subject: lssues faced in export shipments through sea routes in view of the evolving situation in the
Middle East - reg.
The evolving gebpolitical situation in the Middle East has led to certain disruptions and
operationar uncertainties in maritime trade routes, which are impacting export shipments through sea
routes from lndia Exporters and other stakeholders have reported concerns relating to logistics, routing
of vessels, increased transit time, higher freight rates and associated operational challenges affecting the
smooth movement of export cargo.

The matter has bought to the notice by the exporters and various associations viz. FIEO, AMTOI,
csLA, FFFAI, BCBA, INSA etc. highlighted certain operational, logistacal and commercial concerns being
faced in respect of export shipments through sea routes due to the evolving situation in the Middle East.

The issues raised by exporters have been compiled and forwarded to the concerned authorities
for necessary action To closely monitor the situation, DG shippinghas issued DGs circular No.14 of 2026
dated 09'03.2026, in accordance with section 317 of the Merchant shipping Act, 2025. ln that circular
the DGs advised shipping rines and other service providers to maintain tranipar"nay in charges, refrain
from predatory or non-transparent pricing practices, and ensure fair trade practices in maritime logistics.

Further to this, the competent authority has decided to appoint a single point of contact (spoc)
as Nodal officer from this Directorate for issues arising out of the prevailing geopolitical situation in the
