(2) द्वारा प्रित्त िजियों का प्रयोग करते हुए, भारत सरकार के कृजि एंव ककसान कल्याण मंत्रालय, कृजि एंव ककसान कल्याण जवभाग की अजधसूचना संख्या का.आ. 3800(अ), तारीख 10 िुलाई, 2026 द्वारा पैराक्वॉट डाइक्लोराइड के जवजनमााण, आयात, पररवहन, जवतरण, जबक्री और उपयोग को प्रजतजिद्ध करन े के अपन े आिय की घोिणा करन े वाला आििे प्रकाजित ककया था और उन सभी व्यजियों से, जिनके उससे प्रभाजवत होने की संभावना ह,ै उस तारीख से, जिसको उि अजधसूचना को प्रकाजित करन े वाले रािपत्र की प्रजतया ं िनता को उपलब्ध करायी गयी थीं, तीस किन की अवजध के अवसान से पूव ा आक्षेप या सुझाव आमंजत्रत ककय ेगए थ;े और, उि रािपत्र की प्रजतयां 13 िुलाई, 2026 को िनता को उपलब्ध करा िी गई थीं;

और, उि आिेि के संबंध म ें िनता स े प्राप्त आक्षेपों और सुझावों पर सरकार द्वारा सम्यक् रूप स े जवचार कर जलया गया ह;ै अतः अब, केंद्रीय सरकार, कीटनािी अजधजनयम, 1968 की धारा 28 के साथ परित धारा 27 की उपधारा (2) द्वारा प्रित्त िजियों का प्रयोग करते हुए, इस प्रयोिन के जलए गरित जविेिज्ञ सजमजत की जसफाररिों पर जवचार करने के पश्चात् और उि अजधजनयम के अधीन गरित रजिस्ट्रीकरण सजमजत से परामि ाकरन ेके पश्चात ्और यह समाधान हो िाने पर 7298 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] कक पैराक्वॉट डाइक्लोराइड का उपयोग मानवों और पिओंु के जलए िोजखमपूणा ह ै और ऐसी जस्ट्थजत ह ै कक तत्काल कारावाई करना समीचीन या आव‍यक हो गया ह,ै जनम्नजलजखत आििे करती ह,ै अथाात:् — आिेि

(1) इस आिेि के रािपत्र में प्रकािन की तारीख स ेपैराक्वॉट डाइक्लोराइड के रजिस्ट्रीकरण पर प्रजतिधे होगा।

(2) कीटनािी अजधजनयम, 1968 की धारा 9 के अधीन पैराक्वॉट डाइक्लोराइड के जलए अनुित्त ककया गया रजिस्ट्रीकरण प्रमाणपत्र इस आिेि के रािपत्र में प्रकािन की तारीख से रद्द माना िाएगा।

(3) रजिस्ट्रीकरण सजमजत परै ाक्वॉट डाइक्लोराइड के जलए अनिु त्त ककए गए रजिस्ट्रीकरण प्रमाणपत्र को वापस मंगाएगी और यकि कोई व्यजि रजिस्ट्रीकरण प्रमाणपत्र वापस करने म ें जवफल रहता ह,ै तो उसके जवरुद्ध अजधजनयम के उपबंधों के अधीन कारावाई की िाएगी।

(4) राज्य सरकारें राज्य म ेंइस आिेि के कायाान्वयन के जलए अजधजनयम और तिाधीन बनाए गए जनयमों के अधीन ऐस ेकिम उिाएंगी, जिन्ह ेंवे उजचत समझ।ें [फा. स.ं 12078/01/2023-पीपी-I] मुिानंि अग्रवाल, संयुि सजचव MINISTRY OF AGRICULTURE AND FARMERS WELFARE (Department of Agriculture and Farmers Welfare)

NOTIFICATION New Delhi, the 22nd September, 2026 S.O. 5234(E).—Whereas, the Central Government in exercise of the powers conferred by sub-

section (2) of section 27 of the Insecticides Act, 1968 (46 of 1968) published an order for declaring its intention to prohibit the manufacture, import, transport, distribution, sale, and use of Paraquat Dichloride vide notification of the Government of India, Ministry of Agriculture and Farmers Welfare, Department of Agriculture and Farmers Welfare number S.O. 3800(E), dated 10th July, 2026 and invited objections or suggestions from all persons likely to be affected thereby, till the expiry of the period of thirty days from the date on which the copies of the Gazette of India in which the notification was published were made available to the public;

And whereas, copies of the said Gazette were made available to the public on the 13th July, 2026;

And whereas, the objections and suggestions received from the public in respect of said Order, have been duly considered by the Government;

Now, therefore, in exercise of the powers conferred by sub-section (2) of section 27 read with section 28 of the Insecticides Act, 1968, the Central Government after considering the recommendations of the Expert Committee constituted for the said purpose and after consultation with the Registration Committee set up under the said Act, and, on being satisfied that the use of Paraquat Dichloride involves risk to human being and animals as to render it expedient or necessary to take immediate action, hereby makes the following

Order namely:-

Order

(1) There shall be a prohibition on the registration of Paraquat Dichloride from the date of publication of this

Order in the Official Gazette.

(2) The certificate of registration for Paraquat Dichloride granted under section 9 of the Insecticides Act, 1968 shall stand cancelled from the date of publication of this Order in the Official Gazette.[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3

(3) The Registration Committee shall call back the certificate of registration granted for Paraquat Dichloride and if any person fails to return the certificate of registration, action shall be taken against him under the provisions of the Act.
