Subiect: lssuance of Statutorv Certificates in E-Format
1. Recognizing that Electronic Certificate (E-certificate) are expedient way for ship
owners and operators to evidence the validity of their ship's statutory certifications.

Realising the above, the Directorate has already permitted Recognized organizations
for issuance of statutory certificates in Electronic format vide DGS circular 07 of
2017.

Noting that the key guiding principle of Maritime Vision 2030 document is to drive
digitization and innovation in the Maritime lndustry through digitization and artificial
intelligence, the Directorate has now developed systems to issue following Statutory
Certificates on electronic mode by the Mercantile Marine Departments (MMDs);

Document of Authorisation to Carry Grain in accordance with lnternational
Grain Code.
3.2.
lnternational Tonnage Certificate for compliance to lnternational Tonnage
Convention, 1969.
3.3.
Certificate of lnsurance or other Financial Security in respect of Liability for
the removalof Wrecks.
3.4.
Certificate of lnsurance or other Financial Security in respect of Civil Liability for oil
Pollution Damage.
3.5. Certificate "A" issued to a Passenger ship intended to carry special trade
passengers between ports or places in India.

Minimum Safe Manning Document (MSMD).

The aforesaid Statutory Certificates shall now be issued by the Mercantile Marine
Department's in digital format with immediate effect.

The application is required to be made via Directorate's E-Governance System by
the registered ship owner's only. The Standard Operating procedures for application
