Executive Summary & Key Takeaways

What it means

  • The gazette notification pertains to the first amendment to the Joint Electricity Regulatory Commission (JERC) (Generation, Transmission and Distribution Multi Year Tariff) Regulations, 2021, for the State of Goa and Union Territories (excluding Delhi).
  • The amendment addresses capital investment plans for transmission systems of 66kV and above, introducing threshold limits for project costs below which specific considerations apply. Projects exceeding these limits must be pursued through Tariff Based Competitive Bidding (TBCB).

Key Changes

  • The notification amends the existing JERC Regulations of 2021.
  • It is applicable until March 31, 2025, unless further modified or extended.
  • The regulations apply to Goa and the Union Territories of Andaman and Nicobar Islands, Lakshadweep, Dadra & Nagar Haveli and Daman & Diu, Puducherry, and Chandigarh.
  • A new provision is added to Regulation 8.3(b) of the Principal Regulation concerning capital investment plans for transmission systems of 66kV and above.
  • Threshold limits are set for capital investment plans: ₹50 crore for Goa, Chandigarh, Dadra & Nagar Haveli and Daman & Diu, and ₹25 crore for Puducherry.
  • Capital Investment Plan of Transmission System of 66kV & above voltage level exceeding the threshold limit as mentioned in the above proviso shall be done through Tariff Based Competitive Bidding (TBCB).
  • State Transmission Utilities (STUs) are required to formulate guidelines related to these changes within three months of the notification date and notify them after JERC approval.

Impact Analysis

State Transmission Utilities (STUs)

  • STUs will need to revise their project planning and approval processes to incorporate the TBCB requirement for projects exceeding the threshold limits.

Electricity Consumers

  • Consumers in the specified states and UTs may experience improved transmission infrastructure due to regulated and potentially more efficient investments.

Power Project Developers/Bidders

  • This may increase competition and require developers to offer competitive pricing.

JERC

  • JERC will oversee the implementation of these regulations and ensure compliance.

Suggested Action Items

  • Conduct internal training and awareness programs for relevant personnel within the STUs to ensure understanding and compliance with the new regulations.
