In exercise of the powers conferred by clause (i) of sub-section (1) of Section 86 read with clause (a) of sub-section (2) of Section 347 of the Chennai City Municipal Corporation Act, 1919 (Tamil Nadu Act IV of 1919), the Governor of Tamil Nadu hereby makes the following amendments to the Chennai Corporation Public Health and Medical Service Rules, 1969:- 2. The amendment hereby made shall be deemed to have come into force with effect on and from the 5th November 2015. AMENDMENTS In the said Rules,— (1) in rule 2, in the tabular column, in columns (2) and (3) against the expression Class I-B, after the expression “Category . 2” in column (2) and the expression “Chief Vector Control Offi cer” in column (3), the following expressions shall, respectively, be added, namely:— “Category 3” and “Health Education Offi cer.”; (2) in rule 3, in the Table, under “Class I-B”, in columns (1) and (2), after the entry “Category -2 Chief Vector Control Offi cer” (in column (1) and the corresponding entry in column (2), the following Category and entries shall, respectively, be inserted, namely;— “Category 3 – “(i) By promotion from the category of Sanitary Offi cer Health Education (ii) By deputation from the posts in Government or Government Undertaking Offi cer.” in Health Department carrying identical scale of pay.” (3) in rule 4, in the Table, under Class I-B, in columns (1) to (3), after the entry “2. Chief Vector Control Offi cer” in column (1) and the corresponding entries in columns (2) and (3) thereof, the following entries shall, respectively, be inserted, namely:— “3. Health Education By Promotion from (1) Must have passed Post Graduate Degree in Sociology Offi cer” the category of from any University or Institution recognized by the Sanitary Offi cer University Grants Commission; and (2) Must have fi eld experience for a period of not less than ten years in the Health Department. By Deputation (1) Must have passed Post Graduate Degree in Sociology from any University or Institution recognized by the University Grants Commission; and (2) Must have fi eld experience for a period of not less than ten years in the Government or Government Undertakings in Health Department.” (4) in rule 7, after sub rule (2) the following sub-rule shall be added, namely:- “Every person appointed to the post of Health Education Offi cer by promotion shall, within the period of one year from the date of Promotion, pass the Account Test for Executive Offi cers. If he fails to pass the said Test he shall not be entitled for increment until he has passed the test. But such ineligibility for increments shall not operate to postpone future increments after he has passed the said test. If he does not pass the said test within a period of four years from the date of his Promotion he shall be reverted to the feeder post. (5) in rule 12, in the Table, in columns (1) and (2), after the entry “3. Chief Vector Control Offi cer” in column (1) and the corresponding entry in column (2) thereof, the entries “3-A. Health Education Offi cer” and “15,600-39,100+G.P.5400” shall, respectively, be inserted; and (6) in rule 13, after the expression “Health Offi cer”, the expression “Health Education Offi cer”, shall be inserted.
