No. Vig/Z-80/Misc/2019:– Jalpaiguri Division under North Bengal Region in West Bengal Circle was
previously headed by the Senior Superintendent of Post Offices (Group ‘A’ Status), who was the appointing authority
in respect of Postal Assistant/Postman/MTS/GDSBPM cadres. Subsequently the post of Senior Superintendent of Post
Offices, Jalpaiguri Division was downgraded temporarily in the interest of service to Superintendent of Post Offices
(PS Group ‘B’ Status) vide CPMG, West Bengal Circle, memo no EST/B/E-11/CH-VI/2011 dated 03.04.2017.
2. Consequent upon the changes in the administrative hierarchy of Jalpaiguri Division, Assistant Postmaster
General (Mails & BD), North Bengal Region was appointed as the Adhoc-Disciplinary Authority vide Gazette
Notification no. 16 dated 10.09.2019 published in The Gazette of India (Extraordinary, Part-III, Section-I). Again the[भाग III—खण् ड 1] भारत का राजपत्र : असाधारण 3
post of the Assistant Postmaster General (Mails & BD), North Bengal Region was downgraded temporarily in the
interest of service to the PS Group ‘B’ status vide CPMG, West Bengal Circle, memo no EST/B/E-11/CH-VI/2010-11
dated 16.06.2020.
3. Consequent upon the changes in the administrative hierarchy of Jalpaiguri Division and down gradation of
the post of the Assistant Postmaster General (Mails & BD), North Bengal Region, the authorities specified in Column
3 of the Table ‘A’ below will be the appointing authority for the posts in Postal Assistant (Group ‘C’), Postman
(Group ‘C’), MTS (Group ‘C’) and GDSBPM cadres at Jalpaiguri Division [with reference to penalties in Rule-11 of
CCS (CCA) Rules, 1965 and Rule-9 of GDS (Conduct and Engagement) Rules, 2011]. The authorities specified in
Column 4 and 6 shall be the disciplinary authority and appellate authority respectively in regard to the penalties
specified in Column 5 with effect from that date.
