2024 फा.स.ं एनआईडीएच/िीए/06/05/22-23.- संस्ट्थान की जसनेट, राष्ट्रीय जडजाइन संस्ट्थान अजधजनयम, 2014 (2014 का 18) की धारा 31 के साथ परित धारा 30 के अधीन प्रदत् त िजियों का प्रयोग करते हुए राष्ट्रीय जडजाइन संस्ट्थान, हररयाणा के जलए जनम्नजलजखत अध्यादिे बनाती ह,ै अथाात:् - 1. सजं क्षप्त नाम और प्रारंभ - (1) इन अध्यादेिों का संजक्षप्त नाम राष्ट्रीय जडजाइन संस्ट्थान, हररयाणा अध्यादेि, 2024 ह।ै (2) य ेरािपत्र में इनके प्रकािन की तारीख को प्रवृत्त होंगे। 2. पररभाषाएं – (1) इन अध्यादेिों में, िब तक कक संदभ ासे अन्यथा अपेजक्षत न हो- (क) 'अजधजनयम' स ेराष्ट्रीय जडजाइन संस्ट्थान अजधजनयम, 2014 (2014 का 18) अजभप्रेत ह;ै (ख) 'िैजक्षक' से जिक्षा से संबंजधत कियाकलाप िैसे जिक्षण, अध्ययन, अभ् यास, अनुसंधान और प्रकािन अजभप्रते ह;ै (ग) ' िैजक्षक कैलडें र' स ेिैक्षजणक कियाकलापों के कायािम अजभप्रेत है; (घ) 'िैजक्षक मैनअु ल’ से अकादजमक मामलों से संबंजधत जनयमों, जवजनयमों और मागादिाक जसद्धातों के संकलन अजभप्रेत ह।ै 7840 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (ङ) 'िैजक्षक कायािम' में िैक्षजणक कियाकलापों के अनुिम सजम्मजलत हैं; जिसके पररणामस्ट्वरूप जडग्री, जडप्लोमा या एक प्रमाण पत्र प्राप्त होता ह;ै (च) 'िैजक्षक वषा' से ग्रीष्मावकाि और िीतकालीन अवकाि सजहत दो जनयजमत सेमेस्ट्टर अजभप्रेत ह।ै (छ) ‘जनधाारण’ से जवजिष्ट अध्य यन उद्देश् यों के संबंध में छात्रों के अध् ययन और कायाजनष्प ादन के साक्ष्य एकत्र करने, उनका जवश् लेषण करने तथा उनकी व्य ाख् या करने की जनरंतर प्रकिया अजभप्रेत ह ै तथा यह जवजभन्न पद्धजतयों का प्रयोग करके रचनात्मक और योगात्मक जनधाारण के रूप में हो सकता है; (ि) ‘बैचमेट’ से ऐसे छात्र अजभप्रेत ह,ैं िो उसी वष ा समान प्रविे परीक्षा पास करके संस्ट् थान के अध् ययन पाठ्यिम से िडु े ह।ैं (झ) 'अभ्यथी' से ऐसा व्यजि अजभप्रेत ह,ै िो संस्ट्थान के ककसी भी स्ट् नातकपूवा, स्नातकोत्तर, डॉक्टोरल, जडप्लोमा या प्रमाण-पत्र कायािम म ेंप्रवेि के जलए आवेदन करता ह;ै (ञ) 'प्रमाण-पत्र' स े जसनेट द्वारा यथाअनुमोकदत संस्ट्थान द्वारा प्रस्ट्ताजवत एक वष ा तक की अवजध का कोई िक्षै जणक कायािम अजभप्रेत ह;ै (ट) 'दीक्षांत' से संस्ट्थान के दीक्षांत समारोह अजभप्रेत है; (ि) 'पाठ्यिम' में जवषयों का ऐसा िम सजम्मजलत ह,ै िो एक सेमेस्ट्टर के दौरान पूरे ककए िा सकते हैं; (ड) 'कायािम की पाठ्यचयाा' से पाठ्यिमों का समूह और अन्य िैक्षजणक कियाकलाप अजभप्रेत है; (ढ) 'जडग्री' स े संस्ट् थान के कोई स्नातकपूव ा जडग्री कायािम, स्ट्न ातकोत् तर जडग्री कायािम और डॉक्ट ोरल जडग्री कायािम अजभप्रेत ह;ै (ण) 'ऐजछछक' से जविेषज्ञ क्षेत्र के जवकल् पों में स ेप्रस्ट्ताजवत जवषय अजभप्रेत ह;ै (त) 'परीक्षा' से छात्र के िक्षै जणक प्रदिान का मल्ू यांकन करने के जलए प्रयुि प्रकिया अजभप्रेत है; (थ) 'श्रणे ी' (ग्रेड) स े एक अक्षर से दिााए िान े वाली श्रणे ी अजभप्रेत ह ै िो एक पाठ्यिम या सेमेस्ट्ट र या वषा या कायािम म ें एक छात्र के समग्र प्रदिान को इंजगत करती ह;ैं (द) 'िरू ी' अथवा ‘िरू ी पैनल’ से ककसी सेमेस्ट्टर के दौरान या उसके अंत म ेंछात्रों के प्रदिान के मूल्यांकन के जलए संकाय या बाहरी जविेषज्ञों का पैनल अजभप्रेत ह;ै (ध) 'छात्र' से ऐसे व् यजि अजभप्रेत ह ैं िो यथाजस्ट्थजत, डॉक्टोरल या स्नातकोत्तर जडग्री या स्नातकपूवा जडग्री या जडप्लोमा या प्रमाण-पत्र कायािम के जलए रजिस्ट् रीकृत ह ै तथा इसमें संस्ट्थ ान के पूणाकाजलक या अंिकाजलक कायािम में रजिस्ट् रीकृत छात्र सजम्मजलत ह;ैं (न) ‘पाठ्यिम को सफलतापूवाक पूरा करने’ से संस्ट् थान के छात्रों द्वारा अपेजक्षत परीक्षा, िूरी को उत् तीणा करके तथा अपेजक्षत िेजडट और ग्रडे को प्राप् त करना अजभप्रेत ह।ै (प) ‘जवद्यािाखा’ से ककसी जविेष जवषय के अधीन संस्ट् थान द्वारा कराए िाने वाले अध् ययन और अनुसंधान से संबंजधत िैक्षजणक कायािमों या पाठ्यिमों की िाखा अजभप्रेत ह;ै (फ) ‘मूल् यांकन’ स े ककसी छात्र के समग्र प्रदिान की प्रभाजवता और गुणवत् ता का जवश् लषे ण करने और उस मात्रा का मापना अजभप्रेत ह ै िहा ं तक छात्र न े ककसी पाठ्यिम अथवा एक स े अजधक पाठ्यिमों के वांछनीय अध् ययन पररणामों को प्राप् त ककया ह ैतथा उन् ह ें कदए गए पैमाने पर दिााना ह;ै[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 (ब) ‘संकाय के जवषय’ से संस्ट् थान की ऐसी िैजक्षक इकाई अजभप्रेत ह,ै िो जडिाइन, अनुसंधान और जवकास तथा अनेक जडिाइन जवधाओं िैसी परामिी सेवाओं अकादजमक कियाकलापों में संलग् न ह;ैं (2) उन िब् दों और पदों के, िो अध् यादेि म ें प्रयुक् त ह ैं और पररभाजषत नहीं ह ै ककंत ु अजधजनयम या पररजनयमों म ें पररभाजषत ह,ैं वही अथा होंगे, िो उस अजधजनयम और पररजनयमों में ह।ै (3) यकद इन अध् यादिे ों म ें प्रयक्ु त या पररभाजषत िब् दों और पदों तथा संजवजध या अजधजनयम में प्रयुक् त और पररभाजषत िब् दों या पदों में अंतर होता ह,ै तो संजवजध या अजधजनयम के संबंजधत उपबंध मान् य होंगे। 3. सस्ट्ं थान का िक्षै जणक दिना : (1) सभी अध् यापन पाठ्यिमों हते ु संस्ट्थान द्वारा अपनाए गए पाठ्यिम संरचना, पाठ्य जववरण और जिक्षण या जिक्षण कायािमों अथवा पद्धजतयों के जलए रीजतयों म ें अजभनव जसद्धांत, अनुसंधान और कौिल की औजचत् यपूणा, तार्काक और िजमक अध् ययन प्रकिया सजम्मजलत होगी, जिसमें जडिाइन समस्ट्य ाओं के जलए बहु-समाधान के दजृ िकोण, जवश् लषे ण और दश्ृ य परकता की व् यवहाररक और सैद्धांजतक अवधारणा, जडिाइन पररयोिनाओं के लाइव एक् सपोिर और फील् ड अनुभव पर बल कदया गया है, जिसका लक्ष्य जनम्न जलजखत िैजक्षक उद्देश् यों को पूरा करना ह,ै अथाात:् - (क) स्ट्वतंत्र और समग्र रूप से सोचने की क्षमता जवकजसत करना; (ख) रचनात्मक अन्वेषण और प्रयोग के माध्यम से अजभनवीकरण एवं ज्ञानािान; (ग) सांस्ट्कृजतक जवजवधता के प्रजत संवेदनिीलता और समझ जवकजसत करना; (घ) समस्ट्याओं को रचनात्मक रूप से हल करन े की उपयिु ता जवकजसत करना; (ड) अनुभवात्मक और प्रजतपादक जिक्षण के जलए अवसरों का एकीकरण करना; (च) अथाव्यवस्ट्था के सभी क्षेत्रों म ें रणनीजतक जडजाइन कायािम के संदभा म ें पयाावरण, तकनीकी और सामाजिक नीजत संबंधी मुद्दों के साथ जडजाइन जिक्षण को सुदढ़ृ तथा एकीकृत बनाना; (छ) िैव जवजवधता, संस्ट्कृजत और जिल्प की जवजिष्ट िजियों का उपयोग करना; (ि) जडजाइन आधाररत अनुसंधान के जलए अवसर उत्पन्न करना; (झ) जडिाइन के क्षेत्र म ेंनेतृत् व और प्रबंधन के जलए अवसर उपलब् ध कराना; (ञ) समाि के जहत के जलए जडिाइन की क्षमता का प्रसार करना और (ट) िैजक्षक ईमानदारी, सत् यजनष्ि ा और जवजवधता के साथ नैजतक मानकों को बनाए रखना तथा इन मल्ू यों को जिक्षण पद्धजत में सजम्मजलत करना, िो वतामान और भजवष्य के कायों को जनधााररत करेंगे। (2) सस्ट्ं थान द्वारा प्रस्ट्ताजवत सभी जिक्षण कायािम जनम्नजलजखत को सजम्मजलत करन े के जलए चलाए िाएंगे, अथाात:् - (क) व्यवहाया उत्पादों और सेवाओं के जलए सस्ट्ं कृजत अतं रण हते ु जडजाइन के प्रजत एक अंतर-जवषयक दजृ िकोण; (ख) अनुभव के माध्यम स ेमिबूत कौिल आधार जवकजसत करना; (ग) सरं चनाबद्ध इंटनाजिप और जडजाइन पररयोिनाओं के माध्यम स े वास्ट्तजवक िीवन स े िुडी प्रोफेिनल जस्ट्थजतयों के जलए अवसर, जडजाइन की प्रकिया और जवजभन्न जडजाइन जवधाओं के अनप्रु योग के माध्यम स े उत्पादों और सेवाओं के जलए प्रजतस्ट्पधाा म ेंवृजद्ध; (घ) जडजाइन के सामाजिक और नैजतक आयामों के बारे में िागरूकता उत् पन् न करना; (ङ) मल्ू य आधाररत और सामाजिक रूप से सुसंगत जडजाइन, और (च) जडजाइन जिक्षा और व्यवहार में वैजिक दजृिकोण। (3) सस्ट्ं थान के िैजक्षक कायािम की समग्र संरचना जनम्न जलजखत का संयोिन होगी – (क) अनुभव के साथ जसद्धांत, कौिल, जडजाइन पररयोिना और फील्ड का अनुभव;4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (ख) उद्योग और बािार की आवश्यकता के संबंध म ेंजहतधारकों के फीडबैक; (ग) अत्य ाधुजनक जडजाइन स्ट्टूजडयो, कौिल और अजभनव प्रयोगिालाएं; (घ) संसाधन केंद्र, और ऐसी अन्य संबंजधत अवसंरचनागत सुजवधाएं; (ड.) बौजद्धक संसाधन। 4. कायिा म – (1) संस्ट्थ ान राष्र ीय जडिाइन संस्ट्थ ान, हररयाणा संजवजध के ‘संकाय के जवषय’ िीषाक के अधीन उजल्लजखत जवजभन् न जडिाइन जवधाओं म ें स्ट् नातकपूव,ा स्ट् नातकोत् तर अथवा डॉक्ट ोरल स्ट्त र पर जडग्री अथवा जडप्ल ोमा, प्रमाण-पत्र प्रदान करेगा। (2) य े पाठ्यिम, कियाकलाप अध् यक्ष (जिक्षा) के अनुमोदन के अनुसार ऑनलाइन अथवा हाइजिड मोड म ें भी आयोजित ककए िा सकत े ह ैं तथा पूणाकाजलक ऑन कैंपस कायािम के जलए, ऑनलाइन मोड म ें एक िक्षै जणक वष ा के दौरान अर्िात ककए िाने वाले अजधकतम िेजडट को जसनेट द्वारा अनुमोकदत ककया िाएगा। कायािम की अपेक्षा के अनुसार, पाठ्यिम जसनेट द्वारा अनुमोकदत मान्यता प्राप्त ऑनलाइन पोटाल से भी ककए िा सकते ह।ैं 5. कायिा मों की अवजध. – (1) स्ट् नातकपूवा कायािमों (बैचलर ऑफ जडिाइन) में आि सेमेस्ट्ट र होंगे, िो दो सेमस्ट्े टर के समान फाउंडेिन कायािम के साथ िरूु होंग े और उसके बाद संकाय के जवषय या जविेष जवषयों में छ: सेमेस्ट्ट र होंग,े जिनमें से अंजतम सेमेस्ट्ट र में स्ट् नातक पररयोिना सजम्मजलत होगी। (2) अभ्यथी के जलए संस्ट्थ ान में प्रवेि के वष ा से छ: वषों के भीतर बैचलर ऑफ जडिाइन कायािम पूरा करना अपेजक्षत ह।ै (3) छात्र को समस्ट्त अध्य यन अवजध के दौरान केवल एक बार िैजक्षक अवकाि लने े की अनुमजत होगी, जिस दौरान छात्र द्वारा संस्ट् थान के ककसी भी संसाधन का उपयोग नहीं ककया िाएगा। (4) इन अध् यादेिों की अजधसूचना से पहले संस्ट्थ ान के बैचलर ऑफ जडिाइन कायािम म ें प्रविे लेने वाले छात्रों के जलए कायािम की अजधकतम अवजध उनके प्रवेि के समय लाग ूप्रावधान के अनुसार होगी। (5) पूणाकाजलक स्ट् नातकोत् तर कायािमों (मास्ट् टर ऑफ जडिाइन) की अवजध संकाय जवषयों अथवा जविेषज्ञ जवधाओं म ें चार सेमेस्ट्ट र की होगी, जिनमें से अंजतम सेमेस्ट् टर म ेंस्ट् नातक पररयोिना सजम्मजलत होगी। (6) अंिकाजलक स्ट् नातकोत् तर कायािम की अवजध तथा माध् यम जसनेट और िासी पररषद ् द्वारा यथा अनुमोकदत होगा और इसमें स्ट्न ातक पररयोिना सजम्मजलत होगी। 6. बचै लर ऑफ जडिाइन कायिा मों म ें प्रविे के जलए पात्रता – (1) ऐसे अभ्यथी, जिन्होंन े ककसी मान्यताप्राप्त बोड ा स े ककसी जवषय (जवज्ञान, कला, वाजणज्य, मानजवकी, आकद) म ें हायर सेकेण्डरी सर्टाकफकेट परीक्षा या समतल्ु य परीक्षा उत्तीणा की हो, बैचलर ऑफ जडिाइन कायािम में प्रवेि के जलए आवेदन करने के जलए पात्र होंगे। (2) ऐसे अभ्यथी, िो पात्रता परीक्षा में बैिे हों और जिनका पररणाम प्रवेि के जलए आवेदन करत े समय घोजषत नहीं ककया गया हो, व ेभी बैचलर ऑफ जडजाइन कायािम में प्रवेि हते ु आवेदन करन े के जलए पात्र होंगे। परंतु ऐसे अभ्यथी यकद चयजनत होते ह,ैं तो उन्ह ेंअनंजतम प्रवेि कदया िाएगा और उनके द्वारा संस्ट्थान द्वारा यथाजनधााररत तारीख तक या उससे पूव ा पात्रता परीक्षा का पररणाम प्रस्ट्ततु करना होगा, ऐसा न करन े पर अभ्यथी का प्रवेि जनरस्ट्त कर कदया िाएगा।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 5 7. मास्ट्ट र ऑफ जडिाइन कायिा मों म ेंप्रविे के जलए पात्रता – (1) संस्ट् थान द्वारा प्रस्ट् ताजवत जवजभन् न मास्ट् टर ऑफ जडिाइन कायािम में प्रवेि हते ु आवेदन के जलए जसनेट तथा संस्ट्थ ान द्वारा समय-समय पर यथाजनधारा रत संगत क्षेत्र में बैचलर जडग्री या समकक्ष का होना अजनवाया ह।ै (2) ऐसे अभ् यथी, िो पात्रता परीक्षा में बैिे हों और जिनका पररणाम मास्ट् टर ऑफ जडिाइन कायािम में प्रवेि के जलए आवेदन करत े समय घोजषत नहीं ककया गया हो व े भी मास्ट् टर ऑफ जडिाइन कायािम में प्रवेि हते ु आवेदन करन े के जलए पात्र होंगे। परंतु ऐस े अभ् यथी यकद चयजनत होते ह ैं तो उन् ह ें अनंजतम प्रवेि कदया िाएगा और उन् ह ें सस्ट्ं थान द्वारा यथाजनधााररत तारीख तक या उससे पहल े पात्रता परीक्षा का पररणाम प्रस्ट् तुत करना होगा, ऐसा न करन े पर अभ् यथी का प्रवेि जनरस्ट् त कर कदया िाएगा। 8. प्रविे अजधसचू ना – (1) िैजक्षक कायािमों के जलए प्रवेि की सूचना प्प्रंट, इलेक्र ॉजनक मीजडया के माध् यम स े राष्र ीय स्ट् तर पर और संस्ट् थान की वेबसाइट पर प्रकाजित की िाएगी। (2) प्रवेि की अजधसूचना म ें िैजक्षक कायािमों का ब् यौरा, प्रत् यके अध्य यन पाठ्यिम म ें सीटों की संख्य ा, कायािम की अवजध, प्रवेि के जलए न् यूनतम पात्रता, आय-ु सीमा, प्रवेि परीक्षा केंद्र का स्ट्थ ान तथा अन् य सचू नाएं सजम्मजलत होंगी। (3) संस्ट् थान, भावी छात्रों के संदभ ा के जलए प्रवेि जववरजणका सचू ना भी उपलब् ध कराएगा, ऐसी जववरजणका में पाठ्यिम कायािम की संरचना, प्रवेि के जलए पात्रता मानदंड, आरक्षण नीजत, जवजभन् न वगों के अधीन सीटों का आबंटन, कायािम की अवजध, फीस संरचना तथा ऐसी अन् य िानकारी सजम्मजलत होगी। 9. प्रविे परीक्षा – (1) संस्ट्थ ान द्वारा आयोजित राष्र ीय स्ट् तर की प्रवेि परीक्षा में प्राप् त मेररट के आधार पर स्ट्न ातकपूवा, स्ट् नातकोत् तर और डॉक्ट ोरल कायािम स्ट् तर पर उपलब्ध कायािमों में प्रवेि कदया िाएगा। (2) संस्ट्थान, प्रवेि परीक्षा स्ट्कोर के माध्यम स े प्रवेि हते ु छात्रों के चयन के जलए िाषी पररषद के अनुमोदन के साथ ककसी संकाय या सामान्य प्रवेि परीक्षा में सजम्मजलत कर सकेगा। 10. सीटों का आरक्षण – संस्ट्थ ान, इस संबंध में केन् द्रीय सरकार द्वारा समय-समय पर अजधसूजचत अनुसूजचत िाजत, अनुसूजचत िनिाजत, अन् य जपछडा वग,ा कदव् यांग अभ् यर्थायों और अन् य जविेष श्रणे ी के व् यजियों के जलए आरक्षण स े संबंजधत सुसंगत जनयमों और जवजनयमों का पालन करेगा। 11. जवदेिी छात्रों को प्रविे – जवदेिी छात्रों के जलए बैचलर ऑफ जडिाइन, मास्ट् टर ऑफ जडिाइन तथा डॉक्ट ोरल कायािमों में अजधसंख् य आधार पर पद्रं ह प्रजतित सीटें आरजक्षत होंगी । परंत ु ऐसे कायािम में प्रविे के जलए आवेदन करन े वाल े जवदेिी छात्रों के जलए भी प्रवेि परीक्षा में उत् तीण ा होना आवश् यक ह ै तथा सीनेट के पूवा अनुमोदन के साथ प्रवेि पुजस्ट्तका में स्ट्थाजपत पररभाजषत मानदंड के अनुसार प्रवेि के जलए प्राप्त होंगे। 12. प्रविे सजमजत और प्रविे प्रकोष्ि – (1) जनदेिक द्वारा प्रवेि सजमजत और प्रवेि प्रकोष्ि का सम् यक् रूप स ेगिन ककया िाएगा। (2) प्रवेि सजमजत जसनेट के पूवाना ुमोदन से प्रवेि परीक्षा के जलए मानक और प्रकिया जनधााररत करेगी। (3) प्रवेि प्रकोष्ि , उपपरै ा (2) में जनर्दाि मानकों, प्रकियाओं और मानदंडों को कायााजन्वत करेगा।6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 13. छात्रों का नामाकं न – (1) सभी छात्र जिनको संस्ट्थान के ककसी कायािम में प्रवेि कदया गया है, उन्ह ें जनधााररत समय- सीमा में यथापेजक्षत िक्षै जणक प्रमाण पत्र और दस्ट्तावेिों को िैक्षजणक कायाालय म ें िमा कराना होगा, ऐसा न करन े पर उनका प्रवेि रद्द कर कदया िाएगा। (2) सभी छात्र, जिन् ह ें संस्ट्थान के ककसी कायािम में प्रवेि कदया गया ह ै उन्ह ें जनधााररत समय सीमा में अपेजक्षत जिक्षण िुल्क और अन्य िल्ु कों का भगु तान करना होगा, ऐसा न करन े पर प्रवेि रद्द कर कदया िाएगा। (3) िुल्क और अन् य राजि का भुगतान करने तथा सभी आज्ञापक दस्ट्तावेि का सत्यापन करने के पश्चात संस्ट्थान छात्र को एक नामांकन संख् या प्रदान करेगा। (4) उि नामांकन संख्या, संबंजधत छात्र के जलए संस्ट्थ ान के सभी अजभलेखों में स्ट्थायी संदभ ासंख्या होगी। (5) बैचलर ऑफ जडिाइन, मास्ट् टर ऑफ जडिाइन अथवा डॉक्ट ोरल कायािमों के जलए प्रारंजभक रजिस्ट् रीकरण तारीख, सामान्यतया छात्र द्वारा औपचाररक रूप से िल्ु क के भगु तान की तारीख होगी, जिसे कायािम से संबंजधत सभी प्रयोिनों के जलए प्रवेि की तारीख माना िाएगा। (6) अभ्यर्थाता की अवजध के दौरान, ककसी छात्र के नामांकन को, संस्ट्थान के अनुिासनात्मक जनयमों के अनुसार, अनुिासनात्मक आधार पर समाप्त ककया िा सकता ह।ै 14. अध्यापन और अन्य फीस तथा िमा राजि - जनधााररत अध्यापन फीस, अन्य िल्ु क तथा मेस प्रभार को छोडकर िमा राजि िैसा कक िासी पररषद द्वारा अनुमोकदत ककया गया ह,ै सभी छात्रों द्वारा प्रत्येक िैजक्षक वष ा या सेमेस्ट्टर के आरंभ म ें देय होगा िैसा कक संस्ट्थान द्वारा अजधसूजचत ककया गया ह।ै 15. छात्रों की उपजस्ट्थजत, अनपु जस्ट्थजत और अवकािः (1) पाठ्यिम मूल्यांकन, सेमस्ट्टर की समाजप्त पर िूरी हते ु पात्र होन े के जलए प्रत्येक छात्र के जलए सभी व्याख्यान, ट्यूटोररयल; स्ट्टूजडयो काया; कायािाला अभ्यास सत्रों; फील्ड वका; सेजमनार और इस तरह के अन्य इंटरफेस में न्यूनतम उपजस्ट्थजत अपेजक्षत होगी, िैसा कक समय-समय पर जसनेट द्वारा जनधााररत ककया िाएगा। (2) जचककत् सा कारणों को छोडकर, ककसी अन् य छुट्टी अथवा अनुपजस्ट्थजत के जलए जवधािाखा प्रमुख से पूवाानुमोदन लेना होगा। (3) अनुमोकदत अवकाि, यकद कोई हो, सजहत न् यनू तम अपेक्षा उपजस्ट्थजत वाल े छात्रों ही सेमेस्ट्ट र के अतं म ें िूरी के समक्ष प्रस्ट् तुत होने के जलए पात्र होंगे। 16. छात्रों का अनिु ासन और आचरण – (1) सभी छात्रों को संस्ट् थान के भीतर एवं बाहर अनुिासन का पालन करत े हुए मयाादा बनाए रखना आवश् यक ह ै और वे ऐस े कियाकलापों में संजलप् त नहीं होंगे, िो संस्ट्थ ान की प्रजतष्ि ा को धूजमल कर सकती ह।ैं (2) प्रत् यके छात्र अकादजमक मनै ुअल/छात्र पुजस्ट्तका म ेंजनधााररत आचार संजहता का पालन करेगा। (3) ककसी छात्र द्वारा अनुिासनहीनता के संबंध में, संबंजधत मैनुअल और पुजस्ट्तका में जनधााररत मानदडं ों और प्रकियाओं के अनुसार कारावाई की िाएगी। 17. िजै क्षक कैलडें र – संस्ट्थ ान के पररसरों के डीन और जवधा प्रमुखों के परामिा से कियाकलाप अध् यक्ष (जिक्षा) प्रत् येक िैक्षजणक वषा की िुरुआत से पहले, संस्ट् थान और उसके पररसर के जिक्षण और अनुसंधान कायािमों के िैजक्षक कैलडें र को तैयार करेगा और अंजतम रूप दगे ा। 18. फाउंडेिन प्रोग्राम – (1) बैचलर ऑफ जडिाइन कायािम, एक वषा के समान फाउंडेिन प्रोग्राम के साथ िरूु होगा। (2) फाउंडेिन प्रोग्राम आवश् यक कदिा प्रदान करने के साथ-साथ उन् ह ें प्रेररत करेगा और उन्ह ें सुजवधाएं एवं अनुभव भी प्रदान करेगा जिससे उनकी रचनात् मकता एवं जडिाइन संबंधी दजृ िकोण को बढ़ावा जमले। (3) बैचलर ऑफ जडिाइन पाठ्यिमों म ें छात्र को सामान्य फाउंडेिन प्रोग्राम के अंत म ें प्रत्य ेक जवधा म ें जनधााररत सीटों की संख् या के जलए जवषय के जवकल् प अथवा उप-जवषय के जवकल् प का आबंटन उनकी मेररट-सह-जवकल् प के आधार पर ककया िाएगा।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 7 19. छात्रों के अजभलखे का रखरखाव रखना - (1) रजिस्ट्रार संबंजधत कैंपस में िक्षै जणक कायािमों में प्रवेि लेने वाल े प्रत्येक छात्र का व्यजिगत ररकॉडा अजभलेख और ऐसी व्यजिगत िानकारी को गोपनीय रखा िाएगा। व्यजिगत अजभलेख में जनम्नजलजखत सजम्मजलत होंगेः- (क) प्रवेि के समय छात्र द्वारा भरी गई व्यजिगत िानकारी; (ख) माता-जपता और स्ट्थानीय अजभभावक के बारे में िानकारी; (ग) प्रवेि के समय प्रस्ट्ततु की गई जचककत्सकीय िानकारी और कफटनेस प्रमाण-पत्र; (घ) छात्र द्वारा प्रस्ट्तुत की गई सभी वचनबद्धताएं; (ङ) छात्र को िारी ककए गए ककसी चेतावनी-पत्र या ज्ञापन आकद की प्रजत; (च) छात्र / जपता / अजभभावक के साथ पत्राचार, यकद कोई हो; (छ) सभी मल्ू यांकन ग्रेड िीट्स, छात्रों को िारी िैक्षजणक प्रगजत ररपोटा और अन्य प्रमाणपत्र या पत्रों की प्रजत; (ि) फीस के भुगतान सजहत छात्रावास में प्रवेि के ररकाडा; और (झ) संस्ट्थान की फीस के भुगतान का ररकाड ाऔर छात्रों के अध्ययन एवं कैम्पस लाइफ स ेसंबंजधत अन्य सभी िानकारी। 20. परीक्षाओं का सचं ालन: (1) संस्ट्थान द्वारा सेमेस्ट्टर के दौरान और अंत में, छात्रों के जलए संस्ट्थान में िूरी द्वारा आयोजित िेजडट आधाररत मल्ू यांकन और जनधारा ण प्रणाली की जनम्नानुसार व्यवस्ट्था की िाएगीः- (क) िेजडट्स आधाररत मल्ू यांकन प्रणाली, जिसमें िेजडट इकाइयों के बीच सह-संबंध, साप् ताजहक इकाई और घंटे प्रजत सप् ताह के आधार पर समरूपी अध्ययन का भार सजम्मजलत हैं; (ख) अध्ययन के प्रत्येक पाठ्यिम को िेजडट प्रदान ककया गया है, जिसमें स्ट् वत: अध् ययन िेजडट स्ट् कोर सजम्मजलत ह;ै (ग) सह-पाठ्यिम और पाठ्यते र कियाकलाप के जलए प्रदान ककया गया िेजडट; (घ) ग्रेप्डंग स्ट्केल सजहत ग्रेप्डंग प्रणाली; (ङ) िैक्षजणक मल्ू यांकन के घटक, पाठ्यिम संबंधी काय ाऔर िूरी सजहत; (च) ककसी भी पाठ्यिम के मल्ू यांकन और जनधारा ण के मानक और चरण िैसे प्रत् येक पाठ्यिम का मूल् यांकन, सेमेस्ट्ट र के अंत म ेंिूरी द्वारा जनधारा ण और जडिाइन पररयोिना आकलन; (छ) अगले सेमस्ट्े टर या वषा के जलए छात्र की प्रोन्नजत को िाजसत करने वाली पूवा अपेक्षाएं; और (ि) इस प्रकार के अन्य मानदण्ड, िैसा कक संस्ट्थान द्वारा अजधसूजचत ककया िाएं; (2) अध्ययन के कायािम को सफलतापूवाक पूरा करने के जलए प्रत्येक छात्र को अलग-अलग पाठ्यिम स्ट्तर, सेमेस्ट्टर स्ट्तर, वार्षाक ग्रेड प् वाइंट स्ट् तर और स्ट्न ातक पररयोिना स्ट् तर पर िेजडट और मूल्यांकन मानदंडों को पूरा करना होगा। (3) इन अध्यादेिों के लागू होने की तारीख से स्नातकपूवा और स्नातकोत्तर कायािमों हते ,ु िेजडट और मूल्यांकन मानदडं ों को लाग ू ककया िाना तब तक जवजधमान् य होगा तथा िमि: बैचलर ऑफ जडिाइन तथा मास्ट्ट र ऑफ जडिाइन कायािम के अधीन इस प्रयोिन के जलए लाग ू होंगे िब तक कक िैजक्षक सलाहकार सजमजत की जसफाररिों के आधार पर जसनेट द्वारा िेजडट और मूल्यांकन मानदंडों को तैयार और लागू नहीं कर कदया िाता। 21. बचै लर ऑफ जडिाइन (स्ट्न ातकपवू ा जडग्री), मास्ट्ट र ऑफ जडिाइन (स्ट्न ातकोत्त र जडग्री) प्रदान करना - संस्ट्थान अपेजक्षत अध्ययन पाठ्यिम पूरा कर चुके छात्रों को तथा स्नातकपूवा स्ट्तर और स्नातकोत्तर स्ट्तर पर पाठ्यिम सफलतापूवाक परू ा करन े वाल े छात्रों को िमिः बैचलर ऑफ जडिाइन तथा मास्ट् टर ऑफ जडिाइन की जडग्री प्रदान करेगा। 22. बचै लर ऑफ जडिाइन जडग्री - छात्रों के बैच के जलए, जिन्ह ेंदसू रे वष ा से एक उप-जवषय सौंपा गया ह,ै उन्ह ेंछात्रों को दसू रे वषा स े सौंपे गए जवषय म ें मेिर के साथ बैचलर ऑफ जडजाइन की जडग्री और दसू रे वष ा से छात्र को सौंपे गए उप-8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] जवषय में माइनर के साथ जडग्री प्रदान की िाएगी। फाउंडेिन प्रोग्राम के समान पाठ्यिमों और तीसरे स े सातवें सेमेस्ट्टर के अन्य समान पाठ्यिमों के अलावा, छात्र को उस उप-जवषय में माइनर के साथ जडग्री प्रदान करन े के जलए उप-जवषय में न्यूनतम दस िेजडट अर्िता करने होंगे। 23. स्ट्न ातक जडिाइन पररयोिना – प्रत् यके छात्र संबंजधत कायािम के अंजतम सेमेस्ट्ट र म ें जडिाइन पररयोिना बनाएगा तथा जडिाइन के स्ट् वतंत्र पिे ेवर के रूप म ेंअपनी जविेषज्ञता को प्रदर्िात करेगा। 24. परु स्ट्कार और छात्रवजृ त्त अनदु ान - इस अध्यादेि से पहले संस्ट्थान द्वारा छात्रों को कदए िाने वाले पुरस्ट्कार और छात्रवृजत्त अनुदान िारी रहगें े और बाद में, छात्रों के जलए परु स्ट्कार और छात्रवृजत्त अनुदान जसनेट के अनुमोदन और उसके बाद िासी पररषद के जवत्तीय अनुमोदन (यकद कोई हो) स ेकदए िाएंगे। 25. जिकायत जनवारण सजमजत - (1) जिक्षण से संबंजधत जिकायतों का जनवारण करने के जलए जनदेिक द्वारा अकादजमक जिकायत जनवारण सजमजत का गिन ककया िाएगा। (2) सजमजत में कम स ेकम तीन सदस्ट्य, जनदिे क द्वारा संकाय से नामांककत होंग;े (3) ऐसे संकाय सदस्ट्य, जिनके जवरुद्ध कोई जिकायत होगी, उन्ह ें ऐसी सजमजत के सदस्ट्य के रूप म ें नामांककत नहीं ककया िाएगा। (4) िैजक्षक मामलों से संबंजधत ककसी भी जिकायत को पहले कियाकलाप अध्यक्ष (जिक्षा) को प्रस्ट्तुत ककया िाएगा, िो संबंजधत जवधािाखा प्रमुख या संबंजधत प्राजधकाररयों से परामिा करके जिकायत को हल करेगा, समाधान ना होने पर जिकायत को िैजक्षक जिकायत जनवारण सजमजत को सौंपा िाएगा। (5) जिकायत जनवारण सजमजत कियाकलाप अध्यक्ष को अपनी जसफाररिें प्रस्ट्ततु करेगी। (6) जिकायत जनवारण सजमजत की जसफाररिों को संबंजधत छात्र को जिकायत दि ा करन े के एक माह के भीतर सूजचत ककया िाएगा। 26. आपात मामल े – जनदेिक द्वारा, आकजस्ट्मक जस्ट्थजतयों म,ें ककसी िैजक्षक मामले म,ें ऐसी कायावाही करने के जलए अजभजलजखत कारणों हते ु िैसा वह उजचत समझे और ररपोटा करेगा, तथा ऐसी सभी कायावाजहया सीनेट के अनुमोदन के जलए अगली बैिक म ेंसीनेट के समक्ष लाया िाएगा। रमणीक कौर मिीरिया, जनदेिक [जवज्ञापन-III/4/असा./736/2024-25] NATIONAL INSTITUTE OF DESIGN, HARYANA NOTIFICATION Kurukshetra, the 25th November, 2024 F. No. NIDH/GA/06/05/22-23.—In exercise of the powers conferred under section 30 read with section 31 of the National Institute of Design Act 2014 (18 of 2014), the Senate of the Institute hereby makes following Ordinances for the National Institute of Design, Haryana namely: - 1. Short title and commencement. – (1) These Ordinances may be called the National Institute of Design, Haryana Ordinances, 2024. (2) They shall come in to force on the date of their publication in the Official Gazette. 2. Definitions. – (1)In these Ordinances, unless the context otherwise require– (a) “Act” means the National Institute of Design Act, 2014 (18 of 2014); (b) “academic” means the activities concerned with educationties like teaching, learning, practising research and publications; (c) “academic calendar” means the schedule of activities related to academics;[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 9 (d) “academic manual” means the compilation of rules, regulations and guidelines for academic matters; (e) “academic programme” includes the sequence of academic activities leading to a degree, a diploma or a certificate; (f) “academic year” means two regular semester along with a summer and winter break; (g) “assessment” means the continuous process of collecting, analysing, and interpreting evidence of students’ learning and performance in relation to specific learning objectives and criteria and it can be in the form of formative or summative assessment using various methods; (h) “batchmate” means student who has joined the courses of studies of the Institute after qualifying the same entrance test in any particular year; (i) “candidate” means an individual who applies for admission to any undergraduate, postgraduate, doctoral, diploma or certificate programme of the Institute; (j) “certificate” means any academic programme offered by the Institute up to one year duration as approved by the Senate; (k) “convocation” means the convocation of the Institute; (l) “course” includes a sequence of topics which can be covered during a semester; (m) “curriculum of a programme” means a set of courses and other academic activities; (n) “degree” means any undergraduate degree programme, postgraduate degree programme and doctoral degree programme of the Institute; (o) “elective” means the subject offered amongst options in specialised field; (p) “examination” means any procedure used to evaluate the academic performance of a student; (q) “grade” means a letter grade indicating the overall performance of a student in a course or semester or year or programme; (r) “jury” or “jury panel” means a panel of faculty or external experts for evaluation of performance of students during and at the end of semester; (s) “student” means a person registered for any doctoral degree or post graduate degree or undergraduate degree or diploma or certificate as the case may be, and includes a student registered for any programme in full-time or part-time mode of the Institute; (t) “successful completion of courses” means the passing of required examinations, juries and earning requisite credits and grades, by the students of the Institute. (u) “discipline” means a branch of educational programmes or courses related to studies and research offered by the Institute under a particular faculty stream; (v) “evaluation” means analysing the effectiveness and quality of the overall performance of the student and measuring the extent to which students achieve the intended learning outcomes of any course or set of courses together and indicating them on a given scale; (w) “faculty stream” means an academic unit of the Institute engaged in such academic activities as design education, research and development and consultancy having multiple design disciplines;10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (2) Words and expressions used and not defined in these Ordinances but defined in the Act or the Statutes shall have the meanings respectively assigned to them in the Act or the Statutes. (3) If there is any conflict between the words and expressions used or defined in these Ordinances with the Statutes or Act, the corresponding provision of the Statutes of Act shall prevail. 3. Educational Philosophy of the Institute. – (1) The curricula structure, syllabus and teaching or learning methodologies or pedagogical practices adopted by the Institute for all teaching programmes shall include a combination of rational, logical and sequential learning process of innovative theory, research and skills with emphasis on hands-on and minds-on approach to perception, analysis, and visualisation of multiple solutions for design problems, live exposure to design projects and field experience, aimed at meeting academic objectives , namely:- (a) inculcate the ability to think independently and holistically; (b) innovate and learn through creative exploration and experimentation; (c) develop sensitivity to and understanding of cultural diversity; (d) develop felicity in creative problem solving; (e) integrate opportunities for experiential and exponential learning; (f) reinforce and integrate design learning with environmental, technological and social policy issues for strategic design intervention in all fields of the economy; (g) capitalise on the unique strengths in biodiversity, culture and crafts; (h) generate opportunities for design based research; (i) provide opportunities for leadership and management in design domain; and (j) spread the power of design for the benefit of the society; (k) maintain and sustain ethical standards with academic honesty, integrity, and diversity, and to integrate these core values into pedagogical practices that shall determine actions of the present and the future. (2) All academic programmes offered by the Institute shall be oriented to incorporate the following namely: - (a) an interdisciplinary approach to design for transferring culture to viable products and services; (b) strong skill base through hands-on experience; (c) exposure to real life professional situations through structured internship and design projects to provide competitive edge to products and services through design process and application of various design disciplines; (d) awareness of social and ethical dimensions of design; (e) value-based and socially relevant design, and (f) global perspectives in design education and practice; (3) The overall structure of the Institute’s academic programmes shall be a combination of: (a) theory, skills, design projects and field experiences, (b) stakeholders feedback on industry and market needs, (c) supported by cutting edge design studios, skill and innovation labs, (d) the Resource Centre, and such other related infrastructural facilities. Programmes. –(1)The Institute shall offer course of study leading to the award of degrees at undergraduate, post graduate or doctoral level or diploma, certificate in various Design disciplines mentioned under heading “Faculty Streams” of National Institute of Design, Haryana Statutes. (2) These courses may also be conducted in online or hybrid mode as per approval of the Activity Chairperson (Education) and for a full time on campus programme, maximum credits to be earned during an academic year in online mode to be approved by the Senate. The courses as per Programme requirement may also be done from recognized online portals as approved by the Senate. 5. Duration of Programmes.– (1) The duration of undergraduate programmes (Bachelor of Design) shall be eight semesters that commences with two semesters common foundation programme followed by six semesters in Faculty Streams or specialised disciplines including courses of sub-discipline, out of which the last semester shall include graduation project. (2) The maximum duration within which the student is required to complete the study of Bachelor of Design programme will not be more than six years from the year of joining. (3) The student shall be allowed to take Academic Break only once during the entire period of study, during which no resources of the Institute will be used by the student. (4) For students admitted in the Institute for Bachelor of Design programme prior to the notification of these Ordinances would have provision for maximum duration of programme as applicable at the time of their admission. (5) Duration of full-time postgraduate programmes (Master of Design) shall be four semesters in Faculty Streams or specialised disciplines, out of which the last semester shall include graduation project. (6) The duration and mode for part time postgraduate programme shall be as approved by the Senate and the Governing Council and shall also include the graduation project. 6. Eligibility for admission to Bachelor of Design Programmes.– (1) A candidate who has passed Higher Secondary Certificate Examination or equivalent in any stream (Science, Arts, Commerce, Humanities, etc.) from a recognised Board shall be eligible to apply for admission to the Bachelor of Design programmes. (2) A candidate who appears or has appeared for the qualifying examination and whose results have not been declared at the time of application for admission shall be eligible to apply for admission to the Bachelor of Design programme: Provided that such candidate shall, if selected, be granted provisional admission and shall be required to submit the result of the qualifying examination on or before the date specified by the Institute, failing which the candidate’s admission shall stand cancelled. 7. Eligibility for admission to Master of Design Programmes.– (1) The eligibility criteria to apply for admission to the various Master of Design programmes offered by the Institute shall be Bachelor's Degree or equivalent in the relevant field as stipulated by the Senate and the Institute from time to time. (2) A candidate who has appeared for the qualifying examination and whose results have not been declared at the time of application for admission to the Master of12 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] Design programme shall also be eligible to apply for admission to the Master of Design programme: Provided, that such candidate shall, if selected, be granted provisional admission and shall be required to submit the result of the qualifying examination on or before the date as may be specified by the Institute, failing which the candidate’s admission shall stand cancelled. 8. Admission notification.– (1) Admission to the academic programmes shall be notified at the national level through print, electronic media and on the website of the Institute. (2) The admission notification shall include details of academic programmes, number of seats in each courses of study programme, duration of the programmes, minimum eligibility for admission, age-limits, venue for the admission test centers and such other information. (3) The Institute shall also make available admissions brochure information for reference of the prospective students, such brochures shall contain all information related to course programme structure, eligibility criteria for admission, reservation policy, allocation of seats under various categories, duration of the programme, fees structure and such other information. 9. Admission test. – (1) Admissions to the programmes offered at undergraduate, post graduate and doctoral program level shall be granted on the basis of merit at the national level admission test to be conducted by the Institute. (2) The Institute may with the approval of the Governing Council, join any consortium or common entrance examination for the selection of students for the admission through its entrance examination score. 10. Reservation of seats. –The Institute shall follow relevant rules and regulations with respect to reservation of seats for Scheduled Castes, Scheduled Tribes, Other Backward Classes, differently-abled candidates, and other special categories of persons as notified by the Central Government from time to time in this regard. 11. Admission to foreign students. –Fifteen percent seats on supernumerary basis in Bachelor of Design, Master of Design and Doctoral Programmes of studies shall be reserved for foreign student: Provided that foreign students applying for admission to these programmes shall also be required to clear the admission test and be eligible for the admission as per defined criteria established in the Admission Handbook with prior approval of the Senate. 12. Admission committee and admission cell.– (1) The admission committee and the admission cell shall be duly constituted by the Director. (2) The admission committee shall with the prior approval of the Senate lay down the norms and procedures for the admission tests. (3) The admission cell shall implement the norm, procedure and criteria referred to in sub- paragraph (2). 13. Enrolment of students.– (1) Every student offered admission to a programme at the Institute shall submit to the academic office of the Institute within the stipulated period, such academic certificates and documents as may be required, failing which their candidature stands cancelled.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 13 (2) Every student offered admission shall pay the tuition and other fees and deposits as notified by the Institute, within the stipulated period, failing which their candidature stands cancelled. (3) Upon payment of fees and deposits and upon verification and submission of all mandatory documents, the Institute shall provide an Enrolment Number to the student. (4) The Enrolment Number shall be the permanent reference number in all records of the Institute pertaining to the student concerned. (5) The date of initial registration for Bachelor of Design, Master of Design or doctoral programme shall normally be the date on which the student formally registers for the respective program upon payment of fees which shall be construed as the date of joining the programme for all purposes. (6) During the period of candidature, the enrolment of a student may be terminated on disciplinary grounds, in accordance with the disciplinary rules of the Institute. 14. Tuition and other fees and deposits. – The prescribed tuition fees, other fees and deposits, except mess charges, as approved by the Governing Council, shall be payable by all students at the beginning of each academic year or semester as notified by the Institute. 15. Attendance, absence and leave for the students. – (1) A student shall be required to have minimum attendance at all lectures, tutorials, studio work, workshop practice sessions, field work, seminars and such other interfaces as may be determined by the Senate from time to time. (2) Any leave or absence other than for medical reasons shall require prior approval of the Discipline Lead. (3) Only such students who fulfill the minimum required attendance including approved leave of absence, if any, shall be eligible to appear for semester end Jury. 16. Student discipline and conduct.–(1) Every student shall observe discipline and maintain decorum both inside and outside the campus and shall not indulge in any activity which may bring disrepute to the Institute. (2) Every student shall observe the code of conduct stipulated in the Academic Manual/ Student Handbook. (3) Any act of indiscipline committed by a student shall be dealt with in accordance with the norms and procedure stipulated in the respective manuals or handbook. 17. Academic calendar. –The Activity Chairperson (Education) in consultation with the Deans of the Institute Campuses and the Discipline leads, shall prepare and finalise the academic calendar of teaching and research programmes at the Institute and its campuses prior to beginning of each academic year. 18. The Foundation Programme – (1) The Bachelor of Design programme shall commence with a one year common Foundation Programme. (2) The Foundation Programme shall provide the necessary direction, stimuli, facilities and experience to foster creativity and design thinking. (3) Allocation of discipline choice and sub-discipline choice of the student for the B.Des. Courses at the end of the common Foundation Programme shall be based on merit-cum- choice basis, for the number of seats prescribed in each discipline.14 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 19. Maintenance of Student Records – The Registrar Office shall maintain a personal record of every student admitted to the academic programmes at the respective campuses and such personal information shall be kept confidential. The personal file shall contain - (a) Personal data filled by the student at the time of admission; (b) Information about parents and local guardian; (c) medical history and fitness certificate submitted at the time of admission; (d) all undertakings submitted by the student; (e) copy of any warning letters or memos etc. issued to the student; (f) communication with the student or parent or guardian, if any; (g) copy of all evaluation grade sheets and academic progress reports issued to the students; (h) record of admission to the hostel including payment of fees; and (i) record of payment of fees of institute and all such other information relevant to the study and campus life of the students. 20. Conduct of examinations. –(1) The Institute shall have credit based evaluation and assessment system, for the students during and at the end of semester conducted by the Jury as under: - (a) credits based evaluation system including correlation between credit units, week units and the corresponding study load in terms of hours per week; (b) credits assigned to each course of study including self-learning credit courses; (c) credits assigned for co-curricular and extra-curricular activities; (d) grading system including grading scales; (e) components of academic evaluation including coursework and jury; (f) parameters and stages of evaluation and assessment, viz., individual course evaluation, semester- end jury assessment, and Design Project assessment; (g) pre-requisites governing advancement of a student to the next semester or year; and (h) such other criteria as may be notified by the Institute; (2) A student shall be required to fulfill credit and evaluation at individual course level, semester level, annual grade point level and Graduation Project level for successful completion of a programme of study. (3) The credits and evaluation norms for undergraduate and postgraduate programmes applicable on the date of commencement of these Ordinances shall remain valid and apply for purpose under the Bachelor of Design and Master of Design programmes respectively until the credit and evaluation norms are prepared and notified by the Senate on the recommendation of the Academic Advisory Committee. 21. Award of Bachelor of Design (Under Graduate Degree), Master of Design (Post graduate Degree). – The Institute shall confer Bachelor of Design and Master of Design degrees on the students who have undergone requisite courses of studies and on successful completion of courses at Undergraduate level and Post Graduate level respectively. 22. Bachelor of Design Degree.–For the batch of students who have been assigned a sub- discipline from the second year, Bachelor of Design degree to be awarded with Major in the discipline assigned to the student from second year and with Minor in the sub-discipline assigned to the student from the second year. Apart from Common courses of Foundation[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 15 Programme and other common courses from third to seventh semester a student must earn minimum ten credits in a sub-discipline to be awarded the Degree with Minor in that sub- discipline. 23. Graduation Design Project.–Each student shall undertake a Design Project and demonstrate expertise as independent practitioner of design in the last semester of the respective programme. 24. Awards and Scholarship Grants. – Awards and Scholarship Grants for students constituted by the Institute prior to constitution of this Ordinance would continue and subsequently, Awards and Scholarships Grants for students would be constituted with the approval of Senate and subsequent financial approval (if any) of the Governing Council. 25. Grievances Redressal Committee. –(1) The Director shall appoint Academic Grievances Redressal Committee to address grievances relating to academic matters. (2) The Committee shall comprise at least three members of the faculty to be nominated by the Director. (3) A faculty against whom a grievance is made shall not be nominated as a member of such Committee. (4) Any grievance related to academic matters shall first be submitted to the Activity Chairperson (Education), who shall resolve the grievance in consultation with the Discipline lead concerned or the authorities concerned, failing which the grievance shall be referred to the Grievances Redressal Committee. (5) The Grievances Redressal Committee shall submit its recommendations to the Activity Chairperson- Education. (6) The recommendations of the Grievances Redressal Process shall be communicated to the student concerned within a month of filing of the grievance. 26. Emergent Cases. – The Director may, in emergent situations for reasons to be recorded in writing take such action on any academic matter, as deemed appropriate and report it at the next meeting of the authority concerned and all such actions shall be brought before the Senate in its next meeting for the approval of the Senate.
