(ग)'िैजिक कैलडें र' म ेंजवजभन्न िैिजणक कियाकलापों की तारीखें सजममजलत हैं; 4590 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (घ)'िैजिक कदिा-जनदेि’ स े िैजिक मामलों के जनयमों और जवजनयमों का संकलन अजभप्रेत है, िैसाकक िैजिक सलाहकार सजमजत अथवा संकाय फोरम द्वारा जसफाठरि की गई ह ैऔर सीनेट द्वारा अनुमोकदत की गई ह;ै (ङ.)'िैजिक कायािम' में िैिजणक कियाकलापों के अनुिम सममजलत ह,ैं जिसके पठरणामस्ट्वरूप जडग्री प्राप्त होती है; (च) 'िैजिक वषा' से ग्रीष्मावकाि अथवा िीतावकाि सजहत दो जनयजमत सेमेस्ट्टर अजभप्रेत ह;ै (छ) 'अभ्यथी' से ऐसा व्यजि अजभप्रेत ह,ै िो संस्ट्थान के स्नातक कायािम में प्रवेि के जलए आवेदन करता है; (ि) 'दीिांत' से संस्ट्थान का दीिांत समारोह अजभप्रते ह;ै (झ) 'पाठ्यिम' म,ें जवषयों के िम िो एक सेमेस्ट्टर के दौरान परू े ककए िा सकत े है; सजममजलत ह;ै (ञ) 'कायािम की पाठ्यचयाा' स ेपाठ्यिमों का समूह और अन्य िैिजणक गजतजवजधयां अजभप्रेत हैं; (ट) 'जडग्री' से संस्ट्थान का कोई भी स्नातकजडग्री कायािम अजभप्रते ह;ै (ि) ‘जवधा’ से ककसी जविेष संकाय जवषय (स्ट्रीम) के अंतगात सस्ट्ं थान द्वारा प्रदान ककए िान े वाले अध्ययन और अनुसंधान स े संबंजधत िैिजणक कायािमों अथवा पाठ्यिमों की िाखा अजभप्रेत ह;ै (ड) ‘ऐजछछक’ स ेजविेषज्ञ िेत्र में जवकल्पों में स ेप्रस्ट्ताजवत जवषय अजभप्रेत हैं; (ढ) 'परीिा' स ेछात्र के िैिजणक प्रदिान का मल्ू यांकन करने के जलए प्रयुि कोई प्रकिया अजभप्रेत है; (ण) 'श्रेणी' से एक अिर श्रेणी, िो ककसी पाठ्यिम में छात्र के समग्र प्रदिान को इंजगत करती हैं, अजभप्रते ह;ै (त) 'िूरी' अथवा 'िूरी पनै ल' से सेमेस्ट्टर के दौरान और अतं में छात्रों के प्रदिान के मल्ू यांकन के जलए संकाय या बाहरी जविेषज्ञों का एक पनै ल अजभप्रते ह;ै (थ) 'छात्र' स े ऐसा व्यजि अजभप्रेत ह,ै िो ककसी पणू ाकाजलक स्रातक कायािम के जलए रजिस्ट्रीकृत ह ै जिसके पठरणामस्ट्वरूप उसे संस्ट्थान स ेस्नातक की जडग्री प्राप्त होगी; (3)िब्द और पद जिनका प्रयोग यहा ं ककया गया ह ै और इन अध्यादिे ों में पठरभाजषत नहीं है, लेककन अजधजनयम म ें या संजवजध पठरभाजषत ह,ैं उनका वही अथ ाहोगा िो अजधजनयम या संजवजध में हैं; (4)इन अध्यादेिों में प्रयोग ककए गए अथवा पठरभाजषत िब्दों और पदों का पठरजनयमों अथवा अजधजनयम म ें प्रयोग ककए गए अथवा पठरभाजषत िब्दों और पदों से कोई मतभेद होन े पर पठरजनयमों अथवा अजधजनयम के संबंजधत उपबंध लाग ू होंगे। 3. सस्ट्ं थान का िजै िक दिना ः(1) पाठ्यिम संरचना, पाठ्य जववरण और जििण या सभी जििण कायािमों के जलए संस्ट्थान द्वारा अपनाई गई सीखने की पद्धजतयों में जसद्धांत अनुसंधान व कुिलता के युजिसगं त, तार्काक और िजमक अजभनव प्रकिया के संयोिन को िाजमल ककया िाएगा, जिसम ें धारणा के प्रजत व्यावहाठरक और बौजद्धक दजृ िकोण, जवश्लेषण और जडजाइन समस्ट्याओं के जलए बहु-समाधानकी पठरकल्पना करन,े जडजाइन पठरयोिनाओं के जलए लाइव एक्सपोिर और संबंजधत जवषयके अनुभव पर बल कदया गया ह,ै जिसका उद्देश्य जनम्नजलजखत िैिजणक उद्देश्यों की पूर्ता करना है; (क) स्ट्वतंत्र और समग्र रूप से सोचने की िमता जवकजसत करना; (ख) रचनात्मक अन्वेषण और प्रयोग के माध्यम से अजभनवीकरण एवं जििण; (ग) सांस्ट्कृजतक जवजवधता के जलए संवेदनिीलता और समझ जवकजसत करने के जलए; (घ) समस्ट्याओं को रचनात्मक रूप से हल करन े की उपयिु ता जवकजसत करना;[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 (ड) अनुभव आधाठरत जििण के जलए अवसरों को एकीकृत करना; (च) अथाव्यवस्ट्था के सभी िेत्रों में कायानीजतक जडजाइन हस्ट्तिेप के संदभ ा म ें पयाावरण, तकनीकी और सामाजिक नीजत संबंधी मुद्दों के साथ जडजाइन जििण पर बल देना और उसे एकीकृत करना; (छ) िैव जवजवधता, संस्ट्कृजत और जिल्प म ेंजनजहत अनूिी िजियों का उपयोग करना; (ि) जडजाइन आधाठरत अनुसंधान के जलए अवसर उत्पन्न करना; (झ) जडजाइन वृजत्त के जलए नेतृत्व प्रदान करना; और (ञ) समाि और उद्यागों के जहत के जलए जडजाइन की उपयोजगता का प्रसार करना। (2) सस्ट्ं थान द्वारा प्रस्ट्ताजवत सभी जििण कायािमों को जनम्नजलजखत को िाजमल करने के जलए अनुकूल बनाया िाएगा:- (क) जडजाइन के प्रजत एक अतं र्वाषयक दजृ िकोण; (ख) व्यावहाठरक अनुभव के माध्यम से मिबूत कौिल आधार जवकजसत करना; (ग) संरचनाबद्ध इंटनाजिप और जडजाइन पठरयोिनाओं के माध्यम से वास्ट्तजवक िीवन से िुडी प्रोफेिनल जस्ट्थजतयों के जलए अवसर, जडजाइन की प्रकिया और जवजभन्न जडजाइन जवधाओं के अनप्रु योग के माध्यम से उत्पादों और सेवाओं के जलए प्रजतस्ट्पधाा म ेंवृजद्ध; (घ) जडजाइन के सामाजिक, सास्ट्ं कृजतक और नैजतक आयाम के बारे में िागरूकता उत्पन्न करना; (ड) मल्ू य आधाठरत और सामाजिक रूप से प्रासंजगक जडजाइन; और (च) जडजाइन जििा और व्यवहार में वैजिक दजृिकोण; (3) संस्ट्थान के जििण कायािम की समग्र संरचना जसद्धांत, कौिल, जडजाइन पठरयोिनाओं, अनुसंधान और िेत्र के अनुभवों और उद्योग और बािार की आवश्यकता के बारे में जहतधारकों के फीडबैक का एक संयोिन होगा, तथा इसे अत्याधुजनक जडजाइन स्ट्टूजडयो, कौिल और अजभनव प्रयोगिालाओं, एवं ज्ञान प्रबंधन केंद्र, और ऐसी अन्य संबंजधत जविस्ट्तरीय ढांचागत सुजवधाएं प्राप्त होंगी। 4. स्नातक कायिा म- (1) यह सस्ट्ं थान, राष्ट्रीय जडिाइन संस्ट्थान, असम संजवजध, 2023 के "संकाय जवषय" िीषाक के अधीन उजल्लजखत जवजभन्न जडिाइन और अन्य संबंजधत िेत्रों (िैसे, जलबरल आटा, लजलत कला, आकद) में बैचलर ऑफ जडजाइन जडग्री प्रदान करने के जलए अध्ययन के पाठ्यिम उपलब्ध कराएगा। (2) बैचलर ऑफ जडिाइन कायािम चार िैजिक वषों का होगा, जिसमें प्रत्येक में दो सेमस्ट्े टर िाजमल होंगे। (3) बैचलर ऑफ जडिाइन कायािम को पूरा करन े की अजधकतम अवजध छह िैजिक वषा होगी और इसमें स्नातक कायािमों में जनधााठरत िैजिक वष ा को दोहराने और िैजिक अवकाि लेना िाजमल होगा। (4) ककसी भी संकाय जवषय म ें सभी बैचलर ऑफ जडिाइन कायािमों में िुरुआती दो सेमेस्ट्टर कॉमन फाउंडिे न प्रोग्राम के रूप में होंगे। (5) फाउंडेिन प्रोग्राम के बाद जवधा या संकाय जवषय का आबंटन उनके फाउंडेिन प्रोग्राम म ें छात्रों के प्रदिान पर आधाठरत होगा और फाउंडेिन प्रोग्राम के बाद जवधा या संकाय जवषय का आबंटन स्नातक कायािम के अनुसार होगा। (6) फाउंडेिन प्रोग्राम के पश्चात् सकं ाय जवषय में जििण के छह सेमेस्ट्टर या ककसी भी संकाय के जवषयों के अधीन ककसी भी जविेषज्ञता या ककसी भी संकाय के जवषयों के अधीन कोई जविेषज्ञता िाजमल होती ह।ै (7) छह सेमेस्ट्टर में स,े अंजतम सेमस्ट्े टर म ें संबंजधत संकाय जवषय या तदनुसार जविेषज्ञता के जलए प्रासंजगक स्नातक पठरयोिना िाजमल होगी।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (8) ऐसे अभ्यथी जिन्होंने ककसी जवषय (जवज्ञान, कला, वाजणज्य, मानजवकी, आकद) से ककसी मान्यता प्राप्त बोडा से हायर सेकेण्डरी सर्टाकफकेट परीिा या समतुल्य परीिा उत्तीण ा की हो, बैचलर ऑफ जडिाइन जडग्री कायािम म ें प्रवेि के जलए आवेदन करन े के जलए पात्र होंग।े (9) अभ्यथी िो पात्रता परीिा में बैिे हों और जिनका पठरणाम प्रवेि के जलए आवेदन करते समय घोजषत नहीं ककया गया हो वे भी बैचलर ऑफ जडजाइन जडग्री कायािम में प्रवेि हते ु आवेदन करन े के जलए पात्र होंगे। परन्त ु ऐसे अभ्यथी चयजनत होते ह ैं तो उन्ह ें अनंजतम प्रवेि कदया िाएगा और उनके द्वारा संस्ट्थान द्वारा यथाजनधााठरत तारीख तक या उससे पूवा पात्रता परीिा का पठरणाम प्रस्ट्तुत करना अपेजित होगा, ऐसा न करन े पर अभ्यथी का प्रवेि जनरस्ट्त कर कदया िाएगा। 5. प्रविे सबं धं ी अजधसचू ना -(1) िैिजणक कायािमों में प्रविे के जलए अजधसूचना, प्प्रंट, इलक्े रॉजनक मीजडया के माध्यम स े राष्ट्रीय स्ट्तर पर, संस्ट्थान की वबे साइट पर और ऐसे अन्य मीजडया पर अजधसूजचत की िाएगी िैसा कक िासी पठरषद द्वारा जनदेि कदया गया हो, जिसमें आवेदन पत्र िमा करन े की अंजतम तारीख का उल्लेख होगा। (2) प्रवेि की अजधसूचना म ें िैिजणक कायािमों का ब्यौरा, प्रत्येक अध्ययन कायािम में सीटों की संख्या, कायािमों की अवजध, प्रवेि के जलए न्यूनतम पात्रता, आय ुसीमा, प्रवेि परीिा केन्द्रों के स्ट्थान तथा ऐसी अन्य सूचना होगी। (3) भावी छात्रों को प्रवेि पुजस्ट्तका या जववरजणका या प्रोस्ट्पेक्टस के रूप म ें प्रवेि स े संबंजधत सभी सूचनाएं उपलब्ध कराई िाएंगी। 6. प्रविे परीिा–(1) स्नातक, स्नातकोत्तर और डॉक्टोरल स्ट्तरों पर इसके जवजभन्न कायािमों में प्रवेि के जलए अभ्यर्थायों के चयनके जलए संस्ट्थान द्वारा राष्ट्रीय स्ट्तर पर प्रवेि परीिा संचाजलत की िाएगी। (2) संस्ट्थान, िासी पठरषद के पूवा अनुमोदन से, अपन े प्रवेि स्ट्कोर के माध्यम से प्रवेि के जलए छात्रों के चयन हते ु ककसी भी कंसोर्टायम या समान प्रवेि परीिा में भी िाजमल हो सकता है। 7. जवदेिी छात्रों का प्रविे ः अजधसंख्य आधार पर 15% सीटें, अध्ययन के जवस्ट्तार कायािम के जलए जवदेिी राष्ट्रीयता के अभ्यर्थायों को प्रदान की िाएंगी; 8.छात्रों का नामाकं न - (1) सभी छात्र, जिनको संस्ट्थान के ककसी कायािम में प्रवेि कदया गया है, उन्ह ें जनधााठरत समय- सीमा में यथाअपेजित ििै जणक प्रमाण पत्र और दस्ट्तावेिों को िैिजणक कायाालय म ें िमा कराना होगा, ऐसा न करन े पर उममीदवारी रद्द कर दी िाएगी। (2) प्रत्येक छात्र जिनको संस्ट्थान में प्रवेि कदया गया ह ै उन्ह ें जनधााठरत समय सीमा में संस्ट्थान द्वारा अजधसूजचत जििण िुल्क, अन्य िल्ु कों और िमा-राजि का भुगतान करना होगा, ऐसा न करन े पर उममीदवारी रद्द कर दी िाएगी। (3) लागू िल्ु क और िमा-राजि का भुगतान करने पर सभी अजनवाया दस्ट्तावेिों का सत्यापन करने और उन्ह ें िमा करने के पश्चात संस्ट्थान छात्र को एक नामांकन नंबर प्रदान करेगा। (4) उि नामांकन संख्या, संबंजधत छात्र के संबंध में संस्ट्थान सभी अजभलेखों में स्ट्थायी संदभ ासंख्या होगी। (5) जवस्ट्तार कायािम के जलए प्रारंजभक रजिस्ट्रीकरण तारीख, आमतौर पर छात्र द्वारा कायािम के जलए औपचाठरक रूप स े िुल्क के भुगतान की तारीख होगी। इस तारीख को कायािम स ेसंबंजधत सभी कायों और प्रयोिनों के जलए ज्वाइप्नगं तारीख माना िाएगा। (6) ककसी भी छात्र के नामांकन को, संस्ट्थान के अनिु ासनात्मक जनयमों के अनुसार, अनिु ासनात्मक आधार पर समाप्त ककया िा सकता ह।ै 9. सीटों का आरिणः संस्ट्थान, राष्ट्रीय महत्व के संस्ट्थानों के जलए समय-समय पर भारत सरकार द्वारा अजधसूजचत अनुसूजचत िाजत, अनुसूजचत िनिाजत, अन्य जपछडा वगा, आर्थाक रूप स े कमिोर वग ा (ईडब्ल्यूएस), जभन्न रूप म ें अिि अभ्यर्थायों और अन्य जविेष श्रणे ी के व्यजियों के जलए सीटों के आरिण के संबंध में प्रासंजगक जनयमों और जवजनयमों का पालन करेगा।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 5 10. जििण और अन्य िल्ु क तथा िमा-जनधााठरत जििण िुल्क, अन्य िुल्क तथा िमा, मसे प्रभार को छोडकर िैसा कक िासी पठरषद द्वारा अनुमोकदत ककया गया ह,ै सभी छात्रों द्वारा प्रत्येक िैजिक वष ा या सेमेस्ट्टर के आरंभ म ें देय होगा िैसा कक संस्ट्थान द्वारा अजधसूजचत ककया गया है। 11. छात्रों की उपजस्ट्थजत, अनपु जस्ट्थजत और अवकािः छात्रों की उपजस्ट्थजत, अनुपजस्ट्थजत और अवकाि िैजिक कदिाजनदिे ों के अनुसार जवजनयजमत ककया िाएगा। 12. छात्रों का आचरण-(1) सभी छात्रों को संस्ट्थान के भीतर एवं बाहर अनुिासन का पालन करत े हुए मयाादा बनाए रखना आवश्यक ह,ै और वे ऐसी गजतजवजधयों िो संस्ट्थान को बदनाम कर सकती हैं, में जलप्त नहीं होंगे। (2) प्रत्येक छात्र द्वारा “छात्र सचू ना सामग्री” के भाग के रूप में प्रदान ककए गए “छात्रों के जनयम और जवजनयम” में जनजहत आचार संजहता का पालन ककया िाएगा। (3) ककसी छात्र द्वारा अनुिासनहीनता के ककसी भी कृत्य के संबंध म,ें “छात्र सूचना सामग्री” के भाग के रूप म ें प्रदान ककए गए “छात्रों के जलए जनयम और जवजनयम” में जनधााठरत मानदंडों और प्रकिया के अनुसार अनुिासनात्मक सजमजत द्वारा कारावाई की िाएगी। 13.ििै जणक कैलडें र: अनुिासन प्रमुखों के परामिा से कियाकलाप अध्यि (जििा), प्रत्येक िैिजणक वषा की िुरुआत स े पहले, अनुमोदन के जलए सीनेट के समि संस्ट्थान के जििण कायािमों के िैजिक कैलेंडर को तयै ार करेगा और प्रस्ट्ततु करेगा। 14. फाउंडेिन प्रोग्राम-(1) जवस्ट्तार कायािम, एक वषा के समान फाउंडेिन प्रोग्राम के साथ प्रारंभ होगा। (2) फाउंडिे न प्रोग्राम छात्रों को आवश्यक कदिा, प्रेरणा, सुजवधाओं और अनुभव प्रदान करेंगे ताकक उनकी रचनात्मकता एवं जडिाइन संबंधी दजृ िकोण को बढावा जमले। (3) फाउंडेिन प्रोग्राम के जलए िेजडट और मल्ू यांकन िैजिक कदिाजनदेिों के अनुसार जवजनयजमत ककया िाएगा। (4) जवस्ट्तार पाठ्यिमों के छात्रों को समान फाउंडेिन प्रोग्राम के अंत में जवषय के जवकल्प का आंबटन, उनकी योग्यता-सह- जवकल्प के आधार पर, प्रत्येक जवधा की जनधााठरत सीटों और िजै िक कदिाजनदेिों के अनुसार जवजनयजमत ककया िाएगा। 15. छात्रों के ठरकाड ा का रखरखावः संस्ट्थान का रजिस्ट्रार कायाालय, िैिजणक कायािमों म ें प्रवेि लेन े वाल े प्रत्येक छात्र की व्यजिगत फाइल रखेगा और ऐसी व्यजिगत िानकारी को गोपनीय रखा िाएगा। व्यजिगत फाइल म ें जनम्नजलजखत को अंतर्वाि होगा- (क) प्रवेि के समय छात्र द्वारा भरा गया व्यजिगत डेटा; (ख) माता-जपता और स्ट्थानीय अजभभावक के बारे में िानकारी; (ग) प्रवेि के समय प्रस्ट्ततु की गई जचककत्सकीय िानकारी और कफटनेस प्रमाण-पत्र; (घ) छात्र द्वारा प्रस्ट्तुत की गई सभी वचनबंध; (ङ) छात्र को िारी ककए गए ककसी चेतावनी-पत्र या ज्ञापन आकद की प्रजत; (च) छात्र या जपता या अजभभावक के साथ पत्राचार, यकद कोई हो; (छ) सभी मल्ू यांकन ग्रेड िीट्स और छात्रों को िारी िैिजणक प्रगजत ठरपोटा की प्रजत; (ि) फीस के भुगतान सजहत छात्रावास में प्रवेि के ठरकाडा; और (झ) संस्ट्थान की फीस के भुगतान का ठरकाडा और छात्रों के अध्ययन एवं कैमपस लाइफ से संबंजधत अन्य सभी िानकारी।6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 16. परीिाओं का सचं ालन:(1) िूरी द्वारा संचाजलत सेमेस्ट्टर के दौरान और अतं में, छात्रों के जलए संस्ट्थान म ें िेजडट आधाठरत मूल्यांकन और मूल्याकं न प्रणाली (िैसा कक िैजिक कदिाजनदेि में कदया गया ह)ै की जनम्नानुसार व्यवस्ट्था की िाएगीः- (क) िेजडट्स आधाठरत मूल्यांकन प्रणाली, जिसमें िेजडट इकाइयों के बीच सह-संबंध, सप्ताह इकाइयों और साप्ताजहक घंटों के आधार पर समरूपी अध्ययन का भार िाजमल हैं; (ख) अध्ययन के प्रत्येक पाठ्यिम को प्रदान ककया गया िेजडट; (ग) सह-पाठ्यिम और पाठ्येत्तर गजतजवजधयों कोप्रदान ककया गया िेजडट; (घ) ग्रेप्डंग स्ट्केल सजहत ग्रेप्डंग प्रणाली; (ङ) पाठ्यिम संबंधी काय ा सजहत िैिजणक मल्ू यांकन के घटक और िूरी; (च) मानक और मूल्यांकन एवं आकलन के चरण अथाात, अलग-अलग पाठ्यिम मूल्याकं न, सेमेस्ट्टर के अंत म ें िूरी मूल्यांकन, और जडजाइन पठरयोिना मूल्यांकन; (छ) अगले सेमस्ट्े टर या वषा के जलए छात्रों के उन्नयन को जनयजमत करन े वाली पूवा अपेिाएं; (ि) इसी प्रकार, अन्य जनयम या कदिा-जनदेि िैसा कक संस्ट्थान द्वारा अजधसूजचत ककया िाए; (2) अध्ययन के कायािम को सफलतापूवाक पूरा करने के जलए छात्र को अलग-अलग पाठ्यिम स्ट्तर, सेमेस्ट्टर के अंत म ें िूरी स्ट्तर और स्नातक पठरयोिना स्ट्तर पर िेजडट और मूल्यांकन मानदंडों को परू ी करनी होगी। (3) इन अध्यादेिों के अधीन स्नातकपूवा कायािम हते ु, िैजिक कदिाजनदेिों में कदए अनुसार आकलन और मल्ू यांकन मानदडं तब तक वैध होंग े और जवस्ट्तार कायािम के अधीन मल्ू यांकन उद्देश्य के जलए लाग ू रहगें े िब तक कक इन अध्यादेिों के अंतगात िैजिक सलाहकार सजमजत की जसफाठरिों के आधार पर सीनटे द्वारा िेजडट और मल्ू यांकन मानदंडों को तैयार और लाग ू नहीं कर कदया िाता। 17. स्नातक जडग्री पठरयोिनाः(1) प्रत्येक छात्र जडिाइन कायािम में स्नातक के अंजतम सेमेस्ट्टर में स्ट्वतंत्र कता ा के रूप में या ककसी उद्योग अथवा संस्ट्थान म ें एक स्नातक जडग्री पठरयोिना आरंभ करेगा, िो कक जडिाइन बनाने वाल े के रूप म ें उसकी जविेषज्ञता को प्रदर्िता करेगा। (2) स्नातक जडग्री पठरयोिना, िैिजणक कदिाजनदेिों के साथ पठित स्नातक जडग्री पठरयोिना कदिाजनदेिों द्वारा िाजसत होगी। 18. ििै जणक जिकायत जनवारण सजमजतः (1) जििण स े संबंजधत जिकायतों का जनवारण करन े के जलए जनदेिक द्वारा िैिजणक मामलों से संबंजधत जनवारण सजमजत का गिन ककया िाएगा। (2) इस सजमजत में कम से कम तीन सदस्ट्य जनदेिक द्वारा संकाय से नामांककत होंगे। (3) ऐसे संकाय सदस्ट्य जिनके जवरूद्ध कोई जिकायत होगी, उन्ह ें ऐसी सजमजत के सदस्ट्य के रूप में नामांककत नहीं ककया िाएगा। (4) ििै जणक मामलों से संबंजधत ककसी भी जिकायत को पहले कियाकलाप अध्यि (जििा) को प्रस्ट्तुत ककया िाएगा, िो संबंजधत अनुिासन अध्यि या संबंजधत प्राजधकाठरयों के साथ परामिा करके जिकायत को हल करेगा, समाधान न होने पर जिकायत को िैिजणक जिकायत जनवारण सजमजत को जनर्दिा ककया िाएगा। (5) िैिजणक जिकायत जनवारण सजमजत, कियाकलाप अध्यि (जििा) को अपनी जसफाठरिें प्रस्ट्तुत करेगी। (6) िैिजणक जिकायत जनवारण प्रकिया की जसफाठरिों को संबंजधत छात्र को जिकायत दिा करने के एक माह के भीतर सूजचत ककया िाएगा।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 7 19. आकजस्ट्मक मामलःे जनदिे क द्वारा, आकजस्ट्मक जस्ट्थजतयों में, अपन े जववेकानुसार उपयिु जनणाय जलया िा सकता ह ै और कारावाई की िा सकती ह ै तथा 30 कदन के अवजध के भीतर उनके द्वारा की गई ऐसी कारावाई के संबंध में िासी पठरषद का अनुमोदन प्राप्त ककया िा सकता ह।ै पुलक महतं , कायावाहक जनदेिक [जवज्ञापन-III/4/असा./323/2024-25] NATIONAL INSTITUTE OF DESIGN, ASSAM NOTIFICATION Jorhat; the 12th June 2024 F. No. NIDJ/2024-25/Senate.—In exercise of the powers conferred under Section 30 read with Section 31 of the National Institutes of Design Act, 2014 (18 of 2014), the Senate of the Institute hereby makes the following first Ordinances of the National Institute of Design, Assam, namely: - 1. Short title and commencement.–(1) These Ordinances may be called the National Institute of Design, Assam First Ordinance, 2024. (2) They shall come into force from the date of their publication in the Official Gazette. 2. Definitions. - (1) In these Ordinances, unless the context otherwise requires – (a) “Act” means the National Institutes of Design Act, 2014 (18 of 2014); (b) “academic” means the activities concerned with education like teaching, learning, practicing, research and publication; (c) “academic Calendar” includes dates for various academic activities; (d) “academic Guidelines” means the compilation of rules and regulations in Academic matters as recommended by the Academic Advisory Committee or Faculty Forum and approved by the Senate; (e) “academic programme” includes the sequence of academic activities leading to a degree; (f) “academic year” means two regular semesters along with a summer or winter break; (g) “candidate” means an individual who applies for admission to the undergraduate programme of the Institute; (h) “convocation” means the convocation of the Institute; (i) “course” includes a sequence of topics which can be covered during a semester; (j) “curriculum of a programme” means a set of courses and other academic activities; (k) “degree” means any undergraduate degree programme of the Institute; (l) “discipline” means a branch of educational programs or courses related to studies and research offered by the Institute under a particular faculty stream; (m) “elective” means the subject offered amongst options in specialized field; (n) “examination” means any procedure used to evaluate the academic performance of a student; (o) “grade” means a letter grade indicating the overall performance of a student in a course; (p) “jury” or “jury panel” means a panel of faculty or external experts for evaluation of performance of students during and at the end of semester; (q) “student” means a person registered for the undergraduate programme for full time study leading to the Bachelor’s degree of the Institute; (3) The Words and expressions used and not defined in these Ordinances but defined in the Act or the Statutes shall have the meanings respectively assigned to them in the Act or the Statutes. (4) If there is any conflict between the words and expressions used or defined in these Ordinances with the Statutes or Act, the corresponding provisions of the Statutes or Act shall prevail.8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 3. Educational Philosophy of the Institute.–(1) The curricula structure, syllabus and teaching or learning methodologies adopted by the Institute for all teaching programmes shall include a combination of rational, logical and sequential innovative process of theory, research and practice with emphasis on hands on and minds on approach to perception, analysis, and visualisation of multiple solutions for design problems, live exposure to design projects and field experience, aimed at meeting academic objectives namely: - (a) inculcate the ability to think independently and holistically; (b) innovate and learn through creative exploration and experimentation; (c) develop sensitivity to and understanding of cultural diversity; (d) develop felicity in creative problem-solving; (e) integrate opportunities for experiential learning; (f) reinforce and integrate design learning with environmental, technological and social policy issues for strategic design intervention in all fields of the economy; (g) capitalise on the unique strengths in biodiversity, culture and crafts; (h) generate opportunities for design based research; (i) provide leadership to design profession; and (j) spread the power of design for the benefit of the industry and society. (2) All teaching programmes offered by the Institute shall be oriented to incorporate:- (a) An interdisciplinary approach towards design; (b) strong skill base through hands-on experience; (c) exposure to real life professional situations through structured internship and design projects to provide competitive edge to products and services through design process and application of various design disciplines; (d) awareness of social, cultural and ethical dimensions of design; (e) value-based and socially relevant design; and (f) global perspectives in design education and practice; (3) The overall structure of the Institute’s teaching programme shall be a combination of theory, skills, design projects, research and field experiences, and stakeholders feedback on industry and market needs, and supported by cutting edge design studios, skill and innovation labs, and the Knowledge Management Centre, and such other related infrastructural facilities. 4. Undergraduate Programmes.–(1) The Institute shall offer courses of study leading to the award of Bachelor of Design degree in various design and other related areas (e.g., liberal arts, fine arts, etc.) mentioned under heading “Faculty Streams” of National Institute of Design, Assam Statutes, 2023. (2) The Bachelor of Design programme shall be of four academic years comprising of two semesters in each. (3) The maximum duration to complete the Bachelor of Design programme shall be six academic years and include the academic year repeat and academic break as stipulated in the undergraduate programmes. (4) All the Bachelor of Design programmes in any faculty stream shall have an initial two semesters as a common foundation programme. (5) The discipline or faculty stream allocation after the foundation programme shall be based on the performance of the students in their foundation programme and the allocation of the discipline or faculty stream after the foundation programme shall be as per the undergraduate programmes. (6) The foundation programme is followed by six semesters of learning in a faculty stream or any specialization under any of the faculty streams or any specialization under any of the faculty streams. (7) Out of the six semesters, the final semester shall include a graduation project relevant to the respective faculty stream or specialization accordingly. (8) A Candidate who has passed Higher Secondary Certificate Examination or equivalent from any stream (Science, Arts, Commerce, Humanities, etc.) from a recognised Board shall be eligible to apply for admission to the Bachelor of Design degree programme. (9) A Candidate who has appeared for the qualifying examination and whose results have not been declared at the time of application for admission shall also be eligible to apply for admission to the Bachelor of Design degree programmes:[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 9 Provided that such candidate shall, if selected, be granted provisional admission and shall be required to submit the result of the qualifying examination on or before the date specified by the Institute, failing which the candidate’s admission shall stand cancelled. 5. Admission notification.-(1) Admission to the academic programmes shall be notified at the national level through print, electronic media on the website of the Institutes and such other media as may be directed by the Governing Council which interalia shall mention the last date for submission of application form. (2) The admission notification shall include details of academic programmes, number of seats in each courses of study programme, duration of the programmes, minimum eligibility for admission, age limits, venues for the admission test centers and such other information. (3) All the information related to the admission may also be supplied as an admission booklet or brochure or prospectus and made available to the prospective students. 6. Admission Test. - (1) The Institute shall conduct a national-level admission test to select the candidates for admission into its various programmes on offer at undergraduate, postgraduate and doctoral levels. (2) The Institute may, with the prior approval of the Governing Council, may also join any consortium or common entrance examination for the selection of the students for the admission through its entrance score. 7. Admission to Foreign Students.-Fifteen percent seats on supernuerary basis in expand programme of studies shall be provided for candidates of foreign nationality. 8. Enrolment of students.–(1) Every student offered admission to a programme at the Institute shall submit to the academic office of the Institute within the stipulated period, such academic certificates and documents as may be required, failing which their candidature stands cancelled. (2) Every student offered admission shall pay the tuition and other fees and deposits as notified by the Institute, within the stipulated time frame, failing which their candidature stands cancelled. (3) Upon payment of fees and deposits and upon verification and submission of all mandatory documents, the Institute shall provide an Enrolment Number to the student. (4) The Enrolment Number shall be the permanent reference number in all records of the Institute pertaining to the student concerned. (5) The date of initial registration for expand programme shall normally be the date on which the student formally registers for the programme upon payment of fees. This date shall be construed as the date of joining the programme for all intents and purposes. (6) The enrolment of a student may be terminated on disciplinary grounds, in accordance with the disciplinary rules of the Institute. 9. Reservation of Seats.-The Institute shall follow relevant rules and regulations with respect to reservation of seats for Scheduled Castes, Scheduled Tribes, Other Backward Classes, Economically Weaker Sections (EWS), differently-abled candidates, and other special categories of persons as notified by the Government of India from time to time for Institutions of National Importance. 10. Tuition and Other Fees and Deposits. - The prescribed tuition fees, other fees and deposits, except mess charges, as approved by the Governing Council, shall be payable by all students at the beginning of each academic year or semester as notified by the Institute. 11. Attendance, Absence and Leave for the students.–The attendance, absence and leave for the students shall be regulated as per the Academic Guidelines. 12. Students Conduct.–(1) Every student shall observe discipline and maintain decorum both inside and outside the campus and shall not indulge in any activity which may bring disrepute to the Institute. (2) Every student shall observe the code of conduct as stipulated in the “Rules & Regulations for the Students” supplied to the students as part of the “Students Information Pack”. (3) Any act of indiscipline committed by a student shall be dealt with by the Disciplinary Committee in accordance with the norms and procedure stipulated in the “Rules & Regulations for the Students” supplied to the students as part of the “Students Information Pack”. 13. Academic Calendar. - The Activity Chairperson (Education) in consultation with the Discipline leads, shall prepare and place the Academic Calendar of teaching programmes of the Institute before the Senate for approval, prior to the beginning of each academic year. 14. The Foundation Programme.–(1) The expand programme shall commence with a one year common10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] Foundation Programe. (2) The Foundation Programme shall provide the necessary direction, stimuli, facilities and experience to foster creativity and design thinking. (3) The credits and evaluation for the foundation programme shall be regulated in accordance with the Academic Guidelines. (4) Allocation of discipline choice of student for the expand courses at the end of the common Foundation Programme shall be based on merit-cum-choice basis, for the number of seats prescribed in each Discipline and shall be regulated in accordance with the Academic Guidelines? 15. Maintenance of Student Records. – The Registrar’s Office of the Institute shall maintain a personal file of every student admitted to the academic programmes and such personal information shall be kept confidential. The personal file shall contain: - (a) Personal data filled by the student at the time of admission; (b) Information about parents and local guardian; (c) medical history and fitness certificate submitted at the time of admission; (d) all undertakings submitted by the student; (e) copy of any warning letters or memos issued to the student; (f) communication with the student or parent or guardian, if any; (g) copy of all evaluation grade sheets and academic progress reports issued to the students; (h) record of admission to the hostel including payment of fees; and (i) record of payment of fees of institute and all such other information relevant to the study and campus life of the students. 16. Conduct of Examinations. – (1) The Institute shall have credit based evaluation and assessment system (as enumerated in the Academic Guidelines) for the students during and at the end of semester conducted by the Jury as under: - (a) credits based evaluation system including correlation between credit units, week units and the corresponding study load in terms of hours per week; (b) credits assigned to each course of study; (c) credits assigned for co-curricular and extra-curricular activities; (d) grading system including grading scales; (e) components of academic evaluation including coursework and jury; (f) parameters and stages of evaluation and assessment, viz., individual course evaluation, semester- end jury assessment, and Design Project assessment; (g) pre-requisites governing advancement of a student to the next semester or year; and (h) such other rules or guidelines as may be notified by the Institute; (2) A student shall be required to fulfill credit and evaluation norms at individual course level, semester- end Jury level and Graduation Project level for successful completion of a programme of study. (3) The credits and evaluation norms, as provided in the Academic Guidelines, for undergraduate programme application of these Ordinances shall remain valid and apply for purpose of evaluation under the expand programme until the credit and evaluation norms are prepared and notified by the Senate on the recommendation of the Academic Advisory Committee under these Ordinances. 17. Graduation Degree Project.–(1) Each student shall undertake a Graduation Degree Project that is self- driven or in an industry or institution in the last semester of the Bachelor in Design Programme demonstrate expertise as a design practitioner. (2) The Graduation Degree Project shall be governed by the Graduation Degree Project Guidelines read in conjunction with the Academic Guidelines. 18. Academic Grievances Redressal Committee.–(1) The Director shall appoint Academic Grievances Redressal Committee to address grievances relating to academic matters. (2) The Committee shall comprise at least three members of the faculty to be nominated by the Director.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 11 (3) The faculty against whom a grievance is made shall not be nominated as a member of such Committee. (4) Any grievance related to academic matters shall first be submitted to the Activity Chairperson (Education), who shall resolve the grievance in consultation with the Discipline lead concerned or the authorities concerned, failing which the grievance shall be referred to the Academic Grievances Redressal Committee. (5) The Academic Grievances Redressal Committee shall submit its recommendations to the Activity Chairperson (Education). (6) The recommendation of the Academic Grievances Redressal Process shall be communicated to the student concerned within a month of filing of the grievance. 19. Emergent Cases.-The Director may, in emergent situations, take such decision and action as deemed appropriate and obtain the approval of the Governing Council on such action taken by him, within a period of thirty days.
