1. (1) इन जर्जनयमों का संजिप्त नाम डाकघर (िसू रा संिोधन) जर्जनयम, 2026 ह।ै
(2) य े17 माच,च 2026 को प्रर्त्तृ होंगे।
2. डाकघर जर्जनयम, 2024 म,ें –
(क) जर्जनयम 99 के पश्चात, जनम्नजलजखत जर्जनयम अंतःस्ट्र्ाजपत दकया िाएगा, अर्ाचत :-
‘99क. प्रीजमयम स्ट्पीड पोस्ट्ट िस्ट्तार्ेि- (1) जर्जनयम 99 म ें जनर्िचष्ट स्ट्पीड पोस्ट्ट िस्ट्तार्ेि सर्े ा के अलार्ा, स्ट्पीड
पोस्ट्ट िस्ट्तार्ेि की प्रीजमयम जडलीर्री सेर्ा जनम्नजलजखत म ेंस ेकोई एक होगी–
(क) “24 स्ट्पीड पोस्ट्ट”- इसके अंतगतच जचजहहत उद्गम स्ट्र्ान और गंतव्य िहरों के बीच बुककंग की तारीख स े
अगले दिन जडलीर्री संबंधी सर्े ाए ं प्रिान की िाएगी; या

िो काय च दिर्सों के अंिर जडलीर्री संबंधी सेर्ाए ं प्रिान की िाएगी।
(2) य े सेर्ाए ं दिल्ली, मुंबई, चेन्नई, कोलकाता, बेंगलुरु और हिै राबाि महानगरों के बीच उपलब्ध होंगी, और तत्पश्चात
इनका अहय िहरों म ें भी जर्स्ट्तार दकया िा सकेगा।
(3) खुिरा ग्राहकों के सार्-सार् डाक जर्भाग के सार् करार करन ेर्ाले र्ोक या कॉपोरेट ग्राहक भी इन सेर्ाओं का लाभ
उठाने के पात्र होंगे।
(4) जर्जनयम 99 के अधीन स्ट्पीड पोस्ट्ट िस्ट्तार्ेि पर लागू होन ेर्ाली भार, आकार और अनुज्ञेय सामग्री स ेसंबंजधत ित ें
आर्श्यक पररर्तचनों सजहत इन प्रीजमयम उत्पािों पर लाग ू होंगी।
(5) ‘24 स्ट्पीड पोस्ट्ट’ और ‘48 स्ट्पीड पोस्ट्ट’ पर लागू होने र्ाले टैररफ र्ह होगा िैसा क्रमि: अनसु ूची-I की सारणी IV
ख और सारणी IV ग म ें यर्ा जर्जनर्िचष्ट दकया गया ह।ै
(6) रजिस्ट्रीकरण संबंधी ‘मूल्य र्र्धचत सेर्ा’ के जलए प्रजत मि पाचं रुपय े की फीस (िीएसटी अलग स)े प्रभाररत की
िाएगी, और ओटीपी आधाररत जडलीर्री संबंधी ‘मूल्य र्र्धचत सेर्ा’ बंडल्ड सेर्ा के रूप म ें प्रिान की िाएगी।
(7) प्रचालन संबंधी जर्स्ट्ततृ मानिंड और सेर्ा मानक प्रिासजनक अनुिेिों के माध्यम स ेसमय-समय पर जर्जनर्िचष्ट दकए
िाएंगे।
(8) सकचल प्रमुख समय-समय पर उन कायाचलयों को जर्जनर्िचष्ट करने के जलए प्राजधकृत ह,ैं िहां “स्ट्पीड पोस्ट्ट िस्ट्तार्ेि”
और प्रीजमयम उत्पाि अर्ाचत '24 स्ट्पीड पोस्ट्ट' और '48 स्ट्पीड पोस्ट्ट' कहलाने र्ाली डाक र्स्ट्तएु ं बुक की िा सकेंगी।
(9) स्ट्पीड पोस्ट्ट संबंधी अनुसूची I की सारणी V म ेंयर्ाजर्जनर्िचष्ट प्रजतकर के उपबंध इन सेर्ाओं पर आर्श्यक पररर्तचन
सजहत लाग ू होंगे।
(10) इन सेर्ाओं पर लगन ेर्ाल ेअहय ‘मूल्य र्र्धतच ’ सेर्ाओं संबंधी प्रभार ‘स्ट्पीड पोस्ट्ट’ पर लगन ेर्ाले संबंजधत प्रभारों के
अनुरूप होंगे।
ख) जर्जनयम 100 के पश्चात, जनम्नजलजखत जर्जनयम अतं ःस्ट्र्ाजपत दकया िाएगा, अर्ाचत :-
100क. 24 स्ट्पीड पोस्ट्ट पासचल – (1) जर्जनयम 100 म ें जनर्िष्टच स्ट्पीड पोस्ट्ट पासलच संबंधी सेर्ाओं के अलार्ा, 24 इंजडया
पोस्ट्ट पासचल सेर्ा उपलब्ध कराई िाएगी; इसके अंतगचत पासचलों का र्ाय ु मागच स े पारेषण दकया िाएगा और जचजहहत उद्गम
स्ट्र्ान तर्ा गतं व्य िहरों के बीच बुककंग की तारीख स ेअगले दिन जडलीर्री प्रिान की िी िाएगी।
परंत ु िहां र्ाय ु माग च स े पारेषण की तुलना म ें भ ू माग च स े पारेषण तेि गजत स े दकया िा सकेगा, र्हा ाँ ‘24 स्ट्पीड पोस्ट्ट पासचल’
को भू मागच स ेपारेजषत दकया िा सकेगा।
(2) 24 स्ट्पीड पोस्ट्ट पासचल के भार-स्ट्लैब और उन पर लगने र्ाला डाक-िल्ु क र्ह होगा िैसा अनुसूची-I की सारणी IV घ म ें
यर्ा जर्जनर्िचष्ट दकया गया ह।ै
परंत ु 24 स्ट्पीड पोस्ट्ट पासचल पर लगने र्ाला डाक-िुल्क, र्ॉल्यूमेररक भार या सकल भार, िो भी अजधक हो, के आधार पर
जलया िाएगा।
(3) 24 स्ट्पीड पोस्ट्ट पासचल के जलए जपक-अप सुजर्धा, जडलीर्री-प्रमाण, बीमा, रजिस्ट्रीकरण और अहय ‘मूल्य र्र्धचत सेर्ाए’ं
उपलब्ध होंगी। य े सेर्ाए ाँ स्ट्पीड पोस्ट्ट पासचल पर यर्ा लागू फीस का भुगतान दकए िाने पर उपलब्ध होंगी।
(4) ‘24 स्ट्पीड पोस्ट्ट पासचल’ के जलए ओटीपी आधाररत जडलीर्री सेर्ा जबना दकसी अजतररि भार के बंडल सेर्ा के रूप म ें
उपलब्ध होगी।
(5) मि, िब तक अहयर्ा जर्जनर्िचष्ट न हो, दिए गए पते पर जडलीर्र की िाएगी।
(6) यह सेर्ा दिल्ली, मुंबई, चन्ने ई, कोलकाता, बगें लरुु और हिै राबाि महानगरों के बीच उपलब्ध होंगी और तत्पश्चात इनका
अहय िहरों म ेंभी जर्स्ट्तार दकया िा सकेगा।
(7) स्ट्पीड पोस्ट्ट संबंधी अनुसूची I की सारणी V म ेंयर्ाजर्जनर्िचष्ट प्रजतकर के उपबंध इन सेर्ाओं पर आर्श्यक पररर्तनच सजहत

NOTIFICATION
New Delhi, the 13th March, 2026
S.O. 1329(E).— In exercise of the powers conferred by section 13 of the Post Office Act, 2023 (43 of 2023),
the Director General, with the prior approval of the Central Government, hereby makes the following regulations further
to amend the Post Office Regulations, 2024, namely: ––
1. (1) These regulations may be called the Post Office (Second Amendment) Regulations, 2026.
(2) They shall come into force on the 17th day of March, 2026.
2. In the Post Office Regulations, 2024,––
(a) after regulation 99, the following regulation shall be inserted, namely: ––
‘99A. Premium Speed Post Document. –– (1) Apart from the service of Speed Post Document referred
to in regulation 99, the premium delivery service of the Speed Post Document shall either be, ––
(a) “24 Speed Post”, providing delivery services by next day from the date of booking between
identified origin and destination cities; or
(b) “48 Speed Post”, providing delivery services within two working days from the date of booking
between identified origin and destination cities.
(2) These services shall be available between the metropolitan cities of Delhi, Mumbai, Chennai, Kolkata,
Bengaluru and Hyderabad, and may subsequently be extended to other cities.
(3) Retail customers as well as bulk or corporate customers who enter into agreements with the Department of
Posts shall be eligible to avail these services.
(4) The conditions relating to weight, size and permissible contents applicable to Speed Post Document under
regulation 99 shall apply mutatis mutandis to these premium products.
(5) The tariff for 24 Speed Post and 48 Speed Post services shall be as specified in Table IV B and Table IV C of
Schedule I, respectively.
(6) A fee of rupees five per item (GST extra) shall be charged for the value-added service of Registration, and the
value-added service of OTP delivery shall be provided as a bundled service.
(7) The detailed operational norms and service standards, shall be specified through administrative instructions
from time to time.
(8) The Circle Heads are authorised to specify, from time to time, the offices where the postal items called as
“Speed Post Document” and premium products “24 Speed Post” and “48 Speed Post” may be booked.
(9) The provisions of compensation as specified in Table V of Schedule I relating to the Speed Post shall mutatis
mutandis applicable to these services.
(10) The charges of other value-added services shall be applicable to these services as applicable to the Speed Post.’;
(b) after regulation 100, the following regulation shall be inserted, namely: ––
“100A. 24 Speed Post Parcel. –– (1) Apart from the service of Speed Post parcel referred to in regulation 100, there
shall be the 24 Speed Post Parcel, which shall be transmitted by air, providing delivery services by next day from the
date of booking between identified origin and destination cities:
Provided that the 24 Speed Post Parcel may be transmitted by surface on routes where it is determined to be faster than
air transmission.
(2) The weight slab and the postage for 24 Speed Post Parcel shall be as specified in Table IV D of Schedule I:
Provided that the postage chargeable on the 24 Speed Post Parcel shall be charged on the basis of the volumetric weight

(3) The pick-up facility, proof of delivery, insurance, registration and other value-added services shall be available for
24 Speed Post Parcel on payment of fees as applicable to the Speed Post Parcel.
(4) One Time Password (OTP) based delivery shall be available as a bundled service with 24 Speed Post Parcel, at no
extra charges.
(5) The item shall be delivered at the given address, unless otherwise specified.
(6) This service shall be available between the metropolitan cities of Delhi, Mumbai, Chennai, Kolkata, Bengaluru and
Hyderabad, and may subsequently be extended to other cities.
(7) The provisions of compensation as specified in Table V of Schedule I relating to the Speed Post shall mutatis
mutandis applicable to this service.”;
