NOTIFICATION Whereas the draft of the Karnataka General Services (Pre-University Education) (Recruitment) (Amendment) Rules, 2023 was published as required by sub-section (1) of section 3 read with section 8 of the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of 1990) in Notification No.ED 01 DGD 2022 dated 2nd January 2024 in part-IV-A of the Karnataka Gazette dated 04th January 2024 inviting objections and suggestions from all persons likely to be affected thereby within fifteen days from the date of its publication in the official Gazette. And whereas said Gazette was made available to the public on 04th January 2024. And whereas the objections and suggestions received within the period specified above, have been considered by the Government. (1)2 Now therefore in exercise of the powers conferred by sub-section (1) of section 3 read with section 8 of the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of 1990), the Government of Karnataka hereby makes the following rules, namely:- RULES Title and commencement.-(1) These rules may be called the Karnataka General Services (Pre-University Education) (Recruitment) (Amendment) Rules, 2023. (2) They shall come into force from the date of their final publication in the Official Gazette. 2. Amendment of title.-(1) In the Karnataka General Services (Pre-University Education) (Recruitment) Rules, 2013 (hereinafter referred to as the said Rules), in the title for the words and brackets “(Pre-University Education)” the words and brackets “(Department of School Education (Pre-University))”, shall be substituted. 3. Amendment of Schedule.- (1) In the Karnataka General Services (Pre-University Education) (Recruitment) Rules, 2013, in the Schedule,- (1) For the category of the post of “Joint Director” at serial number 3 and entries relating thereto the following shall be substituted, namely:- “ 3 Joint Director (Rs.74400-109600) (a) Joint Director (Academic) 1 - - By promotion from the Must have put in a cadre of Deputy Director. service of not less than (b) Joint Director (Examination) 1 - - three years in the cadre of Deputy Director. (iv) The Selection Authority shall invite applications by advertising vacancies in the Karnataka Gazette and in more than one widely circulated news papers of which at least one shall be in the Kannada language and such other media, as it may consider deem fit, specifying the condition4 of eligibility, the manner of selection, the provisional number of vacancies to be filled and classification, according to the reservation policy of the State Government. (v) The Selection Authority shall conduct a competitive examination in the form of objective multiple choice questions. Selection under these rules shall be made by the Selection Authority in the order of merit determined only on the basis of marks secured in the competitive examination conducted by the Selection Authority. Scheme of examination: The competitive examination shall consist of the following papers, namely:- (a) PAPER-I: The Kannada Language paper shall carry 150 marks and shall be of 3 hours duration. The paper shall be of the standard equivalent to that of First language Kannada at S.S.L.C. level. The syllabus for this paper shall be the same as that of the syllabus for main examination specified in the Karnataka Recruitment of Gazetted probationer's (Appointment by Competitive examination) Rules 1997. The questions shall be of multiple choice type, each question carries one mark. The candidate shall secure a minimum of 50 marks in order to get eligibility for selection. However, the marks secured in the Kannada Language paper shall not be considered for the preparation of the merit list and is only of qualifying nature. (b) PAPER-II: The General Studies paper shall carry 150 marks and shall be of 3 hours duration. The syllabus for this paper shall be the same as that of the syllabus for main examinations specified in the Karnataka Recruitment of Gazetted Probationer’s (Appointment by5 competitive examination) Rules, 1997. The questions shall be of multiple choice type, each question carries one mark. The Selection Authority shall prepare question paper in both Kannada and English versions. The candidate may answer the papers either in Kannada or in English. (c) PAPER-III:(i) Paper-III shall consist of topics covering Karnataka Civil Service Rules, the Karnataka Civil Service (Classification Control and Appeal) Rules, 1957, Karnataka Financial Code, Karnataka Treasury Code, Manual of Contingency Expenditure, the Karnataka Education Act, 1983, Adolescent Psychology and such other topics essential for the administrative purposes expected from a person to be eligible for the post of a Principal in a Department of School Education (Government Pre-University Colleges). (ii) This paper shall carry 150 marks and shall be of 3 hours duration. The questions shall be of multiple choice type, each question carries one mark. The Selection Authority shall prepare question paper in both Kannada and English versions. The candidate may answer the papers either in Kannada or in English. (vi) The evaluation of multiple choice questions shall be done on the basis of negative marking, in case of wrong answers. A quarter mark shall be deducted for each wrong answer. The Selection Authority shall on the basis of the marks secured in paper II and III in the competitive examination and subject to the orders in force from time to time relating to the reservation in appointment of posts, prepare a list of the selected candidates in the order of merit6 equal to the number of vacancies notified in the same manner specified above. The candidates belonging to the Scheduled Castes, Scheduled Tribes, Other Backward Classes and General Merit shall be selected against vacancy left unfilled in the respective categories. (vii) If two or more candidates secure equal marks in the competitive examination, the order of the merit of such candidates shall be fixed on the basis of their age, the person older in age being placed above the younger in age. (viii) The selection list prepared shall be published in the Karnataka Gazette and such other media as the Selection Authority may deem fit and a copy thereof shall be sent to the Appointing Authority. The fact of the selection shall be intimated by the Selection Authority to the candidates selected. There shall be no interview or viva voce. (ix) The Selection Authority shall also prepare an additional list to the extent not exceeding 20% of the vacancies notified. The number of candidates to be included in the additional list (but not included in the select list) shall be 20% of the number of candidates in each of the reservation categories (Horizontal and Vertical) in the select list. There shall be at least one candidate in the additional list belonging to each of the reservation categories (Horizontal and Vertical) represented in the select list. (x) The candidates whose names are included in the select list made available by the Selection Authority may be appointed by the Appointing Authority in the order in which their names appear in the select list after satisfying itself about the suitability and the physical fitness of each candidate in accordance with the provisions of the Karnataka Civil Services (General Recruitment) Rules 1977.R.N.I. The additional list shall be valid as prescribed in the Karnataka Civil Services (Direct Recruitment) (General), Rules, 2021 from the date of publication of the select list or until all the notified vacancies are filled up, whichever is earlier.
