(ग) 'अकाेजमक कैलेंडर' का अजभप्रेत िैिजणक करिययाकलाप के कायभरियम से ह;ै 3694 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (घ) 'िैजिक कायभरियम' में िैिजणक करिययाकलाप के अनुरियम सजममजलत ह;ैं जिसके पररणामस्ट्वरूप जडग्री, जडप्लगमा या एक प्रमाण पत्र प्राप्त हगता ह;ै (ङ) 'िैजिक वषभ' का तात् पयभ ग्रीष्मावकाि या िीतकालीन अवकाि सजहत के ेग जनयजमत सेमस्ट्े टर स ेह।ै (च) 'अभ्यथी' से तात् पयभ एक ससे ्यकजतिय से ह,ै िग संस्ट्थान के ककसी भी स्ट् नातक, स्नातकगत्तर, डॉक्टगरल, जडप्लगमा या प्रमाण-पत्र कायभरियम में प्रवेि के जलए आवेेन करता ह;ै (छ) 'प्रमाण-पत्र' का तात् पयभ सीनेट ्ारा यथाअनुमगकेत एक वषभ तक की अवजध का संस्ट्थान ्ारा प्रस्ट्ताजवत ककसी िैिजणक कायभरियम से ह;ै (ि) 'ेीिांत' का तात् पयभ संस्ट्थान के ेीिांत समारगह से ह;ै (झ) 'पाठ्यरियम' में जवषय का ससा रियम िाजमल ह,ै िग एक सेमस्ट्े टर के ेौरान पूरे ककए िा सकते ह;ै (ञ) 'कायभरियम की पाठ्यचयाभ' का तात् पयभ जनजहत पाठ्यरियम के समूह और अन्य ििै जणक गजतजवजधय से है; (ट) 'जडग्री' का तात् पयभ बैचलर फ जडिाइन, मास्ट् टर फ जडिाइन तथा पररषे ्ारा अनुमगकेत ससी ही ककसी अन् य जडग्री से ह;ै (ठ) 'सजछछक' का तात् पयभ जविेष्ञ िेत्र के जवकल् प म ेंसे प्रस्ट्ताजवत जवषय से ह;ै (ड) 'परीिा' का तात् पयभ छात्र के िैिजणक प्रेिनभ का आकलन और मूल्यांकन करन े के जलए प्रयुतिय प्रकरियया से ह;ै (ढ) 'श्रेणी' (ग्रडे ) का तात् पयभ एक अिर से ेिाभए िाने वाली श्रेणी से ह ै िग एक पाठ्यरियम म ें छात्र के प्रेिभन कग इंजगत करती ह;ै (ण) 'िूरी' अथवा ‘िूरी पैनल’ का तात् पयभ ककसी सेमेस्ट्ट र के ेौरान तथा ससके अंत में छात्र के प्रेिभन के मूल्यांकन के जलए संकाय या बाहरी जविेष्ञ के पैनल स ेह;ै (त) 'छात्र' से तात्पयभ सस े व् यजतिय से ह ै िग डॉक्टगरल या स्नातकगत्तर जडग्री या स्नातक जडग्री या जडप्लगमा या प्रमाण-पत्र कायभरियम, िैसा भी मामला हग, के जलए पंिीकृत ह ै तथा इसमें संस्ट् थान के पणू भकाजलक या अंिकाजलक प्रमाण-पत्र कायभरियम में पंिीकृत छात्र िाजमल ह;ैं (थ) ‘आवासीय हॉल’ का तात् पयभ कायभरियम में पंिीकृत व् यजतियय के जलए संस्ट्थ ान ्ारा अपन े पररसर में स्ट् थाजपत आवासीय हॉल अथवा छात्रावास से ह।ै (2) िब्े और पे, जिनका प्रयगग यहां ककया गया ह ै और इन जनयम में पररभाजषत नहीं है, लेककन अजधजनयम या संजवजध में पररभाजषत ह,ैं सनका वही अथभ हगगा िग रियमि: सन् ह ेंअजधजनयम या संजवजध में केया गया ह;ै (3) यके इन अध् याेेि म ें प्रयक्ु त या पररभाजषत िब् े और पे तथा संजवजध या अजधजनयम म ें प्रयुक्त और पररभाजषत िब् े या पे में अंतर हगता ह ैतग संजवजध या अजधजनयम के सबं ंजधत प्रावधान मान् य ह गे। 3. छात्र का नामाकं न – (1) प्रत् यके छात्र जिसे संस्ट्थान के ककसी कायभरियम में प्रवेि केया गया है, ससे जनधाभररत समय- सीमा में यथा अपेजित िैिजणक प्रमाण पत्र और ेस्ट्तावेि कग िैिजणक कायाभलय म ें िमा कराना हगगा, ससा न करन े पर ससका प्रवेि रद्द कर केया िाएगा। (2) प्रत् यके छात्र, जिसे संस्ट्थान के ककसी कायभरियम में प्रवेि केया गया ह ै ससे जनधाभररत समय सीमा में अपेजित जििण िुल्क और अन्य िल्ु क का भगु तान करना हगगा, ससा न करने पर ससका प्रवेि रद्द कर केया िाएगा।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 (3) िुल्क और अन् य राजि का भुगतान करन े तथा सभी अजनवायभ ेस्ट्तावेि का सत्यापन करन े के प्ात सस्ट्ं थान छात्र कग एक नामांकन नंबर प्रेान करेगा। (4) सतिय नामांकन संख्या, संबंजधत छात्र के जलए संस्ट्थ ान के सभी अजभलेख में स्ट्थायी संेभ भसंख्या हगगी। (5) कायभरियम के जलए प्रारंजभक पंिीकरण तारीख, आमतौर पर छात्र ्ारा िुल्क के भुगतान के बाे संबंजधत पाठ्यरियम म ें औपचाररक रूप से पंिीकृत हगने की तारीख हगगी जिसे कायभरियम से संबंजधत सभी आिय और प्रयगिन के जलए प्रवेि की तारीख माना िाएगा। (6) ककसी भी छात्र के नामांकन कग, संस्ट्थान के अनुिासनात्मक जनयम के अनुसार, अनुिासनात्मक आधार पर समाप्त ककया िा सकता ह।ै 4. जििण और अन्य िल्ु क तथा िमा राजि – जवजनर्ेष्भ ट जििण िुल्क, अन्य िल्ु क तथा मेस प्रभार कग छगड़कर िमा राजि िैसा कक िासी पररषे ्ारा अनुमगकेत ककया गया हग, सभी छात्र ्ारा प्रत्येक िैजिक वषभ या सेमेस्ट्टर के आरंभ म ें ेेय हगगी िैसा कक संस्ट्थान ्ारा जवजनर्ेष्भ ट ककया गया हग। 5. छात्र की सपजस्ट्थजत, अनपु जस्ट्थजत और अवकािः (1) पाठ्यरियम मूल्यांकन, सेमस्ट्े टर की समाजप्त पर िरू ी हते ु पात्र हगने के जलए प्रत्येक छात्र की, सभी ्यकाख्यान, ट्यूटगररयल; स्ट्टूजडयग कायभ; कायभिाला अभ्यास सत्र ; ील्ड वकभ; सेजमनार और इस तरह के अन्य इंटर ेस म ें न्यूनतम सपजस्ट्थजत अपेजित हगगी िसै ा कक संस्ट् थान की िैजिक सलाहकार सजमजत ्ारा जनधाभररत ककया िाएगा। (2) जचककत् सा कारण कग छगड़कर, ककसी अन् य छु्ी अथवा अनुपजस्ट्थजत के जलए जवधा प्रमुख से पूवाभनुमगेन लेना हगगा। (3) अनुमगकेत अवकाि, यके कगई हग, सजहत न् यनू तम आव‍य क सपजस्ट्थजत वाले जव्ाथी सेमेस्ट्ट र और मूल् यांकन में भाग लेन े के जलए पात्र ह गे। 6. छात्र का अनिु ासन और आचरण - (1) सभी छात्र कग संस्ट्थान के भीतर एवं बाहर अनुिासन का पालन करते ुएए मयाभेा बनाए रखना आव‍यक ह,ै और वे ससी गजतजवजधय में संजलप्त नहीं ह गे िग संस्ट्थान की प्रजतष्ठा कग धूजमल कर सकती ह,ैं । (2) प्रत्येक छात्र इस प्रयगिन के जलए बनाए गए संबंजधत अध् याेेि में जनधाभररत आचार संजहता का पालन करेगा। (3) ककसी छात्र ्ारा अनिु ासनहीनता के संबंध में, संबंजधत अध् याेेि में जनधाभररत मानेंड और प्रकरियया के अनुसार कारभवाई की िाएगी। 7. ििै जणक कैलडें र: अनुिासन प्रमुख के परामि भ से करिययाकलाप अध्यि (जििा) और डीन, प्रत्येक िैिजणक वषभ की िुरुआत से पहले, संस्ट्थान और सनके कैंपस के जििण और अनुसंधान कायभरियम के िैजिक कैलेंडर कग तैयार करेगा और अंजतम रूप ेगे ा। 8. ासंडेिन प्रगग्राम- (1) बैचलर फ जडिाइन कायभरियम, एक वषभ के समान ासंडेिन प्रगग्राम के साथ िरूु हगगा। (2) ासंडेिन प्रगग्राम छात्र कग आव‍यक केिा प्रेान करने के साथ/-साथ सन् ह ें प्रेररत करेगा और सन् ह ें सुजवधाएं तथा अनुभव भी प्रेान करेगा ताकक सनकी रचनात्मकता एवं जडिाइन संबंधी ेजृिकगण कग बढावा जमले। (3) बैचलर फ जडिाइन पाठ्यरियम के छात्र कग साझा ासंडेिन प्रगग्राम के अंत में प्रत् येक जवधा में जनधाभररत सीट की संख् या के जलए जवषय के जवकल्प का आबंटन सनकी यगग्यता-सह-जवकल्प के आधार पर ककया िाएगा। 9. छात्र का ररकॉड भ रखना - (1) रजिस्ट्रार संबंजधत कैंपस में िैिजणक कायभरियम में प्रवेि लेन े वाले प्रत्येक छात्र का ्यकजतियगत ररकॉड भ रखगे ा और ससी ्यकजतियगत िानकारी कग गगपनीय रखा िाएगा। ्यकजतियगत ररकॉडभ म ें जनम्नजलजखत िाजमल ह गेः- (क) प्रवेि के समय छात्र ्ारा भरी गई ्यकजतियगत िानकारी;4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (ख) माता-जपता और स्ट्थानीय अजभभावक के बारे में िानकारी; (ग) प्रवेि के समय प्रस्ट्ततु की गई जचककत्सकीय िानकारी और क टनेस प्रमाण-पत्र; (घ) छात्र ्ारा प्रस्ट्तुत की गई सभी वचनबद्धताएं; (ङ) छात्र कग िारी ककए गए ककसी चेतावनी-पत्र या ्ञ ापन आके की प्रजत; (च) छात्र / जपता / अजभभावक के साथ पत्राचार, यके कगई हग; (छ) सभी मूल्यांकन ग्रेड िीट्स, छात्र कग िारी िैिजणक प्रगजत ररपगटभ और अन्य प्रमाणपत्र या पत्र की प्रजत; (ि) ीस के भुगतान सजहत छात्रावास में प्रवेि के ररकाडभ; और (झ) संस्ट्थान की ीस के भगु तान का ररकाडभ और छात्र के अध्ययन एवं कैमपस लाइ से संबंजधत अन्य सभी िानकारी। 10. परीिाओं का सचं ालन: (1) संस्ट्थान ्ारा सेमेस्ट्टर के ेौरान और अंत में, छात्र के जलए संस्ट्थान में रियेजडट आधाररत मूल्यांकन और आकलन प्रणाली की जनम्नानुसार ्यकवस्ट्था की िाएगीः- (क) रियेजडट्स आधाररत मल्ू यांकन प्रणाली, जिसमें रियेजडट इकाइय के बीच सह-संबंध, साप् ताजहक इकाई और घंटे प्रजत सप् ताह के आधार पर समरूपी अध्ययन का भार िाजमल ह;ैं (ख) अध्ययन के प्रत्येक पाठ्यरियम कग रियेजडट प्रेान ककया गया ह;ै (ग) सह-पाठ्यरियम और पाठ्यते र गजतजवजधय के जलए प्रेान ककया गया रियेजडट; (घ) ग्रेडडंग स्ट्केल सजहत ग्रेडडंग प्रणाली; (ङ) िैिजणक मल्ू यांकन के घटक, पाठ्यरियम संबंधी कायभ और िूरी सजहत; (च) ककसी भी पाठ्यरियम के मल्ू यांकन एवं आकलन के मानक और चरण; (छ) अगले सेमस्ट्े टर या वषभ के जलए छात्र की प्रगन्नजत कग िाजसत करने वाली पूवभ अपेिाए;ं और (ि) इस प्रकार के अन्य मानेण्ड, िैसा कक संस्ट्थान ्ारा अजधसूजचत ककया िाएं; (2) अध्ययन के कायभरियम कग स लतापूवभक पूरा करन े के जलए प्रत्येक छात्र कग अलग-अलग पाठ्यरियम स्ट्तर, सेमेस्ट्टर के अतं में िूरी स्ट्तर और स्ट् नातक पररयगिना स्ट् तर पर रियेजडट और मल्ू यांकन मानेंड कग पूरा करना हगगा। (3) इन अध्याेेि के लाग ू हगने की तारीख स े स्नातक और स्नातकगत्तर कायभरियम हते ,ु रियेजडट और मल्ू यांकन मानेंड कग लाग ू ककया िाना तब तक वैध हगगा और सभी कायभरियम के मूल्यांकन के सद्दे‍य के जलए लागू ह ग े िब तक कक िैजिक सलाहकार सजमजत की जस ाररि के आधार पर सीनेट ्ारा रियेजडट और मल्ू यांकन मानेडं कग तैयार और लाग ू नहीं कर केया िाता। 11. स्ट्न ातक जडिाइन पररयगिना – प्रत् यके जव्ाथी संबंजधत कायभरियम के अंजतम सेमेस्ट्ट र म ें जडिाइन पररयगिना बनाएगा तथा जडिाइन के स्ट् वतंत्र पिे ेवर के रूप म ेंअपनी जविेष्ञ ता कग प्रे्िभत करेगा। 12. जिकायत जनवारण सजमजत - (1) जििण स े संबंजधत जिकायत का जनवारण करन े के जलए जनेेिक ्ारा िैिजणक मामल से संबंजधत जनवारण सजमजत का गठन ककया िाएगा। (2) सजमजत में कम स ेकम तीन सेस्ट्य जनेेिक ्ारा संकाय से नामांककत ह गे; (3) सस ेसंकाय सेस्ट्य, जिनके जवरूद्ध कगई जिकायत हगगी, सन्ह ेंससी सजमजत के एक सेस्ट्य के रूप में नामांककत नहीं ककया िाएगा।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 5 (4) िैिजणक मामल से संबंजधत ककसी भी जिकायत कग पहले करिययाकलाप अध्यि (जििा) कग प्रस्ट्तुत ककया िाएगा, िग संबंजधत अनुिासन अध्यि या संबंजधत प्राजधकाररय स े परामिभ करके जिकायत कग हल करेगा, समाधान न हगन े पर जिकायत कग िैिजणक जिकायत जनवारण सजमजत कग सौंपा िाएगा। (5) जिकायत जनवारण सजमजत करिययाकलाप अध्यि (जििा) कग अपनी जस ाररिें प्रस्ट्तुत करेगी। (6) जिकायत जनवारण सजमजत की जस ाररि कग संबंजधत छात्र कग जिकायत ेि भ करन े के एक माह के भीतर सूजचत ककया िाएगा। 13. जवधा का आबटं न – (1) छात्र कग ेसू रा सेमेस्ट्टर समाप् त हगने से पूवभ, स्नातक कायभरियम में जवषय की प्राथजमकता भरन े की आव‍यकता हगगी और अकाेजमक कायाभलय, जवधा के प्रमखु , ासंडेिन स्ट्टडीि के साथ जमलकर इस प्रकरियया कग िरूु करेगा। (2) जनम्नजलजखत कारक पर जवचार करके जवधा का आबंटन ककया िाएगा: (क) प्रथम वषभ म ेंप्राप्त वा्षभक ग्रेड प्वाइंट औसत के आधार पर यगग्यता सूची का रियम। (ख) छात्र ्ारा प्रस्ट्ततु जवधा वरीयता सूची। (ग) संबंजधत जवधा में सीट की सपलब्धता। (3) छात्र के अंक समान हगन ेकी जस्ट्थजत म,ें जवषय के आबंटन के जलए जनम्नजलजखत मानेंड अपनाए िाएंग:े (क) वा्षभक ग्रेड प्वाइंट औसत म ें बराबरी के मामल े में, ेसू रे सेमस्ट्े टर के सेमेस्ट्टर ग्रडे प्वाइंट औसत की िांच की िाएगी। (ख) ेसू रे सेमेस्ट्टर के सेमेस्ट्टर ग्रेड प्वाइंट औसत के समान रहने की जस्ट्थजत में, प्रथम सेमेस्ट्टर के सेमेस्ट्टर ग्रडे प्वाइंट औसत की िांच की िाएगी। (ग) प्रथम सेमेस्ट्टर के सेमेस्ट्टर ग्रेड प्वाइंट औसत के भी समान रहन े की जस्ट्थजत में, ज्तीय समे ेस्ट्टर के कगसभ ग्रेड प्वाइंट औसत की िांच की िाएगी। (घ) ज्तीय सेमेस्ट्टर के कगसभ ग्रडे प्वाइंट औसत के भी समान रहने की जस्ट्थजत में, प्रथम सेमस्ट्े टर के कगसभ ग्रेड प्वाइंट औसत की िांच की िाएगी। (ड.) प्रथम सेमेस्ट्टर के पाठ्यरियम ग्रेड प्वाइंट औसत के समान रहन े की जस्ट्थजत म,ें ज्तीय सेमेस्ट्टर िरू ी ग्रडे प्वाइंट औसत की िांच की िाएगी। (च) ज्तीय सेमेस्ट्टर के िरू ी ग्रडे प्वाइंट औसत के समान रहन े की जस्ट्थजत में, प्रथम सेमेस्ट्टर िूरी ग्रेड प्वाइंट औसत की िांच की िाएगी। (छ) प्रथम सेमेस्ट्टर के िूरी ग्रडे प्वाइंट औसत के समान रहन े की जस्ट्थजत म,ें ज्तीय सेमेस्ट्टर कगसभ ग्रडे प्वाइंट औसत की िांच की िाएगी। (ि) यके ज्तीय सेमेस्ट्टर कगसभ के ग्रेड प्वाइंट औसत भी समान ह , तग प्रथम सेमेस्ट्टर कगसभ ग्रडे प्वाइंट औसत की िांच की िाएगी। (झ) प्रथम सेमेस्ट्टर के पाठ्यरियम ग्रडे प्वाइंट औसत के समान रहने की जस्ट्थजत म,ें अंजतम जनणयभ के जलए संस्ट् थान लॉटरी प्रणाली का पालन करेगा। 14. अध्ययन पाठ्यरियम - (1) संस्ट्थान, राष्र ीय जडिाइन संस्ट्थ ान संजवजध, 2023 में सजल्लजखत जवजभन् न जडिाइन जवषय म ें बैचलर फ जडजाइन; मास्ट् टर फ जडिाइन; डॉक्ट गरल जडग्री; जडप् लगमा, प्रमाण-पत्र पाठ्यरियम सपलब् ध कराएगा :- (2) स्नातक कायभरियम म ें आठ सेमेस्ट्टर ह गे, िग ेग सेमेस्ट्टर के समान ासंडेिन कायभरियम के साथ िरूु ह ग े और ससके बाे संकाय स्ट् रीम या जविेष जवषय में छह सेमेस्ट्टर ह ग,े जिनमें से अंजतम सेमेस्ट्टर म ेंस्नातक पररयगिना िाजमल हगगी।6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (3) स्नातकगत्तर कायभरियम में सकं ाय स्ट्रीम या जविेष जवषय में पांच सेमेस्ट्टर िाजमल ह गे, जिसमें से अंजतम सेमेस्ट्टर म ें स्नातक पररयगिना िाजमल हगगी। 15. ििै जणक जसद्धातं : (1) सभी अध् यापन पाठ्यरियम हते ु पाठ्यरियम संरचना, पाठ्य जववरण और जििण या जििण कायभरियम के जलए संस्ट्थान ्ारा अपनाए गए तरीक में अजभनव जसद्धांत, अनुसंधान और कौिल की औजचत् यपूण,भ तार्कभक और रियजमक अजभनव जसद्धांत प्रकरियया िाजमल ह गी, जिसमें जडिाइन समस्ट्य ाओं के जलए बुए-समाधान के ेजृ िकगण, जव‍ लेषण और े‍ृ यपरकता की व् यवहाररक और सैद्धांजतक अवधारणा, जडिाइन पररयगिनाओं के लाइव एक् सपगिर और ील् ड अनुभव पर िगर केया गया ह,ै जिसका लक्ष्य अन् य बात के साथ-साथ जनमन जलजखत िैजिक सद्दे‍ य कग पूरा करना ह,ै नामत: - (क) स्ट्वतंत्र और समग्र रूप से सगचने की िमता जवकजसत करना; (ख) रचनात्मक अन्वेषण और प्रयगग के माध्यम से अजभनवीकरण एवं जििण; (ग) सांस्ट्कृजतक जवजवधता के जलए संवेेनिीलता और समझ जवकजसत करना; (घ) समस्ट्याओं कग रचनात्मक रूप से हल करन े की सपयतियु ता जवकजसत करना; (ड) अनुभवात्मक जििण के जलए अवसर का एकीकरण करना, (च) अथभ्यकवस्ट्था के सभी िेत्र में रणनीजतक जडजाइन कायभरियम के संेभभ में पयाभवरण, तकनीकी और सामाजिक नीजत संबंधी मुद्द के साथ जडजाइन जििण कग सुेढृ तथा एकीकृत बनाना; Short title and commencement.-(1) These Ordinances may be called the National Institute of Design Madhya Pradesh Ordinance, 2023. (2) They shall come into force from the date of their publication in the official Gazette. 2. Definitions: (1) In these ordinances, unless the context otherwise requires- (a) “Act” means the National Institute of Design Act, 2014 (18 of 2014) ; (b) “academic” means the activities concerned with education like teaching, learning, practicing, research and publication; (c) “academic calendar” means the schedule of activities related to academics; (d) “academic programme” includes the sequence of academic activities leading to a degree, a diploma or a certificate; (e) “academic year” means two regular semesters along with a summer or winter break; (f) “candidate” means an individual who applies for admission to any undergraduate, postgraduate, doctoral, diploma or certificate programme of the Institute; (g) “certificate” means any academic programme offered by the Institute up to one year duration approved by the Senate; (h) “convocation” means the convocation of the Institute; (i) “course” includes a sequence of topics that can be covered during a semester; (j) “curriculum of a programme” means a set of courses and other academic activities; (k) “degree” means any Bachelor of Design, Master of Design and such other degree approved by the Council; (l) “elective” means the subject offered amongst options in specialized field; (m) “examination” means any procedure used to assess and evaluate the academic performance of a student; (n) “grade” means a letter grade indicating the performance of a student in a course; (o) “jury” means a panel of faculty or external experts for evaluation of performance of students during and at the end of semester; (p) “student’ means a person registered for doctoral degree or post graduate degree or undergraduate degree or diploma or certificate of the case may be and includes a person registered for full time or part time certificate programme of the Institute;[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 9 (q) “halls of residence” means hall of residence or hostel established and maintained by the Institute at its campuses for persons enrolled in its programmes. (2) The words and expressions used and not defined in these ordinances but defined in the Act or the Statutes shall have the meanings respectively assigned to them in the Act or the Statutes. (3) If there is any conflict between the words and expressions defined in these Ordinances with the Statutes or Act, the corresponding provisions of the Statutes or Act shall prevail. 3. Enrolment of students – (1) Every student offered admission to a programme at the Institute shall submit to the academic office of the Institute within the stipulated period, such academic certificates and documents as may be required, failing which his candidature stands cancelled. (2) Every student offered admission shall pay the tuition and other fees and deposits as notified by the Institute, within the stipulated period, failing which his candidature stands cancelled. (3) Upon payment of fees and deposits and upon verification and submission of all mandatory documents, the Institute shall provide an enrolment number to the student. (4) The enrolment number shall be the permanent reference number in all records of the Institute pertaining to the student concerned. (5) The date of initial registration for any programme shall normally be the date on which the student formally registers for the respective course upon payment of fees which shall be construed as the date of joining the programme for all intents and purposes. (6) The enrolment of a student may be terminated on disciplinary grounds, in accordance with the disciplinary rules of the Institute. 4. Tuition and other fees and deposits. - The specified tuition fees, other fees and deposits, except mess charges, as approved by the Governing Council, shall be payable byall students at the beginning of each academic year or semester as specified by the Institute. 5. Attendance, absence and leave for the students - (1) A student shall be required to have minimum attendance at all lectures; tutorials; studio work, workshop practice sessions, field work, seminars and such other interfaces as may be determined by the Academic Advisory Committee of the Institute. (2) Any leave or absence other than for medical reasons shall require prior approval of the discipline lead. (3) The students who fulfill the minimum required attendance including approved leave of absence, if any, shall be eligible to appear for semester end evaluation. 6. Students disciplines and conduct. – (1) Every student shall observe discipline and maintain decorum both inside and outside the campus and shall not indulge in any activity which may bring disrepute to the Institute. (2) Every student shall observe the code of conduct stipulated in respective Ordinances made for this purpose. (3) Any act of indiscipline committed bya student shall be dealtwith in accordance with the norms and procedure specified in the respective Ordinance. 7. Academic calendar. - The Activity Chairperson (Education) and Dean in consultation with Discipline leads shall prepare and finalise the academic calendar of teaching and research programmes at the Institute and its campuses prior to beginning of each academic year. 8. The Foundation programme. – (1) The Bachelor of Design programme shall commence with a one year common Foundation Programme (2) The Foundation Programme shall provide the necessary direction, stimuli, facilities and experience to foster creativity and design thinking. (3) Allocation of discipline choice of student for the Bachelor of Design Courses at the end of the common Foundation Programme shall be based on merit-cum-choice basis, for the number of seats prescribed in each discipline. 9. Maintenance of student records. – (1) The Registrar shall maintain a personal record of every student admitted to the academic programmes at the respective campus and such personal information shall be kept confidential. The personal record shall contain – (a) Personal information filled by the student at the time of admission;10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (b) Information about parents and local guardian; (c) medical history and fitness certificate submitted at the time of admission; (d) all undertakings submitted by the student; (e) copy of any warning letters or memos issued to the student; (f) communication with the student or parent or guardian, if any; (g) copy of all evaluation grade sheets and academic progress reports issued to the students; (h) record of admission to the hostel including payment of fees; and (i) record of payment of fees of institute and all such other information relevant to the study and campus life of the students. 10. Conduct of examinations- (1) The Institute shall have credit based evaluation and assessment system, for the students during and at the end of semester conducted as under- (a) credits based evaluation system including correlation between credit units, week units and the corresponding study load in terms of hours per week; (b) credits assigned to each course of study; (c) credits assigned for co-curricular and extra-curricular activities; (d) grading system including grading scales; (e) components of academic evaluation including coursework and jury; (f) parameters and stages of evaluation and assessment of any course; (g) pre-requisites governing advancement of a student to the next semester or year; and (h) such other criteria as may be notified by the Institute; (2) A student shall be required to fulfill credit and evaluation norms at every individual course level, semester- end Jury level and Graduation Project level for successful completion of a programme of study. (3) The credit and evaluation norms for undergraduate and postgraduate programmes applicable on the date of commencement of these Ordinances shall remain valid and apply for purpose of evaluation of all programmes until the credits and evaluation norms are prepared and rectified by the Senate on recommendation of the academic advisory committee. 11. Graduation design project. – Each student shall undertake a design project and demonstrate expertise as independent practitioner of design in the last semester of the respective programme. 12. Grievances Redressal Committee. – (1) The Director shall appoint an academic grievances redressal committee to address grievances relating to academic matters. (2) The Committee shall comprise of at least three members of the faculty to be nominated by the director. (3) The faculty member against whom a grievance is made shall not be nominated as a member of such Committee. (4) Any grievance related to academic matters shall first be submitted to the Activity Chairperson (Education), who shall resolve the grievance in consultation with the Discipline lead concerned or the authorities concerned, failing which the grievance shall be addressed to the grievances redressal committee. (5) The grievances redressal committee shall submit its recommendations to the Activity Chairperson- (Education). (6) The recommendations of the grievances redressal committee shall be communicated to the student concerned within a month of filing of the grievance. 13. Allotment of discipline. – (1) A student shall be required to fill preference of discipline in the undergraduate programme before end of the second semester and academic office shall initiate this process in coordination with the Discipline lead, Foundation Studies. (2) Disciplines shall be allotted the by considering the following factors: (a) Order of merit list based on the Annual Grade Point Average scored in the first year. (b) Discipline Preference list submitted by the student. (c) Availability of seats in the respective discipline.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 11 (3) In case of tie of scores of the students, the following criteria shall be adopted for allotment of Disciplines: (a) In case of tie in Annual Grade Point Average, the Semester Grade Point Average of second semester will be checked. (b) In case of tie in second semester Semester Grade Point Average, the Semester Grade Point Average of first semester will be checked. (c) In case of tie in first semester Semester Grade Point Average too, the Course Grade Point Average of second semester will be checked. (d) In case of tie in second semester Course Grade Point Average, then the Course Grade Point Average of first semester will be checked. (e) In case of tie in first Semester Course Grade Point Average, then the second Semester Jury Grade Point Average will be checked (f) In case of tie in second Semester Jury Grade Point Average, then the first Semester Jury Grade Point Average will be checked. (g) In case of tie in first Semester Jury Grade Point Average, then the second Semester Course Grade Point Average will be checked (h) In case of tie in second Semester Course Grade Point Average, then the first Semester Course Grade Point Average will be checked. (i) In case of tie in the first Semester Course Grade Point Average, the Institute will follow a lottery system for finalising the decision. 14. Courses of study. – (1) The Institute shall offer courses of Bachelor of Design; Master of Design; Doctoral Degree, Diploma, Certificate in various Design disciplines mentioned under National Institute of Design Statutes, 2023. (2) The Undergraduate Programmes shall be of eight semesters that commences with two semesters common foundation programme followed by six semesters in faculty streams or specialised disciplines, out of which the last semester shall include graduation project. (3) The duration of Postgraduate Programmes shall be five semesters in Faculty Streams or specialised disciplines, out of which the last semester shall include graduation project. 15. Educational principles. – (1) The curricular structure, syllabus and teaching or learning methodologies adopted by the Institute for all teaching programmes shall include a combination of rational, logical and sequential innovative process of theory, research and skills with emphasis on hands on and minds on approach to perception, analysis, and visualisation of multiple solutions for design problems, live exposure to design projects and field experience, aimed at meeting inter alia the following academic objectives namely: - (a) inculcate the ability to think independently and holistically; (b) innovate and learn through creative exploration and experimentation; (c) develop sensitivity to and understanding of cultural diversity; (d) develop felicity in creative problem solving; (e) integrate opportunities for experiential learning; (f) reinforce and integrate design learning with environmental, technological and social policy issues for strategic design intervention in all fields of the economy; (g) capitalise on the unique strengths in biodiversity, culture and crafts; (h) generate opportunities for design based research; (i) provide leadership to design profession; and (j) spread the power of design for the benefit of the society. (2) All academic programmes offered by the Institute shall be oriented to incorporate the following namely: - (a) interdisciplinary approach to design for transferring culture to viable products and services; (b) strong skill base through hands-on experience; (c) exposure to real life professional situations through structured internship and design projects to12 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] provide competitive edge to products and services through design process and application of various design disciplines; (d) awareness of social and ethical dimensions of design; (e) value-based and socially relevant design; and (f) global perspectives in design education and practice; (3) The overall structure of the Institute’s academic programme shall be a combination of theory, skills, design projects and field experiences, stakeholders feedback on the industry, market needs, cutting edge design studios, skill and innovation labs, and the Knowledge Management Centre, and such other related infrastructural facilities. 16. Admission of the students: - (1) Eligibility for Bachelor of Design Programmes, - (a) Candidate who has passed Higher Secondary Certificate Examination from a recognised Board shall be eligible to apply for admission to the Bachelor of Design programmes. (b) Candidate who has appeared for the qualifying examination and whose result has not been declared at the time of application for admission shall also be eligible to apply for admission to the Bachelor of Design programmes: provided that such candidates shall, if selected, be granted provisional admission and shall be required to submit the result of the qualifying examination on or before the date as may be specified by the Institute, failing which the admission shall stand cancelled. (2) Eligibility for Master of Design Programmes: (a) The eligibility criteria to apply for admission to the Master of Design programmes offered by the Institute shall be Bachelor's Degree or equivalent in the relevant field as specified by the Senate. (b) Candidate who has appeared for the qualifying examination and whose results has not been declared at the time of application for admission to the Master of Design programme shall also be eligible to apply for admission to the Master of Design programme: provided, however, that such candidates shall, if selected, be granted provisional admission and shall be required to submit the result of the qualifying examination on or before the date as may be specified by the Institute, failing which the candidate’s admission shall stand cancelled. 17. Admission notice. – (1) Admission to the academic programmes shall be notified at the national level through print, electronic media and on the website of the Institute. (2) The admission notification shall include details of academic programmes, number of seats in each courses of study programme, duration of the programmes, minimum eligibility for admission, age limits, venues for the admission test centers and such other information. (3) The Institute shall also make available admissions brochure information for reference of the prospective students. (4) The information related to course programme structure, eligibility criteria for admission, reservation policy, allocation of seats under various categories, duration of the programme, fee’s structure, and such other information. 18. Admission test. – (1) Admissions to the Bachelor of Design or Integrated Master’s or Master of Design or Doctoral Degree programmes shall be granted on the basis of merit at the national level admission test, i.e., Design Aptitude Test to be conducted by the Joint Admissions Committee. (2) The Institute is entrusted to conduct the Design Aptitude Test for all the National Institutes of Designs or only for itself, the Institute may adhere to the processes laid down by the Senate.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 13 19. Reservation of seats. – The Institute shall follow relevant rules and regulations with respect to reservation of seats for Scheduled Castes, Scheduled Tribes, Other Backward Classes, differently abled candidates and other special categories of persons as notified by the Central Government for Institutions of National Importance. 20. Admission to Foreign Students. – Fifteen percent seats on supernumerary basis in Bachelor of Design and Master of Design Programmes of studies shall be provided for candidates of foreign nationality: provided that foreign students applying for admission to the such programme shall also be required to qualify the admission test. 21. Admission Committee and Admission Cell. – (1)The admission committee and the admission cell shall be duly constituted by the Director. (2) The admissions committee with the prior approval of the Senate shall lay down the norms and procedures for the admission tests. (3) The admission cell shall implement the norms, procedures and the criteria referred to sub-paragraph (2).
