U-12015/57/2022-NE-Part (9) दिनांक 25-09-2023, से प्राप्त अनुमोिन के अनुसार क्षेत्रीय आयुर्विज्ञान संस्ट्थान, इंफाल सोसाइटी की कायि पररषि के अध्यक्ष एतिद्वारा क्षेत्रीय आयुर्विज्ञान संस्ट्थान, इंफाल के जनजमत, मख्ु य लेखा अजधकारी सि जवत्तीय सलािकार की जनयजु ि संबंजधत अधोजलजखत जनयमों-प्रजवजधयों को जनर्मित करते ि।ैं 1. सजं क्षप्त िीषकि और आरंभ – (i) इन जनयमों को मुख्य लेखा अजधकारी सि जवत्तीय सलािकार (समूि ‘ए’ पि) क्षेत्रीय आयुर्विज्ञान संस्ट्थान, इंफाल जनयुजि जनयम 2023 किा िाएगा। (ii) ये जनयम आजधकाररक रािपत्र में प्रकािन के उपरांत लागू माने िाएंगे। 2103 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 2. पिों की सख्ं या, वगीकरण, प ेमरै रक्स म ेंवते न स्ट्तर प्रजवजध अथवा जनयजु ि इत्यादि - उपयिुि पिों के संिभि में वगीकरण, पे- मैररक्स में वेतन स्ट्तर, जनयुजि की प्रजवजध तथा इससे संबंजधत अन्य संलग्न अनुसूजचत (2) से (4) कॉलम में वर्णित के अनुसार िोंगे। 3. जनयजु ि प्रजवजध, आय ु सीमा, योग्यता आदि- उपयिुि पि से संबंजधत जनयुजि प्रजवजध, आय ु सीमा, योग्यता तथा अन्य मामले कॉलम (5) से (13) में जनर्ििष्ट के अनुसार िोंगे। 4. अनिति ा : कोई भी व्यजि – (क) जिसने एक िीजवत पजत/ पत्नी के रित ेहुए भी िसू रा जववाि दकया िो अथवा (ख) जिसने एक िीजवत पजत/पत्नी के रिते हुए भी िसू रा जववाि दकया िो, वि उपयुिि पि पर जनयुजि के जलए योग्य िोगा। बिते की केंद्रीय सरकार, इस बात स ेआश्वस्ट्त िो दक उपयुिि जववाि उस व्यजि तथा िसू री पाटी पर लाग ूिोन ेवाल े वैयजिक जनयम के अनुसार अनमु न्य िो तथा ऐसा करने के पीछे अन्य िसू रे भी आधार िो जिसके आधार पर उस व्यजि को उपयुिि जनयम से मिु दकया िा सके। 5. छूट की िजि : ििााँ केंद्रीय सरकार, इस राय म ें िो दक ऐसा करना आवश्यक अथवा त्वररत ि ैवे जलजखत रूप में कारणों को ििि करते हुए उपयुिि जनयम में जनजित दकन्िीं प्राजवधानों को दकसी वगि अथवा कोरट या पि के संिभि में जिजथल कर सकते ि।ैं 6. सरं क्षात्मक उपबधं : इन जनयमों के अंतगति ऐसा कुछ भी निी िोगा जिससे अनुसूजचत िाजत, अनुसूजचत िनिाजत तथा भूतपूवि सेवारत तथा जवजिष्ट कोरट के व्यजियों को केंद्र सरकार द्वारा समय समय पर िारी दकए गए आििे ों के अनुसार आरक्षण, आयुसीमा म ेंछूट तथा अन्य छूट प्रिान दकए गए िोंगे। अनसु चू ी 1 पि का नाम मुख्य लेखा अजधकारी सि जवत्तीय सलािकार 2 पिों की संख्या 1* (2023) * कायिभार के आधार पर पररवतिन दकया िा सकता ि।ै 3 वगीकरण समूि 'ए’ 4 वेतनमान पे-मैररक्स स्ट्तर- 12 5 चयन पि अथवा गरै चयन पि लाग ूनिीं 6 सीधी भती के जलए आय ुसीमा लाग ूनिीं 7 सीधी जनयुजि के जलए आवश्यक िैजक्षक योग्यता तथा लाग ूनिीं अन्य योग्यताए ं 8 क्या सीधी भती के जलए जनधारि रत आयु और िैजक्षक लाग ूनिीं योग्यता प्रोन्नजत के मामल े में लागू िोगी 9 पररवीक्षा की अवजध, यदि कोई िो लाग ूनिीं 10 जनयुजि की जवजध, सीधी भती द्वारा या प्रोन्नजत/ प्रजतजनयुजि द्वारा प्रजतजनयुजि म ें स्ट्थानांतरण द्वारा तथा जवजभन्न प्रजवजधयों द्वारा भरी िान े वाली ररजियों की प्रजतितता।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 11 प्रोन्नजत/ स्ट्थानांतरण/ प्रजतजनयजु ि ग्रेड के मामल े म ें प्रजतजनयजु ि: केंद्र / राज्य सरकार द्वारा आयोजित जवत्त दकससे प्रोन्नजत स्ट्थानांतरण माना िाए / लेखा सेवाएं में दकसी एक स े अजधकारी या अधीन्स्ट्थ जवत्त / लेखा सेवाएं या जवत्त में अजधकारी केंद्र सांजवजधक लेखा जवभाग / स्ट्वायत्त जनकाय/ सावििजनक क्षेत्र के उद्यम। क 1. जनयजमत रूप से मातृ केडर / जवभाग में समतुल्य पि धाररत करने वाल ेया 2. मातृ केडर / जवभाग में 5 वषों की पे-मैररक्स स्ट्तर 11 में जनयजमत सेवा में कम से कम 3 वषों का लेखा में अनुभव या 3. मातृ केडर / जवभाग में 10 वषों की पे-मैररक्स स्ट्तर 10 में जनयजमत सेवा में कम से कम 5 वषों का लेखा अनुभव नोट: प्रजतजनयुजि की अवजध, जिसमें केंद्र सरकार के उसी या दकसी अन्य संगठन / जवभाग में इस जनयुजि से ठीक पिले धाररत दकसी अन्य बाह्य-केडर पि पर प्रजतजनयुजि की अवजध िाजमल ि ैसामान्यत : पााँच वषि से अजधक निीं िोगी। प्रजतजनयुजि की अवजध िुरू म ें एक वषि के जलए िोगी, जिसे प्रिििन की समीक्षा के आधार पर पााँच वषि से अजधक निीं बढाया िा सकता ि।ै सामान्य तौर पर प्रजतजनयुजि (आईएसटीसी) की अवजध पााँच वष ि िोगी। आवेिन पत्र प्राप्त िोन े की अंजतम जतजथ तक प्रजतजनयुजि पर जनयिु की आयु छप्पन वष ि िोगी। 12 यदि जवभागीय प्रोन्नजत सजमजत/ चयन सजमजत गरठत 1. स्ट्वास्ट््य सेवा, भारत सरकार के मिाजनििे क - अध्यक्ष ि ैतो उसका संगठन | 2. स्ट्वास्ट््य और पररवार कल्याण मंत्रालय, भारत सरकार म ें संस्ट्थान संबंधी मामलों की िेखभाल करने वाल ेसंयुि सजचव - सिस्ट्य 3. कायि पररषि का एक सिस्ट्य ररम्स सोसाइटी, इंफाल (चक्रानुक्रम से) - सिस्ट्य 4. संस्ट्थान से बािर का जवषय स े संबंजधत कोई एक जविेषज्ञ - सिस्ट्य 5. जनिेिक, ररम्स, इंफाल - सिस्ट्य सजचव 13 जनयुजि जनर्मित में दकन पररजस्ट्थजतयों पर सघं लोक लाग ूनिीं सेवा आयोग स ेपरामिि। अध्यक्ष के आिेि तथा उनके नाम पर, प्रो. गुरुअररबम सुनील कुमार िमा,ि जनिेिक [जवज्ञापन-III/4/असा./1099/2024-25]4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] REGIONAL INSTITUTE OF MEDICAL SCIENCES, IMPHAL NOTIFICATION New Delhi, the 19th December, 2024 F. No. B/RR/2024-RIMS(Pt-I)(3).—In exercise of the powers conferred under Rule 3(ii) of the Bye-Laws of the Regional Institute of Medical Sciences, Imphal, Manipur and in pursuance of the approval of the Ministry of Health & Family Welfare conveyed vide letter No. U-12015/57/2022-NE-Part (9) dated 25-09-2023, the Chairman, Executive Council, Society of Regional Institute of Medical Sciences, Imphal hereby makes the following rules regulating the method of recruitment to the post of Chief Accounts Officer cum Financial Adviser in Regional Institute of Medical Sciences, Imphal. 1. Short title and commencement.- (i) These rules may be called the Regional Institute of Medical Sciences, Imphal, Chief Accounts Officer cum Financial Adviser (Group 'A' post) Recruitment Rules, 2023. (ii) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification, level in pay matrix- The number of the said post, its classification and level in pay matrix, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age Limit, qualifications, etc.- The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification.- No Person,- (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person; shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax. - where the central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving. - Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen or any other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Holding analogous post on a regular basis in the parent cadre/department; or 2. with 05 years' service in the grade rendered after appointment on a regular basis in Level 11 of the Pay Matrix or equivalent in the parent cadre/ department out of which at least 3 years’ experience in Accounts or 3. with 10 years’ service in the grade rendered after appointment on a regular basis in Level 10 of the Pay Matrix or equivalent in the parent cadre/department out of which at least 5 years’ experience in Accounts Note: The Period of deputation including period of deputation in ex-cadre post held immediately preceding this appointment in the same or some other organization/Department of the Central Government shall not exceed five years. The period of deputation will initially for one year, which is extendable not exceeding five years based on the review of the performance. The maximum age limit for appointment on deputation (ISTC) shall not be exceeding 56 years as on the closing date of receipt of application. 12 If a Departmental Promotion 1.
