## Report on Notification Regarding Election Dates for the Institute of Chartered Accountants of India
**1. Executive Summary:**
This report analyzes a notification (No. 54EL1122021) issued by the Institute of Chartered Accountants of India (ICAI) on September 29, 2021, which amends a previous notification (No. 54EL192021) regarding the dates for recording votes for the election to the Twenty Fifth Council and Twenty Fourth Regional Councils of the Institute. The core purpose of the amendment is to add additional dates (December 3rd and 4th, 2021) for recording votes in Meerut due to the large number of voters in the Meerut city including Baghpat and Mawana area. This report provides an overview of the amendment, its rationale, key changes, target audience, inferred implementation aspects, and expected outcomes based solely on the provided text.
**2. Introduction:**
This report aims to provide informative analysis of the Notification No. 54EL1122021 issued by the Institute of Chartered Accountants of India (ICAI) regarding modification to election dates. This analysis is based solely on the content of the provided text.
**3. Policy Overview:**
* This is an amendment to the original Notification No. 54EL192021 dated 1st September, 2021, notifying the dates for recording of votes for election to the Twenty Fifth Council and Twenty Fourth Regional Councils of the Institute.
* **Core Objective:** To facilitate broader participation in the election process by providing additional voting dates and locations in areas with a high concentration of voters.
**4. Background and Rationale:**
The provided text indicates that the original notification for election dates needed modification. Specifically, the amendment addresses the issue of voter access in the Central India Regional Constituency and Central India Regional Council, particularly in the Meerut city including Baghpat and Mawana area, which has over 1000 voters. The amendment introduces additional voting dates (December 3rd and 4th, 2021) in Meerut to accommodate this larger voter base. The rationale is that the original schedule was insufficient to cater to the high number of voters in this region.
**5. Key Provisions / Changes:**
This is an amendment. The changes are:
* **Specific Part Changed:** Serial No. 4i of Notification No. 54EL122021 dated 1st September, 2021 containing the important dates relating to the elections of members to the Council and Regional Councils of the Institute.
* **New Rule/Provision:** The new provision adds December 3rd and 4th, 2021 as additional dates for recording votes in Meerut also as the Meerut city including Baghpat and Mawana has more than 1000 voters.
* **Difference/Effect:** The addition of these dates provides additional opportunities for eligible voters in the Meerut region (including Baghpat and Mawana) to cast their votes in the election. This likely aims to increase voter turnout and ensure broader representation in the council elections.
**6. Target Audience and Stakeholders:**
The direct target audience includes:
* Candidates contesting the election to the Twenty Fifth Council and Twenty Fourth Regional Councils of the Institute.
* Voters belonging to the Central India Regional Constituency and Central India Regional Council, particularly those residing in Meerut city including Baghpat and Mawana.
* The Institute of Chartered Accountants of India
**7. Implementation Aspects (Inferred):**
* **Responsible Agency:** The Returning Officer and Acting Secy., CA. DR. JAI KUMAR BATRA, is responsible for overseeing the implementation of this amendment.
* **Timelines:** The amendment specifies December 3rd and 4th, 2021, as the additional dates for recording votes in Meerut. The notification was issued on September 29, 2021, allowing for a lead time before the new voting dates. The changes are applied to Notification No. 54EL122021 dated 1st September, 2021.
**8. Expected Outcomes / Impact of Changes:**
The likely intended outcome of this amendment is:
* Increased voter turnout in the Central India Regional Constituency and Central India Regional Council, particularly in the Meerut city including Baghpat and Mawana area, due to increased accessibility and opportunity to vote.
* A more representative election outcome due to broader participation.
* A smoother and more efficient election process for voters in the specified region.
**9. Conclusion:**
The Notification No. 54EL1122021 serves as an important amendment to the election process for the Institute of Chartered Accountants of India. By adding additional voting dates in Meerut (including Baghpat and Mawana), the ICAI aims to improve voter access and ensure broader participation in the council elections. This adjustment likely contributes to a more representative and democratic election outcome.
