Summary:
The Election Commission is conducting a Special Intensive Revision (SIR) in Bihar, with an initial phase focused on printing and distributing enumeration forms nearing completion. This initiative aims to update the electoral rolls, with the draft rolls scheduled for release on August 1, 2025, incorporating data from received enumeration forms. The deadline for electors to submit documents is July 25, 2025.
As of July 6, 2025, at 6:00 PM, 16,949,208 enumeration forms have been collected, representing 21.46% of the approximately 79,000,000 enrolled electors in Bihar (as of June 24, 2025). In the preceding 24 hours, 6,532,663 forms were collected. Simultaneously, form uploading is underway, with 7.25% completed to date. Partially filled forms can be downloaded from the ECI portal (voters.eci.gov.in) and the ECINET App, where electors can also upload completed forms.
To facilitate the process, 77,895 Booth Level Officers (BLOs) are conducting door-to-door assistance, including capturing and uploading elector photos. An additional 20,603 BLOs are being appointed. Nearly 400,000 volunteers, including government officials, NCC cadets, and NSS members, are assisting vulnerable populations. The SIR process involves 239 Electoral Registration Officers (EROs) covering all 243 Assembly Constituencies (ACs), 963 Assistant Electoral Registration Officers (AEROs), 38 District Election Officers (DEOs), and the state's Chief Electoral Officer (CEO). 154,977 Booth Level Agents (BLAs) appointed by political parties are also involved. The SIR is being conducted according to instructions dated June 24, 2025, and rumors of changes to these instructions are false.
