के जलए सक्षम ढांचा प्रदान करना ह।ै
ऄध्याय 1
प्रारंजभक
लघ ुिीर्का और प्रारंभ
1. (1) आन जिजनयमों को ऄतं रराष्ट्रीय जित्तीय सेिा केंद्र प्राजधकरण (िेबसाआट का ऄनरु क्षण) जिजनयम, 2022 कहा
जाएगा।
(2) ये राजपत्र में आनके प्रकािन की तारीख स ेलागू होंगे।

पररभार्ाएं
2. (1) आन जिजनयमों में, जब तक दक संदभा में ऄन्यथा ऄपेजक्षत न हो, यहां पररभाजर्त िब्दों का िही ऄथा होगा जो
ईन्ह ेंनीचे ददया गया ह,ै और ईनकी सजातीय ऄजभव्यजियों का ऄथ ातदनुसार लगाया जाएगा:
(क) "ऄजधजनयम" का ऄथ ा ऄंतरराष्ट्रीय जित्तीय सेिा केंद्र प्राजधकरण ऄजधजनयम, 2019 (2019 की संख्या
50) ह;ै
(ख) "प्राजधकरण" का ऄथा ह ै ऄजधजनयम की धारा 4(1) के ऄधीन स्ट्थाजपत ऄंतरराष्ट्रीय जित्तीय सेिा केंद्र
प्राजधकरण;
(ग) "सीइअरटी-आन" भारतीय कंप्यूटर अपातकालीन प्रजतदिया टीम को संदर्भभत करता है, जो सूचना
प्रौद्योजगकी ऄजधजनयम, 2000 की धारा 70B की ईप-धारा (1) के तहत स्ट्थाजपत संस्ट्था ह;ै
(घ) "सामग्री" में िेबसाआट पर ईपलब्ध कराइ गइ सभी जानकारी, दस्ट्तािेज़ और सामग्री (पाठ्य, दश्ृ य या
श्रव्य) िाजमल ह;ै
(ङ) "होस्स्ट्टग सेिा प्रदाता" का ऄथा प्राजधकरण द्वारा जनयोजजत सेिा प्रदाता ह ै जो ऄन्य बातों के साथ-साथ
बहु-स्ट्तरीय सुरक्षा, प्रभािी और जनयजमत बैक-ऄप और अपदा से ईबरने के जलए ऄिसंरचना प्रदान करता
ह ैऔर भारत सरकार के जिद्यमान ददिाजनदेिों का ऄनुपालन सुजनजित करता है;
(च) "जिजनयम" का ऄथा ऄंतरराष्ट्रीय जित्तीय सेिा केंद्र प्राजधकरण (िेबसाआट का ऄनरु क्षण) जिजनयम, 2022
ह;ै तथा
(छ) "िेबसाआट" का ऄथा प्राजधकरण द्वारा जडजाआन, जिकजसत और ऄनरु जक्षत की गइ िेबसाआट ह।ै
(2) आन जिजनयमों म ें प्रयुि िब्द और ऄजभव्यजियां, जो यहां पररभाजर्त नहीं ह,ैं लेदकन ऄजधजनयम या ऄजधजनयमों की
पहली ऄनुसूची में जिजहत ऄजधजनयम के ऄधीन बनाए गए जनयमों, जिजनयमों या कजतपय सांजिजधक रुपांतरण या पनु :
ऄजधजनयमन म ें पररभाजर्त ह,ैं के ऄथ ा िही होंगे जो ईन्ह ें िमिः ईन ऄजधजनयमों, जनयमों या जिजनयमों, जैसा भी मामला
हो, में ददए गए ह।ैं
ऄध्याय II
िेबसाआट का ऄनरु क्षण
3. प्राजधकरण जनता को प्रासंजगक जानकारी प्रसाररत करन े के ईद्देश्य से, आन जिजनयमों में जनर्ददष्ट ढंग स े और आन
जिजनयमों के ऄनुसार िेबसाआट को जडजाआन, जिकाजसत और ऄनुरजक्षत करेगा।
4. िेबसाआट को भारत सरकार और/या सगं त ऄजभकरणों के जिद्यमान ददिाजनदेिों के ऄधीन जनधााररत ढंग स े
जडजाआन, जिकजसत और ऄनुरजक्षत दकया जाएगा।
5. िेबसाआट को भारत सरकार और/या संबंजधत ऄजभकरणों के जिद्यमान ददिाजनदेिों के ऄनुसार 'gov.in' या
'nic.in' डोमेन के ऄधीन पंजीकृत दकया जाएगा।
6. िेबसाआट के जलए होस्स्ट्टग सेिा प्रदाता का चयन, ऄन्य बातों के साथ-साथ, हाइ-स्ट्पीड नेटिर्ककग, भंडारण और
सुरक्षा ऄिसंरचना की अिश्यकताओं को ध्यान म ेंरखत े हुए दकया जाएगा।
7. प्राजधकरण ईभरती प्रौद्योजगदकयों और ऄंतरराष्ट्रीय सिोत्तम प्रथाओं के ऄनरूु प, िेबसाआट की गुणित्ता में सुधार के
जलए िेबसाआट को नया रूप दे सकता है, पुनगारठत कर सकता ह ै या समाधान को दकसी ऄन्य डोमेन/होस्ट्ट म ें
प्रिाजसत कर सकता ह।ै
ऄध्याय III
िेबसाआट पर सामग्री
8. िेबसाआट पर ऄन्य बातों के साथ-साथ जनम्नजलजखत प्रदर्भित दकया जाएगा:
(क) प्राजधकरण के ईद्देश्य, काया और संरचना;
(ख) प्राजधकरण द्वारा समय-समय पर जारी दकए गए जनयम, जिजनयम, ऄजधसूचनाएं, पररपत्र, ददिाजनदेि अदद;
(ग) जनता/जहतधारकों की रटप्पजणयों के जलए प्राजधकरण द्वारा जारी परामि ापत्र;
(घ) प्राजधकरण की ररपोटा और प्रकािन;[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 3
(ङ) प्राजधकरण द्वारा सृजजत समाचार और प्रेस जिज्ञजियां;
(च) प्राजधकरण द्वारा व्यापार को सरल बनान े के जलए दकए गए कजतपय ईपायों सजहत दकए गए की गइ जिकास
पहल;ें
(छ) ऑनलाआन अिेदन, अिेदन की जस्ट्थजत या प्राजधकरण द्वारा प्रदान की जाने िाली ऄन्य समान सेिाओं जैसी
आंटरैजटटि सामग्री;
(ज) पयािेक्षी प्रौद्योजगकी के तत्ि जजन्ह ेंप्राजधकरण समाजिष्ट करना चाहता ह;ै
(झ) प्राजधकरण द्वारा जारी भती ऄजधसूचनाए;ं
(ञ) प्राजधकरण द्वारा जारी की गइ जनजिदाए;ं
(ट) प्राजधकरण की संपका जानकारी;
(ठ) साआटमैप, ऄस्ट्िीकरण/िेबसाआट ईपयोग के जनयम और ितें; तथा
(ड) ऐसी ऄन्य जानकारी जो या तो िैधाजनक रूप से प्रदर्भित करन े के जलए अिश्यक हो या जजसे प्राजधकरण
प्रसाररत करना चाहता ह।ै
9. (1) िेबसाआट की सामग्री को आस तरह से व्यिजस्ट्थत दकया जा सकता ह ै तादक ईपयोगकताा संग्रहीत जानकारी
सजहत सभी प्रासंजगक सूचनाओं को असानी से रैक कर सके।
(2) कालातीत या पुरानी सामग्री को हटाया जा सकता ह,ै और ऄन्य सामग्री को ईनकी प्रकृजत और प्रासंजगकता के
अधार पर ईपयुि रूप से संग्रजहत दकया जा सकता ह,ै तादक यह सुजनजित दकया जा सके दक िेबसाआट पर सामग्री
हमेिा प्रामाजणक, सटीक और ऄद्यजतत बनी रह।े
ऄध्याय IV
सरु क्षा और लखे ा-परीक्षा
सरु क्षा
10. प्राजधकरण सभी प्रकार के साआबर सुरक्षा खतरों या प्राकृजतक अपदाओं सजहत दकसी भी ऄन्य खतरों के प्रजत
िेबसाआट के कामकाज को संरजक्षत करने के पयााि ईपाय करेगा, और ऐसी जस्ट्थजत में आसकी बहाली और पुनप्रााजि
के जलए तत्काल ईपाय करेगा।
ऄकं ेक्षण
11. िेबसाआट का सुरक्षा ऑजडट भारत सरकार और/या संबंजधत ऄजभकरणों के जिद्यमान ददिाजनदेिों के ऄनरूु प और
आनके ऄधीन जनधााररत तरीके स ेसीइअरटी-आन के पैनल िाले ऄजभकरणों से कराया जाएगा।
बिते दक आस तरह की सुरक्षा ऑजडट अिश्यक रूप से होस्स्ट्टग से पहल े और साथ ही िेबसाआट के प्रमुख ऄद्यतन के
बाद अयोजजत दकया जाएगा।

International Financial Services Centres Authority (Maintenance of Website) Regulations, 2022
IFSCA/2022-23/GN/REG021. - In exercise of the powers conferred under Section 28(1) of the
International Financial Services Centres Authority Act, 2019, the International Financial Services Centres
Authority hereby notifies the following regulations for maintenance of its website, namely: -
Objective
These regulations aim to provide an enabling framework for IFSCA to develop a best-in class website,
comparable to those of other international financial sector regulators, while conforming to the standards
and guidelines of Government of India and other relevant agencies.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]
CHAPTER I
PRELIMINARY
Short Title and Commencement
1. (1) These regulations may be called the International Financial Services Centres Authority
(Maintenance of Website) Regulations, 2022.
(2) They shall come into force from the date of their publication in the Official Gazette.
Definitions
2. (1) In these regulations, unless the context otherwise requires, the terms defined herein shall bear
the meanings assigned to them below, and their cognate expressions shall be construed
accordingly:
(a) “Act” means the International Financial Services Centres Authority Act, 2019 (No. 50 of
2019);
(b) “Authority” means the International Financial Services Centres Authority established under
Section 4(1) of the Act;
(c) “CERT-In” refers to the Indian Computer Emergency Response Team, which is the agency
established under sub-section (1) of Section 70B of the Information Technology Act, 2000;
(d) “content” includes all information, documents and material (textual, visual or audio) that is
made available on the website;
(e) “hosting service provider” means a service provider engaged by the Authority to ensure
compliance of extant guidelines of the Government of India, inter-alia, by providing
infrastructure to enable multi-tier security, effective and regular back-up and disaster recovery;
(f) “regulations” means International Financial Services Centres Authority (Maintenance of
Website) Regulations, 2022; and
(g) “website” means the website designed, developed, and maintained by the Authority.
(2) Words and expressions used and not defined in these regulations, but defined in the Act or Acts
mentioned in the First Schedule to the Act or any rules, regulations made thereunder shall have the
same meanings respectively assigned to them in those Acts, rules or regulations or any statutory
modification or re-enactment thereto, as the case may be.
CHAPTER II
MAINTENANCE OF WEBSITE
3. The Authority shall design, develop, and maintain a website, in accordance with and in the manner
specified in these regulations, for the purpose of disseminating the relevant information to the
public.
4. The website shall be designed, developed, and maintained in accordance with and in the manner
prescribed under extant guidelines of the Government of India and/or relevant agencies.
5. The website shall be registered under „gov.in‟ or „nic.in‟ domain, in accordance with the extant
guidelines of the Government of India and/or relevant agencies.
6. The hosting service provider for the website shall be chosen, inter-alia, keeping in mind the
requirements of high-speed networking, storage and security infrastructure.
7. The Authority may revamp and restructure the website or migrate the solution to another domain/
host to improve the quality of the website, in line with emerging technologies and international best
practices.
CHAPTER III
CONTENT ON WEBSITE
8. The website may, inter-alia, display the following:

(b) Rules, Regulations, Notifications, Circulars, Guidelines etc. issued by the Authority from time
to time;
(c) Consultation papers issued by the Authority seeking public/ stakeholders‟ comments;
(d) Reports and Publications of the Authority;
(e) News and Press Releases generated by the Authority;
(f) Development initiatives, including any ease of doing business measures undertaken by the
Authority;
(g) Interactive content such as online application, application status or any other similar services
extended by the Authority;
(h) Elements of supervisory technology that the Authority wishes to incorporate;
(i) Recruitment notifications issued by the Authority;
(j) Tenders floated by the Authority;
(k) Contact Information of the Authority;
(l) Sitemap, Disclaimer/ Terms and Conditions of website use; and
(m) such other information which may either statutorily be required to be displayed or that the
Authority wishes to disseminate.
9. (1) The content of the website may be organized in such a manner so that user may be able to track
all the relevant information easily, including the archived information.
(2) Expired or outdated content may be removed, and other content suitably archived, based on
their nature and relevance, so as to ensure that content on the website is always authentic, accurate
and up-to-date.
CHAPTER IV
SECURITY AND AUDIT
Security
10. The Authority shall take adequate measures to secure the functioning of the website against all
types of cyber security threats or any other threats including natural disasters, and shall take
immediate measures for its restoration and recovery, in case of such an eventuality.
Audit
11. The website shall undergo a security audit, from empaneled agencies of the CERT-In, in
accordance with and in the manner as prescribed under extant guidelines of Government of India
and/ or relevant agencies.
Provided that such security audit shall necessarily be conducted prior to hosting as well as after
major updation of the website.
