(ख) "अजधजियम" स े जर्जधक मापजर्ज्ञाि अजधजियम, 2009 (2010 का 1) अजभप्रेत ह;ै (ग) “प्राजधकृत समय स्रोत” से यूटीसी (एिपीएलआई) या भारतीय मािक समय के प्रसार के जलए ऐसे प्राजधकृत कोई सस्ट्ं र्ा, प्रणाली या सेर्ा अजभप्रेत ह,ै जिसे जििेिक (जर्जधक मापजर्ज्ञाि) द्वारा समय-समय पर जर्जिर्िवष्ट ऐसे तकिीकी, प्रचालि, सुरिा, अिरु ेखणीयता तर्ा अिुपालि संबंधी अपिे ाओं के अध्यधीि रहत े हुए िो समय-समय पर जर्जिर्िवष्ट की िाये, और 6649 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] जिसका प्राजधकार इि जियमों अर्र्ा प्राजधकार की ितों का अिुपालि ि करि े की जस्ट्र्जत में, सुिर्ाई का युजक्तसंगत अर्सर प्रिाि करिे के पश्चात,् जिििे क (जर्जधक मापजर्ज्ञाि) द्वारा जिलंजबत या प्रजतसंहररत दकया िा सकेगा। (घ) “समजन्र्त सार्भव ौजमक समय (यूटीसी)” से सहभागी राष्ट्रीय समय-जिधावरण प्रयोगिालाओं द्वारा अजभित्त डाटा के आधार पर अतं रराष्ट्रीय बाट और माप ब्यरू ो (बीआईपीएम) द्वारा संगरित और प्रकाजित अतं रराष्ट्रीय जििेि समय पैमािा अजभप्रेत ह ै। (ङ) “अंजतम इकाई” से ऐस े दकसी व्यजक्त, उपयोक्ता, सगं िि या प्रणाली अजभप्रेत ह,ै िो दकसी प्राजधकृत समय स्रोत से प्राप्त समय को ग्रहण और उपयोग करती ह;ै (च) “भारतीय मािक समय (आईएसटी)” से भारत में सभी िागररक, र्ाजणजययक और जर्जधक प्रयोििों के जलए प्रयुक्त िासकीय समय- पैमािा अजभप्रेत ह,ै जिसे र्ैज्ञाजिक तर्ा औद्योजगक अिुसंधाि पररषि–राष्ट्रीय भौजतक प्रयोगिाला द्वारा स्ट्र्ाजपत और अिुरजित दकया िाता ह ै तर्ा िो यूटीसी (एिपीएलआई) म ें 5 घंटे 30 जमिट का ऑफसेट िोड़कर व्युत्पन्न दकया िाता ह;ै (छ) "िाजर्क" से, भारतीय अंतररि अिुसंधाि सगं िि द्वारा जर्कजसत भारतीय िित्र के सार् दिक्चालि अजभप्रेत ह;ै (ि) "आरआरएसएल" स ेसरकार द्वारा स्ट्र्ाजपत िेत्रीय जिििे मािक प्रयोगिालाएं अजभप्रते है; (झ) "समय जिििे " से प्रणाली, िेटर्कव या अर्संरचिा को समसामजयक करिे के जलए उपयोग दकए िाि े र्ाली अिुरेखणीयताऔर सटीक समय का स्रोत अजभप्रेत ह;ै (ञ) “यूटीसी (एिपीएलआई)” से र्ैज्ञाजिक तर्ा औद्योजगक अिुसंधाि पररषि–राष्ट्रीय भौजतक प्रयोगिाला (सीएसआईआर- एिपीएल) में समजन्र्त सार्वभौजमक समय (यूटीसी) के साकार रूप से अजभप्रेत ह;ै (ट) उि िब्िों और पिों के, िो इसमें प्रयुक्त ह ैंऔर पररभाजषत िहीं ह,ै दकन्तु िो अजधजियम म ेंपररभाजषत ह,ैं र्ही अर्व होंग े िो उस अजधजियम म ेंक्रमि: ह।ै 3. प्रयोिि और जर्स्ट्तार.- य े जियम जर्जधक मापजर्ज्ञाि अजधजियम, 2009 के उपबंधों के अिसु ार भारतीय मािक समय (आईएसटी) के सृिि, अिुरिण, प्रसार, समसामजयकीकरण, अिरु ेखणीयता तर्ा उपयोग के जलए रूपरेखा का उपबंध करता ह,ै तादक िेिभर म ेंभारतीय मािक समय (आईएसटी) को एकरूपता से अपिािा और उसके सार् समसामजयकीकरण सुजिजश्चत दकया िा सके तर्ा िासि, लोक सेर्ाओं, र्ाजणयय, उद्योग, महत्र्पणू व अर्संरचिा और आम ििता द्वारा इसके उपयोग म ेंिुद्धता, जर्श्वसिीयता, अिुरेखणीयता, प्रचालि ििता, प्रत्यास्ट्र्ता तर्ा सुरिा को बढार्ा दिया िा सके। 4. समय की आधार इकाई.- समय की आधार इकाई सेकंड (प्रतीक – ‘एस’ ) होगी, जिसे सीज़ियम आर्ृजत्त के जियत संख्यात्मक माि को लेकर पररभाजषत दकया गया है, िो सीज़ियम-133 परमाणु की अप्रभाजर्त ग्राउंड-स्ट्टेट हाइपरफाइि रांज़ििि आर्ृजत्त, 9192631770 ह,ै जिसे Hz, इकाई में व्यक्त करिे पर , s-1 के बराबर मािा िाता ह ै । 5. भारतीय मािक समय (आईएसटी) का रूपजर्धाि.- (1) भारतीय मािक समय (आईएसटी) का मािक रूप जर्धाि एचएच :एमएम:एसएस: ह ै (2) भारतीय मािक समय )आईएसटी) का मािक रूप जर्धाि तारीख सजहत दिदि-मामा-र्र्र्र्- एचएच एसएस:एमएम: होगा। (3) र्ैज्ञाजिक और औद्योजगक अिुसंधाि पररषिराष्ट्रीय भौजतक प्रयोगिाला– भारत के प्रार्जमक समयपैमािे-, यूटीसी (एिपीएलआई),का अिुरिण करेगी तर्ा यूटीसी के सार् अिुरेखणीयता सुजिजश्चत करत े हुए भारतीय मािक समय )आईएसटी) को साकार करेगी। (4) र्ैज्ञाजिक और औद्योजगक अिुसंधाि पररषि - राष्ट्रीय भौजतक प्रयोगिाला, िेत्रीय जिििे मािक प्रयोगिालाए,ं भारतीय अंतररि अिुसंधाि सगं िि और अन्य प्राजधकृत समय स्रोत अपिे िासकीय समय और आर्ृजत्त सेर्ाओं के माध्यम से यूटीसी (एिपीएलआई) और भारतीय मािक समय (आईएसटी) का प्रसार करेंगे। (5) जर्जधक मापजर्ज्ञाि प्रभाग, आरआरएसएल म ें सभी जद्वतीयक समयपैमािे- की स्ट्र्ापिा, अिुरिण तर्ा अिरु ेखणीयता सुजिजश्चत करिे के जलए उत्तरिायी होगा, तादक भारतीय मािक समय आईएसटी) ) के सार् उिकी अिरु ेखणीयता सुजिजश्चत की िा सके।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 6. समय का जििेि.- (1) जर्जधक, प्रिासजिक और िासकीय िस्ट्तार्ेिों म ें समय के सभी संिभव भारतीय मािक समय (आईएसटी) होंग ेिब तक दक अन्यर्ा स्ट्पष्ट रूप स ेि कजर्त हो। (2) भारतीय मािक समय (आईएसटी) सभी िेत्रों में जिसके अंतगवत र्ाजणयय, पररर्हि, लोक प्रिासि, जर्जधक संजर्िा और जर्त्तीय प्रचालि भी ह ैमािक समय जििेि होगा। (3) प्राजधकृत समय स्रोत को यटू ीसी (एिपीएलआई) या भारतीय मािक समय (आईएसटी) के सार् अपि े समय समाकलि की सटीकता और अिरु ेखणीयता का अिरु िण करेगा । (4) प्राजधकृत समय स्रोत यूटीसी (एिपीएलआई) या भारतीय मािक समय (आईएसटी) के जलए अिुरेखणीय समय संकेत का उपबंध करेगा और अंजतम इकाई अपिी प्रणाली के भीतर समय पर जिभरव सटीकता, जस्ट्र्रता और अिुरेखणीयता का अिन्य उत्तरिाजयत्र् र्हि करेगा। (5) र्ैज्ञाजिक और औद्योजगक अिुसंधाि पररषि-राष्ट्रीय भौजतक प्रयोगिाला और अन्य प्राजधकृत समय स्रोत िासकीय भारतीय मािक समय (आईएसटी) प्रिर्िवत करिे र्ाला एक लोक र्ेबपेि रख सकते ह ैं और यद्यजप ऐसे स्रोत राष्ट्रीय समय मािक से अिरु ेखणीय योग्य एक समय संकेत का उपबंध करेंग,े अंजतम उपयोक्ता अंतराष्ट्रव ीय मािकों के अिुसार उन्ह ें अजभजलजखत करके जर्चलि की मािीटरी के जलए उत्तरिायी होगा और राष्ट्रीय समय मािक के जलए अपिे समय की अिुरेखणीयता प्रिर्ितव करिे के जलए लेखापरीिा योग्य डाटा बिाएगा। 7. अन्य समय जिििे ों का प्रजतषधे . - कोई इकाई सभी प्रयोििों के जलए भारतीय मािक समय (आईएसटी) से जभन्न दकसी अन्य समय जििेि का उपयोग, प्रििवि या अजभजलजखत िहीं करेगी: परंत ु यदि तत्समय प्रर्ृत्त कोई जर्जध या आििे या जििेि या मागवििवक जसद्धांत भारतीय मािक समय (आईएसटी) के सार् स्ट्पष्ट लेबललगं के सार् जर्िेिी समय िेत्रों के समय के प्रििवि की अिज्ञु ा िेता है, तो र्कै जल्पक समय पैमािों का पूर्व अिुमोिि से र्ैज्ञाजिक अिुसंधाि, दिक्चालि या खगोल जर्ज्ञाि के जलए उपयोग दकया िा सकेगा। 8. भारतीय मािक समय (आईएसटी) का लोक प्रिििव और उपयोग. - (1) सरकारी कायावलय और लोक संस्ट्र्ाएं इि जियमो में जर्जिर्िवष्ट प्राजधकृत समय स्रोत के माध्यम से समय-जिभवर अिुप्रयोगों और लोक समय प्रिििव ों को भारतीय मािक समय (आईएसटी) के सार् समसामजयक करेंगे। (2) अजभजहत एिटीपी, पीटीपी या कोई अन्य प्राजधकृत साधि या िाजर्क सेर्ाओं जिसके अंतगवत डोमेि िाम या लोक इंटरिेट प्रोटोकॉल पत ेभी ह ैके जलए जर्जिर्िवष्ट पते या पहुचं प्रोटोकॉल, जििेिक (जर्जधक मापजर्ज्ञाि) द्वारा प्रकाजित और अिुरजित दकया िाएगा। (3) प्रमुख लोक स्ट्र्ाि जिसके अंतगतव रेलर्े, हर्ाई अड्ड े और सरकारी कायावलय भी ह,ै पर इि जियमों में पररभाजषत एक अिुरेखणीय स्रोत से सटीकता के सार् समसामजयक भारतीय मािक समय (आईएसटी) का प्रििवि दकया िाएगा। (4) महत्र्पूणव िेत्र जिसके अतं गवत िरू संचार, जर्त्तीय सेर्ाएं, ऊिाव और डाटा केंद्र भी ह ै प्रचालि करि े र्ाली इकाईयां यह सुजिजश्चत करेंगी दक समय-जिभरव प्रणाजलयां यूटीसी (एिपीएलआई) से अिुरेखणीय प्राजधकृत समय स्रोत का उपयोग करके भारतीय मािक समय (आईएसटी) के सार् समसामजयक हों, अर्ावत्- (i) एिपीएलआई; या (ii) आरआरएसएल; या (iii) िाजर्क आधाररत समय जििेि/उपकरण; या (iv) राष्ट्रीय सूचिा जर्ज्ञाि केंद्र; या (v) अन्य प्राजधकृत समय स्रोत । (5) प्राजधकृत समय स्रोत मािक प्रोटोकॉल जिसके अतं गतव िटे र्कव समय प्रोटोकॉल (एिटीपी) और प्रजमजत समय प्रोटोकॉल (पीटीपी) भी ह ै का उपयोग करके समय प्रसार सेर्ाएं प्रिाि करेंगे, और जिििे क, जर्जधक मापजर्ज्ञाि ऐसी सेर्ाओं के जलए सिस्ट्यता फीस जर्जिर्िवष्ट कर सकेंगे। 9. साइबर सरु िा और लचीलापि.- (1) समय-समाकलि प्रणाली में िोषपणू व हमलों स ेबचार् के जलए मिबूत साइबर सुरिा उपाय सजममजलत होंगे ।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (2) अंजतम इकाई, यूटीसी (एिपीएलआई) या भारतीय मािक समय (आईएसटी) स ेिुड़ ेजिरंतर समय अिरु ेखणीयता के जलए अिार्श्यक समय समाकलि प्रणाली का उपयोग करेगी। (3) सभी इकाईयां और संगिि अपि ेसमय-समाकलि प्रणाजलयों को प्रभाजर्त करि ेर्ाल ेसंभाजर्त व्यर्धािों, जिसके अंतगवत िैलमंग, स्ट्पूफफंग और साइबर-हमले भी ह,ैं को कम करिे के जलए एक व्यापक आकजस्ट्मक योििा का कायावन्र्यि और अिरु िण करेंगे। (4) समय-समाकलि प्रणाली की अखंडता, गोपिीयता और उपलब्धता की रिा के उद्देश्य से समय-समाकलि प्रणाली के जलए सूचिा प्रौद्योजगकी सुरिा मागवििवक जसद्धांत िो केन्िीय सरकार या ऐसे प्राजधकारी िो उसके द्वारा प्राजधकृत दकय ेिाए द्वारा जर्जिर्िवष्ट दकया िाए । (5) समय-समाकलि प्रणाजलयााँ, - (i) अप्राजधकृत घुसपैि और िरुु पयोग से बचािे के जलए एक सरु जित आर्ास, हाडवर्ेयर, सॉफ्टर्ेयर और प्रदक्रयाओं का उपयोग करें; (ii) उिकी सेर्ाओं में जर्श्वसिीयता का एक जर्श्वसिीय स्ट्तर प्रिाि करिा, उिके आिजयत कायव के प्रििवि के जलए उपयुक्त; (iii) यह सुजिजश्चत करिे के जलए सरु िा प्रदक्रयाओं का पालि करें दक िर्ाबिेही, उपलब्धता, जर्श्वसिीयता और समय अिुरेखणीयता बिी रह;े और (iv) ऐस ेमािकों, मागवििवक जसद्धांतो और प्रदक्रयाओं का अिपु ालि करें िो सरकार द्वारा जर्जिर्िवष्ट दकए िाए परंत ु ऐसे मािक प्रणाली की सुरिा और अखंडता से समझौता िहीं करें। (6) राष्ट्रीय और आर्र्वक सरु िा की रिा के जलए, सभी महत्र्पूणव अर्संरचिा िेत्र जिसके अतं गतव रिा, जर्धुत जग्रड, उपयोजगताएं, िरू संचार, बैंककारी और जर्त्त, पररर्हि, उद्यम, प्रसारण, डाटा केंद्र आदि भी है, अिार्श्यक समय समाकलि प्रणाली का उपयोग करेगा और ऐसी प्रणाली में अन्य प्राजधकृत समय स्रोत के अजतररक्त समय जििेि के रूप म ेंिाजर्क या एक या उससे अजधक प्राजधकृत समय स्रोत को सजममजलत दकया िाएगा। (7) लचीलापि बिाि े के जलए, सभी र्ैजश्वक दिक्चालि उपग्रह प्रणाली आधाररत समय उपकरणों को कम से कम एक समय जििेि सीध े प्रत्यि रूप स ेिाजर्क तारामंडल या दकसी प्राजधकृत समय स्रोत से प्राप्त करिा होगा। (8) सभी इकाईयां और सगं िि व्यर्धािों को कम करिे और िेटर्कव प्रचालि और जमिि-महत्र्पणू व सेर्ाओं की जिरंतरता सुजिजश्चत करि े के जलए अपि ेसमय अर्संरचिा म ेंएक या उससे अजधक प्राजधकृत समय स्रोतों को एकीकृत करेंगे। (9) जििेि इिपुट असफलताओं की जस्ट्र्जत में उपयोक्ता अत्यजधक जस्ट्र्र और सटीक परमाणु घजड़यों का उपयोग करके या र्ैज्ञाजिक और औद्योजगक अिुसंधाि पररषि - राष्ट्रीय भौजतक प्रयोगिाला या िेत्रीय जिििे मािक प्रयोगिालाओं द्वारा अंिांदकत या प्राजधकृत समय स्रोतो स ेसमय प्राप्त करके जिबावध समय सेर्ाओं को बिाए रखि ेके जलए तंत्र कायावजन्र्त करेगा। 10. अिपु ालि और मािीटरी.- (1) इि जियमों का अिुपालि सुजिजश्चत करि े के जलए आर्जधक लेखापरीिा की िाएगी। (2) सभी िेत्रीय जििेि मािक प्रयोगिालाए ं और अन्य प्राजधकृत समय स्रोत भारतीय मािक समय (आईएसटी) अिुरेखणीयता और उपलब्धता को सत्याजपत करिे के जलए ऐसी लेखापरीिा के अधीि होंगे। (3) र्ैज्ञाजिक और औद्योजगक अिुसंधाि पररषि - राष्ट्रीय भौजतक प्रयोगिाला, यूटीसी (एिपीएलआई) का अिरु िण करेगी और समजन्र्त सार्वभौजमक समय (यूटीसी) के जलए इसकी अिरु ेखणीयता सुजिजश्चत करेगी। (4) जर्जधक मापजर्ज्ञाि प्रभाग इि जियमों के अिुपालि की जिगरािी और प्रर्तवि करेगा। 11. िाजस्ट्तया.ं - (1) िहां दकसी व्यजक्त या अजभकरण िे इि जियमों के उपबंधों, जििेिों या तिद्यीि दकए गए आिेिों को भंग दकया ह,ै र्ह अजधजियम के उपबंधों के अधीि िंडिीय होगा। (2) जििेिक, जर्जधक मापजर्ज्ञाि या कोई प्राजधकृत अजधकारी, इस अजधजियम के अधीि उपबंधों के भगं की ििा म ें िांच करेगा और िाजस्ट्त अजधरोजपत करेगा। [फा. सं. I-9/1/2025-डब्ल्य ूएडं एम] अिुपम जमश्रा, अपर सजचर्[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 MINISTRY OF CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION (Department of Consumer Affairs) NOTIFICATION New Delhi, the 27th August, 2026 G.S.R. 761(E).— In exercise of the powers conferred by section 52 of the Legal Metrology Act, 2009, (1 of 2010), the Central Government hereby makes the following rules, namely:- (1) Short title and commencement.- (1) These rules may be called as the Legal Metrology (Indian Standard Time) Rules, 2026. (2) They shall come into force after one hundred and eighty days from the date of publication in the Official Gazette. 2. Definitions.- In these rules, unless the context otherwise requires,- (a) “accuracy” means the degree to which a time or frequency value conforms to the official reference time either Coordinated Universal Time (National Physical Laboratory India) [UTC (NPLI)] or Indian Standard Time (IST); (b) “Act” means the Legal Metrology Act, 2009 (1 of 2010); (c) “Authorised Timing Source” means any institution, system or service authorised by the Director (Legal Metrology), subject to such technical, operational, security, traceability and compliance requirements as may be specified from time to time, for the dissemination of UTC(NPLI) or Indian Standard Time and whose authorisation may be suspended or revoked by the Director (Legal Metrology) for non-compliance with these Rules or the conditions of authorisation, after giving a reasonable opportunity of being heard. (d) "Coordinated Universal Time (UTC)" means the international reference time scale computed and published by the International Bureau of Weights and Measures (BIPM) based on data contributed by participating national timing laboratories; (e) "end entity" means any person, user, organisation or system receiving and using time obtained from an authorised timing source; (f) "Indian Standard Time (IST)" means the official time scale for all civil, commercial and legal purposes in India, realised and maintained by the Council of Scientific and Industrial Research - National Physical Laboratory and derived by adding an offset of 5 hours and 30 minutes to UTC(NPLI); (g) "NavIC" means Navigation with Indian Constellation, developed by Indian Space Research Organisation; (h) "RRSL" means Regional Reference Standards Laboratories established by the Government; (i) “timing reference” means a source of traceable and accurate time used to synchronise systems, networks or infrastructure; (j) “UTC(NPLI)” means the realisation of Coordinated Universal Time (UTC) at Council of Scientific and Industrial Research -National Physical Laboratory; (k) Words and expressions used herein and not defined but defined in the Act, shall have the meanings respectively assigned to them in the Act. 3. Purpose and scope.— These rules shall provide the framework for the generation, maintenance, dissemination, synchronisation, traceability and use of Indian Standard Time (IST) in accordance with the provisions of the Legal Metrology Act, 2009, with a view to ensuring uniform adoption and synchronisation of Indian Standard Time (IST) across the country and promoting accuracy, reliability, traceability, operational efficiency, resilience and security in governance, public services, commerce, industry, critical infrastructure and by the public at large.6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 4. Base unit of time.- The base unit of time shall be the second (symbol-‘s’), defined by taking the fixed numerical value of the caesium frequency ΔV , the unperturbed ground-state hyperfine transition frequency of caesium-133 cs atom, to be 9192631770 when expressed in the unit Hz, equal to s-1. 5. Format of Indian Standard Time (IST).- (1) The standard format of Indian Standard Time (IST) is HH:MM:SS (2) The standard format for Indian Standard Time (IST) with date is DD-MM-YYYY- HH:MM:SS (3) The Council of Scientific and Industrial Research - National Physical Laboratory shall maintain the primary time scale of India, UTC (NPLI) and realise Indian Standard Time (IST), with traceability to the UTC. (4) The Council of Scientific and Industrial Research - National Physical Laboratory, Regional Reference Standards Laboratories, Indian Space Research Organisation and other authorised timing sources shall disseminate UTC (NPLI) and Indian Standard Time (IST) through its official time and frequency services. (5) The Legal Metrology Division shall be responsible for the establishment, maintenance and traceability of all secondary time scales at RRSLs to ensure traceability to the IST. 6. Reference to time.- (1) All references to time in legal, administrative and official documents shall be Indian Standard Time (IST) unless explicitly stated otherwise. (2) The Indian Standard Time (IST) shall be the standard time reference across all sectors, including commerce, transport, public administration, legal contracts and financial operations. (3) The authorised timing source shall maintain accuracy and traceability of its time synchronisation to UTC (NPLI) or Indian Standard Time (IST). (4) An authorised timing source shall provide a time signal traceable to the UTC (NPLI) or Indian Standard Time (IST) and the end entity shall bear the exclusive responsibility for ensuring the accuracy, stability and traceability of the time dependent within its systems. (5) The Council of Scientific and Industrial Research-National Physical Laboratory and other authorised timing sources may maintain a public webpage displaying the official Indian Standard Time (IST) and while such source shall provide a time signal traceable to the national time standard, the end user shall be responsible for monitoring deviations recording them in accordance with international standards and maintains auditable data to demonstrate traceability of its time to the national time standard. 7. Prohibition of other time references.- No entity shall use, display or record any time reference other than Indian Standard Time (IST) for all purposes: Provided that if any law in force or orders or directions or guidelines permits for display of time of foreign time zones with clear labelling alongside Indian Standard Time (IST), alternate time scales may be used for scientific research, navigation or astronomy with prior approval. 8. Public display and use of Indian Standard Time (IST).- (1) The Government offices and public institutions shall synchronise time-dependent applications and public time displays to Indian Standard Time (IST) through an authorised timing source specified in these rules. (2) The specific addresses or access protocols for designated NTP, PTP or any other authorised means or NavIC services including domain names or public internet protocol addresses, shall be published and maintained by the Director (Legal Metrology). (3) Major public locations, including railways, airports and Government offices, shall display Indian Standard Time (IST) synchronised with a traceable source as defined in these rules with accuracy. (4) Entities operating within critical sectors, including telecommunications, financial services, energy and data centers, shall ensure that time-dependent systems are synchronised to Indian Standard Time (IST) using an authorised time source traceable to UTC (NPLI), namely,– (i) NPLI; or[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 7 (ii) RRSL; or (iii) NavIC based timing reference/device; or (iv) National Informatics Centre; or (v) other authorised timing sources. (5) The authorised timing sources shall provide time dissemination services using standard protocols, including Network Time Protocol (NTP) and Precision Time Protocol (PTP) and the Director, Legal Metrology may specify subscription fee for such services. 9. Cybersecurity and resiliency.- (1) The time-synchronisation systems shall incorporate robust cybersecurity measures to safeguard against malicious attacks. (2) The end-entity shall employ a redundant time synchronisation system to ensure continuous time traceable to UTC (NPLI) or Indian Standard Time (IST). (3) All entities and organisations shall implement and maintain a comprehensive contingency plan to mitigate potential disruptions, including jamming, spoofing and cyber-attacks, affecting their time-synchronisation systems. (4) The information technology security guidelines for time-synchronisation systems aimed at protecting the integrity, confidentiality and availability of service of Time-synchronisation systems as specified by the Central Government or such authority as may be authorised by it. (5) The time-synchronisation systems shall,- (i) utilise a secure housing, hardware, software and procedures to protect against unauthorised intrusion and misuse; (ii) provide a dependable level of reliability in their services, suited for the performance of their intended function; (iii) adhere to security procedures to ensure that accountability, availability, reliability and traceability of time are maintained; and (iv) comply with such standards, guidelines and procedures as may be specified by the Government: Provided that such standards do not compromise the security and integrity of the system. (6) To safeguard national and economic security, all critical infrastructure sectors including defence, power grids, utilities, telecommunications, banking and finance, transportation, enterprises, broadcasting, data centers, etc. shall utilise a redundant time synchronization system and such system shall incorporate the NavIC or one or more authorised timing sources as a timing reference in addition to other authorised timing source. (7) To build resiliency, all global navigation satellite systems based timing devices shall receive at least one timing reference directly from the NavIC constellation or from an authorised timing source. (8) All entities and organisations shall integrate one or more authorised timing sources into their timing infrastructure to mitigate disruptions and ensure continuity of network operations and mission-critical services. (9) The user shall implement mechanisms to maintain uninterrupted timing services in the event of reference input failures by employing highly stable and precise atomic clocks calibrated by Council of Scientific and Industrial Research - National Physical Laboratory or Regional Reference Standard Laboratories or by sourcing time from authorised timing sources. 10. Compliance and monitoring.– (1) The periodic audits shall be conducted to ensure compliance with these rules.8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (2) All Regional Reference Standard Laboratories and other authorised timing sources shall be subject to such audits to verify the traceability and availability of Indian Standard Time (IST). (3) The Council of Scientific and Industrial Research - National Physical Laboratory, shall maintain UTC (NPLI) and ensure its traceability to Coordinated Universal Time (UTC). (4) The Legal Metrology Division shall oversee and enforce compliance with these rules. 11. Penalties.– (1) where any person or agency has breached the provisions of these rules, directions or orders made thereunder, shall be punishable under the provisions of the Act. (2) The Director, Legal Metrology or an authorised officer, shall conduct an inquiry and impose penalty in case of breach of the provisions under this Act. [F.
