(cid:315)(cid:175)ೇಷ (cid:170)ಾಜ(cid:205) ಪ(cid:294)(cid:206)(cid:144)ೆ ¨Ás U À – 4ಎ , 03 2022( 12 1944) . 559 Part – IVA BENGALURU, THURSDAY , 03, NOVEMBER, 2022( KARTHIKA , 12, SHAKAVARSHA, 1944) No. 559 Government of Karnataka No: AHF 261 AID 2015 (PART-1) Karnataka Government Secretariat, Vikasa Soudha, Bengaluru, Dated: NOTIFICATION The draft of the following rules to amend the Karnataka Prevention of Slaughter and Preservation of Cattle (Transportation of cattle) Rules, 2021, which the Government of Karnataka proposes to make in exercise of the powers conferred by section 20 of the Karnataka Prevention of Slaughter and Preservation of Cattle Act, 2020 (Karnataka Act No. 01 of 2021) is hereby published as required by sub-section (1) of section 20 of the said Act, for the information of all persons likely to be effected thereby and notice is hereby given that the said draft will be taken into consideration after fifteen days from the date of its publication in the Official Gazette. Any objection or suggestion which may be received by the State Government from any person with respect to the said draft before the expiry of the period specified above, will be considered by the State Government. Objection and suggestion may be addressed to the Secretary to Government, Animal Husbandry and Fisheries Department, 4th floor, Vikasa Soudha, Bengaluru-560 001. DRAFT RULES 1. Title and Commencement.-(1) These rules may be called the Karnataka Prevention of Slaughter and Preservation of Cattle (Transportation of cattle) (Amendment) Rules, 2022 (1)2 (2) They shall come into force from date of their final publication in the Official Gazette. 2.Amendment of rule 3.-In the Karnataka Prevention of Slaughter and Preservation of Cattle (Transportation of cattle) Rules, 2021 (hereinafter referred to as the said rules) in rule 3,- (i) for sub-rule (1), the following shall be substituted, namely:- “(1) Every person who intends to transport any cattle in any form or means of transport for the bonafide agricultural or animal husbandry purpose shall do so only if the cattle being transported is accompanied with online cattle pass permit obtained from the Animal Husbandry Veterinary Services Department. The cattle pass permit system shall include transport certificate, ownership document and Veterinary first-aid equipment”. (ii) after sub-rule (1), as so substituted, the following shall be inserted namely:- “(1-A) While Cattle are being transported for bonafide Agricultural or Animal Husbandry purpose with online cattle pass permit a fee of rupees twenty five and applicable GST for light commercial vehicle (LCV) and rupees fifty and applicable GST for heavy commercial motor vehicle (HCV) shall be paid by the owner of transporting vehicle .” 3. Amendment of rule 4.-In rule 4 of the said rules,- (1) sub-rule (1) shall be omitted; (2) in sub-rule (2),- (i) the word "specially" shall be omitted; (ii) in clause (a),- (a) after the words “shall have”, the words “temporary or” shall be inserted; (b) after the words “animals are carried”, the word “comfortably” shall be inserted; (c) for sub-clause (i) and sub-clause (ii), the following shall be substituted, namely:- “(i) for Calf or Cattle below 100 Kg weight a space not less than 1.5 square meter per animal; “(ii) for cattle above 100 Kg weight a space not less than 2 square meter per animal”. (iii) for clause (b), the following shall be substituted, namely:-R.N.I. No. KARBIL/2001/47147 POSTAL REGN. No. RNP/KA/BGS/2202/2017-19 Licensed to post without prepayment WPP No. 297 3 “(b) Motor vehicles while carrying cattle shall not be permitted to carry any other goods except food, water and fodder. In case where not more than two cattle and their calves are transported for bonafide agriculture or animal husbandry purpose in local area of fifteen Kilometers, the cattle pass permit shall be exempted but certificate of the veterinary doctor shall be mandatory for the said purpose.” By order and in the name of Governor of Karnataka (B.N.Praveen) Under Secretary to Government, Animal Husbandry and Fisheries Dept.
