U-12015/57/2022-NE-part (9) दिनांक 25-09-2023, से प्राप्त अनुमोिन के अनुसार क्षेत्रीय आयुर्विज्ञान संस्ट्थान, इंफाल सोसाइटी की कायि पररषि के अध्यक्ष एतिद्वारा क्षेत्रीय आयुर्विज्ञान संस्ट्थान, इंफाल के जनजमत, लेखा अजधकारी की जनयुजि संबंजधत अधोजलजखत जनयमों-प्रजवजधयों को जनर्मित करते ि।ैं 1. सजं क्षप्त िीषकि और आरंभ – (i) इन जनयमों को लेखा अजधकारी (समूि ‘बी’ पि) क्षेत्रीय आयुर्विज्ञान संस्ट्थान, इंफाल जनयुजि जनयम 2023 किा िाएगा। (ii) ये जनयम आजधकाररक रािपत्र में प्रकािन के उपरांत लागू माने िाएंगे। 2. पिों की सख्ं या, वगीकरण, प े मरै रक्स म ें वते न स्ट्तर प्रजवजध अथवा जनयजु ि इत्यादि - उपयुिि पिों के संिभि म ें वगीकरण, पे- मैररक्स में वेतन स्ट्तर, जनयुजि की प्रजवजध तथा इससे संबंजधत अन्य सलं ग्न अनुसूजचत (2) से (4) कॉलम म ें वर्णित के अनुसार िोंगे। 2102 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 3. जनयजु ि प्रजवजध, आय ुसीमा, योग्यता आदि- उपयिुि पि स ेसंबंजधत जनयुजि प्रजवजध, आयु सीमा, योग्यता तथा अन्य मामले कॉलम (5) से (13) में जनर्ििष्ट के अनुसार िोंगे। 4. अनिति ा : कोई भी व्यजि – (क) जिसन े एक िीजवत पजत/ पत्नी के रित ेहुए भी िसू रा जववाि दकया िो अथवा (ख) जिसने एक िीजवत पजत/पत्नी के रिते हुए भी िसू रा जववाि दकया िो, वि उपयुिि पि पर जनयुजि के जलए योग्य िोगा। बिते की केंद्रीय सरकार, इस बात स ेआश्वस्ट्त िो दक उपयुिि जववाि उस व्यजि तथा िसू री पाटी पर लाग ूिोन ेवाल े वैयजिक जनयम के अनुसार अनमु न्य िो तथा ऐसा करने के पीछे अन्य िसू रे भी आधार िो जिसके आधार पर उस व्यजि को उपयुिि जनयम से मिु दकया िा सके। 5. छूट की िजि : ििााँ केंद्रीय सरकार, इस राय में िो दक ऐसा करना आवश्यक अथवा त्वररत ि ैवे जलजखत रूप म ेंकारणों को ििि करते हुए उपयिुि जनयम में जनजित दकन्िीं प्राजवधानों को दकसी वग ि अथवा कोरट या पि के संिभि म ें जिजथल कर सकते ि।ैं 6. सरं क्षात्मक उपबधं : इन जनयमों के अंतगित ऐसा कुछ भी निी िोगा जिससे अनुसूजचत िाजत, अनुसूजचत िनिाजत तथा भूतपूवि सेवारत तथा जवजिष्ट कोरट के व्यजियों को केंद्र सरकार द्वारा समय समय पर िारी दकए गए आििे ों के अनुसार आरक्षण, आयुसीमा म ेंछूट तथा अन्य छूट प्रिान दकए गए िोंगे। अनसु चू ी 1 पि का नाम लेखा अजधकारी 2 पिों की संख्या 1* (2023)* कायिभार के आधार पर पररवतिन दकया िा सकता ि।ै 3 वगीकरण समूि 'बी’ 4 वेतनमान पे-मैररक्स स्ट्तर- 8 5 चयन पि अथवा गरै चयन पि प्रोन्नजत के मामले म ेंचयन 6 सीधी भती के जलए आय ु सीमा 30 वष ि से अजधक निीं (केंद्र सरकार स े प्राप्त जनिेिों अथवा आिेिों के अनुसार सरकारी सेवकों के जलए 5 वषि के जलए जिजथलनीय) 7 सीधी जनयुजि के जलए आवश्यक िैजक्षक योग्यता तथा अजनवाय ि : अन्य योग्यताए ं 1. मान्यता प्राप्त जवश्वजवद्यालय से जडग्री 2. केंद्र सरकार / राज्य सरकार / संघ िाजसत क्षेत्र / स्ट्वायत्त संगठन / सांजवजधक जनकाय / सावििजनक क्षत्रे के उद्यम / जवश्वजवद्यालय / मान्यता प्राप्त िोध संस्ट्थान के अंतगित पे-मैररक्स स्ट्तर-7 में जनयजमत आधार पर सिायक लेखा अजधकारी या समकक्ष के रूप म ेंलेखा कायि में 2 वषि का अनुभव। 3. केंद्र सरकार / राज्य सरकार / संघ िाजसत क्षेत्र / स्ट्वायत्त संगठन / सांजवजधक जनकाय / सावििजनक क्षेत्र के उद्यम / जवश्वजवद्यालय / मान्यता प्राप्त िोध संस्ट्थान के अंतगित पे-मैररक्स स्ट्तर-6 में जनयजमत आधार पर सिायक लेखा अजधकारी या समकक्ष के रूप म ेंलेखा कायि में 6 वषि का अनुभव। 4. अधीनस्ट्थ लेखा सेवा परीक्षा उत्तीणि िोना चाजिए।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 8 क्या सीधी भती के जलए जनधारि रत आयु और िैजक्षक लाग ूनिीं योग्यता प्रोन्नजत के मामल े में लागू िोगी 9 पररवीक्षा की अवजध, यदि कोई िो सीधी जनयुजि और प्रोन्नजत के जलए 2 (िो) वष ि 10 जनयुजि की जवजध, सीधी भती द्वारा या प्रोन्नजत/ प्रोन्नजत द्वारा न िोने पर प्रजतजनयुजि (आईएसटीसी) िोनो द्वारा न िोने पर सीधी जनयुजि द्वारा प्रजतजनयुजि म ें स्ट्थानांतरण द्वारा तथा जवजभन्न प्रजवजधयों द्वारा भरी िान े वाली ररजियों की प्रजतितता। 11 प्रोन्नजत/ स्ट्थानांतरण/ प्रजतजनयजु ि ग्रेड के मामल े म ें प्रोन्नजत : संस्ट्थान के लेखा सिायक से पे-मैररक्स स्ट्तर- दकससे प्रोन्नजत स्ट्थानांतरण माना िाए 4 म ें 16 वषों की जनयजमत सेवा के साथ और आईएसटीएम में नकिी और लेखा कायि म ें सफल प्रजिक्षण प्राप्त दकया िो या अधीनस्ट्थ लेखा सेवा परीक्षा उत्तीणि की िो। प्रजतजनयजु ि : केंद्र सरकार / राज्य सरकार / संघ िाजसत क्षेत्र / स्ट्वायत्त संगठन / सांजवजधक जनकाय / सावििजनक क्षेत्र के उद्यम / जवश्वजवद्यालय / मान्यता प्राप्त िोध संस्ट्थान के अजधकाररयों। क 1. जनयजमत रूप से मातृ केडर / जवभाग में समतुल्य पि धाररत करने वाले। या 2. मातृ केडर / जवभाग में 2 वषों की पे-मैररक्स स्ट्तर 7 में जनयजमत सेवा या 3. मातृ केडर / जवभाग में 6 वषों की पे-मैररक्स स्ट्तर 6 में जनयजमत सेवा और ख अधीनस्ट्थ लेखा सेवा परीक्षा उत्तीणि की िो। नोट: केंद्र सरकार के समान या दकसी अन्य संगठन / जवभाग म ें इस जनयुजि से ठीक पिल े धाररत दकसी अन्य पूवि कैडर पि पर प्रजतजनयुजि की अवजध सामान्य तौर पर 5 वष ि स े अजधक निीं िोगी। आवेिन पत्र प्राप्त िोन े की अंजतम जतजथ तक प्रजतजनयुजि पर जनयुजि (आईएसटीसी) की आयु 56 वषि िोगी। 12 यदि जवभागीय प्रोन्नजत सजमजत/ चयन सजमजत गरठत प्रजतजनयजु ि / सीधी जनयजु ि: ि ैतो उसका संगठन | 1. जनिेिक, ररम्स, इंफाल -अध्यक्ष 2. भारत सरकार के स्ट्वास्ट््य और पररवार कल्याण मंत्रालय म ें ररम्स, इंफाल संबंधी मामलों की िेखभाल करन े वाल े जनिेिक/ अप सजचव - No. B/RR/2024-RIMS(Pt-I)(2).—In exercise of the powers conferred under Rule 3(ii) of the Bye-Laws of the Regional Institute of Medical Sciences, Imphal, Manipur and in pursuance of the approval of the Ministry of Health & Family Welfare conveyed vide letter No. U-12015/57/2022-NE-Part (9) dated 25-09-2023, the Chairman, Executive Council, Society of Regional Institute of Medical Sciences, Imphal hereby makes the following rules regulating the method of recruitment to the post of Accounts Officer in Regional Institute of Medical Sciences, Imphal. 1. Short title and commencement.- (i) These rules may be called the Regional Institute of Medical Sciences, Imphal, Accounts Officer (Group 'B' post) Recruitment Rules, 2023. (ii) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification, level in pay matrix- The number of the said post, its classification and level in pay matrix, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age Limit, qualifications, etc.- The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification.- No Person,- (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person; shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 5 5. Power to relax. - where the central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving. - Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen or any other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
