(a) ‘Act’ means the National Institute of Design Act, 2014 (18 of 2014); (b) ‘academic’ means the activities concerned with teaching, studies, practicesand research;¹Hkkx IIIµ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 9 (c) ‘academiccalendar’ includes dates for various academic activities; (d) ‘academicmanual’ means the compilation of rules and regulations in Academic matters; (e) ‘academicprogramme’ includes the sequence of academic activities leading to a degree, a diploma or a certificate; (f) ‘academicyear’ means two regular semester along with a summer break; (g) ‘candidate’ means an individual who applies for admission to any undergraduate, postgraduate, doctoral, diploma or certificate programme of the Institute; (h) ‘certificate’ means any academic programme offered by the Institute up to one year duration as may be approved by the Senate; (i) ‘convocation’ means the convocation of the Institute; (j) ‘course’ includes a sequence of topics which can be covered during a semester; (k) ‘curriculum of a programme’ means a prescribed set of courses and other academic activities; (l) ‘degree’ means the Bachelor of Design, Master of Design and such other degree of the institute as may be approved by the Council; (m) ‘elective’ means the subject offered amongst options in specialised field; (n) ‘examination’ means any procedure used to evaluate the academic performance of a student; (o) ‘grade’ means a letter grade indicating the overall performance of a student in a course; (p) ‘jury’ means a panel of faculty or external experts for evaluation of performance of students during and at the end of semester; (q) ‘student’ means a student registered for any postgraduate or undergraduate or Diploma Programme for full time study leading to the Doctoral or Master’s Degree or Bachelor’s degree or Diploma as the case may be and shall also include a student registered for full time or part time certificate programme of the Institute; 2. Words and expressions used and not defined in these ordinances but definedin the Act or the statutes shall have the meanings respectively assigned to them in the Act or the Statutes; 3.(cid:32) Courses of Study - The Institute shall offer courses of study leading to the award ofBachelor of Design (B.Des); Master of Design (M.Des); Ph.D, Diploma, Certificate in various Design disciplines mentioned under heading “Faculty Streams” of National Institute of Design Statutes. 4.(cid:32) Duration of Programmes – (1) The duration of Undergraduate Programmes (B.Des.) shall be eight semesters that commences with two semesters common foundation programme followed by six semesters in Faculty Streams or specialised disciplines, out of which the last semester shall include graduation project. (2) The duration of Postgraduate Programmes (M.Des.) shall be five semesters inFaculty Streamsorspecialised disciplines, out of which the last semester shall include graduation project. 5.(cid:32) Educational Philosophy of the Institute – (1) The curricular structure, syllabus and teaching or learning methodologies adopted by the Institute for all teaching programmes shall inter alia include a combination of rational, logical and sequential innovative process of theory, research and skills with emphasis on hands on and minds on approach to perception, analysis, and visualisation of multiple solutions for design problems, live exposure to design projects and field experience, aimed at meeting various academic objectives such as to - (a) inculcate the ability to think independently and holistically; (b) innovate and learn through creative explorationand experimentation; (c) develop sensitivity to and understanding of cultural diversity; (d) develop felicity in creative problem solving;10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] (e) integrate opportunities for experiential learning; (f) reinforce and integrate design learning with environmental, technological and social policy issues for strategic design intervention in all fields of the economy; (g) capitalise on the unique strengths in biodiversity, culture and crafts; (h) generate opportunities for design based research; (i) provide leadership to design profession; and (j) spread the power of design for the benefit of the society; (2) All teaching programmes offered by the Institute shall be oriented to incorporate - (a) an interdisciplinary approach to design for transferring culture to viable products and services; (b) strong skill base through hands-on experience; (c) exposure to real life professional situations through structured internship anddesign projects to provide competitive edge to products and services through design process and application of various design disciplines; (d) awareness of social and ethical dimensions of design; (e) value-based and socially relevant design, and (f) global perspectives in design education and practice; (3) The overall structure of the Institute’s teaching programme shall be a combination of theory, skills, design projects and field experiences, and stakeholders feedback on industry and market needs, and supported by cutting edge design studios, skill and innovation labs, and the Knowledge Management Centre, and such other related infrastructural facilities. 6. Admission of the students to the Institute and Institute Campuses: (1) Eligibility for admission to Bachelor of DesignProgrammes - (i) Candidates who have passed Higher Secondary Certificate Examination (10+2) from a recognised Board shall be eligible to apply for admission to the Bachelor of Design programmes. (ii) Candidates who have appeared for the qualifying examination and whose results have not been declared at the time of application for admission shall also be eligible to apply for admission to the Bachelor of Design programmes : provided that such candidates shall, if selected, be granted provisional admission and shall be required to submit the result of the qualifying examination on or before the date as may be specified by the Institute, failing which the candidate’s admission shall stand cancelled. (2) Eligibility for admission to Master of Design Programmes - (i) The eligibility criteria to apply for admission to the various Master of Designprogrammes offered by the Institute shall be Bachelor's Degree or equivalent in the relevant field as stipulated by the Senate and the Institute from time to time. (ii) Candidates who have appeared for the qualifying examination and whose results have not been declared at the time of application for admission to the Master of Designprogramme shall also be eligible to apply for admission to the Master of Design programme : provided, however, that such candidates shall, if selected, be granted provisional admission and shall be required to submit the result of the qualifying examination on or before the date as may be specified by the Institute, failing which the candidate’s admission shall stand cancelled. 7. Admission Process- (1) Admission Notification - (i) Admissions to the academic programmes shall be notified at the national level through print, electronic media and such other media, as well as on the website of the Institute. (ii) The notification for admission shall include details of academic programmes, number of seats in each courses of study programme, duration of the programmes, minimum eligibility for admission, age limits, venues for the admission test centers and such other information. (iii) The Institute shall also make available admissions brochure information for reference of the prospective students,such brochures shall contain all information related to course programme¹Hkkx IIIµ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 11 structure, eligibility criteria for admission, reservation policy, allocation of seats under various categories, duration of the programme, fees structure and such other information. (2) Admission Test- (i) Admissions to the B. Des or M. Des courses shall be granted on the basis of merit at the national level admission test to be conducted by the Institute. The Institute may outsource admissions related administrative and logistics. processes through experienced and trust-worthy agency selected through the process laid down by the Senate by following fair and transparent procedures and with approval of the Council. 8 Reservation of Seats - The Institute shall follow relevant rules and regulations with respect to reservation of seats for Scheduled Castes, Scheduled Tribes, Other Backward Classes, differently-abled candidates,and other special categories of persons as notified by the Government of India from time to time for Institutions of National Importance. 9 Admission to Foreign Students- 15 percent seats on supernumerary basis in B. Des and M. Des. Programmes of studies shall be provided for candidates of foreign nationality : provided that foreign students applying for admission to the B. Des or M. Des programmes shall also be required to clear the admission test. 10 Admission Committee and Admission Cell - (1)The admission committee and the admission cell shall be duly constituted by the Director. (2) The admissions committee shall lay down the norms andprocedures for the admission tests. (3) The norms, procedures and the criteria lay down by the admissions committee shall be implemented by the admission cell. 11. Enrolment of students – (1)Every student offered admission to a programme at the Institute shall submit to the academic office of the Institute within the stipulated time frame, such academic certificates and documents as may be required, failing which their candidature stands cancelled. (2) Every student offered admission shall pay the tuition and other fees and deposits as notified by the Institute, within the stipulated time frame, failing which their candidature stands cancelled. (3) Upon payment of fees and deposits and upon verification and submission of all mandatory documents, the Institute shall provide an Enrolment Number to the student. (4) The Enrolment Number shall be the permanent reference number in all records ofthe Institute pertaining to the student concerned. (5) The date of initial registration for B. Des.orM.Des.programme shall normally be the date on which the student formally registers for the respective course upon payment of fees. This date shall be construed as the date of joining the programme for all intents and purposes. (6) The enrolment of a student may be terminated on disciplinary grounds, in accordance with the disciplinary rules of the Institute. 12. Tuition and Other Fees and Deposits - The prescribed tuition fees, other fees and deposits,except mess charges, as approved by the Governing Council, shall be payable by all students at the beginning of each academic year or semester as notified by the Institute. 13. Attendance, Absence and Leave for the students - (1) A student shall be required to have minimum attendance at all lectures; tutorials;studio work; workshop practice sessions; field work; seminars and such other interfaces as may be determined by the Academic Advisory Committee of the Institute from time to time. (2) Any leave or absence other than for medical reasons shall require prior approvalof the Discipline Lead. (3) Only such students who fulfill the minimum required attendance including approved leave of absence, if any, shall be eligible to appear for semester end Jury. 14. Students Disciplines- (1) Every student shall observe discipline and maintain decorum both inside and outside the campus and shall not indulge in any activity which may bring disrepute to the Institute. (2) Every student shall observe the code of conduct as stipulated in the Academic Manual. (3) Any act of indiscipline committed by a student shall be dealt with in accordance with the norms and procedure stipulated in the respective manuals or handbook.12 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] 15. Academic Calendar -The Activity Chairperson (Education) and Dean Ahmedabad Campus, in consultation with the Deans of the Institute Campuses and the Discipline Leads, shall prepare and finalise the Academic Calendar of teaching and research programmes at the Institute and its campuses prior to beginning of each academic year. 16. The Foundation Programme – (1) The B. Des.programme shall commence with a one year common Foundation Programme. (2) The Foundation Programmeshallprovide the necessary direction, stimuli, facilities and experience to foster creativity and design thinking. (3) Allocation of discipline choice of student for the B.Des. Courses at the end of the common Foundation Programme shall be based on merit-cum-choice basis, for the number of seats prescribed in each discipline. 17. Maintenance of Student Records – (1) The Registrar Office of the Institute and its campuses shall maintain a personal file of every student admitted to the academic programmes at the respective campuses and such personal information shall be kept confidential. The personal file shall contain - (i) Personal data filled by the student at the time of admission; (ii) Information about parents and local guardian; (iii) medical history and fitness certificate submitted at the time of admission; (iv) all undertakings submitted by the student; (v) copy of any warning letters or memos etc. issued to the student; (vi) communication with the student or parent or guardian, if any; (vii) copy of all evaluation grade sheets and academic progress reportsissued to the students; (viii) record of admission to the hostel including payment of fees; and (ix) record of payment of fees of institute and all such other information relevant to the study and campus life of the students. 18. Conduct of Examinations- (1) The Institute shall have credit based evaluation and assessment system, for the students during and at the end of semester conducted by the Jury as under - (i) credits based evaluation system including correlation between credit units, week units and the corresponding study load in terms of hours per week; (ii) credits assigned to each course of study; (iii) credits assigned for co-curricular and extra-curricular activities; (iv) grading system including grading scales; (v) components of academic evaluation including coursework and jury; (vi) parameters and stages of evaluation and assessment, viz., individual course evaluation, semester- end jury assessment, and Design Project assessment; (vii) pre-requisites governing advancement of a student to the next semester or year; and (viii) such other rules or guidelines as may be notified by the Institute; (2) For successful completion of a programme of study, a student shall be required to fulfill credit requirements andevaluation requirements at individual course level, semester-end Jury level and Graduation Project level. (3) The credits and evaluation norms applicable for undergraduate and postgraduate programmes at the Institute as on the date of notification of these Ordinances shall remain valid for purpose of evaluation under the B. Des and M. Des programmes respectively: Provided that,any amendment to the credits and evaluation norms shall be approved by the Senate from time to time upon recommendation of the Academic Advisory Committee and shall be notified accordingly. 19. Graduation Design Project - Each student shall undertake a Design Project and demonstrate expertise as independent practitioner of design in the last semester of the respective programme.¹Hkkx IIIµ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 13 20. Academic GrievancesRedressal Committee–(1) The Director shall appoint Academic Grievances Redressal Committee to address grievances relating to academic matters. The Committee shall comprise at least three members of the faculty to be nominated by the Director : provided, that a faculty member against whom a grievance is made shall not be nominated as a member of such Committee. (2) Notwithstanding the aforesaid provisions, any grievance related to academic matters shall first be submitted to the Activity Chairperson (Education), who shall resolve the grievance in consultation with the Discipline Lead concerned or the authorities concerned, failing which the grievance shall be addressed to the Grievances RedressalCommittee. (3) The Grievances RedressalCommitteeshallsubmit its recommendations to the Activity Chairperson- Education. (4) The outcome of the GrievancesRedressal Process shall be communicated to the student concerned within a month of filing of the grievance. 21. Emergent Cases:Notwithstanding anything contained in the above Ordinances, the Director may, in emergent academic situations, take such decision and action on behalf of the Senate or the Academic Advisory Committee, as deems appropriate and report it at the next meeting of the institutional authority concerned.
