Each Board of Studies shall be constituted for a period of three years. 2. The Board of Studies shall consist of the following members namely:14 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] i. All the Professors of the Department shall be ex-officio members. ii. a) The Head of the Department concerned shall be the Chairman of such Board of Studies. b) In case Head of the Department is not present the senior-most member shall officiate as the Chairman in the meeting. iii. A senior most Associate Professor and a Senior most Assistant Professor by rotation shall be a member of Board of Studies nominated by the Vice-Chancellor. iv. One external expert member of the subject not connected with the University shall be nominated by the Vice-Chancellor. v. A Teacher of a the University Department shall cease to be a member if he ceases to be a teacher of the concerned Department. vi. Any such vacancy may be filled for the remaining period. 3. All Board of Studies shall ordinarily meet at least once a year and on such occasions as may be determined by the Vice-Chancellor. 4. The quorum for the Board of Studies Meetings shall be 50% of the members. 5. All matters before the Board of Studies for the consideration shall be decided by the majority of members present. In caseof equal vote on any issue, the Chairman shall have a casting vote. 6. If in the opinion of the Vice-Chancellor, it is not necessary or expedient to convene a meeting of the Board of Studies toconsider any item and if he considers that a matter could be disposed off by circulation among the members of Board ofStudies he may issue necessary instructions to that effect. Ordinance No. 14 Ordinance for Governing the award for the Degree of Bachelor of Pharmacy (B. Pharm.) Degree Course [Central Universities Act, 2009- Section 28(1)(b)] This Ordinance shall be applicable from the academic session 2009-10. 1. Title of the course: Bachelor of Pharmacy (B.Pharm) 2. Faculty: Faculty of Natural Resources 3. Duration of course: Four years / 8 semesters. Each semester shall consist of minimum15 weeks excluding the days spent in the examinations. 4. Seats: Total number of seats shall be determined as per the norms of PCI/University rules from time to time. 5. Fees: As decided by the University from time to time. 6. Course Structure: The course structure shall be approved/modified by the Board of Studies of the University. 7. Eligibility for Admission: (a) A candidate for admission to the Degree of Bachelor of Pharmacy Semester-I must have passed the 10+2 examinations conducted by recognized Board of Higher Secondary Education with minimum 50% marks in Physics + Chemistry + Mathematics or Biology; (b) A candidate who have obtained Diploma in Pharmacy from any PCI recognized Institutions with a minimum of 60% marks in aggregate will be eligible for direct admission at the entry level of B.Pharm Semester-III as per the norms of Pharmacy Council of India / University; (c) The admission procedure shall be determined by the University from time to time. 8. Medium of Instructions: The medium of instruction shall be English.¹Hkkx IIIμ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 15 9. Scheme of Examination: (a). The scheme of examination shall be determined as per the norms of PCI / University; (b). No candidate shall be allowed to appear in any of the semester examination unless he/she has attended 75% of the classes held in each theory and practical separately in that semester; (c). Sessionals: The sessional marks of 20% in each theory paper and practical shall be allotted as follows - (i) Theory: Two sessional examinations shall be held in each semester for each theory paper from which one best answered by the candidate shall be considered for award of sessional marks. (ii) Practicals: Marks shall be awarded on the basis of day to day attendance, viva-voce, practical record etc. There shall be no provision of Improvement of sessional marks in theory and practical in any subject. (d). Examinations: At the end of each semester, there shall be one University examination for theory and practical, as per the scheme of examination determined by the University from time to time. (i) Candidates who have appeared in all subjects and passed the examinations shall be eligible for promotion to subsequent semester. In addition, a candidate shall not be admitted to fifth semester class unless he/she has passed the first and second semester examinations. Likewise candidates shall not be admitted to seventh semester unless he/she has passed in the first four semester examinations. (ii) Only three consecutive attempts will be provided to pass any subject. Further, if the candidate does not pass the subject in four attempts (including first attempt), then the candidate shall not be allowed to continue the course. (iii) Candidates who fails to secure 50% marks in aggregate, but has secured 40% marks in all the subjects shall be eligible to appear in two theories and one practical of his/her choice in subsequent examinations. Not more than two additional attempts shall be given for this purpose failing which the candidate shall have to appear in all subjects in subsequent examinations of the same semesters as a fresh student when new academic session begins and his/her admission to higher class shall automatically be treated as cancelled. 10. Criteria of passing: A student shall not be declared to have passed in eachsemester examination of B. Pharm. course unless he/she secures at least 40%marks in each of the theory and practical subject separately including sessionalmarks, and 50% marks in aggregate in all the subjects in each semester. Eachtheory paper and practical will be treated as separate subject for passing. 11. Award of Division: The division shall be awarded on the basis of aggregate marks obtained in all the eight semesters, but in the case of Diploma in Pharmacy students admitted direct to third Semester (the lateral entry candidates), the division shall be awarded on the basis of aggregate marks obtained in all the six semesters (Semester III to VIII). (a) If a candidate passes all examinations and secures 50% or more marks but less than 60%, shall be placed in second division. (b) If a candidate passes all examinations and secures 60% or more marks, shall be placed in first division. (c) If a candidate passes all examinations in first attempt without grace and secures 75% or more marks, shall be placed in first division, with distinction. (d) The Gold Medal will be awarded to the candidates who got maximum aggregate marks in order of merit of all the eight semesters provided he/she passed in all the subjects in a single attempt without grace. 12. Award of Degree: The Degree of Bachelor of Pharmacy will be conferred on the candidates who have successfully completed the course of study as prescribed by the Guru Ghasidas Vishwavidyalaya.16 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] 13. Condonation of Deficiency in Marks: (a) A candidate will be entitled for condonation of five marks only to the best advantage of candidate spread over any two subjects per semester. This facility is available for the candidates having obtained below 40% marksin subjects or for making of the required aggregate but can not be utilized for improving the division of candidate. (b) The Vice-Chancellor may award one grace mark to the candidate as per University rules. Any matter not covered under the Ordinance shall be dealt with as per the provisions of the University through the regulations. Ordinance No. 20 Ordinance for Governing the Two-Year Diploma in Pharmacy Programme [ The Central Universities Act, 2009, section 28(I)(b) ] Diploma in Pharmacy (D. Pharm.) effective from academic year 2009-2010 and onwards. Course Title: Diploma in Pharmacy Abbreviation: D. Pharm. Type of Course: A Two years Diploma course Pattern: Yearly Award of the Diploma: Diploma will be awarded for those passing in both the years asper rules and regulations. 1. DURATION OF THE COURSE: The duration of the course shall be for two academic years, with each academic year spread over a period of not less than one hundred and eighty working days in addition to 500 hours practical training spread over a period of not less than 3 months. 2. ELIGIBILITY FOR ADMISSION: No Candidate shall be admitted to Diploma in Pharmacy Pt. I unless he/she had passed any of the following examinations in all the optional subjects and compulsory subjects (Physics, Chemistry, Biology and /or Mathematics including English as one of the Compulsory subjects): a) Intermediate examination in Science; The First Year of the three year degree course in Science; 10+2 Examination (Academic stream) in Science; b) Pre-degree examination; any other qualification approved by the Pharmacy Council of India as equivalent to any of the above exam. Admission of candidates to the Diploma in Pharmacy Part - I shall be made in order of merit as per norms of university. 3. ELIGIBILITY FOR APPEARING IN EXAMINATION (a) Eligibility for appearing at the Diploma in Pharmacy Part-I Examination: Only such candidates who produce-certificate from the Head of the Academic Institution in which he/she has undergone the Diploma in Pharmacy Part-I course, in proof of his/her having regularly and satisfactorily undergone the course of study by attending not less than 75% of the classes held both in theory and in practical separately in each, shall be eligible for appearing at the Diploma in Pharmacy (Part-I) examination. (b) Eligibility for appearing at the Diploma in Pharmacy Part-II Examination: Only such candidates who produce certificate from the Head of the academic institution in which he/she has undergone the Diploma in Pharmacy Part-II course, in proof of his/her having regularly and satisfactorily attending not less than 75% of the classes held both in theory and practicals separately in each subject, shall be eligible for appearing at the Diploma in Pharmacy (Part-II) examination.¹Hkkx IIIμ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 17 4. GENERAL (a) Course of Study: The course of study for Diploma in Pharmacy part-I and Diploma in pharmacy part-II shall include the subjects as given in the Tables I & II (Annexure- 1). The number of hours devoted to each subject for its teaching is given against columns 2 and 3 of the Tables I & II (Annexure-1). (b) Examinations: There shall be an examination for Diploma in Pharmacy (part-I) to examine students of the first year course and an examination for Diploma in Pharmacy (part-II) to examine students of the second year course. Each examination may be held twice every year. The first examination in every year shall be the annual examination and the second examination shall be supplementary examination of the Diploma in Pharmacy (part-I) or Diploma in pharmacy (Part-II) as the case may be.The examinations shall be of written and practical (including oral) nature. Carrying maximum marks for each part of subject, as indicated in Table III and IV (Annexure- 2). 5. PRACTICAL TRAINING Diploma in Pharmacy (Part-III) (a) Period and other conditions of practical training: After having appeared in Part-II examination of Diploma in Pharmacy conducted by Board/University or other approved examination Body or any other course accepted as being equivalent by the Pharmacy Council of India, a candidate shall be eligible to undergo practical training in one or more of the following institutions namely: Hospitals/Dispensaries run by Central/State Government/Municipal corporations/ central Government Health scheme and Employees state Insurance scheme. A pharmacy, chemist and Druggist licensed under the Drugs and cosmetics Rules, 1945 made under the Drugs and Cosmetics Act,1940(23 of 1940). The institutions referred in sub-regulation(1)shall be eligible to impart training subject to the condition that the number of student pharmacists that may be taken in any Hospital, pharmacy, Chemist and Druggist licensed under the Drugs and cosmetics Rules,1945 made under the Drugs and cosmetics Act,1940 shall not exceed two where there is one registered pharmacist engaged in the work in which the student pharmacist is under going practical training, where there is more than one registered pharmacist similarly engaged, the number shall not exceed one for each additional such registered pharmacist. Hospital and Dispensary other than those specified in sub-regulation( 1) for the purpose of giving practical training shall have to be recognized by pharmacy council of India on fulfilling the conditions specified in Appendix-D to these regulations. In the course of practical training, the trainees shall have exposure to: Working knowledge of keeping of records required by various acts concerning the profession of pharmacy and Practical experience in the manipulation of pharmaceutical apparatus in common use, the reading, translation and copying of prescription including checking of dose, the dispensing of prescriptions illustrating the commoner methods of administering medicaments; the storage of drugs and medical preparations. The practical training shall be not less than five hundred hours spread over a period of not less than three months provided that not less than two hundred and fifty hours and devoted to actual dispensing of prescriptions. (b) Procedure to be followed prior to commencing of the training: The head of the academic training institution, shall supply application in triplicate in' Practical Training Contract Form for Qualification as pharmacist' to candidate eligible to under-take the said practical training, the contract form shall be as specified in Appendix-E to these regulations. The head of an academic training institution shall fill section I of the contract Form. The trainee shall fill section II of the said contract Form and the Head of the institution agreeing to impart the training (hereinafter referred to as the Apprentice Master) shall fill section III of the said contract Form. It shall be the responsibility of the trainee to ensure that one copy (hereinafter referred to as the first copy of the contract Form)so filled is submitted to Head of the academic training institution and the other two copies(hereinafter referred to as the second copy and the third copy)shall be filled with Apprentice Master(if he so desires)or with the trainee pending completion of the training. (c) Certificate of Passing Diploma in Pharmacy(part-III) on satisfactory completion of the apprentice period, the Apprentice Master shall fill Section IV of the second copy and third copy of contract form and cause it to18 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] be sent to the head to the academic training institution who shall suitably enter in the first copy of the entries from the second copy and third copy and shall fill section V of the three copies of contract form and thereafter handover both the second copy and the third copy to the trainee. Thus, if completed in all respect, shall be regarded as a certificate of having successfully completed the course of Diploma in Pharmacy (part-III). 6. Working out of Result (a) Mode of examinations: Each theory and practical examination in the subject mentioned in Table-III and IV (Annexure-2) shall be of three hours duration. A candidate who fails in theory or practical examination shall reappear in such theory or practical paper(s) as the case may be. Practical examination shall also consist of viva voce (oral) examination. (b) Award of sessional marks and maintenance of records: A regular record of both theory and practical class work and examinations conducted in an institution imparting training for Diploma in Pharmacy Part-I and Diploma in pharmacy Part-II courses, shall be maintained for each student in the institution and 20 marks for each theory and 20 marks for each practical subject shall be allotted as sessional. There shall be at least three periodic sessional examinations during each academic year. The highest aggregate of any two performances shall form the basis of calculating sessional marks. The sessional marks in practicals shall be allotted on the following basis: Actual performance in the sessional examination. 10 Day to day assessment in the practical class work. 10 (c) Minimum marks for passing the examination: A student shall not be declared to have passed Diploma in Pharmacy examination unless he/she secures atleast 40% marks in each of the subject separately in theory examination, including sessional marks and atleast 40% marks in each of the practical examination including sessional marks. The candidates securing 60% marks or above in aggregate in all subjects in a single attempt at the Diploma in Pharmacy (part-I) or Diploma in Pharmacy (part-II) examinations shall be declared to have passed in first class the Diploma in Pharmacy (part-I)of Diploma in Pharmacy (part-II) examinations, as the case may be. Candidates securing 75% marks or above in any subject or subjects provided he/she passes in all the subjects in single attempt, will be given distinction in that subjects(s). (d) Eligibility for Promotion to Diploma in Pharmacy (Pt. II): All candidates who have appeared for all the subjects and passed the Diploma in pharmacy part-I class. However failure in more than two subjects (each Theory paper or practical examination shall be considered as a subject) shall debar him/her from promotion to the Diploma in Pharmacy Part-II class. Such candidates shall be examined in the failing subjects only at subsequent examination. (e) Improvement of sessional marks: Candidates who wish to improve sessional marks can do so by appearing in two additional sessional examinations during the next academic year. The average score of the two examinations shall be the basis for improved sessional marks in theory. The sessional of practicals shall be improved by appearing in additional practical examinations. Marks awarded to a candidate for day to day assessment in the practical class, can not be improved unless he/she attends regular course of study again. (f) Certificate of passing examination for Diploma in Pharmacy (part-II): Certificate of having passes the examination for the Diploma in pharmacy Part-II shall be granted by the Examining Authority to a successful student. Ordinance 22 ORDINANCE FOR THE ADMISSION OF STUDENTS TO THE UNIVERSITY (For Regular on Campus Mode) [Act – Sections 6(xviii), 28(1) (a)] 1. Application form for admission to various programmes offered by the Universityshall be as prescribed by the University from time to time. 2. The last date for the receipt of applications for admission to various Schools of theUniversity shall be fixed each year by the Academic Council. 3. The last date for admission to the Schools of the University shall be fixed eachyear by the Academic Council. 4. No person shall be qualified for admission to the University unless he/ she is sixteenyears of age before the first day of July in the year in which he seeks admission Or,if he/ she is admitted with the approval of the Academic Council to the second yearof the degree course, seventeen years of age before the first day of July in the year inwhich he is admitted or, if he/ she is admitted to the first year of the M.A., M.Sc.,M.Com., LL.B., or B.Ed. Course, nineteen years of age before the first day of July inthe year in which he seeks admission or if he/ she seeks admission to M.Phil./ Ph.D.Course he is 22 years of age. 5. No person shall be admitted to any post-graduate course unless he has passed adegree examination from the University or an examination recognized as equivalentto a degree examination of the University. 6. The number of students to be admitted in a course of study in an academic sessionshall be prescribed each year by the Academic Council. 7. Admissions to the Undergraduate / Postgraduate programmes shall be made on thebasis of VET or any other mode as prescribed by the competent body. The syllabusand paper for the same shall ordinarily be of 10+2 and Graduate level respectively. 8. Courses offered in the University shall be as prescribed by the Academic Councilfrom time to time. 9. Admission to the programme leading to the Degree of Doctor of Philosophy shallbe governed by the concern Ordinance. 10. Such candidates who satisfy the requisite qualifications may be considered foradmissions on the basis of the academic record, and/or performance of theapplicant at any entrance test/viva voce as may be prescribed in respect of each programme. 11. 15% of the seats in the academic programmes/programmes offered by theUniversity shall be reserved for students belonging to Scheduled Caste, 7½% forstudents belonging to Scheduled Tribe and 27% for students belonging to Other Backward Classes. Provided that the University may also make such special provision for the admission of candidates belonging to the physically handicapped and suchother disadvantaged groups on¹Hkkx IIIμ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 21 the recommendations of the Academic Council fromtime to time. All seats reserved for SC/ST which remains unfilled will be notifiedand filled in order of merit once the candidates belonging to SC/ST category, who are otherwise eligible to seek admission in a programme exhausts. 12. No Student shall ordinarily be admitted to more than one programme at a time. Note: However, students admitted to evening P.G. Diploma programme are permitted to pursue any regular programme in other institutions. Students admitted to a regular programme in the University are also permitted to pursue part-time evening Certificate/Diploma programmes of professional nature in other institutions. For this purpose, students have to seek writer permission/ N.O.C from the Dean of the concern School. 13. The minimum and maximum duration for the programmes offered by the University shall be prescribed by the Academic Council. 14. If a student who has been admitted is found medically unfit, his / her admission shall be cancelled. 15. A student who has not completed his course of study or having completed hiscourse of study has not appeared at the examination for which he was studying inany other Indian University or in any College shall be considered for admission if seats are vacant. The procedure for such admission will be as prescribed in theconcerned regulation. 16. A candidate shall be admitted to the programme in a School on his / her enrollmentas a student of the University after paying the enrolment fee prescribed by the University. However, he/ she may be provisionally admitted to a course of study without getting enrolled; all such candidates have to get enrolled within a period asprescribed by the Academic Council. 17. Notwithstanding anything contained in any other Ordinance, no person who has been convicted of an offence involving moral turpitude shall be admitted to a courseof study or permitted to take any examination of the University until a period of twoyears has elapsed from the date of expiry of the sentence imposed on him. 18. (a) A student of the University having failed to pass any examination of the University may be registered for re-admission to the class he studied last, at the discretion of the Head of the Department of the University, within the prescribed period of registration. No enrolment fee shall be charged in such cases. (b) If a student’s name is struck off the rolls of his Department, he may be readmitted to the same class at the discretion of the Head of the Department in the same academic year or within the period of registration, if re- admission is sought in any subsequent year. No enrolment fee shall be charged in such a case. 19. If at any time it is discovered that a candidate has made a false or incorrect statement or other fraudulent means have been used for securing admission his / hername shall be removed from the rolls of the University. Ordinance No. 23 ORDINANCE FOR FEES PAYABLE BY THE STUDENTS OF THE UNIVERSITY [Central University Act. 2009 - Section 28(1)(e)] 1. The Executive Council on the recommendations of the Academic Council shall,from time to time prescribe the fees payable by students of the University. 2. Students admitted to various programmes of studies shall pay the fees as prescribed. 3. Due date and mode of payment: 1) The students shall deposit fees as prescribed by the University from time to time. 2) Fees shall be paid on or before the last date fixed by the University. 4. Delay or default in payment: 1) If a student does not pay fee on time, a fine shall be levied as follows:22 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] i) 15% of the fees for the first 10 days ii) 25% of the fees for the next 10 days iii) 50% of the fees thereafter up to the last date notified for late fee payment. 2) The Vice-Chancellor, on his / her behalf any other officer to whom his / her power has been delegated may on the recommendations of the Dean of the School concerned, relax any of the conditions for payment of fees in special cases provided the student concerned submits a written application setting for the reasons for late payment of fee. Such applications should be submitted well ahead of the due date, so that a decision may be taken. 3) Names of the defaulters, which shall be put up on the Notice Board shall be removed from the rolls of the University. 4) A student whose name has been struck off from rolls of the University may be re-admitted on the recommendations of the Dean of the School concerned and on payment of arrears of fees in full and other dues, together with a re-admission fee as fixed by the University. However, such readmission shall be within the same semester and subject to the student fulfilling the minimum attendance criteria. 5. Blind students exempted: Blind students shall be exempted from payment of all the tuition fees. 6. Concession in fee: 1) The Dean of the School, on the recommendations of a Committee consisting of the following, shall grant free-ships up to the percentage which may be prescribed by the University Grants Commission in his / her regard: i) Dean – Chairman ii) Three Heads of Department nominated by the Vice Chancellor. iii) Three students of the Department nominated by the Vice- Chancellor. 2) If the number of applicants for free-ships is more than the number of free-ships available, the Committee referred to in sub-clause (1) may recommend half free-ships to some of the applicants so that the total of free- ships does not exceed the prescribed percentage. 3) Applications for concession in fees shall be submitted on the prescribed form to the Dean of the School concerned through the Head of the Department by 31st August or by such other date as may be specified by the Dean. Applications received after that date shall not ordinarily be entertained. 4) The following factors shall be taken into account while making recommendations on the applications of students for grant of free-ships: i. Academic record of the student; ii. His / her progress in studies in the case of renewal of free-ships; iii. His / her financial position; and iv. Any other factor, which shall also be recorded. The list of students to whom concessions have been awarded ordinarily shall be notified by 30th September. 5) Free-ships granted during the academic year shall not be renewed automatically in the following year. The Students in need of such concession shall submit fresh applications every year, which shall be considered along with new applications received in the year. 6) A free ship granted to a student may be cancelled if his / her conduct or progress in studies is found to be unsatisfactory or if his / her financial condition improves and he is no longer in need of fee concession. 7) Fees concession for SC/ST/Kashmiri migrant students and any other category as per Govt. of India directives shall be applicable.¹Hkkx IIIμ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 23 7. Refund of fees, security deposit etc.: 1. Security deposit or caution money is refundable on an application from the student on his / her leaving the University, after deducting all dues, fines and other claims against him. 2. If any student does not claim the refund of any amount lying to his / her credit within one calendar year of his / her leaving the University, it shall be considered to have been donated by him/her to the Students’ Aid Fund. Explanation: The period of one year shall be reckoned from the date of announcement ofthe result of the examination taken by the student or the date from which his/ her name is struck off from the rolls of the University. 3. If, after having paid the fees, a candidate desires his / her admission to becancelled, he shall be refunded all fees and deposits except tuition fee for onemonth, Admission Fee and Enrollment fee, provided his / her application for withdrawal is received by the Dean at least five clear days before the commencement of the academic session concerned or within five clear day safter the completion of admission. The refund of fee for students admitted inprograms recognized by regulatory body such on AICTE/ NCTE shall be asper the guidelines issued by such bodies from time to time. 4. If, after having paid his / her fees a candidate does not join the University,only the sports fee and security deposit shall be refunded to him /her,provided his / her application for withdrawal is received by the Dean notlater than 15 clear days after the commencement of the academic sessionconcerned. 5. Application for withdrawal received after the expiry of 15 days from the commencement of the academic session would entitle a student for therefund of Security Deposit / Caution Money only. 6. If a Student owes any money to the University on account of any damage hemay have caused to the University property, it shall be along withoutstanding Tuition Fee and fines, if any, deducted from the SecurityDeposit due to him. 8. The fees for the various University Examinations shall be as follows: Undergraduate / Post Graduate - As fixed by the University 9. Students shall not be issued Admit Card or allowed to appear at the Examinations unless they have cleared their dues and paid the examination fee. 10. Fees for re-checking Examination results: The fees for re-checking examination results at the End Semester examination shall be fixed by the University. Provided that the fees shall be refunded to the candidate if, on re-checking theresults, any error or omission is discovered in the result notified by theUniversity. 11. Fees for the supply of Statement of Marks: 1. Every candidate shall pay along with the examination fee, a fee as fixed by the University for the supply of statement ofmarks for each examination. 2. The statement of marks shall be sent to the candidates through the Head of the Department concerned. 3. Duplicate copies of Statement of Marks shall be supplied on payment of afee as fixed by the University for each statement of marks. 12. Fees for issuing Transfer, Provisional and other Certificates: 1. The following shall be the fees for issuing Transfer/Provisional and otherCertificates and for duplicate copies thereof.24 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] a. Transfer Certificate Duplicate copy of the Transfer Certificate b. Provisional Certificate of having passed an examination ofthe University as fixed by Duplicate copy of the above the c. Degree Certificate (In-Person) University Degree Certificate (by Post) Duplicate copy of Degree (on production of FIR) d. Bonafide Certificate e. Any other Certificate f. Duplicate copy of any other Certificate 2. A student or candidate, who wishes to add or to alter his / her name as originally recorded in the University Registers shall pay a fees fixed for the purpose by the University. Such addition or alteration shall be made to his / her original name as alias in the University Enrollment Register after he has fulfilled the necessaryformalities. 3. A student who applies for alteration of the record of his / her date of birth as entered in the University Registers shall pay fees fixed for the purpose by the University. No change in the date of birth shall be made unless approved by the competent authority. Ordinance No. 27 ORDINANCE OF THE FUNCTIONS OF DEANS OFSCHOOLS OF STUDIES [Central University Act 2009 - Statute 5(3)] The Dean of a School shall be the Head of the School and shall be responsible forthe conduct and maintenance of standards of teaching and research in the School. He shallbe the Chairman and Convenor of the Board of the School. 1. The Dean shall have the following powers and functions: a) To conduct and maintain the teaching and research work in the School; b) To take steps to promote inter-disciplinary teaching and research, wherever necessary; c) To keep a record of the evaluation of sessional work and of the attendance of the students at lectures, tutorials, seminars or practicals wherever these are prescribed; d) To arrange for the examination of the University in respect of the students of the School in accordance with such directions as may be given by the Schools of Studies and the Academic Council; e) To take steps to give affect to the decision and recommendations of the School; and f) To perform such other duties as may be assigned to him by the Academic Council, Executive Council or the Vice- Chancellor. f) To perform such other duties as may be assigned to him by the Academic Council, Executive Council or the Vice-Chancellor. Ordinance No. 28 ORDINANCE OF DUTIES OF HEADS OF DEPARTMENTS [Central University Act 2009- Section 28(1)(o)] The Head of a Department shall convene and preside over meetings of the Department and shall under the general supervision of the Dean : - a. organize the teaching and research work in the Department; b. frame the time table in conformity with the allocation of the teaching work load as per the norms of the concerned Regulatory Body.¹Hkkx IIIμ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 25 c. maintain discipline in the class room and laboratories through teachers; d. assign to the teachers in the Department such duties as may be necessary for the proper functioning of the Department and assign work; e. perform such other functions as may be assigned to him by the Dean, the Board of the School concerned, the Academic Council, the Executive Council and theVice-Chancellor; f. initiate plan and submit any academic proposal as deemed fit for the general settlement of the academic functioning of the department on the recommendation ofthe departmental committee; g. also exercise control over the non-teaching/technical staff in the department and regulate the departmental affairs. Ordinance No. 29 ORDINANCE FOR APPOINTMENT OF EXAMINERS ANDMODERATORS [Central University Act. 2009- Section 28(1)(g), Statute 12(2)(xiv)] 1. The list of the Examiners and Moderators for all examinations, except for Ph.D.degree shall be drawn up by the Board of Studies and shall be submitted to theSchool / Board of Studies concerned. The School/ Board of Studies shall scrutinize the list and forward the same to the Executive Council for approval in consultation with the Academic Council. The School Board may add up names of Examiners from the list of experts available from UGC / AIU or any such authentic source. 2. The Examiners for Ph.D. Degree shall be appointed by the Executive Council inconsultation with Academic Council on the recommendation of the School Board ofthe School concerned. 3. The question papers for examination in each subject of studies offered by theUniversity shall be moderated by a committee consisting of: a. Head of the Department concerned; and b. Not less than one and not more than two other persons appointed by the Vice-Chancellor for the purpose having expertise in the subject. 4. The question papers shall be moderated in accordance with the regulations notifiedfor this effect from time to time. 5. If more than half of a question paper is changed by the Committee of Moderators,the Vice-Chancellor may, on the recommendation of the Convener of theCommittee, initiate appropriate action against the paper setter as deemed fit.However, Moderation Committee shall submit the reason for such change in casemore than 50% questions are altered. Ordinance No. 30 ORDINANCE FOR CONDITIONS GOVERNING THE ACCEPTANCE OF ENDOWMENT FOR AWARD OF FELLOWSHIP, SCHOLARSHIP, STUDENTSHIP, GOLD MEDAL AND PRIZE [Central University Act. 2009— Section 28(1)(f)] 1. The University shall not accept the endowment for the establishment of gold medal/ prize/fellowship/ scholarship/studentship, which are not given to allstudents of this / her University in the concerned programme/paper at an examination, irrespective of caste, creed, community, religion and region. 2. The University shall not accept the endowment whose corpus is less than Rs.10,00,000/- in case of Scholarship and Prize, Rs.10, 00,000/- in case of Gold Medals, Rs. 10, 00,000/- in case of Endowment lecture and Rs. 20,00,000/- for institution of a chair. 3. No endowment will be instituted without being accepted by the Executive Council.26 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] 4. Where the amount of interest accruing on the corpus is not sufficient to obtain a Gold Medal manufactured, the University shall have discretion to award of prizein lieu of Gold Medal. However, before awarding such cash prize the University shall request the donor or the awardee wherever possible as to whether he/she is willing to donate additional amount to enable the University to supplement thecorpus for which Gold Medal instituted. All offers of bequests, donations and endowments, the management whereof is to bevested in the University may be accepted on condition that the Annual income there from shall be subject to a deduction of 5% thereof which will be added to the corpus at the commencement of every financial year. Ordinance 31 ORDINANCE FOR CONVOCATION OF THE UNIVERSITY FORCONFERRING OF DEGREES OR FOR OTHER PURPOSES [Act Section 28(1) (o), Statute 29] 1. Convocation for the purpose of conferring degrees shall be held annually at Bilaspur on such date as the Chancellor may fix. Provided that in case the Convocation is not held in a particular year, the Vice- Chancellor shall be competent to authorize admission of successful candidates in the year on their respective degrees in-absentia and authorize the Registrar to issue the degree certificates on payment of the prescribed fee. 2. Special Convocation for conferring degrees may be held on such date as may be fixed by the Chancellor, on the recommendation of the Vice-Chancellor. 3. At the Annual Convocation the Vice-Chancellor shall present a report of the year’s work in the University. 4. The procedure to be followed at the Convocation shall be laid down by the Regulations.
