुमार िमा,ि जनिेिक [जवज्ञापन-III/4/असा./1100/2024-25] REGIONAL INSTITUTE OF MEDICAL SCIENCES, IMPHAL NOTIFICATION New Delhi, the 19th December, 2024 F. No. B/RR/2024-RIMS(Pt-I)(4).—In exercise of the powers conferred under Rule 3(ii) of the Bye-Laws of the Regional Institute of Medical Sciences, Imphal, Manipur and in pursuance of the approval of the Ministry of Health & Family Welfare conveyed vide letter No. U-12015/57/2022-NE-Part (7) dated 03-10-2023, the Chairman, Executive Council, Society of Regional Institute of Medical Sciences, Imphal hereby makes the following rules regulating the method of recruitment to the post of Lower Division Clerk (LDC) in Regional Institute of Medical Sciences, Imphal. 1. Short title and commencement.- (i) These rules may be called the Regional Institute of Medical Sciences, Imphal, Lower Division Clerk (LDC) (Group 'C' post) Recruitment Rules, 2023. (ii) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification, level in pay matrix- The number of the said post, its classification and level in pay matrix, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age Limit, qualifications, etc.- The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification.- No Person,- (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person; shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax. - where the central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 6. A typing speed of 35 words per minute in English on computer. (NB 35 wpm correspond to 10,500 KDPH in an average of 5 key depressions for each word). 8 Whether age and educational As stated at Col 10 qualifications prescribed for direct recruits will apply in case of promotees 9 Period of probation, if any 2(two) years for direct recruits 10 Method of recruitment whether by (I) 85% by Direct recruitment direct recruitment or by promotion (II) 10% of the vacancy shall be filled from amongst the Group ‘C” or by deputation/ absorption and staff in Level-1 of the Pay Matrix and who possess 12th Class pass or percentage of vacancies to be filled equivalent qualification and have rendered 3 years regular service in by various methods the grade, on the basis of departmental qualifying examination. The maximum age limit for eligibility for examination is 45 years (50 years of age for SC/ST).
