पठित धारा 181 के तहत प्रदत्त िजक्तयों और टैठरफ िीजत, 2016 के खंड 5.3 के अिुसरण में और 2022 की जसजिल अपील
संख्या 1933 के मामल े म ें माििीय सिोच्च न्यायालय द्वारा िारी जिदेिों के अिुपालि के जलए और इसके द्वारा प्राप्त अन्य
सभी िजक्तयों का प्रयोग करत े हुए, गोिा राज्य और केंद्र िाजसत प्रदेिों (ददल्ली को छोड़कर) के जलए संयक्तु जिद्युत
जिजियामक आयोग, जपछल े प्रकाििों के बाद, अपि े मौिूदा िेईआरसी (उत्पादि, पारेषण और जितरण बहुिषीय टैठरफ)
जिजियम, 2021 (इसके बाद इसे मूल जिजियम के रूप म ेंसंदर्भित) म ेंसंिोधि करता ह।ै
अध्याय 1: प्रारंजभक
1. सजं क्षप्त िीषकि , प्रारंभ और सीमा
1.1 इि जिजियमों को गोिा राज्य और केंद्र िाजसत प्रदेिों के जलए संयुक्त जिद्युत जिजियामक आयोग (उत्पादि,
पारेषण और जितरण बहुिषीय टैठरफ( )पहला संिोधि )जिजियम, 2023 कहा िाएगा ।
1.2 ये जिजियम, इि जिजियमों के अंतगति आि े िाल े टैठरफ के जिधािरण के सभी मामलों के जलए 31 माच ि 2025 तक
लाग ूहोंगे, िब तक दक संिोजधत/जिस्ट्ताठरत ि दकया िाए ।
1.3 ये जिजियम संपूणि गोिा राज्य और केंद्र िाजसत प्रदिे अंडमाि और जिकोबार द्वीप समूह, लक्षद्वीप, दादरा और
िगर हिेली और दमि और दीि, पडु ुचेरी और चंडीगढ़ पर लागू होंगे।

2. मलू जिजियम के जिजियम 8 म ेंसिं ोधि:
मूल जिजियम के जिजियम 8.3 (बी) के बाद जिम्नजलजखत प्रािधाि िोड़ा िाएगा:
बिते दक 66kV और उससे अजधक िोल्टेि स्ट्तर के रांसजमिि जसस्ट्टम की पूंिी जििेि योििा िीचे दी गई सीमा से कम
लागत िाली योििाओं को ध्याि में रख कर होगी:
राज्य/संघ राज्य क्षेत्र सीमा - रेखा
गोिा/ चंडीगढ़/ दादरा और िगर हिेली और दमि और दीि अथाित ( डीएिएचडीडी) ₹ 50 करोड़
पुडुचेरी ₹ 25 करोड़
बिते दक उपयक्तुि प्रािधाि में उजल्लजखत सीमा रेखा से अजधक 66 केिी और उससे अजधक िोल्टेि स्ट्तर के रांसजमिि
जसस्ट्टम की पूंिी जििेि योििा टैठरफ आधाठरत प्रजतस्ट्पधी बोली (टीबीसीबी) के माध्यम से की िाएगी।
इसके अलािा, संबंजधत राज्य रांसजमिि यूठटजलटी इस अजधसूचिा के िारी होिे के तीि महीिे के भीतर उक्त ददिाजिदिे
तैयार करेगी और इस आयोग की मंिूरी के बाद इसे अजधसूजचत करेगी।

NOTIFICATION
Gurugram, the 4th August, 2023
F. No. JERC: 28/2021.—In exercise of the powers conferred under Section 181 read with Sections 61, 63,
66, 86 of the Electricity Act, 2003 (36 of 2003) and in pursuance to the Clause 5.3 of the Tariff Policy, 2016, and
for the compliance of the directions issued by the Hon’ble Supreme Court in the matter of Civil Appeal No. 1933 of
2022, and all other powers enabling it in this behalf, the Joint Electricity Regulatory Commission for the State of
Goa and Union Territories (except Delhi), after previous publications, hereby amend its existing JERC (Generation,
Transmission and Distribution Multi Year Tariff) Regulations, 2021 (hereinafter referred to as the Principal
Regulations).
Chapter 1: Preliminary
1. Short Title, Commencement and Extent
1.1 These Regulations shall be called the Joint Electricity Regulatory Commission for the State of Goa and
Union Territories (Generation, Transmission and Distribution Multi Year Tariff) (first amendment)
Regulations, 2023.
1.2 These Regulations shall be applicable for determination of tariff in all matters covered under these
Regulations upto March 31, 2025, unless modified/extended.
1.3. These Regulations shall extend to the whole of the State of Goa and the Union Territories of Andaman and
Nicobar Islands, Lakshadweep, Dadra & Nagar Haveli and Daman & Diu, Puducherry and Chandigarh.
2. Amendment in Regulation 8 of the Principal Regulation:
The following provision shall be added after Regulation 8.3 (b) of the Principal Regulation:
Provided that the Capital Investment Plan of the Transmission System of 66kV & above voltage level shall take into
account schemes costing below the threshold limit as given below:

Goa/Chandigarh/ Dadra & Nagar Haveli and Daman & Diu i.e., (DNHDD) Rs. 50 Crore

Provided further that the Capital Investment Plan of Transmission System of 66kV & above voltage level exceeding
the threshold limit as mentioned in the above proviso shall be done through Tariff Based Competitive Bidding
(TBCB).
Further, the respective State Transmission Utility shall frame the said guidelines within three months from the issue of
this notification and notify the same after approval of this Commission.
