The Directorate General of Shipping (DGS) has received a number of
representations from Indian seafarers holding Indian cDC restricted to work on
cruise vessels. Requests have been made for removal of restriction in the cDC
or permission for cancellation of such cDC so that they could apply afresh
under the new CDC Rules, 2017.
2. The cDCs with restriction to work on cruise vessels only were issued under
the old Merchant Shipping (cDC) Rules, 2001, read with Directorate General of
Shipping Order No. 8 of 2013 (F'No.CR/CDC (Special)/2013 dated22'O3'2013
to facilitate those who were opted for a career in the hospitality department of a
cruise vessel, even though they were otherwise not eligible for grant of Indian
CDC.

3. The Merchant Shipping (CDC) Rules, 2017 which have come into force w.e.f.
14.01.2018 has reduced the minimum eligibility criteria for grant of CDC to
10th Standard pass and 5 STCW courses. The new CDC also does not contain
the category or rank of seafarers.

It is therefore decided that such seafarers who are holding restricted cDC
issued under M.S (CDC) Rules 2001 to work only on cruise vessels and are
eligible for grant of CDC under the new Merchant Shipping (CDC) Rules 2017
may apply to the Shipping Master concerned for cancellation of their CDCs and
grant of fresh CDC under Merchant Shipping (CDC) Rules, 2O1K 7.
