TIRUNELVELI CITY MUNICIPAL CORPORATION
UNDER GROUND DRAINAGE SCHEME BYE-LAWS
Bye-laws to make arrangement for sewers, drainage, pipes, latrine facilities and sanitary systems in houses in order
to connect the same with the Corporation Under Ground Drainage scheme framed under Sections 209, 210, 211,
212 and 213 of Tirunelveli City Municipal Corporaion Act, 1994.
If any one for himself or on behalf of others wants to provide sewer connection newly or changes in the existing
sewer systems for the newly constructed or altered building, he shall adhere the following Rules:—
1. To flush out the faeces and filthy water, except where only open areas drainage system alone exists, each and
every building the appurtenant lands shall be provided with suitable drainage system and separate amenities shall also
be made to drain rain-water and other waste water.
2. Arrangements shall be made to drain rain-water from the roof of building or surrounding places in order to
augment ground water level only in the rain-water harvesting place approved by the Commissioner of the Corporation
without any hindrance, sewers system meant for faeces or directly to the pumping stations. Rain-water harvesting is
mandatory before providing connection.
3. The house owner (or) the occupant shall provide necessary pipes, drains, channels to discharge the rain-water
from the roof of the building. Solid or fluid excrement of filth coming out of latrines, bathrooms shall not be allowed to
mingle in such constructed pipes or channels.
4. In other places chosen by them, the same modality or a surrounding outer-layer cement concrete closure shall
be made to discharge solid and fluid excrement from latrine and waste water, discharge from kitchen are separately
formed. Only solid fluid excrement alone shall be let in the underground sewer pipes. The House owner or the occupant
shall construct a concrete-base for the drainage pipes, wherever there is any spring found beneath the ground earth.June 10, 2009] TAMIL NADU GOVERNMENT GAZETTE 11
5. Construction of sewers by using stoneware pipes or iron pipes:
Those who want to put up sewers shall provide pipes with sufficient diameter. The inner dia of such pipes shall
not be less than 100 mm. It shall be more than the required measurement for the water-flow or the measurement
prescribed by the Commissioner of Corporation.
6. (a) Sewer Measurement:
The slope of such sewer shall be as per the approval of the Commissioner of the Corporation. For sewers having
100mm. inner diameter, the ratio as 40:1 and having 150 mm. inner diameter, the ratio as 80:1. measurement. If the
slope is lesser than the above prescribed ratio the Commissioner’s approval is required.
(b) Each sewer shall be laid straight with correct slope level with minimum curves with suitable bend pipes, in
turnings.
(c) As far as possible, the bends and junction of the pipes shall be connected with inspection chambers which
shall be constructed enabling manual inspection.
(d) The following guidelines shall be scrupulously followed when connections are given to multi-storey buildings:—
(1) Upto 4 latrines : 100 mm diameter pipe
(2) Upto 4 to 8 latrines : 150 mm diameter pipe
(3) Above 8 latrines : 200 mm diameter pipe
If the number of dwelling houses are increased as mentioned above additional connection to be laid using
the diameter of pipe as prescribed by the Commissioner of the Corporation.
(e) For the beneficiaries in the flats, separate assessment will be made individually and deposits and
monthly user charge shall be collected individually.
7. The sewer pipes as well as the manholes shall be circular, polished, leak-proof, galvanized-iron pipes or
stoneware pipes or RCC of PVC pipes and in order to prevent seepage of water the inner and outer surface of the
manholes shall be plastered and pipes are properly jointed.
8. The couplings thickness of the above pipes used for construction of sewers are given below:—

Special shaped-pipes such as couplings shall be in specific forms with correct Circular diamension. The sewer pipes
shall be made up of cast-iron, stoneware, pipe or PVC.
9. All types of pipe connections, necessary pipes and spares shall be used of approved quality as directed by the
commissioner.
If stoneware pipes are used, such pipe shall be jointed with cement mortor 1:1.
If cast-iron pipes are used, the pipe-joints shall be connected with pig lead of 9.4 mm depth. There will be a
minimum jointing thickness of 6.25mm for 10 mm pipes and 150mm pipes.
10. While excavating earth, in order to avoid damages to the things on sides, shall be provided barricades by using
wooden planks.
(a) Every pipe shall be correctly laid on the surface and properly consolidated with watering. Wherever sewer
pipes are laid on loose soil surface or across springs, they shall be laid over base concretes and enveloped with
concrete of sufficient thickness as directed by the Commissioner.
(b) Every such sewer shall be laid with water tightness and checked whether it will stand required pressure and
it should be approved by the Commissioner.12 TAMIL NADU GOVERNMENT GAZETTE [Part III—Sec. 2
11. Apart from the air-holes in the sewer pipes at the inner face traps for water-storing facilities at a level of
50 mm shall be fixed. Such traps may be in the form of bell-trap or dip-trap.
12. In all sewers, traps or strong lids approved by the Commissioner of the Corporation may be used. All traps shall
be constructed upon 100 mm concrete-base with 31cm water level and grating of 2.5 cm mould should be constructed
beneath the platform. Such platform shall have a slope equivalent to half of the girth of grating.
13. The above mentioned structures constructed as per the above rules should be closed with cast-iron lids so that
the water near the road or plain ground should not flow into the sewer.
14. Sewers from the buildings joining the Corporation sewer shall not be vertical or horizontal to the Corporation
sewers. If such sewers or branch sewers to be connected with the Corporation sewers, such sewers should be
connected within a slope along with Corporation Sewers.
15. Unless there is no other way, the drainage system shall not be underneath any building. The following conditions
shall be observed in case any such drainage is constructed:—
(a) The sewer goes underneath building will be constructed in straightline throughout.
(b) Such sewer pipes will be made of cast-iron and joined with pig lead or of stone ware pipes jointed with
cement concrete of 15 cm thick all rounder.
(c) At the entrance on every sewer goes underneath the buildings. Provisions shall be made for opening.
16. If the drainage has to pass through or below any wall, at such places, necessary casing pipes shall be provided
as specified by the Commissioner of Corporation this may be R.C.C. concrete pipe or cast iron pipe having sufficient
strengths to safe-guard the sewer.
Such casing pipes shall not be obstacle to the drainage in future. The above-mentioned specification must be
followed, if any wall is to be constructed in future above or around such sewer.
17. Ventilation of sewers:
On a main sewer or on the head of branch sewer there should be opening without traps for fixing ventilation shaft
with cowl as per the specification given by the Commissioner of Corporation.
Such opening is meant for ventilation and hence it shall be without any trap or structure. The opening shall be
attached with a perpendicular pipe connection with cowl and it must be made as stated below:—
(a) Such connection shall not end within 6 metres on either side from the door or window of the building.
(b) If such connection is to be fixed on the wall supporting the roof of the building, it shall be over
and above 60 cms.
(c) Such connection must be formed without trouble to the neighbors.
18. In addition to the connections given as per the said Rules, as directed by the Commissioner of the Corporation,
one disconnection valve shall be provided. Before that a hole without trap shall be provided for jointing the sewer line
from the building. Such opening side shall be above the ground level and joined by sewer pipes or tank.
19. Lid made with Grating or made of other materials with sufficient holes for free-flow of air, shall be placed upon
the holes constructed as mentioned above, shall not damage the pipes or sewer underneath and they shall be made
to fit with the inner-dia of the pipe.
20. Unless there is no other way, all pipes provided as per sub-rule 17, shall not be irregular or curved shape. Such
joint-pipes made of cast-iron having not less than 100 mm inner-dia as per Indian Standard Specification, shall be
provided facing the air-holes.
21. If all stoneware pipes having the same construction, sample, cross-section and place as per rule 18, are provided
in water tanks, they shall be presumed to have the opening specified as per rule 20 also.
22. Waste flush out pipes:
The pipes carrying wastage from bathroom and latrine shall have 40 to 50 mm inner-dia and made up of lead
or cast-iron and shall be laid just beneath the bathroom and latrine level provided with a siphon trap in order to clean
periodically with air-tight manner.
23. Each pipe carrying waste water shall be constructed through the outer wall of the building to reach the sewer
in the open space or to the channel carrying waste-water and such pipe shall be with minimum length.
24. Such pipes provided as and above shall be formed appurtenant to the wall and embedded in it and if they are
made of cast-iron, they shall have holder-bats as specified by the Commissioner of the Corporation.June 10, 2009] TAMIL NADU GOVERNMENT GAZETTE 13
25. Water tank, drainage chamber and its accessories, septic tank, urinal porcelain bowl to be connected separately
with water container. One of the accessories of the urinal is to be fixed on the outer wall. Ordinarily, latrines and urinals
have easy access from the open place and shall not be constructed near any room of the house, kitchen and places
meant for factories.
26. If any urinal or latrine is to be constructed, the floor area should be not less than 125 cm. If it is constructed
near the living room or other rooms of house or place meant for factory, it shall be constructed from the floor to the
roof with bricks, black-stone enclosure. Such latrine or urinals is to be constructed with polished and strong materials and
water-proof flooring. If they have constructed in higher level, it shall have a slope ratio of 30 cm: 13 mm and at the exit,
it should be of 0.05 mm. The floor of latrine and urinal should be 15 cm higher the ground level. Such latrine and urinal
should have proper doors and lock.
27. In one of walls of the urinal or latrine, there shall be a 1900 sq. cm. window or opening on the outer wall. Holes
in 120 sq.cm. area near the floor and holes in 460 sq.cm. area in the upper portion of the outer wall for the air-flow
is to be formed.
28. A tank with capacity of not less than 12 litres or 15 litres, if permitted by the Commissioner of the Corporation
is to be constructed to wash urinal and latrine only and such tank should not be linked with drinking water or other pipes.
The height between base of septic tank and water supply pipe should not be less than 1.5 metre.
The water supply pipe to each tank shall have a ball-bearing valve. If tank overflows, arrangement is to be made
to drain the water through a pipe in a visible open place and not in the ditch.
29. No automatic flush to be fixed without the written permission of the Commissioner of the Corporation. Such a
permission is to be obtained after furnishing the particulars of accessories with and by which materials they were made
of and altered as per the instructions of the Commissioner of the Corporation.
30. The pipes connecting the water with sewage tank, latrine and urinal basin should be 32 mm diameter and as far
as possible perpendicular to them.
31. Urinal chamber or latrine shall have accessories as approved by the Commissioner of the Corporation.
Such accessories shall have the following arrangements:—
(1) Suitable Urinal Container:
It should be proper vessel of having shale and model…………..
(a) to keep enough water inside the container; (and)
(b) the waste things in the form of solid waste is to be easily fell in the water of vessel, the base
of the urinal should be small so that wastage may be pushed out after cleaning easily with little water;
(2) Except this arrangement, no vessel is to be fixed so that waste things stagnated there and cleaned by taking
the vessel outside. If specially permitted only, the urinals should be connected directly with siphon traps and water should
stagnate not less than 51 mm in between the stoneware pipes and drainage. The outer of siphon trap is to be easily
seen when there is no other way.
(3) An arrangements is to be provided by flush out the liquid wastage by easily pouring water.
(4) The lid made of wood or other materials should not be fixed on the vessel, chamber or traps.
32. Sewage pipes:
As far as possible, the sewage pipes carrying fluid and solid wastage to the sewers shall be provide out-side the
building. These pipes should be made of lead or cast-iron. If it is necessary to fix the pipes inside the building, they
shall be made of lead and it should be provided with easily identifiable joint. If lead-pipes were used, they should be
made of good quality lead in the uniform-thickness and having 100 mm diameter. For 100 mm pipes, the weight must
of 11 kg. per metre and if it is 125 mm, the weight must be 15 kg. per metre. If it is made of cast-iron, it must confirm
to the ISI standard pipes.
33. The base of the waste water pipe is to be fixed on the concrete-base and fitted strongly with the wall. If the pipe
was made of cast-iron, it should be fitted with holder-bats. It is sufficient if such pipes are provided with such
arrangements and fitted in the wall to the satisfaction of the Commissioner of the Corporation.
34. Such drainage head-pipes either fitted inside or outside the building, they shall have no connection with pipes
meant for rain-water pipes fitted for wastages. There should not be any traps in between waste water-head pipes and
drainage connected with other waste water-pipes.14 TAMIL NADU GOVERNMENT GAZETTE [Part III—Sec. 2
35. Such drainage head-pipes in the shape of globe shall have not less than 50 mm diameter and its link pipe extent
upwards either inside or outside the building at a proper place. Except in place where it is not possible, the pipe shall
have not less than 100 mm and shall have no bend or curve. At the end of such pipes, there shall be opening to
exhaust the polluted air. Such an arrangement shall be provided as per Rule 17 (a) (b) and (c).
36. To prove that the drainage pipes and other pipes, carrying water or other pipes, meant for ventilation, which are
provided above the ground level, are air-tight, such pipes shall be tested with fixing smoke in presence of the
Commissioner of the Corporation or his Authorized Officers to prove that there is no leak in it.
37. Ventilation for the urinals:
While constructing an urinal which is connected to a waste-water main pipe and some other urinals also
connected to it, every urinal shall be fixed with a trap to enter air-flow, outside of the such arrangement in the main
pipe. This valve shall be provided at the maximum or equal height of the connecting pipe. The inner diameter of the
valve should not be less than 50 mm. The joint portion of valve shall be fixed towards the direction of water flow.
38. A molten lead or cast-iron pipe made as per Rule 27, shall be fixed as per Rule 29 for air-ventilation. If it is
fixed inside the building, a molten lead pipe is sufficient.
39. Any one for himself or for some other person wants to construct a drainage, the same shall not be directly or
indirectly linked to a urinal made of sand or ash pit or dust-bin.
40. Open Drains:
In every building which do not have any open drainage for rain-water or waste-water to exit in such building, no
new open drainage to flushout excrement, shall be constructed.
Wherever an open drainage is linked to a closed drainage, a trap shall be provided on the top of the open
drainage at joint.
In order to prevent the rain-water to mingle with sewer, a protection should be provided at a higher level. It is
sufficient, if it is made of the materials as specified by the Commissioner of Corporation.
41. For all house sewers, traps and sediment filters shall be fixed at specified spot mentioned by the Commissioner
of Corporation.
42. The owner of the building shall make all arrangements for the easy inspection of the traps and pipes of the sewer
by the Commissioner of Corporation.
43. Before commencing a new sewer connection to a building or to change the existing connection of a sewer, he
must obtain an application after remitting a fee of Rs. 50/- and submit the same duly filled with a required plan and
get sanction from the Commissioner of Corporation before 30 days.
44. If the Commissioner of the Corporation instructs to change the plan, a fresh application with such change, shall
be submitted as per the above rules. The approved plan shall be kept available at the work-spot.
45. Work shall be commenced within THREE days after getting the necessary sanction from the Commissioner of the
Corporation. The applicant may do all works except finishing the connection work in the street, road after obtaining
sanction from the Commissioner.
46. Except the officials of the Corporation, nobody shall commence and do any sewers work, without the permission
of the Commissioner of Corporation.
47. The person who constructs the sewer, who alters it or who is doing any work in the sewer, shall submit a report
to the Commissioner of the Corporation regarding the base of the sewer, accessories, the proposed date and time on
which it will be closed and stating that it is ready for inspection. The same shall be submitted SEVEN days prior to
the proposed date at the office of the Corporation.
48. As per G.O. 212, dated 21-09-1999 and Council Resolution No. 523, dated 23-01-2008, the following rates are
fixed towards deposit, monthly maintenance and connection charges for discharge of filth, obtaining drainage connections,
putting accessories in latrines etc., for residential houses, lodges and commercial establishments situated within the
Corporation limits. The charges will not be refunded on any occasion.
(a) Deposits: Rs.
(i) Residential : 5,000/-
(ii) Other than Residential : 10,000/-
(iii) Hospitals : 10,000/-

(b) Monthly Maintenance Charges:
(1) All Residential connections : Rs. 40/-
(2) For Commercial Buildings, Hospitals and Factory Buildings—
(i) Upto 500 sq.ft : Rs. 250/-
(ii) From 501 sq.ft to 1000 sq.ft. : Rs. 500/-
(iii) From 1001 Sq.ft. to 1500 sq.ft. : Rs. 750/-
(iv) From 1501 sq.ft to 2000 sq.ft. : Rs. 1,000/-
(v) From 2001 sq.ft and above : Rs. 2,000/-
(c) Connection Charges: : Rs. 1,000/-
Even for existing connection taken in the 1989 scheme and new connection under the above scheme, deposit
and monthly maintenance charges shall be collected on the above rates.
49. Unless the Commissioner of the Corporation inspect and approve the same is in conformity with the rules, the
house sewers shall not be connected with the Corporation sewers. For applications with copy of such written approvals
alone, connections will be given by the Authorized Officials of the Corporation. If it is found be brought to the knowledge
that polluted water is also let in, such sewers causing block and such connections will be disconnected.
50. Those who want to connect the house sewers to the Corporation sewers, shall pay the expenses which is non-
refundable. They shall also submit a plan and estimate (through a qualified Plumber) and the plan shall contain the
following particulars:—
(a) It will be drawn to the scale of 2 meters = 1 cm;
(b) Index plan shall be in the measurement of 1:10. drainage and man-holes will be marked in red colour
and existing things in some other colour;
(c) The cross-section of new connections is to be mentioned; and
(d) The application for sewer connection shall be accompanied by the Approved Building Plan;
After paying the centage charges and supervision charges at the rate of 10% of the estimate, the work will be
commenced.
51. Penalties:
Those who contravene any rules mentioned-above, may be penalized as mentioned hereunder:—
(a) A penalty upto Rs. 1,000/-may be imposed.
(b) Those who continue their contravention / offence, even after notice, issued by the Corporation, which is
received by such person/s, an additional fine of Rs. 100/- each, may be imposed daily.
52. If any work is commenced against the rules mentined supra by anybody for himself or on behalf of any other
person/s, notice will be issued to such person/s by the Commissioner of Corporation, to remove / alter / demolish, as
the case may be, by fixing a stipulated date.
If nobody objected to the proposed action by the Commissioner of the Corporation within the time-frame as
warned in the above notice through a petition stating the reasons thereof, such work shall be carried out by removing/
altering/demolishing, as the case may be, at the cost of such person.
Penalty as per Rule 52 will be imposed on those who disobey the conditions of the Corporation.
53. Those who seek mutation, shall properly apply to the Corporation for name transfer of sewerage connection also.
Failure to do so, will result in payment of additional fee and deposit, as if the existing one is illegal.
If the owner of the building does not pay the maintenance charges to the Corporation, a surcharge at the rate
of 18% will be levied, if the maintenance charges is not remitted within 15 days on receipt of notice, issued by the
Commissioner of the Corporation.16 TAMIL NADU GOVERNMENT GAZETTE [Part III—Sec. 2
GENERAL RULES
1. Nobody shall knowingly or carelessly cause damages to the connections in the underground drainage pipes.
2. Nobody shall remove/steal the lid on the manholes of the underground drainage. If anybody do so, action
will be taken through the Police Department.
3. Nobody shall alter/damage the air-outlet pipe and its apparatus, to exhaust the air in the drainage pipe. If it is
done, the Corporation Council is empowered to take action as per the bye-laws.
4. Nobody shall dig a pit, erect arches (Pandals) or put up construction in the drainage path, without prior sanction
of the Corporation and any such acts done without the sanction of the Corporation, a fine upto Rs. 1,000/- will be levied.
5. Any block in the drainage shall be informed to the Corporation. Nobody shall cause injury/damage to the road and
divert the water to another place. Whoever contravenes will be handed over to the police, for action.
6. Nobody shall cause damage/let in rain water, other drainage directly through the approved manhole in the drainage
passage. If it is brought to the notice of the Corporation, stringent action will be taken and a fine upto Rs. 1,000/- will
be levied.
7. Nobody shall dig and close the manholes, exhaust pipes with filth or wastage. A fine of Rs. 100/- per day will be
levied on those who contravenes the provisions.
8. All materials mentioned in sub-rule 6(a) shall be procured by the plumber/repairer and such materials shall be
submitted to the Commissioner or his Authorized Officer for inspection and if it is not found to be not accordance with
specification or standard, the work will be stopped and necessary action will be taken against the Plumber/repairer. After
completion of all drainage connection in the house, the plumber/repairer shall submit the prescribed filled-in application
to the Commissioner or his Authorized Officer for verification and connect the main drainage with the branch pipes. The
applicant should also submit a work Completion Certificate to the Commissioner.
9. If any repair or leakage is found in the drainage connection which requires replacement or pipes extension work,
all such works shall be done as per the bye-laws. If it is done against the bye-laws or existing methods without informing
the Corporation and subsequent brought to the knowledge of the Corporation, the connection will be disconnected and
the deposit will also be forfeited by the Corporation and further action will be taken against them.
10. Those who carry on sewer connection/repair works, shall invariably adhere all the conditions issued by the
Corporation officials for inspection. The inspection book shall be submitted to the Corporation every week for
acknowledgement.
11. All accessories being used and already used and all the completed works, are subject to the due supervision and
approval by the Authorized Officers of the Corporation.
12. The sewer pipes, ‘Y’ bends, trap and other materials shall be in conformity with samples, in accordance with the
tested material by the Government Quality Control Institute. Special apparatus, like bend, ‘Y’ bend, trap etc., or such other
required materials used for connections shall not be used without approval of the Authorized Officers of the Corporation.
13. Whenever a sewer connection given to a building or house, is to be disconnected or reconnected, the plumber/
repairer concerned shall submit an application to the Commissioner, otherwise, nobody shall not interfere in the sewer
connection.
14. Any Plumber/repairer doing drainage connection, repairs, do not follow the regulations and conditions laid down
in the bye-laws, or contravene them, or do not obey the orders of the duly appointed Authorized Officers by the
Corporation or if it is brought to the knowledge of the Commissioner that his work is not satisfactory, fine will also be
levied from the concerned and further action will follow.
15. The estimate for repairs for underground sewage, extension and for other works, shall be in accordance with the
above bye-laws and other existing laws.
PENALTY
Whoever contravene the above bye-laws (including children) shall be prevented from undergoing such an act. In
default, they shall be liable to pay a penalty Rs. 100/- and such continuous contravention of the bye-laws, shall attract
a continuing penalty Rs. 100/-, apart from legal action through Police Department also.
