-20/07/2023.-—राष्ट्रीय जडजाइन संस्ट्थान अजधजनयम, 2014 (2014 का 18) की धारा 31 के साथ पठित धारा 30 के तहत प्रदत् त िजियों का प्रयोग करते हुए संस्ट्थान की सीनेट राष्ट्रीय जडजाइन संस्ट्थान, आंध्र प्रदेि के जलए जनम्नजलजखत अध्यादिे बनाती ह,ै नामत: - 1. सजं िप्त नाम और प्रारंभ - (1) इन अध्यादेिों का संजिप्त नाम राष्ट्रीय जडजाइन संस्ट्थान, आंध्र प्रदेि अध्यादेि, 2024 होगा। (2) य ेअध्यादेि िासकीय रािपत्र में इनके प्रकाजित होने की तारीख से लागू होंगे। 2. पठरभाषाएं – (1) इन अध्यादेिों में, िब तक कक संदभ भकी दजृ ि से अन्यथा अपेजित न हो- (क) 'अजधजनयम' का अथ भराष्ट्रीय जडजाइन संस्ट्थान अजधजनयम, 2014 (2014 का 18) ह;ै (ख) 'िैजिक' का तात् पयभ जििा से संबंजधत कियाकलापों से ह ै िैसे जििण, अध्ययन, अभ् यास, अनुसंधान और प्रकािन; (ग) 'अकादजमक कैलडें र' का अजभप्रते िैिजणक कियाकलापों के कायभिम से ह;ै (घ) 'िैजिक मैनअु ल’ का अजभप्रेत अकादजमक मामलों से संबंजधत जनयमों, जिजनयमों और कदिाजनदेिों के संकलन स े ह।ै 4669 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (ङ) 'िैजिक कायभिम' म ें िैिजणक कियाकलापों के अनुिम सम्मजलत हैं; जिसके पठरणामस्ट्िरूप एक जडग्री, जडप्लोमा या एक प्रमाण पत्र प्राप्त होता ह;ै (च) 'िैजिक िष'भ का तात् पय भ ग्रीष्मािकाि या िीतकालीन अिकाि सजहत के साथ-साथ दो जनयजमत सेमेस्ट्टर स े ह।ै (छ) ‘आकलन’ का तात् पय भ जिजिष्ट अध् ययन उद्दश्े यों के संबंध म ें छात्रों के अध् ययन और कायभजनष्प ादन के साक्ष्य एकत्र करने, उनका जिश् लषे ण करने तथा उनकी व् याख् या करने की जनरंतर प्रकिया से ह ै तथा यह जिजभन्न पद्धजतयों का इस्ट्तेमाल करके रचनात्मक और योगात्मक आकलन के रूप म ेंहो सकता है; (ि) 'अभ्यथी' स े तात् पयभ एक ऐस े व्यजि स े ह ै िो संस्ट्थान के ककसी भी स्ट् नातक, स्नातकोत्तर, डॉक्टोरल, जडप्लोमा या प्रमाण-पत्र कायभिम में प्रिेि के जलए आिेदन करता ह;ै (झ) 'प्रमाण-पत्र' का तात् पयभ सीनेट द्वारा यथाअनुमोकदत एक िष भ तक की अिजध का संस्ट्थान द्वारा प्रस्ट्ताजित ककसी िैिजणक कायभिम से ह;ै (ञ) 'दीिांत' का तात् पयभ संस्ट्थान के दीिांत समारोह स ेह;ै (ट) 'पाठ्यिम' में जिषयों का ऐसा िम िाजमल ह ैिो एक सेमेस्ट्टर के दौरान पूरे ककए िा सकते ह;ै (ि) ‘पाठ्यिम कायभ’ का तात् पय भ दिनभ िास्ट् त्र म ें डॉक्ट रेट (डॉक्टर ऑफ कफलॉसॉफी) करन े िाल े ठरसच भ स्ट् कॉलर द्वारा ककए िाने िाले अध् ययन पाठ्यिम से ह;ै (ड) 'कायभिम की पाठ्यचयाभ' का तात्प यभ जनजहत पाठ्यिमों का समूह और अन्य िैिजणक गजतजिजधयों से ह;ै (ढ) 'जडग्री' का तात् पय भ संस्ट् थान के ककसी स्नातक जडग्री कायभिम, स्ट्न ातकोत् तर जडग्री कायभिम और डॉक्ट ोरल जडग्री कायभिम से ह;ै (ण) ‘जिधा’ का तात् पयभ ककसी जििेष जिषय के तहत संस्ट्थ ान द्वारा कराए िान े िाल े अध् ययन और अनुसंधान से संबंजधत िैिजणक कायभिमों या पाठ्यिमों की िाखा से ह;ै (त) 'ऐजछछक' का तात् पयभ जििेषज्ञ िेत्र के जिकल् पों म ेंसे प्रस्ट्ताजित जिषय स े ह;ै (थ) ‘मूल् यांकन’ का तात् पयभ ककसी छात्र के समग्र प्रदिनभ की प्रभाजिता और गुणित् ता का जिश्ल षे ण करन े और उस मात्रा का मापना ह ै िहां तक छात्र न े ककसी पाठ्यिम अथिा एक से अजधक पाठ्यिमों के िांछनीय अध् ययन पठरणामों को प्राप् त ककया ह ैतथा उन् ह ेंकदए गए पैमान े पर दिाभना ह;ै (द) 'परीिा' का तात् पयभ छात्र के ििै जणक प्रदिनभ का आकलन और मल्ू यांकन करन े के जलए प्रयिु प्रकिया स े ह;ै (ध) ‘संकाय के जिषय’ का तात् पयभ संस्ट् थान की ऐसी िैजिक इकाई से ह ै िो जडिाइन, अनुसधं ान और जिकास तथा अनेक जडिाइन जिधाओं िसै ी परामिी सेिाओं अकादजमक गजतजिजधयों म ेंसंलग् न ह;ै (न) 'श्रेणी' (ग्रेड) का तात् पय भ एक अिर से दिाभए िान े िाली श्रणे ी से ह ै िो एक पाठ्यिम या सेमेस्ट्ट र या िष भ या कायभिम में एक छात्र के प्रदिभन को इंजगत करती ह;ैं (प) ‘संस्ट् थान’ का तात् पय भराष्र ीय जडिाइन संस्ट्थ ान, आंध्र प्रदेि और इसके पठरसरों से ह;ै (फ) 'िूरी' अथिा ‘िूरी पनै ल’ का तात् पय भ ककसी पाठ्यिम कायभ अथिा सेमेस्ट्टर के अंत म ें छात्रों के प्रदिभन के मूल्यांकन के जलए संकाय या बाहरी जििेषज्ञों के पैनल स ेह;ै (ब) ‘ठरसचभ स्ट् कॉलर’ का तात् पयभ इन अध् यादेिों के तहत डॉक्ट ोरल जडग्री कायभिम के जलए पंिीकृत ककसी व् यजि से ह;ै (भ) 'छात्र' से तात्पयभ ऐसे व् यजि से ह ै िो डॉक्टोरल या स्नातकोत्तर जडग्री या स्नातक जडग्री या जडप्लोमा या प्रमाण-पत्र कायभिम, िैसा भी मामला हो, के जलए पंिीकृत ह ै तथा इसमें संस्ट्थ ान के पूणभकाजलक या अंिकाजलक कायभिम म ेंपंिीकृत छात्र िाजमल ह;ैं[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 (2) िब्द और पद जिनका प्रयोग यहां ककया गया ह ै और इन जनयमों म ें पठरभाजषत नहीं ह,ै लेककन अजधजनयम या संजिजध म ें पठरभाजषत ह,ैं उनका िही अथभ होगा िो िमि: उन् ह ेंअजधजनयम या संजिजध म ें कदया गया ह;ै (3) यकद इन अध् यादेिों में प्रयुक् त या पठरभाजषत िब्द ों और पदों तथा संजिजध या अजधजनयम म ें प्रयुक् त और पठरभाजषत िब् दों या पदों में अतं र होता ह ैतो संजिजध या अजधजनयम के संबंजधत प्रािधान मान्य होंगे। 3. सस्ट्ं थान की ििै जणक अिधारणा : (1) सभी अध् यापन पाठ्यिमों हते ु पाठ्यिम संरचना, पाठ्य जििरण और जििण या जििण कायभिमों अथिा पद्धजतयों के जलए सस्ट्ं थान द्वारा अपनाए गए तरीकों म ें अजभनि जसद्धातं , अनुसंधान और कौिल की औजचत् यपूणभ, तार्कभक और िजमक अध् ययन प्रकियाएं िाजमल होंगी, जिसमें जडिाइन समस्ट्य ाओं के जलए बहु-समाधान के दजृ िकोण, जिश् लषे ण और दश्ृ य परकता की व् यिहाठरक और सैद्धांजतक अिधारणा, जडिाइन पठरयोिनाओं के लाइि एक् सपोिर और फील्ड अनुभि पर िोर कदया गया है, जिसका लक्ष्य अन् य बातों के साथ-साथ जनम्न जलजखत िैजिक उद्देश् यों को पूरा करना ह,ै नामत: - क. परु ानी श्रेष्ि पद्धजतयों स ेसीखना, ितभमान में इसका उपयोग करना और सतत भजिष्य का जनमाभण करना ख. स्ट्ितंत्र और समग्र रूप स ेसोचने की िमता जिकजसत करना; ग. रचनात्मक अन्िेषण और प्रयोग के माध्यम से अजभनिीकरण एिं जििण; घ. सांस्ट्कृजतक जिजिधता के जलए संिेदनिीलता और समझ जिकजसत करना; ड. समस्ट्याओं को रचनात्मक रूप से हल करने की उपयुिता जिकजसत करना; च. अनुभिात्मक और प्रजतपादक जििण के जलए अिसरों का एकीकरण करना, छ. अथभव्यिस्ट्था के सभी िेत्रों में रणनीजतक जडजाइन कायभिम के संदभभ में पयाभिरण, तकनीकी और सामाजिक नीजत संबंधी मुद्दों के साथ जडजाइन जििण को सुदढ़ृ तथा एकीकृत बनाना; ि. िैि जिजिधता, संस्ट्कृजत और जिल्प की जिजिष्ट िजियों का उपयोग करना; झ. जडजाइन आधाठरत अनुसंधान के जलए अिसर उत्पन्न करना; ञ. जडिाइन के िेत्र म ेंनेतृत् ि और प्रबंधन के जलए अिसर उपलब् ध कराना; त. समाि के जहत के जलए अछछ े और ककफायती जडजाइन से समस्ट्य ा समाधान, अिसर जनमाभण और राष्र जनमाभण हते ु जडिाइन की िमता का प्रसार करना। थ. िैजिक ईमानदारी, सत् यजनष्ि ा और जिजिधता के साथ नैजतक मानकों को बनाए रखना तथा इन मूल् यों को जििण पद्धजत में िाजमल करना िो ितमभ ान और भजिष्य के कायों को जनधाभठरत करेंगे। (2) सस्ट्ं थान द्वारा प्रस्ट्ताजित सभी जििण कायभिम जनम्नजलजखत को िाजमल करने के जलए चलाए िाएंग,े नामत: - क. व्यिहाय भ उत्पादों और सेिाओं के जलए संस्ट्कृजत अंतरण हते ु जडजाइन के प्रजत एक अंतर-जिषयक दजृ िकोण युक् त जिषय; ख. अनुभि और जसद्धांतों के माध्यम से मिबूत कौिल आधार जिकजसत करना; ग. संरचनाबद्ध इंटनभजिप और जडजाइन पठरयोिनाओं के माध्यम से िास्ट्तजिक िीिन से िडु ी प्रोफेिनल जस्ट्थजतयों के जलए अिसर, जडजाइन की प्रकिया और जिजभन्न जडजाइन जिधाओं के अनुप्रयोग के माध्यम से उत्पादों और सेिाओं के जलए प्रजतस्ट्पधा भमें िृजद्ध; घ. जडजाइन के सामाजिक और नैजतक आयाम के बारे म ेंिागरूकता पैदा करना; ङ. मल्ू य आधाठरत और सामाजिक रूप से प्रासंजगक जडजाइन, और च. जडजाइन जििा और व्यिहार म ेंिैजिक दजृ िकोण। (3) सस्ट्ं थान के जििण कायभिम की समग्र संरचना जनम्न जलजखत का संयोिन होगी – (क) अनुभि के साथ जसद्धांत, कौिल, जडजाइन पठरयोिना और फील्ड का अनुभि; (ख) सगं त उद्योग जहतधारकों और बािार की आिश्यकता के जिश् लेषण से फीडबैक;4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (ग) अत्य ाधुजनक जडजाइन स्ट्टूजडयो, कौिल और अजभनि प्रयोगिालाए;ं (घ) ज्ञान प्रबंधन केंद्र, और ऐसी अन्य संबंजधत अिसंरचनागत सुजिधाएं; (ड.) बौजद्धक संसाधन। 4. कायिभ म – सस्ट्ं थान, जिजभन् न सकं ाय जिषयों अथिा ककसी संकाय जिषय की ऐसी जिधा म ें स्ट्न ातक, स्ट्न ातकोत् तर, डॉक्ट ोरल, जडप्ल ोमा और प्रमाण-पत्र कायभिम प्रदान करेगा, जिससे छात्रों को अध् ययन पाठ्यिम सफलतापूिभक पूरा करन े पर संबंजधत जडग्री, जडप् लोमा अथिा प्रमाण-पत्र प्राप् त होगा। 5. स्नातक कायिभ म- (1) यह संस्ट्थान, औद्योजगक जडिाइन में बैचलर ऑफ जडिाइन, संचार जडिाइन में बैचलर ऑफ जडिाइन तथा िस्ट् त्र और पठरधान जडिाइन में बैचलर ऑफ जडिाइन के तहत पाठ्यिम उपलब्ध कराएगा। (2) बैचलर ऑफ जडिाइन कायभिम चार िैजिक िषों का होगा, जिसम ेंप्रत्येक म ें दो सेमेस्ट्टर िाजमल होंगे। (3) बैचलर ऑफ जडिाइन कायभिम को पूरा करन े की अजधकतम अिजध छह िैजिक िषभ होगी और इसम ें स्नातक कायभिमों म ें जनधाभठरत िैजिक िषभ को दोहरान े और िैजिक अिकाि लेना िाजमल होगा। (4) ककसी भी संकाय जिषय म ें सभी बैचलर ऑफ जडिाइन कायभिमों म ें िरुु आती दो सेमेस्ट्टर कॉमन फाउंडेिन प्रोग्राम के रूप म ें होंगे। (5) फाउंडेिन प्रोग्राम के बाद जिधा या संकाय जिषय का आबंटन उनके फाउंडिे न प्रोग्राम म ें छात्रों के प्रदिभन पर आधाठरत होगा और फाउंडेिन प्रोग्राम के बाद जिधा या संकाय जिषय का आबंटन स्नातक कायभिम के अनुसार होगा। (6) फाउंडेिन प्रोग्राम के बाद संकाय जिषय म ें जििण के छह सेमेस्ट्टर या ककसी भी संकाय के जिषयों के तहत ककसी भी जििेषज्ञता या ककसी भी सकं ाय के जिषयों के तहत कोई जििेषज्ञता िाजमल ह।ै (7) छह सेमेस्ट्टर म ें से, अंजतम सेमेस्ट्टर म ें संबंजधत संकाय जिषय या तदनुसार जििेषज्ञता के जलए प्रासंजगक स्नातक पठरयोिना िाजमल होगी। (8) ऐसे अभ्यथी जिन्होंने ककसी मान्यता प्राप्त बोडभ से ककसी जिषय (जिज्ञान, कला, िाजणज्य, मानजिकी, आकद) म ें हायर सेकेण्डरी सर्टभकफकेट परीिा या समतुल्य की परीिा उत्तीणभ की हो, बैचलर ऑफ जडिाइन कायभिम में प्रिेि के जलए आिेदन करन े के जलए पात्र होंगे। (9) कोई अभ् यथी जिसने भारत के अजतठरक्त ककसी अन् य दिे से अहतभ ा प्राप् त की ह ै जिसे भारत सरकार द्वारा मान् यता दी गई ह ैिह भी बैचलर ऑफ जडिाइन कायभिम म ेंप्रिेि के जलए पात्र होगा। (10) ऐस े अभ्यथी िो पात्रता परीिा म ें बैिे हों और जिनका पठरणाम प्रिेि के जलए आिेदन करत े समय घोजषत नहीं ककया गया हो िे भी बेचलर ऑफ जडजाइन कायभिम म ेंप्रिेि हते ु आिेदन करने के जलए पात्र होंगे। बिते कक ऐसे अभ्यथी यकद चयजनत होते ह ैं तो उन्ह ें अनंजतम प्रिेि कदया िाएगा और उनके द्वारा संस्ट्थान द्वारा यथाजनधाभठरत तारीख तक या उससे पूिभ पात्रता परीिा का पठरणाम प्रस्ट्तुत करना होगा, ऐसा न करने पर अभ्यथी का प्रिेि जनरस्ट्त कर कदया िाएगा। (11) संस्ट्थ ान, पूणभकाजलक (जनयजमत) बैचलर ऑफ जडिाइन कायभिम ऑफलाइन तरीके से संचाजलत करेगा तथा गजतजिजध अध् यि (जििा) के पिू ाभनुमोदन स े कुछ पाठ्यिम ऑनलाइन और हाइजिड मोड, यकद अपेजित हो, स े संचाजलत कर सकता ह।ै (12) सीनेट, िासी पठरषद ् के पूिाभनुमोदन से प्रत् येक जिधा में सभी बैचलर ऑफ जडिाइन कायभिमों के जलए स्ट् नातक कायभिम तैयार और प्रकाजित करेगी। 6. जडप्ल ोमा अथिा प्रमाण-पत्र कायभिम – संस्ट्थ ान, सीनेट द्वारा संस्ट् थान की िासी पठरषद ् के पिू ाभनुमोदन स े तैयार और प्रकाजित कायभिमों के अनुसरण में ककसी जिधा अथिा जििेषज्ञता में जडप् लोमा अथिा प्रमाण-पत्र कायभिम उपलब्ध करा सकता ह।ै[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 5 7. प्रििे अजधसचू ना – (1) ििै जणक कायभिमों के जलए प्रिेि के जलए अजधसूचना, प्प्रंट, इलक्े रॉजनक मीजडया और सस्ट्ं थान की िेबसाइट पर तथा अन् य मीजडया, िैसा कक िासी पठरषद ् द्वारा जनदिे जनदेि कदया गया हो, के िठरए राष्ट्रीय स्ट्तर पर प्रकाजित की िाएगी, जिसमें अन् य के साथ-साथ आिदे न प्रपत्र िमा करने की अंजतम तारीख का उल्ल ेख होगा। (2) प्रिेि की अजधसूचना म ें ििै जणक कायभिमों का ब्यौरा, प्रिेि के जलए उनका पात्रता मानदंड, उपलब् ध सीटों की संख् या तथा जिजभन् न श्रेजणयों के तहत उनका आबंटन, आरिण नीजत, कायभिम की अिजध, िुल्क संरचना, आय ु सीमा, प्रिेि परीिा केन्द्रों के स्ट्थान, चयन प्रकिया तथा समय-सीमा और अन् य सूचना िाजमल होगी िैसा कक िासी पठरषद ्द्वारा जनणभय ककया गया हो। (3) प्रिेि स े संबंजधत िारी िानकारी प्रिेि पुजस्ट्तका अथिा जििरजणका अथिा सूचीपत्र (प्रोस्ट् पेक्ट स) के रूप म ें िारी की िाएगी तथा भािी छात्रों को उपलब्ध कराई िाएगी। 8. प्रििे परीिा – (1) संस्ट्थ ान स्ट् नातक, स्ट् नातकोत् तर और डॉक्ट ोरल स्ट् तर के जिजभन् न कायिभ मों में प्रिेि हते ु अभ् यर्थभयों को चयन करने के जलए राष्र ीय स्ट् तर की प्रिेि परीिा आयोजित करेगा। (2) संस्ट्थ ान, िासी पठरषद ् के पूिाभनुमोदन से, छात्रों का चयन करन े के जलए प्रिेि परीिा अंकों के िठरए प्रिेि हते ु ककसी कंसोर्टभयम अथिा साझा प्रिेि परीिा में भाग ले सकता ह।ै 9. सीटों का आरिण - सस्ट्ं थान, राष्ट्रीय महत्ि के संस्ट्थानों के जलए समय-समय पर केंद्र सरकार द्वारा अजधसूजचत अनुसूजचत िाजत, अनुसूजचत िनिाजत, अन्य जपछडा िगभ, कदव्य ांग अभ्यर्थभयों और अन्य जििेष श्रणे ी के व्यजियों के जलए आरिण स ेसंबंजधत प्रासंजगक जनयमों और जिजनयमों का पालन करेगा। 10. जिदेिी छात्रों का प्रििे – प्रत् यके कायभिम में प्रिेि के जलए सीटों की आबंठटत संख् या के अलािा जिदेिी छात्रों के जलए अजधसख्ं य आधार पर पंद्रह प्रजतित सीटें आरजित होंगी। 11. प्रििे सजमजत और प्रििे प्रकोष्ि – (1) जनदिे क द्वारा प्रिेि सजमजत और प्रिेि प्रकोष्ि का जिजधित् रूप से गिन ककया िाएगा। (2) सीनेट के पूिाभनुमोदन से प्रिेि सजमजत प्रिेि परीिा के िठरए अभ् यर्थभयों का चयन करन े के जलए मानक, प्रकिेया और मानदंड जनधाभठरत करेगी। (3) प्रिेि प्रकोष्ि उप-परै ाग्राफ (2) म ेंसंदर्भभत मानकों, प्रकियाओं और मानदंडों को कायाभजन्ित करेगा। 12. छात्रों का नामाकं न – (1) सभी छात्र जिनको संस्ट्थान के ककसी कायभिम में प्रिेि कदया गया है, उन्ह ें जनधाभठरत समय-सीमा में यथा अपेजित िैिजणक प्रमाण पत्र और दस्ट्तािेिों को िैिजणक कायाभलय में िमा कराना होगा, ऐसा न करने पर उनका प्रिेि रद्द कर कदया िाएगा। (2) सभी छात्र, जिन् ह ें संस्ट्थान के ककसी कायभिम में प्रिेि कदया गया ह ै उन्ह ें जनधाभठरत समय सीमा में अपेजित जििण िुल्क और अन्य िल्ु कों का भगु तान करना होगा, ऐसा न करन े पर प्रिेि रद्द कर कदया िाएगा। (3) िल्ु क और अन् य राजि का भुगतान करने तथा सभी अजनिायभ दस्ट्तािेि का सत्यापन करने के पश्चात संस्ट्थान छात्र को एक नामांकन नंबर प्रदान करेगा। (4) उि नामांकन संख्या, संबंजधत छात्र के जलए संस्ट्थ ान के सभी अजभलेखों में स्ट्थायी संदभभ संख्या होगी चाह ेछात्र के िैिजणक मामल े कोई भी हों, िसै े िैिजणक सत्र, ठरपीट, अकादजमक िेक। (5) कायभिम के जलए प्रारंजभक पंिीकरण तारीख, आमतौर पर छात्र द्वारा औपचाठरक रूप से िुल्क के भुगतान की तारीख होगी जिसे कायभिम से संबंजधत सभी प्रयोिनों के जलए प्रिेि की तारीख माना िाएगा। (6) सस्ट्ं थान के अनुिासनात्मक जनयमों के अनुसार ककसी छात्र के नामांकन को अनुिासनात्मक आधार पर समाप्त ककया िा सकता ह।ै 13. जििण और अपेजित होगी िैसा कक समय-समय पर सीनेट द्वारा जनधाभठरत ककया िाएगा। 15. छात्रों का अनिु ासन और आचरण - (1) सभी छात्रों को संस्ट्थान के भीतर एि ं बाहर अनुिासन का पालन करत े हुए मयाभदा बनाये रखना आिश्यक ह,ै और ि े ऐसी गजतजिजधयों िो संस्ट्थान की प्रजतष्ठा धूजमल कर सकती ह,ैं म ें सजं लप्त नहीं होंगे। (2) प्रत्येक छात्र िैिजणक सलाहकार सजमजत द्वारा समय-समय पर जनधाभठरत आचार संजहता का पालन करेगा। (3) ककसी छात्र द्वारा अनुिासनहीनता या कदाचार या आचार संजहता का उल्लघं न या ककसी प्रकार के पेिेिर कदाचार के ककसी भी कृत्य के संबंध म,ें सस्ट्ं थान के ििै जणक सलाहकार सजमजत द्वारा संगत जनयमों, जिजनयमों, जनधाभठरत मानदंडों और प्रकिया के अनुसार ििै जणक अनुिासनात्मक सजमजत द्वारा कारभिाई की िाएगी। 16. ििै जणक कैलडें र: अनिु ासन प्रमुखों के परामिभ से कियाकलाप अध्यि (जििा) और कैंपस के डीन, प्रत्येक िैिजणक िष भ की िुरुआत स े पहले, संस्ट्थान और उनके कैंपस के जििण और अनुसंधान कायभिमों के िैजिक कैलडें र को तैयार करेगा और अंजतम रूप दगे ा। 17. छात्रों के ठरकाड भ का रखरखािः (1) रजिस्ट्रार संबंजधत कैंपस में िैिजणक कायभिमों म ें प्रिेि लने े िाल े प्रत्येक छात्र की व्यजिगत िानकारी रखेगा और ऐसी व्यजिगत िानकारी को गोपनीय रखा िाएगा। (2) व्यजिगत फाइल म ेंजनम्नजलजखत उपलब्ध होंगेः- (क) प्रिेि के समय छात्र द्वारा भरे व्यजिगत डेटा, (ख) माता-जपता और स्ट्थानीय अजभभािक के बारे में िानकारी, (ग) प्रिेि के समय प्रस्ट्ततु की गई जचककत्सकीय िानकारी और कफटनेस प्रमाण-पत्र, (घ) छात्र द्वारा प्रस्ट्तुत की गई सभी िचनबद्धताए,ं (ङ) छात्र को िारी ककए गए ककसी चेतािनी-पत्र या ज्ञापन आकद की प्रजत, (च) छात्र / जपता / अजभभािक के साथ पत्राचार, यकद कोई हो (छ) सभी मल्ू यांकन ग्रेड िीट्स, छात्रों को िारी िैिजणक प्रगजत ठरपोटभ और अन्य प्रमाणपत्र या पत्रों की प्रजत, (ि) फीस के भुगतान सजहत छात्रािास में प्रिेि के ठरकाडभ, और (झ) संस्ट्थान की फीस के भुगतान का ठरकाडभ और छात्रों के अध्ययन एिं कैम्पस लाइफ से सबं ंजधत के अन्य सभी िानकारी। 18. परीिाओं का सचं ालन: (1) संस्ट्थान द्वारा सेमेस्ट्टर के दौरान और अंत में, छात्रों के जलए संस्ट्थान में िेजडट आधाठरत आकलन और मूल्यांकन प्रणाली की जनम्नानुसार व्यिस्ट्था की िाएगीः- (क) िेजडट्स आधाठरत मूल्यांकन प्रणाली जिसम ें िेजडट इकाइयों के बीच म ें संबंध, अिजध और साप्ताजहक घंटों के आधार पर समरूपी अध्ययन का भार िाजमल हैं, (ख) अध्ययन के प्रत्येक पाठ्यिम को िेजडट सौंपा गया है, (ग) सह-पाठ्यिम और पाठ्यते र गजतजिजधयों के जलए प्रदान ककया गया िेजडट; (घ) ग्रेप्डंग स्ट्केल सजहत ग्रेप्डंग प्रणाली, (ङ) पाठ्यिम सबं ंधी कायभ सजहत िैिजणक मल्ू यांकन के घटक और िूरी, (च) मानक और ककसी भी पाठ्यिम के मल्ू यांकन एि ंआकलन के चरण; (छ) अगले सेमस्ट्े टर या िषभ के जलए छात्र की प्रोन्नजत को िाजसत करने िाली पूिभ अपेिाएं, (ि) इस प्रकार के अन्य मानदण्ड िैसा कक संस्ट्थान द्वारा अजधसूजचत ककया िाए;ं (2) अध्ययन के कायभिम को सफलतापूिभक परू ा करने के जलए प्रत्येक छात्र को अलग-अलग पाठ्यिम स्ट्तर, सेमेस्ट्टर स्ट्तर पर िेजडट और मल्ू यांकन मानदंडों को परू ा करना होगा।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 7 (3) े िब तक कक इन अध्यादेिों के अंतगभत िैजिक सलाहकार सजमजत की जसफाठरिों के आधार पर सीनेट द्वारा िेजडट और मूल्यांकन मानदडं ों को तैयार और लागू नहीं कर कदया िाता। 19. जिकायत जनिारण सजमजतः (1) जििण से संबंजधत जिकायतों का जनिारण करन े के जलए जनदेिक द्वारा िैिजणक मामलों से संबंजधत जनिारण सजमजत का गिन ककया िाएगा। (2) सजमजत में कम स ेकम तीन सदस्ट्य जनदेिक द्वारा संकाय से नामांककत होंगे; (3) ऐसे संकाय सदस्ट्य जिनके जिरूद्ध कोई जिकायत होगी, उन्ह ें ऐसी सजमजत के एक सदस्ट्य के रूप में नामांककत नहीं ककया िाएगा। (4) िैिजणक मामलों स े संबंजधत ककसी भी जिकायत को पहल े कियाकलाप अध्यि (जििा) को प्रस्ट्तुत ककया िाएगा िो संबंजधत अनुिासन अध्यि या संबंजधत प्राजधकाठरयों के साथ परामि भ करके जिकायत को हल करेगा, समाधान न होने पर जिकायत को िैिजणक जिकायत जनिारण सजमजत को सौंपा िाएगा। (5) जिकायत जनिारण सजमजत कियाकलाप अध्यि (जििा) को अपनी जसफाठरिें प्रस्ट्तुत करेगी। (6) जिकायत जनिारण प्रकिया की जसफाठरिों को संबंजधत छात्र को जिकायत दिभ करन े के एक माह के भीतर सूजचत ककया िाएगा। 20. अतं राष्ट्रभ ीय और घरेल ू सबं धं – संस्ट्थान, छात्र या संकाय के आदान-प्रदान, प्रजििण, अनुसंधान, पारस्ट्पठरक कायभिमों और पठरयोिनाओं के रूप म ें समान कायभिेत्र और अकादजमक रुजच िाल े सािभिजनक और जनिी संस्ट्थानों और सगं िनों के साथ राष्ट्रीय और अंतराष्ट्रभ ीय स्ट्तर पर संबंध बनाएगा। 21. आकजस्ट्मक मामलःे जनदिे क द्वारा, आकजस्ट्मक जस्ट्थजतयों में, ककसी भी िैिजणक मामले में, अपने जििेकानुसार उपयिु जनणभय जलया िा सकता ह ै और इसके संबंध में संबंजधत प्राजधकारी की अगली बैिक म ें उनके द्वारा ठरपोटभ ककया िाएगा तथा ऐसे सभी जनणभयों को सीनेट के अनुमोदन के जलए उसकी अगली बैिक में सीनेट के समि लाया िाएगा। डॉ. एन. तेि लोजहत रेड्डी, आईएएस, कायभिाहक जनदेिक [जिज्ञापन-III/4/असा./338/2024-25] NATIONAL INSTITUTE OF DESIGN, ANDHRA PRADESH NOTIFICATION Vijayawada, the 6th June, 2024 F.No. Senate – 20/07/2023.—In exercise of the powers conferred under section 30 read with section 31 of the National Institute of Design Act 2014 (18 of 2018), the Senate of the Institute hereby makes the following Ordinances for the National Institute of Design, Andhra Pradesh, namely: 1. Short title and commencement. – (1) These Ordinances may be called as the National Institute of Design, Andhra Pradesh Ordinances, 2024. (2) They shall come into force from the date of their publication in the Official Gazette. 2. Definitions. – (1) In these Ordinances, unless the context otherwise requires – (a) “Act” means the National Institutes of Design Act, 2014 (18 of 2014); (b) “academic” means the activities concerned with educations like teaching, learning, practising, research and publication; (c) “academic calendar” means the schedule of activities related to academics; (d) “academic manual” means the compilation of rules, regulations and guidelines pertaining to academic matters; (e) “academic programme” includes the sequence of academic activities leading to a degree, a diploma or a certificate; (f) “academic year” means two regular semesters along with a summer or winter break.8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (g) “assessment” means the continuous process of collecting, analysing, and interpreting evidence of students' learning and performance in relation to specific learning objectives and criteria, and it can be in the form of formative or summative assessment using various methods; (h) “candidate” means an individual who applies for admission to any undergraduate, postgraduate, doctoral, diploma or certificate programme of the Institute; (i) “certificate” means any academic programme offered by the Institute up to one-year duration approved by the Senate; (j) “convocation” means the convocation of the Institute; (k) “course” includes a sequence of topics that can be covered during a semester; (l) “coursework” means the courses of study to be undertaken by a Research Scholar registered for the Doctor of Philosophy programme; (m) “curriculum of a programme” means a set of courses and other academic activities; (n) “degree” means any undergraduate degree programme, postgraduate degree programme and Doctoral degree programme of the institute; (o) “discipline” means a branch of educational programmes or courses related to studies and research offered by the Institute under a particular faculty stream; (p) “elective” means the subject offered amongst options in a specialised field; (q) “evaluation” means analysing the effectiveness and quality of the overall performance of the student and measuring the extent to which students achieve the intended learning outcomes of any course or set of courses together and indicating them on a given scale; (r) “examination” means any procedure used to assess and evaluate the academic performance of a student; (s) “faculty stream” means an academic unit of the Institute engaged in such academic activities as design education, research and development and consultancy having multiple design disciplines; (t) “grade” means a letter grade indicating the performance of a student in a course or semester or year or programme; (u) “Institute” means the National Institute of Design, Andhra Pradesh and its campuses; (v) “jury” or “jury panel” means a panel of faculty or external experts for evaluation of the performance of students at the end of any coursework or semester; (w) “research scholar” means a person registered for the doctoral degree programme under these Ordinances; (x) “student” means a person registered for any doctoral degree or postgraduate degree or undergraduate degree or diploma or certificate, as the case may be, and includes a student registered for any programme in full-time or part-time mode of the Institute; (2) The words and expressions used and not defined in these ordinances but defined in the Act or the Statutes shall have the meanings respectively assigned to them in the Act or the Statutes. (3) If there is any conflict between the words and expressions used or defined in these Ordinances with the Statutes or Act, the corresponding provisions of the Statutes or Act shall prevail. 3. Educational Philosophy of the Institute. – (1) The curricula structure, syllabus and teaching or learning methodologies or pedagogical practices adopted by the Institute for all teaching programmes shall include a combination of rational, logical and sequential learning processes of innovative theory, research and skills with the emphasis on the hands-on and minds-on approach to perception, analysis, and visualisation of multiple solutions for design problems, live exposure to design projects and field experience, aimed at meeting, inter alia, the following academic objectives, namely: -- (a) practicing the best of the past, relevance of today and sustainable tomorrow; (b) inculcate the ability to think independently and holistically; (c) innovate and learn through creative exploration and experimentation; (d) develop sensitivity towards and understanding of cultural diversity; (e) develop felicity in creative problem-solving;[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 9 (f) integrate opportunities for experiential and exponential learning; (g) reinforce and integrate design learning with environmental, technological and social policy issues for strategic design intervention in all fields of the economy; (h) capitalise on the unique strengths in biodiversity, culture and crafts; (i) generate opportunities for design-based research; (j) provide opportunities for leadership and management in the design domain; (k) spread the power of design for problem-solving, opportunity creation, and nation building with good and affordable design to benefit society; (l) maintain and sustain ethical standards with academic honesty, integrity, and diversity and to integrate these core values into pedagogical practices that shall determine actions of the present and the future. (2) All academic programmes offered by the Institute shall be oriented to incorporate the following, namely: – (a) a subject-specific with an interdisciplinary approach to design for transferring culture to viable products and services; (b) strong skill base through hands-on and minds-on experience; (c) exposure to real-life professional situations through structured internships and design projects to provide a competitive edge to products and services through the design process and application of various design disciplines; (d) awareness of social and ethical dimensions of design; (e) value-based and socially relevant design; (f) global perspectives in design education and practice. (3) The overall structure of the Institute’s academic programmes shall be a combination of – (a) theory, skills, and design projects with field experience; (b) feedback from relevant industry stakeholders and analysis of market needs; (c) cutting-edge design studios, skill and innovation labs; (d) knowledge Management Centre, and other such related infrastructural facilities; (e) intellectual resources. 4. Programmes. – The institute shall offer the undergraduate, postgraduate, doctoral degree, diplomas and certificate programmes in various faculty streams or any discipline in a faculty stream leading to the award of the respective degrees, diplomas or certificates on the students upon successful completion of the courses of study. 5. Undergraduate Programmes. – (1) The institute shall offer courses under Bachelor of Design in Industrial Design, Bachelor of Design in Communication Design, and Bachelor of Design in Textile and Apparel Design. (2) The Bachelor of Design programme shall be of four academic years comprising two semesters in each. (3) The maximum duration to complete the Bachelor of Design programme shall be six academic years and include the academic year repeat and academic break as stipulated in the undergraduate programmes. (4) All the Bachelor of Design programmes in any faculty stream shall have an initial two semesters as a common foundation programme. (5) The discipline or faculty stream allocation after the foundation programme shall be based on the performance of the students in their foundation programme and the allocation of the discipline or faculty stream after the foundation programme shall be as per the undergraduate programmes. (6) The foundation programme is followed by six semesters of learning in a faculty stream or any specialisation under any of the faculty streams. (7) Out of the six semesters, the final semester shall include a graduation project relevant to the respective faculty stream or specialisation accordingly.10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (8) A candidates who has passed or appears for the Higher Secondary Certificate Examination or equivalent in any stream (Science, Arts, Commerce, Humanities, etc.) from any recognised Board shall be eligible to apply for admission to the Bachelor of Design programme. (9) A candidates who possess the qualification from any country other than India, recognized by the Central Government shall also be eligible for admission to the Bachelor of Design programme. (10) A candidate who appears or has appeared for the qualifying examination and whose results has not been declared at the time of application for admission shall be eligible to apply for admission to the Bachelor of Design programme: Provided that such candidates shall, if selected, be granted provisional admission and shall be required to submit the result of the qualifying examination on or before the date specified by the Institute, failing which the candidate’s admission shall stand cancelled. (11) The institute shall offer the Bachelor of Design programmes in full-time (regular) and in offline mode and may offer some of the courses in online and hybrid mode, if required, with the prior approval of the Activity Chairperson (Education). (12) The Senate shall with the prior approval of the Governing Council prepare and publish an undergraduate programmes for all Bachelor of Designs programme in each discipline. 6. Diploma or certificate programme. – The institute may offer any Diploma or certificate programmes in any discipline or specialisation, in accordance with the programmes prepared and published by the Senate, with the prior approval of the Governing Council of the institute. 7. Admission notification. – (1) Admission to all the academic programmes shall be notified at the national level through print, electronic media and on the website of the Institute and such other media as may be directed by the Governing Council, which inter alia, shall mention the last date for submission of application form. (2) The admission notification shall include the details of academic programmes offered, their eligibility criteria for admission, number of seats available and allocation of the same under various categories, reservation policy, duration of the programme, fee structure, application fee, age limits, venues for the admission test centres, selection process and timeline, and such other information as may be decided by the Governing Council. (3) All the information related to the admission may also be supplied as an admission booklet or brochure or prospectus and made available to the prospective students. 8. Admission test. – (1) The Institute shall conduct a national-level admission test to select the candidates for admission into its various programmes on offer at undergraduate, postgraduate and Doctoral levels. (2) The Institute may with the prior approval of the Governing Council also join any consortium or common entrance examination for the selection of students for the admission through its entrance examination score. 9. Reservation of seats. – The Institute shall follow relevant rules and regulations with respect to reservation of seats for Scheduled Castes, Scheduled Tribes, Other Backward Classes, differently-abled candidates, and other special categories of persons as notified by the Central Government from time to time for Institutions of National Importance. 10. Admission to foreign students. – Fifteen percent seats on supernumerary basis shall be reserved for foreign students over and above the allocated number of seats for admission to each programme. 11. Admission Committee and Admission Cell. – (1) The admission committee and the admission cell shall be duly constituted by the Director. (2) The admission committee with prior approval of the Senate shall lay down the norms, procedures and criteria for selection through the admission tests. (3) The admission cell shall implement the norms, procedures and the criteria referred to in sub-paragraph (2). 12. Enrolment of students. – (1) Every student offered admission to a programme at the Institute shall submit to the academic office of the Institute within the stipulated period, such academic certificates and documents as may be required, failing which their candidature shall stand cancelled. (2) Every student offered admission shall pay the tuition and other fees and deposits as notified by the Institute, within the stipulated period, failing which their candidature shall stand cancelled.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 11 (3) Upon payment of fees and deposits and upon verification and submission of all mandatory documents, the Institute shall provide an Enrolment Number to the student. (4) The Enrolment Number shall be the permanent reference number in all records of the Institute pertaining to the student concerned irrespective of the students’ academic incidents, such as academic year, repeat or academic break. (5) The date of initial registration for any programme shall normally be the date on which the student formally registers for the respective programme upon payment of fees which shall be construed as the date of joining the programme for all purposes. (6) The enrolment of a student may be terminated on disciplinary grounds, in accordance with the disciplinary rules of the Institute. 13. Tuition and other fees and deposits. – The prescribed tuition fees, other fees and deposits, except mess charges, as approved by the Governing Council, shall be payable by all students at the beginning of each academic year or semester as notified by the Institute. 14. Attendance, absence and leave for students. – A student shall be required to have minimum attendance at all lectures, tutorials, studio work, workshop practice sessions, field work, seminars and such other interfaces to become eligible for course evaluations, semester end jury, as may be determined by the Senate from time to time. 15. Student discipline and conduct. – (1) Every student shall observe discipline and maintain decorum both inside and outside the campus and shall not indulge in any activity which may bring disrepute to the Institute. (2) Every student shall observe the code of conduct stipulated by the Academic Advisory Committee from time to time. (3) Any act of indiscipline or misconduct or violations of the code of conduct or any kind of professional misconduct by any student, shall be dealt by the Academic Disciplinary Committee in accordance with the relevant rules, regulations, norms or procedure stipulated by the Academic Advisory Committee of the institute. 16. Academic Calendar. – The Activity Chairperson (Education) and Dean of the campus, in consultation with the Discipline leads, shall prepare and finalise the academic calendar of teaching and research programmes at the Institute and its campuses prior to the beginning of each academic year. 17. Maintenance of student records. – (1) The Registrar shall maintain a personal record of every student admitted to the academic programmes at the respective campuses and such personal information shall be kept confidential. (2) The personal file shall contain: – (a) personal data filled by the student at the time of admission; (b) information about parents and local guardian; (c) medical history and fitness certificate submitted at the time of admission; (d) all undertakings submitted by the student; (e) copy of any warning letters or memos issued to the student; (f) communication with the student or parent or guardian, if any; (g) copy of all evaluation grade sheets, academic progress reports and any certificates or letters issued to the students; (h) record of admission to the hostel including payment of fees; and (i) record of payment of fees of the institute and all such other information relevant to the study and campus life of the students. 18. Conduct of Examinations. – (1) The Institute shall have credit based assessment and evaluation system, for the students during and at the end of the semester conducted as under: – (a) credits-based evaluation system including correlation between credit units, duration and the corresponding study load in terms of hours per week; (b) credits assigned to each course of study; (c) credits assigned for co-curricular and extra-curricular activities;12 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (d) grading system including grading scales; (e) components of academic evaluation including coursework and jury; (f) parameters and stages of evaluation and assessment of any course; (g) prerequisites governing advancement of a student to the next semester or year; (h) such other criteria as may be notified by the Institute; (2) A student shall be required to fulfil credit and evaluation norms at every individual course level and semester level for successful completion of a programme of study. (3) The credits and evaluation norms for undergraduate and postgraduate programmes applicable on the date of commencement of these Ordinances shall remain valid and apply for the purpose of evaluation of all the programmes until the credit and evaluation norms are prepared and notified by the Senate on the recommendation of the Academic Advisory Committee under these Ordinances. 19. Grievances Redressal Committee. – (1) The Director shall appoint an Academic Grievances Redressal Committee to address grievances relating to academic matters. (2) The Committee shall comprise at least three members of the faculty to be nominated by the Director. (3) The faculty against whom a grievance is made, shall not be nominated as a member of such Committee. (4) Any grievance related to academic matters shall first be submitted to the Activity Chairperson (Education), who shall resolve the grievance in consultation with the Discipline Lead concerned or the authorities concerned, failing which the grievance shall be referred to the Grievances Redressal Committee. (5) The Grievances Redressal Committee shall submit its recommendations to the Activity Chairperson (Education). (6) The recommendation of the Grievances Redressal Process shall be communicated to the student concerned within a month of filing of the grievance. 20. International and domestic linkages. – The Institute shall maintain linkages at the national and international level with public and private institutes and organisations with similar orientation and academic interest in the form of student or faculty exchange, training, research, twinning programmes and projects. 21. Emergent Cases. – The Director may, in emergent situations, take such decision and action on any academic matter as deemed appropriate and report it at the next meeting of the authority concerned and all such decisions shall be brought before the Senate in its next meeting for the approval of the Senate.
