LIQUIDATION AND DISPOSAL PROCEEDINGS OF HPF, OOTY
2335. SHRI KAMAL HAASAN:
Will the Minister of Heavy Industries be pleased to state:
(a) the present status of the liquidation and disposal proceedings of Hindustan Photo Films
Manufacturing Company Limited (HPF), Ooty;
(b) whether Government has formulated any plan for the utilisation or redevelopment of the
Company's land, buildings and other infrastructure following the completion of the liquidation
process, if so, the details thereof; and
(c) whether Government has examined the feasibility of repurposing the HPF campus to support
India's creative economy, including film preservation and restoration, media technology,
animation, skill development or other allied activities, if so, the details thereof?
ANSWER

(a): Cabinet Committee on Economic Affairs (CCEA) in its decision dated 28.02.2014
decided inter alia for closure of Hindustan Photo Films Mfg. Co. Ltd (HPF). HPF is
currently under liquidation vide Hon’ble NCLT, Chennai order dated 31.03.2023 and
Official Liquidator (OL) was appointed. The company freehold assets are fully liquidated
and distribution completed. The company building lying in the lease hold land is the asset
which remains unresolved. The liquidation committee has alternatively requested for
compensation from the State Government, if they want to take back the land.
(b)&(c): At present, there is no proposal for formulation of any plan for the utilization or
redevelopment of the Company’s land, buildings and other infrastructure following the
completion of the liquidation process.
