NOTIFICATION
Whereas the draft of the Karnataka Harbour Craft Rules,1963, which the Government
of Karnataka proposes to make in exercise of the powers conferred by section 6 of the Indian
Ports Act, 1908 (Central Act XV of 1908) was published in Notification-II No. IDD 62 PSP
2024, dated:10.02.2025 in part-IV A of the Karnataka Gazette dt:10.02.2025
inviting objections and suggestions from all persons likely to be affected thereby within
thirty days from the date of its publication in the Official Gazette.
And Whereas, the said Gazette was made available to the public on 10th February
2025.
And Whereas, no objections and suggestions were received in this regard
Therefore, now in exercise of the powers conferred by section 6 of the Indian Ports Act,
1908 (Central Act XV of 1908, the Government of Karnataka hereby makes the following
rules, namely
Rules
1. Title and Commencement.-(1) These rules may be called as the Karnataka Harbour
Craft (Amendment) Rules,2025.
(2) They shall come into force from the date of their final publication in the official Gazette.

2.Substitution of Appendix II.- In the Karnataka Harbour Craft Rules,1963 for Appendix II,
and the entries relating thereto the following shall be substituted namely.-
APPENDIX-II
Fees for Survey, Licensing, Inspection of Harbour Crafts, Endorsing charge of Tindals and
Issue of Competence Certificate of Serang / Engine Driver
Particulars Rates of Fees

(a) For initial survey, measurement and issue of license Rs.10/- per ton or part
as required by these rules thereof subject to a minimum
For mechanically propelled crafts (see Note-1 below of Rs.2,000/- for each
also) Harbour craft.
(b) For each annual inspection and renewal of license Rs.10/- per ton or part
For mechanically propelled crafts (see Note-1 thereof subject to a minimum
below also) of Rs.1,500/- for each
Harbour craft.
(c) For each annual inspection where the vessel is Rs.10/- per ton or part
required to be inspected during the currency of thereof subject to a minimum
license as a result of casualty or change in carrying of Rs.1500/- for each
capacity of the craft. Harbour craft.
For mechanically propelled crafts (see Note-1
below also)
(d) On each occasion the Harbour craft is found 50% of the fee prescribed
unseaworthy on being surveyed and inspected at (c) above
(e) For grant of duplicate license issued under rules 9 Rs.500/-
and 10
(f) For endorsing change of Tindal / Driver in Harbour Rs.500/-
crafts
(g) For issue of Serang / Engine Driver Competency Rs.1,000/-
Certificate under rule 31 and 31 A
(h) For change of ownership Rs.500/-
Note:1 In addition to the fees prescribed above a fee of rupees 2,000/- shall be levied for
survey of a harbour craft propelled by mechanical power on each occasion it is required to
be surveyed by the Marine Engineer, i,e, at the time of initial issue of licence and at the time
of its renewal annually. Such survey shall be conducted by the Marine Engineer deputed to
the Port Department/Karnataka Maritime Board or by such other competent person as may
be appointed in this behalf by the State Government,(see Proviso to sub-rule (2) of rule 4
and sub-rule (3) of rule15)for Mechanised fishing vessels for which only a running test is

Note:2 (1) Rupees 300/- fee shall be levied for amending a Licence.
(2) In addition to the above fees, actual travelling allowances of the surveyor as
admissible to him under the rules from and to his headquarters shall be recovered if the
survey is carried out away from the headquarters. When the surveyor is able to undertake
the survey during a visit to any out- station for another survey the expenditure on account
of his T.A etc., shall be apportioned equally between the respective owners.
Note:3 The rates specified in Appendix-2 Column 2 shall be increased 5% annually. These
rates will be reviewed after every 5 years.
The annual escalation of 5% is fixed as per the concurrence of Finance Department vide
Note No. FD 450 Exp-1/2024 dated 02.12.2024 and Cabinet Note sub No. C/48/2025,
