Executive Summary & Key Takeaways

**Executive Summary** The Ministry of Petroleum and Natural Gas issued the "Liquefied Petroleum Gas (Regulation of Supply and Distribution) Amendment Order, 2026," which became effective upon its publication on May 25, 2026. This order amends the 2000 regulation to address households transitioning from domestic LPG to piped natural gas (PNG). It mandates the immediate cessation of LPG refills and requires consumers to resolve their existing LPG connections within 30 days of obtaining a PNG connection. **Key Points / Main Content** * **Amendments to Supply and Distribution Rules** * The document amends clause 3, sub-clause (5) of the principal "Liquefied Petroleum Gas (Regulation of Supply and Distribution) Order, 2000." * The order is issued under the authority of Section 3 of the Essential Commodities Act, 1955. * **Restrictions on Dual Fuel Usage** * Any person or household possessing a domestic LPG connection who subsequently obtains a PNG connection is strictly prohibited from taking any further LPG cylinder refills. * This restriction takes effect "forthwith" upon the acquisition of the PNG connection. * **Mandatory Compliance Deadlines** * Affected consumers are granted a 30-day window from the date of obtaining a PNG connection to formalize the status of their LPG account. * Consumers must choose one of two required actions: apply for the termination of the LPG connection or obtain a transfer voucher for future use in a non-PNG area. **Impact Analysis** **Domestic Consumers / Households** **Impact** Households are no longer permitted to maintain active, refillable LPG services once they have access to PNG. They are legally barred from ordering cylinder refills immediately after the transition to piped gas. **Action Required** Upon obtaining a PNG connection, consumers must stop taking LPG refills. Within 30 days, they must apply for the termination of their LPG connection or secure a transfer voucher specifically for use in areas not served by PNG. **Ministry of Petroleum and Natural Gas / Regulatory Authorities** **Impact** The Ministry establishes a clear regulatory framework to prevent the overlap of domestic fuel supplies and to manage the transition toward PNG infrastructure. **Action Required** The authorities must oversee the implementation of these amendments and ensure that the 30-day compliance window for terminations and vouchers is enforced.
