F. No. B/49/2025-Home-II/896-904.— Whereas; it has come to the notice of the Government, that the book
“Islamic Ethics of Warfare” incites individuals, particularly from a specific community, toward armed rebellion and
promote radical ideologies that threaten public safety and national security. Available evidence based on reading of the
literature and credible intelligence unflinchingly indicate that the inflammatory content, coupled with the misuse of
religious texts to advocate violence, necessitates immediate action.
This book not only promotes and argues for the superiority of monotheism by advocating warfare against other
religions, but actively attacking the beliefs of other religious groups causing enmity, hatred, or ill-will between different
religious groups. Some of the means by which this book has contributed to the radicalization of people include distortion
of original verses of the Holy Book Quran by religious radicalization, promotion of alienation, pathway to violence and
terrorism etc; and
Whereas; in the above context, the alleged book “Islamic Ethics of Warfare” has been identified that causing
disharmony or feelings of enmity or hatred or ill-will between religious groups in the country and need to be declared
as forfeited' in terms of Section 98 of The Bharatiya Nagarik Suraksha Sanhita, 2023; and
Whereas; alleged book “Islamic Ethics of Warfare” has been found to promote or publishing false or
misleading information jeopardizing the sovereignty, unity and integrity or security of India, thereby, attracting the
provisions of sections 196, 197(1)(c) & 197(1)(d) of The Bharatiya Nyaya Sanhita, 2023.
Now, therefore, in exercise of the powers conferred by section 98 of The Bharatiya Nagarik Suraksha Sanhita,
2023, the Government of National Capital Territory of Delhi hereby declares publication of alleged book “Islamic
Ethics of Warfare” and their copies or other documents to be forfeited to the Government.
