Executive Summary & Key Takeaways

Executive Summary: This document contains the Central Electricity Regulatory Commission (CERC) Deviation Settlement Mechanism and Related Matters Second Amendment Regulations, 2025. It amends the Principal Regulations of 2024, focusing on charges for deviation related to the injection of infirm power. These regulations come into effect on July 1, 2025. Key Points / Main Content: * **Short Title and Commencement:** * These regulations are called the Central Electricity Regulatory Commission Deviation Settlement Mechanism and Related Matters Second Amendment Regulations, 2025. * They will be effective from July 1, 2025. * **Amendment of Regulation 8 (Charges for injection of infirm power):** * Charges for injection of infirm power are set to zero, except in specific cases outlined in clauses 2 and 3. * For thermal generating stations, infirm power injected into the grid from the first synchronization until successful trial run completion will be charged at the Normal Rate of Charges for Deviations for each time block, with a ceiling of 2.86 kWh. * If infirm power is scheduled after a successful trial run, deviation charges will apply as applicable for a general seller or WS seller. * When system frequency is at or above 50.05 Hz, charges for infirm power injection or deviation of scheduled infirm power (over-injection by general or WS seller) will be zero. Impact Analysis: * **Thermal Generating Stations:** * Impact: Specifies deviation charge rates during the trial run phase of power injection and outlines conditions for zero charges based on system frequency. * Action Required: Thermal Generating Stations need to understand the new charging structure for infirm power injected during the trial run phase (up to successful completion), specifically the 2.86 kWh ceiling and conditions related to system frequency (50.05 Hz). They must also comply with deviation charges if infirm power is scheduled after a successful trial run. * **General Sellers and WS Sellers:** * Impact: Clarifies the applicability of deviation charges for scheduled infirm power and outlines conditions for zero charges based on system frequency. * Action Required: General and WS sellers need to be aware of the deviation charges applicable to scheduled infirm power after a successful trial run and the conditions under which these charges are waived (system frequency at or above 50.05 Hz). They must adjust their scheduling and operations to comply with these regulations. * **Central Electricity Regulatory Commission (CERC):** * Impact: Requires implementation and enforcement of the amended regulations. * Action Required: CERC needs to ensure that the amended regulations are effectively implemented and monitored, including updating relevant systems and guidelines. They also need to communicate the changes to relevant stakeholders.
