Ambedkar Veedhi Bengaluru, Dated :04-11-2025 Notification The draft of the Karnataka Scheduled Castes and Scheduled Tribes (Reservation of seats in Educational Institutions and of Appointments or Posts in the Services under the State) Rules, 2025 which the Government of Karnataka proposed to make in exercise of the powers conferred under sub-section 6 (1) of the Karnataka Scheduled Castes and Scheduled Tribes (Reservation of seats in Educational Institutions and of Appointments or Posts in the Services under the State) Act, 2022 are published in notification No: SWD/285/SLP/2025(E- 1730851), Bengaluru dated 22-8-2025 by inviting objections and suggestions from all the persons likely to be affected thereby within fifteen days from the date of its publication in the Official gazette. And where as the said Gazette was made available to public on 26-08-2025. And whereas objections or suggestions have been examined in respect of the said draft rules. Now, therefore in exercise of the powers conferred by sub-section 6 (1) of the Karnataka Scheduled Castes and Scheduled Tribes (Reservation of seats in Educational Institutions and of Appointments or Posts in the Services under the State) Act, 2022. The Government of Karnataka makes the following rules, namely,- RULES 1. Title and commencement. (1) This rules may be called the Karnataka Scheduled Castes and Scheduled Tribes (Reservation of seats in Educational Institutions and of Appointments or posts in the services under the State) Rules, 2025. No. RNP/KA/BGS/2202/2017-19 Licensed to post without prepayment WPP No. 297 2 (2) They shall come into force from the date of their publications in the Official Gazette. 2. Definitions. In these rules, unless the context otherwise requires,- (a) "Act" means, the Karnataka Scheduled Castes and Scheduled Tribes (Reservation of seats in Educational Institutions and of Appointments or posts in the services under the State) Act, 2022. (Karnataka Act No. 01 of 2022). (b) "Section" means section of the Act. (2) The words and expressions used in these rules but not defined shall have the same meanings as assigned to them in that Act. 3. Reservation in appointments or posts in the services under the State :- The Government Orders for the purpose of implementation of the reservation shall be issued by the Department of Personnel and Administrative Reforms as specified, below,- a. The roaster points for both direct recruitment and for promotion by adopting 100-point roaster system applicable to appointments or posts in the services under the state for Scheduled Castes and Scheduled Tribes. b. The roaster points for implementation of Horizontal reservation out of the vertical reservation for Scheduled Castes and Scheduled Tribes. c. The additional roaster points for the purpose of promotion in backlog posts in addition to the regular roaster points for Scheduled Castes and Scheduled Tribes.
