NOTIFICATION
Whereas the Draft of the Central Relief Committee (Cadre and Recruitment) and conditions of service of the employees of
Central Relief Committee Rules, 2021 was published as required by section 27 read with sub-section (1) of section 40 of the Karnataka
Prohibition of Beggary Act, 1975 (Karnataka Act 27 of 1975) in Notification No. SWD 41 Samanvaya 2020, Dated: 16-11-2021 in
Part-VI (a) of the Karnataka Gazette Dated : 25-11-2021 inviting objections and suggestion from all persons likely to be affected thereby
within fifteen days from the date of its publication in official Gazette.

And whereas no objections and suggestions received by the State Government.
Now, therefore, in exercise of the power conferred by section 27 read with sub-section (1) of section 40 of the Karnataka
Prohibition of Beggary Act, 1975 (Karnataka Act-27 of 1975), the Government of Karnataka hereby makes the following rules, namely:-
RULES
1. Title and Commencement :-
(1) These rules may be called the Central Relief Committee (Cadre and Recruitment) and conditions of
service of the employees of Central Relief Committee Rules, 2021.
(2) They shall come into force from the date of their final publication in the Official Gazette.
2. Definitions:
In these rules, unless the context otherwise requires: -
a. “Appointing Authority” means the Secretary, Central Relief Committee.
b. “Act” means the Karnataka Prohibition of Beggary Act 1975.
c. “Committee” means, the Central Relief Committee constituted under the Karnataka Prohibition of Beggary Act,
1975.
d. “Direct Recruitment” in relation to any service or post means, appointment otherwise than by promotion or by
transfer from another post in the service of the Central Relief Committee or by deputation from Government or other
Organization.3
e.“Employee” means, a person employed by the Central Relief Committee and includes a person already employed
as on the date of introduction of these rules, whether permanent or temporary.
f.“Equivalent Qualification” means, a qualification notified by the Central Relief Committee from time to time to
be equivalent to the qualification prescribed in respect of any post or category of posts in these rules.
g.“Government” means, the Government of Karnataka.
h.“Promotion” means, the appointment of an employee of the Central Relief Committee from a post or grade of
service or class of service to a higher post or higher grade or higher class of service in the Central Relief
Committee.
i.“Schedule” means, the Schedule appended to these rules.
j.“Selection: means selection made in accordance with the provisions of these rules for appointment/promotion to a
post by the selection authority.
k. “Scheduled Castes” & “Scheduled Tribes” shall have the same meaning as in the constitution of India.
l. “Other Backward Classes” (OBC) means the persons belonging to the classes or the categories so notified by the
Government of Karnataka as Backward Classes.4
m. “Selection Authority” means, The Committee constituted for the purpose of selection of candidates to the posts
in the Central Relief Committee in accordance with these rules.
3. Classification of Posts
The posts in the Central Relief Committee shall be classified as follows:-
a. Group - A, shall consist of posts carrying this scale of pay of Rs.52650-1250-53900-1450-62600-1650-72500-
1900-83900-2200-97100 and above.
b. Group – B, shall consist of posts carrying this scale of pay of Rs. 43100-1100-46400-1250-53900-1450-62600-
1650-72500-1900-83900 and above, but below the scale of pay of Rs. 52650-1250-53900-1450-62600-1650-72500-
1900-83900-2200-97100
c. Group – C, shall consist of posts carrying this scale of pay of and above, 21400-500-28400-550-24600-600-
27000-650-29600-75-32600-850-36000-950-39800-1100-42000 but below the scale of pay of Rs. 43100-1100-
46400-1250-53900-1450-62600-1650-72500-1900-83900.
d. Group – D, shall consist of posts carrying this scale of pay of Rs. 17000-400-18600-450-20400-500-22400-550-
24600-600-27000-650-28950 and above, but below the scale of pay of Rs. 21400-500-28400-550-24600-600-
27000-650-29600-75-32600-850-36000-950-39800-1100-42000.
4. Category of Posts, Method of Recruitment and Minimum Qualification.-The Cadre Strength of the
Central Relief Committee shall consist of the categories of posts, scale of Pay, Group of the Posts and
Number of posts as specified in SCHEDULE-I. Category of Post, Method of Recruitment and the minimum
qualifications for different categories/cadres shall be as specified in SCHEDULE-II.5
1. Application of other rules to the employees of the Central Relief Committee :- The provisions of other
Rules governing conditions of service as prescribed by the Government of Karnataka for Government
Employees (same as otherwise provided in these rules) mutatis-mutandis shall be applicable to the
Employees of Central Relief Committee until specific provisions are made by the committee.
2. The Recruitment Committee: The Direct Recruitment Committee and the Promotional Committee for
recruitment and promotion of posts in the Central Relief Committee shall consists of such members as in
the Schedule-III. Service of subject experts shall be made use of for conducting (skill/personality tests) to
the applicable posts.
3. Method of Recruitment: -The recruitment committee has full powers to formulate the procedure of
recruitment subject to other conditions specified in the schedule II. The method of filling up of posts by
Direct Recruitment shall be as specified in Schedule IV.
4. Provision for Reservation of Posts:- Posts shall be reserved for Scheduled Casts, Scheduled Tribes, Other
Backward Classes and Hyderabad Karnataka Region. etc., to such extent and in such manner as may be
specified in the orders issued by the Government from time to time.
5. Authority to institute disciplinary proceeding and impose penalties and Appeal Provisions:- The
Disciplinary proceedings against an employee of the Central Relief Committee may be instituted by the
Appointing Authority in accordance with the Karnataka Prohibition of Beggary Act 1975 , the provisions in
the Karnataka Prohibition of Beggary Rules 1975 and the provisions in the Karnataka Civil Services6
(Classification, Control and Appeal) Rules, 1957 shall mutatis-mutandis shall be applicable to the
Employees of Central Relief Committee until specific provisions are made by the committee. The Appointing
Authority, Disciplinary Authority and Appellate Authority shall be as specified in Schedule V.
6. Departmental Examination: -Obligation of an employee in the Central Relief committee to pass
certain examinations:-
(1) Every employee in the Central Relief Committee holding a post specified in Schedule VI
shall pass the Departmental Examination prescribed in the Column (3) of the Schedule.
(2) An employee in the Central Relief Committee:-
i. In service on the date of commencement of the Central Relief Committee (Recruitment) Rules
2021 (herein after referred to as these rules) shall pass the examination prescribed in
Schedule VI within a period of Three years from the said date:
ii. Appointed to any post on or after the date of commencement of these rules, shall pass the said
examination within a period of two years from the date of appointment.
iii. A Candidate due for promotion must have also passed the Departmental Examinations
specified to the Higher Post to which he is considered for promotion.
iv. Every Employee of the Committee shall pass Computer Literacy Test as prescribed in The
Karnataka Civil Services (Computer Literacy test) Rules 2012.
Provided that a person appointed to any post on probation shall pass the said examination
within the period of his probation.7
(3) The provisions contained in the Karnataka Civil Services (Service and Kannada Language
Examinations) Rules 1974 shall mutatis-mutandis apply to the employees of the Central Relief
Committee.
(4) Syllabus:- The Syllabus for the departmental examination prescribed shall be as specified in
Schedule VII.
7. Appointment on Compassionate Grounds for the dependent of the deceased employee of the Central
Relief Committee:- The Karnataka Civil Services (Appointment on Compassionate Grounds) Rules 1996,
shall apply in respect of appointment of the deceased employee of the Central Relief Committee. Such
appointments shall be made only against Direct Recruitment Vacancies available in the Committee.
8. Age Limit, Issue of Order, Joining Time, Disqualification of Appointment Etc.,:- The Age Limit, Issue
of Order and Joining time, Disqualification for appointment etc., for the appointment to the posts shall be
as per the provisions of the Karnataka Civil Services (General Recruitment) Rules 1977 and Karnataka Civil
Service Rules.
9. Probation and Appointment by Promotion :- All appointments by Direct Recruitment to posts of Central
Relief Committee shall be on probation for such period as provided in Karnataka Civil Services (Probation)
Rules 1977. All appointments by promotion shall be on the basis of Seniority cum Merit and suitability in
all respects as per the provisions of the Karnataka Civil Services (General Recruitment) Rules, 1977.8
10. Retirement Benefits :-
i. The Employees of the Committee are eligible for Encashment Earned Leave in credit of the
employee’s leave account subject to maximum 300 days and limited to the basic pay.
ii. Pensionary Benefits on superannuation shall be governed by norms specified in Government Order
No.HD 11 BRE 61 Dated:09.08.1963 and Government Order No.SWL 21 SBR 83, 04.08.1986.
11. Repeal and Savings.- The Central Relief Committee and Local Relief Committee (Recruitment) Rules ,
2014 are hereby repealed:

3. Physical Efficiency Test:
The Selection Authority shall
conduct Physical efficiency and fitness
test which consists of the following.

Note:- For High Jump, Long Jump and
Shot Put 3 chances shall be given to

(a) The candidate must pass 3 out of
5 events in the physical efficiency tests.
The candidates qualifying the physical
efficiency test shall be subjected to
physical defect if any namely:- Knock -
Knee, Bow Legs, Flat Feet, Varicose
veins and Each eye must have full
filled vision. Color Blindness, Squint or
any morbid condition of the eyes or lids
of either eye and Hearing test such
as Rinse’s test, Webber's test, tests for
Vertigo and Impediment in Speech test
is compulsory. The candidates who do
not fulfill these physical standards are
found to be having any of the physical
defects shall be disqualified.
(b) Any defect among the tests
detailed above shall be a
disqualification.
(c) The Selection Authority shall
arrange to conduct Physical Standard
and Physical Efficiency Tests and19
declare those candidates who have
qualified in the physical standard and
physical efficiency tests. Thereafter a
final selection list will be prepared
based on the merit obtained in the
skill/written test among those who
qualified in the physical standard &
physical efficiency tests and the
selection list will be published.
(d) The Selection will be made
through Selection Committee. The
Appointing Authority with prior
approval of the selection committee
shall invite applications from the
eligible candidates in such form as may
be specified by the committee for the
purpose of recruitment under these
rules. It shall publish the notification
inviting applications in the official
Gazette and in atleast two leading News
Papers having vide circulation. The
criteria of selection consists of
Educational Qualification, Physical
Standard and Physical Efficiency Tests.
The services of District Surgeon and
Youth Services Department will be
mandatory for Physical Standard Test
& Physical Efficiency Test respectively.
For Promotion:-
1. Must have put in not less than five
years of service in the cadre of
