Any objection or suggestion which may be received by the State Government from any person in respect of the said draft before the period specified above will be considered by the State Government. The objections or suggestions may be addressed to the Principal Secretary to Government, Finance Department, Vidhana Soudha, Dr. B.R. Ambedkar Veedhi, Bengaluru - 01. DRAFT RULES 1. Title and commencement: - (1) These rules may be called the Karnataka Excise (Bottling of Liquor) (Third Amendment) Rules, 2025. (2) They shall come into force with effect from the 1st day of July, 2025. (1)2 2. Amendment of rule 5: - In the Karnataka Excise (Bottling of Liquor) Rules, 1967(hereinafter referred to as the ‘said rules’), in rule 5, for the words “rupees one lakh in case of Distillery and Brewery”, the words “rupees two lakhs in case of Distillery and Brewery” shall be substituted. 3. Amendment of Form No.M.E.B I: - In the said rules, in Form No. M.E.B.I in the first para, for the letters and figures “Rs.1,000”, the letters, figures and words “Rs.2,00,000/- in case of Distillery and Brewery, Rs.25,000/- in case of Craft Brewery, Rs.1,000/- in case of manufacturing wine, Rs.25,000/- in case of manufacturing fortified wine” shall be substituted. Lease amount.-(1) The lease amount for the Right of Retail Vend of Bulk Beer shall be rupees three lakhs per annum and lease amount for vending Bulk Beer by holder of a licence in Form CL-4 or Form CL- A or CL-7 or Form CL-9 or Form5 CL-17 or Form CL-18 issued under the Karnataka Excise ( Sale of Indian and Foreign Liquors) Rules, 1968 shall be rupees two lakhs per annum, and (2) The lease amount for the Right of Retail Vend of Bottled Beer shall be “rupees ten thousand per annum”. Licence to Clubs referred to in clause (4) of rule 3, in the case of – a) City Municipal Corporation areas having Rs.13,00,000 per year population more than 20 lakhs b) Other City Municipal Corporation areas Rs.10,00,000 per year c) City Municipal Council areas Rs. 8,00,000 per year d) Town Municipal Council/Town Panchayat Rs.4,00,000 per year areas e) Other areas Rs.4,00,000 per year (iii) for item 6, 6-A,7,7-A and7-B and entries relating thereto, the following shall be substituted, namely:- 6. Special Licence referred to clause (6) of Rs. 20,000 per rule 3 day 6-A. Star Hotel Licence referred to clause (6-A) Rs.20,00,000 per of rule 3 year 7. Hotel and Boarding House Licence referred to in clause (7) of rule 3, in the case of – (a) City Municipal Corporation areas Rs.17,00,000 per having population more than 20 lakhs year (b) Other City Municipal Corporation areas Rs.15,00,000 per year (c) City Municipal Council areas Rs.11,00,000 per year (d) Town Municipal Council/Town Rs.10,00,000 per Panchayat areas year (e) Other areas Rs.8,00,000 per year 7-A. Tourist Hotel Licences referred to in clause Rs.60,000 per (7-A) of rule 3 year 7-B. Tourist Hotel Beer Bar Licences referred to Rs.2000 per year in clause (7-B) of rule 3 (iv) for item 8, 8-A, 8-B and 9 and entries relating thereto, the following shall be substituted, namely:-8 8. Military Canteen Licence referred to in Rs.500 per year clause(8)of rule 3 8-A Military Canteen Stores Bonded Rs.2,50,000 per Warehouse Licence year 8-B Border Security Force/ Para Military Rs.200 per year Unit Licence 9. Refreshment Room (Bar) Licence referred to in clause (9) of rule 3, in the case of – (a) City Municipal Corporation areas Rs.15,00,000 having population more than 20 lakhs per year (b) Other City Municipal Corporation Rs.12,00,000 areas per year (c) City Municipal Council areas Rs.10,00,000 per year (d) Town Municipal Council/Town Rs.8,00,000 per Panchayat areas year (e) Other areas Rs.8,00,000 per year (v) for item 14, 15 and 16 and the entries relating thereto, the following shall respectively be substituted, namely:- 14. (a) Licence for running duty-free Shop at Rs.20,000 per International Airport; year (b) the entries relating thereto shall be omitted. 15. Retail Shop Licence issued to Rs.8,00,000 per Government Companies year 16.
