िव�ीय क्षेत्र िनधार्रण कायर्क्रम (एफएसएपी), जोिक अंतररा��ीय मुद्रा कोष (आईएमएफ) और िव� बैंक
(ड�ूबी) का एक संयु� कायर्क्रम है, िकसी देश के िवत्रीय क्षेत्र का एक �ापक और गहन िव�ेषण

2. आईएमएफ ने 2024 के दौरान संचािलत िकये गये िनधार्रण के आधार पर अपनी वेबसाइटो ं पर
नवीनतम भारत-एफएसएसए �रपोटर् 28 फरवरी 2025 को िनमुर्� की है, जबिक िव� बैंक की िव�ीय
क्षेत्र िनधार्रण (एफएसए) �रपोटर् का प्रकािशत होना अभी बाकी है।
3. भारत उ�तम अंतररा��ीय मानको ं के अनुरूप संयु� आईएमएफ-िव� बैंक टीम द्वारा िकये गये
भारतीय िव�ीय प्रणाली के िनधार्रण का �गत करता है।
4. आईएमएफ की एफएसएसए �रपोटर् इस बात पर अिधक बल देती है िक भारत की िव�ीय प्रणाली
2017 के िपछले एफएसएपी के बाद अिधक आघात-सहनीय और िविवधतापूणर् बनी है, जोिक तीव्र
आिथर्क वृ�द्ध के द्वारा संचािलत है। भारत में िव�ीय क्षेत्र ने 2010 के बाद की िविभ� िवपि�-��ितयो ंसे
समु�ान दशार्या है एवं महामारी का भली भाँित सामना िकया है। िव�ीय क्षेत्र प�रदृ� के िवकास के तौर
पर, गैर-बैंिकं ग िव�ीय म�वितर्यो ं (एनबीएफआई) का क्षेत्र िविवधतापूणर्, परंतु अिधक अंतर-संबद्ध होगया है। बैंको ंऔर गैर-बैंिकं ग िव�ीय कं पिनयो ं (एनबीएफसीएस) के पास तीव्र समि�-िव�ीय प�रदृ�ो ं
में भी साधारण उधार का समथर्न करने के िलए पयार्� समग्र पूँजी है।
5. एनबीएफसीएस के िविनयमन और पयर्वेक्षण के संबंध में आईएमएफ ने मान-आधा�रत िविनयामक
ढाँचे के साथ एनबीएफसीएस की िववेकस�त अपेक्षाओ ं के िलए भारत के प्रणालीगत दृि�कोण को
�ीकार िकया है। आईएमएफ ने बड़ी एनबीएफसीएस के िलए बैंको ं जैसे चलिनिध कवरेज अनुपात
(एलसीआर) को प्रारंभ करने संबंधी भारत के दृि�कोण की सराहना की है। बैंको ं के पयर्वेक्षण के िलए
आईएमएफ ने आईएफएसआर 9 के अंगीकरण तथा वैय��क ऋणो,ं संपािशर्क मू�ांकन, संबद्ध
उधारकतार् समूहो,ं बड़ी ए�पोज़र सीमाओ,ं और संबंिधत-पक्षकार लेनदेनो ं के संबंध में पयर्वेक्षण का
�र बढ़ाने के मा�म से ऋण जो�खम प्रबंध को मजबूत करने का सुझाव िदया है।
6. आईएमएफ �ीकार करता है िक उभरते जो�खमो ं का प्रबंध करने और उनको रोकने के िलए
अंतररा��ीय प्रथा के अनुरूप प्रितभूित बाजारो ंमें िविनयामक ढाँचे की वृ�द्ध की गई है। उ�ेखनीय सुधारो ं
में शािमल हैं, कारपोरेट कजर् बाजार िवकास िनिध (सीडीएमडीएफ) की �ापना, बांड �ुचुअल िनिधयो ं
के िलए प�रवतर्नशील (��ंग) कीमत-िनधार्रण और चलिनिध अपेक्षाएँ लागू करना। िविनयामक िव�ार
को भी उभरते क्षेत्रो ंके संबंध में बढ़ाया गया है, जैसे तेजी से बढ़ रहे ईि�टी डे�रवेिटव्स उ�ादो ंके िलए
धारणीयता और िनवेशक संरक्षण उपाय।
7. आईएमएफ ने बताया है िक सरकारी िडिजटल अवसंरचनाओ ं के पास उ�ेखनीय रूप में सुधा�रत
खुदरा िव�ीय समावेशन है तथा िसफा�रश की है िक ऋण तक िव�ीय रूप से अ�सुिवधाप्रा� क्षेत्रो ंकी
पहुँच में वृ�द्ध आ��-आधा�रत और िडिजटल उधार हेतु िविधक, कर और सूचना�क अवसंरचनाओ ं
को मजबूत करने के द्वारा की जा सकती है।
8. एफएसएसए �रपोटर् �ीकार करती है िक भारत का बीमा क्षेत्र मजबूत और वृ�द्धशील है, जहाँ दोनो ं
जीवन और साधारण बीमा में इसकी उ�ेखनीय उप��ित है। यह क्षेत्र बेहतर िविनयमो ंऔर िडिजटल
नवो�ेषणो ंद्वारा समिथर्त रूप में ��र रहा है। उ� �रपोटर् पयर्वेक्षण, जो�खम प्रबंध और अिभशासन में
सुधार लाने में भारत की प्रगित का उ�ेख करती है तथा जो�खम-आधा�रत शोधन-क्षमता / पयर्वेक्षण
ढाँचो ंऔर अिधक सुदृढ़ सामूिहक पयर्वेक्षण की िदशा में आगे की कारर्वाइयाँ सुझाती है। इसने बीमा क्षेत्र
में जो�खम-आधा�रत दृि�कोण की िदशा में संक्रमण को �ीकार िकया है। यह वैि�क सव��म प्रथाओ ं
तथा एक आघात-सहनीय बीमा क्षेत्र के प्रित भारत की प्रितबद्धता को प्रितिबंिबत करता है।9.आईएमएफ िसफा�रश करती है िक समि�-िववेकपूणर् प्रािधकरणो ंका प्राथिमक उद्दे� िव�ीय ��रता
होनी चािहए।
10. उभरते जो�खमो,ं साइबर सुरक्षा, मौसमी प�रवतर्न और प्रणाली-�ापी संसगर् के तौर पर �ान देने
की आव�कता है। मौसमी प�रवतर्न से िव�ीय़ ��रता जो�खम, प्रबंध करने यो� प्रतीत होते हैं, परंतु
इसके िलए �ानपूवर्क िनगरानी आव�क है। उ� िनधार्रण ने मौसम संबंधी िव�ीय जो�खमो ं का
प्र�ुतीकरण करने के िलए बेहतर कणा�कता (ग्रै�ुलै�रटी) से यु� संविधर्त डेटा कवरेज का सुझाव
िदया है।
11. आईएमएफ ने बैंिकं ग क्षेत्र, िव�ीय बाजार अवसंरचना (एफएमआई), मह�पूणर् सूचना प्रणािलयो,ं
तथा प्रितभूित बाजार में अ� संबंिधत �खलािड़यो ंके संबंध में साइबर सुरक्षा ढाँचे का भी िव�ेषण िकया
है। आईएमएफ ने पाया है िक भारतीय प्रािधका�रयो ंके पास िवशेष रूप से बैंको ंके िलए उ�त साइबर
सुरक्षा जो�खम िनगरानी िवद्यमान है। तथािप, आईएमएफ ने कहा है िक साइबर-सुरक्षा संबंधी आघात-
सहनीयता को आगे और मजबूत करने के िलए क्षेत्रपार (क्रास- से�ोरल) और बाजार-�ापी घटनाओं
हेतु बैंको ं के िलए �ापक साइबर-सुरक्षा संकट अनुरूपणो ं और दबाव परीक्षणो ं का िव�ार िकया जा
सकता है।
12. भारत के एफएसएपी के मामले में िसफा�रशें मु� रूप से िव�ीय प्रणाली की संरचना और
कायार्�कता में आगे और सुधार लाने पर के ��त हैं तथा कई िव�ृत िसफा�रशें संबंिधत प्रािधका�रयो ं/
िविनयमनकतार्ओ ंकी �यं की िवकासा�क योजनाओ ंके अनुरूप हैं। भारत जहाँ भी आव�क है वहाँ

India: Financial Sector Assessment Program, 2024
The Financial Sector Assessment Program (FSAP), a joint program of the International
Monetary Fund (IMF) and the World Bank (WB), undertakes a comprehensive and in-depth
analysis of a country’s financial sector. Since September 2010 the exercise has become
mandatory for jurisdictions with systemically important financial sectors. Currently, it is
mandatory for 32 jurisdictions including India, every five years, and for another 15 jurisdictions
every ten years. Last FSAP for India was conducted in 2017 and the Financial System Stability
Assessment (FSSA) report was published by IMF on 21st December, 2017.
2. IMF released the latest India-FSSA report on their websites on February 28, 2025, based
on the assessment carried out during 2024, while WB’s Financial Sector Assessment (FSA)
report is due for publication.
3. India welcomes assessment of the Indian financial system undertaken by the joint IMF-
World Bank team conforming to the highest international standards.
4. IMF’s FSSA report highlights that India’s financial system has become more resilient
and diverse since the last FSAP in 2017, driven by rapid economic growth. Financial Sector in
India has shown recovery from various distress episodes of 2010s and withstood the pandemic
well. In terms of evolution of financial sector landscape, Non-Banking Financial Intermediaries
(NBFI) sector has become diverse but more interconnected. Banks and Non-Banking Financial
Companies (NBFCs) have sufficient aggregate capital to support moderate lending even in
severe macrofinancial scenarios.
5. On regulation and supervision of NBFCs, IMF acknowledged India’s systematic
approach for prudential requirements of NBFCs with scale based regulatory framework. IMF
appreciated India’s approach on introduction of bank-like Liquidity Coverage Ratio (LCR) for
1large NBFCs. For supervision of banks, IMF suggested strengthening credit risk management
through IFSR 9 adoption and upgrading supervision over individual loans, collateral valuation,
connected borrower groups, large exposure limits, and related-party transactions.
6. IMF acknowledges that the regulatory framework in securities markets has been
enhanced in line with international practice to manage and prevent emerging risks. Notable
improvements include establishing the Corporate Debt Market Development Fund (CDMDF),
introducing swing pricing and liquidity requirements for bond mutual funds. The regulatory
scope has also been expanded over emerging areas such as sustainability and investor
protection measures for fast-growing equity derivatives products.
7. IMF has stated that public digital infrastructures have significantly improved retail
financial inclusion and recommended that financially underserved sectors’ access to credit can
be enhanced by strengthening legal, tax, and informational infrastructures for asset-based and
digital lending.
8. The FSSA report acknowledges that India’s insurance sector is strong and growing,
with a significant presence in both life and general insurance. The sector has remained stable,
supported by better regulations and digital innovations. The report notes India’s progress in
improving oversight, risk management and governance and suggests further steps toward risk-
based solvency / supervision frameworks and stronger group supervision. It acknowledged
transition plans towards risk-based approach in the insurance sector. This reflects India’s
commitment to global best practices and a resilient insurance sector.
9. IMF recommends that financial stability should be the primary objective of the
macroprudential authorities.
10. In terms of emerging risks, cybersecurity, climate change and system-wide contagion
need attention. Financial stability risks from climate change appear manageable but warrant
careful monitoring. The assessment suggested enhanced data coverage with better granularity
for mapping climate-related financial risks.
11. IMF also analysed cyber security framework in banking sector, Financial Market
Infrastructure (FMI), Critical Information Systems, and other relevant players in securities
2market. IMF found that Indian authorities have advanced cybersecurity risk oversight,
especially for banks. However, IMF stated that extensive cybersecurity crisis simulations and
stress tests for banks could be expanded for cross-sectoral and market-wide events to further
strengthen cybersecurity resilience.
12. The recommendations in case of India FSAP are mainly focussed on bringing about
further improvements in the structure and functioning of the financial system and many of the
detailed recommendations are in conformity with the concerned authorities’/regulators’ own
developmental plans. India remains committed to adoption of internationally accepted
standards and best practices in a phased manner, attuned to domestic needs and economic
conditions, wherever necessary.
