4. उपयुवि जनिेि के संिभव म ें एकजत्रत आंकडों का सत्यापन और उनकी िांच उप महाजनिेिक के कायावलय (साजययकी
एवं जनगरानी प्रभाग), रसायन एव ं पेरोरसायन जवभाग म ें की िाएगी। तत्पश्चात, माजसक औद्योजगक उत्पािन सूचकांक के
संकलन के जलए प्रासंजगक आंकडों को माजसक औद्योजगक उत्पािन सूचकांक तैयार करन े के जलए आर्थवक- सांजययकी प्रभाग,
राष्ट्रीय सांजययकी कायावलय, सांजययकी एवं कायवक्रम कायावन्वयन मंत्रालय को रसायन एव ं पेरोरसायन जवभाग द्वारा उपलब्ध
करा दिया िाएगा। रसायन एव ं पेरोरसायन जवभाग के पास उपलब्ध आंकडों का प्रयोग वार्षवक प्रकािन “रसायन एव ं
पेरोरसायन आंकडे एक िजृ ि म”ें को तैयार करने के जलए दकया िाएगा।
5. उपरोि जनिेिों के संिभव म ें दकसी गजतजवजध म ें िाजमल सभी व्यजि सांजययकी संग्रहण अजधजनयम, 2008 और
सांजययकी संग्रहण जनयमावली, 2011 के प्रावधानों द्वारा िाजसत होंगे।

आकं डों के सग्रं हण का जवषय एव ं उद्देश्य:
1. प्रत्येक माह औद्योजगक उत्पािन सूचकांक तैयार करने के जलए उत्पािन, स्ट्थाजपत क्षमता, आयात, जनयावत, जबक्री
और रासायजनक क्षेत्र से संबंजधत अन्य आंकडे ऑनलाइन माध्यम से एकजत्रत दकए िाएंगे, जिसका प्रयोग रसायन एव ं
पेरोरसायन जवभाग द्वारा नीजत एवम पयववेक्षण संबंधी उद्देश्यों के जलए और रसायन एव ं पेरोरसायन जवभाग के जनयजमत
सांजययकीय प्रकािन के जलए दकया िाएगा।
आकं डों के सग्रं ह के जलए भौगोजलक क्षत्रे :
2. सांजययकी संग्रहण अजधजनयम, 2008 के तहत आंकडे पूरे भारत म ें एकत्र दकए िाएंगे।

3. सूचना प्रिाताओं को ऑनलाइन के माध्यम स े सांजययकी अजधकारी द्वारा अपन े अजधकार क्षत्रे म ें उन्ह ें िारी दकए गए
नोठर्स के अनुसार जनधावठरत प्रारूप म ें अपेजक्षत आंकडे भेिने होंगे। सांजययकी अजधकारी, इस तरह की अन्य ितों के अधीन[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3
जिन्ह ें दक वह नोठर्स म ें जनर्ििव कर सकता ह,ै सूचना प्रिाता को अन्य रूप म ें जनधावठरत सूचना प्रस्ट्तुत करन े के जलए कह सकते

4. दकसी पंिीकृत इकाई के माजलक या प्रबंधक को जिन्ह ें सांजययकी अजधकारी द्वारा नोठर्स िारी दकया िाएगा, उन्ह ें
अपन ेप्रजतष्ठान के बारे म ें आवश्यक िानकारी प्रस्ट्तुत करनी होगी।
अवजध जिसके िौरान आकं डों का सग्रं हण परू ा दकया िा सकता ह:ै
5. प्रत्येक सूचना प्रिाता द्वारा प्रत्येक कैलेंडर माह की सूचना आगामी माह के 15 वें दिन या उससे पहले भेिी िानी
आवश्यक होगी िैसादक नोठर्स म ेंउजल्लजखत ह ै।

7. सूचना प्रिाताओं स े उत्पािन (मात्रा और मूल्य), आयात, जनयावत, स्ट्थाजपत क्षमता, जबक्री और रासायजनक क्षेत्र स े
संबंजधत अन्य आंकडों पर माजसक डार्ा एकत्र दकया िाएगा।
सचू ना प्रिाता द्वारा िी िान े वाली सूचना की भाषा:
8. प्रत्येक सूचना प्रिाता जनधावठरत प्रारूप म ेंअंग्रेिी म ेंसूचना प्रस्ट्ततु करेगा।
सचू ना प्रिाता का िाजयत्व:
9. दकसी इकाई का माजलक या प्रबंधक सांजययकी अजधकारी स े प्राप्त नोठर्स म ें उल्लेख के अनुसार प्रत्येक माह
जनधावठरत जतजथ तक जनधावठरत तरीके स े सूचना प्रस्ट्तुत करेगा। उन्ह ें जनरीक्षण के जलए प्रासंजगक ठरकॉडव भी प्रस्ट्तुत करना
होगा, और सांजययकी अजधकारी या उसके द्वारा अजधकृत व्यजि द्वारा अपेजक्षत सूचना के संबंध म ें सवालों का िवाब िेना
होगा।
व्यवसाय सबं धं ी अजभलखे ों और अन्य अजभलखे ों की प्रकृजत जिनका जनरीक्षण दकया िा सकता ह:ै
10. सांजययकी अजधकारी या उसके द्वारा अजधकृत व्यजत्त द्वारा दकसी इकाई के व्यावसाजयक अजभलखे अथवा इकाई द्वारा
प्रस्ट्तुत की गई िानकारी के समथवन में दकसी भी अन्य कानूनी िस्ट्तावेि का जनरीक्षण दकया िा सकता ह।ै
जनरीक्षण का तरीका:
11. सांजययकी अजधकारी या उसके द्वारा अजधकृत व्यजि इकाई के व्यवसाय संबंधी अजभलेखों के आधार पर इकाई द्वारा
प्रस्ट्तुत की गई सूचना का सत्यापन कर सकते ह ैंऔर संबंजधत माजलक या प्रबंधक या इकाई के प्रबंधन द्वारा अजधकृत व्यजि स े
स्ट्पिीकरण मांग सकता ह।ै

New Delhi, the 29th November, 2022
S.O. 5619(E).—In exercise of the powers conferred by sections 3 and 4 of the Collection of Statistics Act, 2008
(7 of 2009) and read with rules 5 and 7 of the Collection of Statistics Rules, 2011, the Department of Chemicals and
Petrochemicals, Ministry of Chemicals and Fertilizers hereby directs collection of statistics on production, installed
capacity, export, import, sales and other related data of chemical sector mandatorily on a monthly basis from chemical
and petrochemical units through on-line portal for compilation of monthly Index of Industrial Production, use for
policy and supervision purposes in Department of Chemicals and Petrochemicals and for compilation of4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
Department of Chemicals and Petrochemicals Annual publication “Chemical and Petrochemical Statistics at a Glance”
as per the details mentioned in the Schedule.
2. The Department of Chemicals and Petrochemicals further appoints the person as also its assignee in office,
mentioned in the table below, as a Statistics Officer with reference to the aforesaid direction:

3. The persons authorised by the Statistics Officer would be engaged in the jurisdiction of the Statistics
Officer for verification of information furnished by each informant, for inspecting relevant records, and for seeking
clarifications, as may be necessary. Each authorised person would carry a photo identity card or letter of authorisation
issued by the Statistics Officer.
4. The statistics collected with reference to the aforesaid direction will be verified and scrutinized at the Office
of the Deputy Director General (Statistics and Monitoring (S&M) Division), Department of Chemicals and
Petrochemicals. The statistics relevant for compilation of monthly Index of Industrial Production would then be made
available by Department of Chemicals and Petrochemicals to the Office of the Economic Statistics Division, National
Statistical Office (NSO), Ministry of Statistics and Programme Implementation for generation of monthly Index of
Industrial Production. The statistics available with Department of Chemicals and Petrochemicals will be used for
preparation of annual publication “Chemical and Petrochemical Statistics at a Glance” and for analysis and monitoring
purpose.
5. All persons engaged in any activity in respect of the aforesaid directions are governed by the provisions
under the Collection of Statistics Act, 2008 and the Collection of Statistics Rules, 2011.
SCHEDULE
Subject and purpose for collection of statistics:
1. Statistics relating to production, installed capacity, import, export, sales and other related data of chemical
sector would be collected through on-line for generation of Index of Industrial Production every month, use for policy
and supervision purposes in Department of Chemicals and Petrochemicals, and for the regular statistical publication of
Department of Chemicals and Petrochemicals.
Geographical area for collection of statistics:
2. The statistics would be collected in the whole of India under the Collection of Statistics Act, 2008.
Method of data collection:
3. Informants would be required to send the required data in the prescribed format through online as per the
notice issued by the Statistics Officer to informants under his jurisdiction. Statistics Officer may permit informant to
furnish the prescribed information in other form, subject to such other conditions that he may specify in the notice.
Nature of informants from whom data may be collected:
4. The owner or manager of a registered unit who would be issued notice by the Statistics Officer shall furnish
the required information about his establishment.
Period during which collection of statistics may be completed:
5. The information for every calendar month would be required to be sent on or before the 15th day of the
following calendar month by each informant as mentioned in the notice.
Reference period:
6. Information is required to be furnished for each calendar month, without fail.
Nature of information to be collected:
7. The monthly data on production (quantity and value), import, export, installed capacity, sales and other

Language in which information is to be furnished by informant:
8. Every informant shall furnish information in the prescribed format in English.
Obligation of informant:
9. An owner or manager of a unit shall furnish information in the prescribed manner and by stipulated date
every month as mentioned in the notice received by him from the Statistics Officer. He should also furnish relevant
records for inspection, and answer questions in relation to the information sought, as may be required by the Statistics
Officer or a person authorised by him.
Nature of business records and other records which may be inspected:
10. Business records of a unit, any other legal document in support of the information furnished by the unit
may be inspected by the Statistics Officer or a person authorised by him.
The manner of inspection:
11. The Statistics Officer or a person authorised by him may verify the information furnished by the units on
the basis of business records of the unit and seek clarifications from the concerned owner or manager or a person
authorised by the management of unit.
